Conflict, and five years on, france remembers the victims of one of the worst atrocities in its history. 130 people were killed when islamist militants went on a killing spree in paris. Well meet one of the survivors. Im phil gayle. Welcome to the program. U. S. President donald trump is due to speak at the white house in about an hour to give an update on efforts to combat the Coronavirus Vaccine. These would be his first comments since last week his first Public Comments since last week when he repeated his refusal to acknowledge the outcome of the election. A court in the state of michigan refused his request to delay certifying results. The president s team is continuing to contest the election outcome. Donald trump in a bad mood. His only official appearance this week honoring the dead at Arlington National cemetery outside washington, d. C. No comment, but his years long tweet storm continued. His most senior officials refused to concede anything. There will be a smooth transition to a second trump administration. The Trump Campaign has lost a lawsuit upon lawsuit challenging vote counts in different states. The vast majority of republicans have stayed silent or repeated the president s claims. The question is how long these challenges can last. Government election Authorities Say they have found virtually no signs of legal fraud, so is this all for show and an attempt to keep the base motivated . If so, it seems to be working. We dont want a concession speech until we know every legal vote was counted and we feel good about it and there was no corruption. Joe biden does not seem bothered. He is creating a Transition Team and choosing people for his cabinet. We are just going to proceed the way we have. We are going to do exactly what we would have done if he had conceded and said we had won, which we have, so theres nothing really changing. However, the team biden is putting together has been locked out of the governments coronavirus reporting as well as daily Intelligence Briefings on international and security threats. They have received no transition funding or access to expertise and knowledge or even to the government buildings they will soon move into. Even if trump does concede in the near future, his tens of millions of hardcore supporters may never accept that their man lost, and they may refuse to accept anyone else as president. Phil straight to washington, then. Lets join our correspondent. We have heard nothing from the president and little from highranking republicans. What do you think is going on behind the scenes . Oliver me mood is shifting. We have some for republican senators openly calling joe biden the president elect already, and theres other pressure in the republican party. There is no real evidence for voter fraud, officials are calling this the safest election in a long time. What is important to understand is the situation of the electoral results right now. The Electoral College that is necessary for the president to be elected eventually the votes we are looking at right now are not certified get. Theres still votes being counted as we speak, and the deadline for this is december 8. Until then, we are talking about preliminary results. Donald trump is using this timeframe he has right now to raise money. The Trump Campaign has been sending a mass asking for supporters to chip in, and allegedly he is repaying his Campaign Debt or collecting for that purpose, essentially upholding this narrative that it was a rigged election, all eyes are on trump. He is expected to deliver his first speech since the election in a little more than two hours in the white house, officially talking about the vaccine, where he will probably claim success, but it will be interesting to see if he will also talk about the election. Phil we heard in the report about Trump Supporters who will never, ever, ever give in. They are planning a rally in washington on saturday. What should they expect . There are several rallies planned in washington based on the false claim that the election was rigged. Potentially, we might see large crowds, especially, donald trump just tweeted about an hour ago he might join those protests. They will also attract counterprotesters that have already said they want to protest against those farright protesters. We have seen in the past that those counterprotests are often bigger than the farright protests, and they are potentially dangerous, of course. The police we see is on high alert. The do you see mayor urged visitors to not take firearms. In do you see, there are strict gun laws in place, but experts have mourned in the past weeks we might see spontaneous violence resulting in clashes of those two groups. That has not materialized yet in the aftermath of the election, but of course, this weekend will be a challenge for peace in the capital. Phil when the president finally does take does leave the white house and loses his immunity to prosecution, he is likely to face a number of lawsuits. Just talk us through a couple of them. Oliver thats right. First and foremost, donald trump will lose his immunity come january 20. The moment joe biden is sworn in, donald trump loses immunity from prosecution, and there is one important criminal investigation under way against him. The new york court is looking into his tax returns, his business practices. About a year ago, donald trump took the case to the supreme court. If the Court Decides against him, the newer court will be able to move on to a situation in which he might Face Criminal Charges in the end. Phil thank you so much. We take a look now at some of the other stories making headlines around the world. Russian peacekeepers have entered the regional capital of nagornokarabakh to oversee a peace deal. French forces in mali have reportedly killed a senior jihadist leader linked to several attacks. France has deployed thousands of troops to mali and across the region to counter islamist militants. Official results from myanmars election sure the ruling party has won an absolute majority. The National League for democracy has already declared a landslide victory. The United Nations says the conflict in it to priya in ethiopia has risks spiraling out of control. Civilians who fled the fighting say they were bombed by Government Forces despite claims from ethiopias government itself that it is only striking military targets. They have come with just what they can carry. Ethiopians make their way to safety across the border and into sudan. If it was not for sudan, many would be dead. Where do we go . If we go to eritrea, they will slaughter us. If you go into other parts of the opr, they will slaughter us. Some had to make a heartbreaking choice of leaving loved ones behind. My mother i left her in a church. She is an elderly woman. My brother is blind. We left him as well. There is no food or water. Everyone ran away. On the way we found murdered people with weapons and knives. Thats why we ran. What were we to do . We want to save ourselves. Thousands of exhausted refugees have fled to sudan. Conflict erupted in early november when the government sent troops into the region after an alleged attack by local forces on a federal army base. The etopian pre minister says his party is close to victory. This mischievous force is suounded on all sides. It is a force in its final throes of death. Your children are suffering death and injuries on the front line. The United Nations isoncerned that war crimes have been committed in the fighting between the government and opposition party. Many are calling for a deescalation, but what information is coming from the isolated region indicates the situation is deteriorating. Phil we have more on this with a representative from amnesty internationals Crisis Response team. Amnesty international is saying perhaps scores of people died in a massacre monday night. What has gone on . Yes, we have heard rumors of an attack on the night of november 9. We started to see images emerging from there two days ago on wednesday. These were images appearing on social media from the region. We spent yesterd and wednesday studng these images and studying the videos to work out when and where, and we were able to locate, and these images showed killings, dead bodies in the streets, and then we proceeded to gather testimony from people who had spoken to survivors of the attack who told us that the victims were day laborers and not involved in the ongoing military conflict in the region and that police had been gaping wounds, which appeared to have been inflicted by sharp weapons knives, machetes, axes. We also took images of the dead bodies and shared those to confirm the images of the wounds were consistent with what we were told happened. Phil the assumption as this was action by the Peoples Liberation front . We have been unable to confirm that independently, but witnesses td us they had spoken tsurvivorwho had said they have been attacked. Phil dw has been speaking with them or their representatives. I just want to read you a statement that they gave us. They said the perpetrators must be brought to justice and that the Regional Government is ready for an independent investigation, the International Community should enter the scene and investigate this incident. Of course, we fully agree with that. There should be an absolute independent inquiry and independent investigation into what has happened. One of the challenges of this conflict has been the lack of accessibility to human rights monitors, to humanitarian assistance, humanitarian aid. Absolutely, one of the big challenges is access, both into what has happened but also to provide humanitarian assistance. Phil the United Nations warning that this is spiraling out of control, is that the way you see it . Must this be the case . The international, the United Nations, regional actors are called to step in to help deescalate rising tensions in the country. It is obviously a tense and volatile context. It is a time foreescalation. Amnesty international is for any International Moves that could lead to deescalation. Phil regardless of the hope, what do you think is the likelihood that we might see an ethnic conflict . We hope very much it does not had in that direction. It is time to call for deescalation, to call for the International Community to step in and help. Phil thank you for bringing that to our attention. Now to paris, which has been marking the fifth anniversary of the deadliest series of terror attacks in its postwar history. 130 people died and hundreds more were injured when the socalled Islamic State carried out a 4part killing spree at sites around the french capital. This was also the site of one of todays memorial ceremonies. During the memorial service, the names of the 90 victims were read. This year, relatives cannot attend, but the Prime Minister and the mayor of paris laid a wreath. A Larger Service had to be canceled because of the pandemic. I still feel the horror of it five years later. It is still palpable. On november 13, 2015, paris was shaken by a series of attacks. Three suicide bombers blew themselves up. Bars and restaurants were also attacked. 130 people died, most of them inside the concert hl. One survivor remembers. One of th assassins saw me standing up and starte shooting. I ran, but a bullet hit me and passed straight through my lung. Now islamist terrorist sending shock waves through france again. Most recently, the beheading of the teacher samuel paty and the attack on a teacher in nice. The country has raised the Terror Threat to the highest level. We have to do more than just up the attacks. We have to write laws and were about this problem at the roots so the attacks do not happen in the first place. Phil in response to thesesort of attacks, president Emmanuel Macron has pledged to step up his governments efforts to combat extremism, but what can be done to stop people from turning to violence . We spoke to an expert here in germany. Islamists and rightwing extremists sit sidebyside at a meeting held in germany organized by the violence prevention network. Their goal is to talk to extremists, not about them. For almost 20 years, thomas has been helping young people extricate themselves from extremist structures. We try to help people get out. We have dubbed our concept the strategy of 1000. We want to starve the extremists by keeping them from recruits. Some extremists can no longer be contacted. Many are in prison. This used to be where deradicalization began, but now visits are no longer allowed. Another problem is social media. Because of the current lockdown, more people go online, which makes them more prone to become radicalized. I observed during the pandemic when the lockdown was in place, people who were isolated began looking for contacts. They began exploring social networks. German security authorities estimate the number of agitators to be around 630, about five times what it was in 2011. One of the main reasons is the socalled Islamic State. It has always recruited europeans. Many german sympathizers travel to the war zone. When they returned, they were reclassified as potentially violent extremists. We can stop this by speaking out when we see young people becoming politically radicalized. After we are shocked by their opinions, we should talk to them and that of staying quiet. Thomas reminds us that extremist groups are a normal part of a democratic society. He says the solution to the problem of alienation is to reach out to these young adults so they dont feel so alone. In this program, these young former extremists learn they can find a place for themselves as fully fledged members of society. Phil were joined by an expert in counterterrorism and extremism prevention. One of the Big Questions asked when we talk about these things is why . Young people are often quite radical in their ideas, but how do you go from having these radical sorts of ideas to than translating that into violent action at the center against society . This is a question many researchers have looked at in the pa years. What we know is that it should be regarded as a process. That means it goes from slowly turng to certain ideas that lay the groundwork such as demanding why am i here in this world, what arehe ideas that i want to have, and to further go into a more radical worldview that is more black and white, so rhoric beten us and them. For example, the believers and the infidels, and then goes further and further toward ideas that support violence, with the final stage would be to perpetrate a terrorist attack. This is not a linear process. People can move forward and also backwardbut theres also a point where people can be motivated to exit this process. Phil the suspect in this months attacks in austria was known to police, had been in prison for trying to join i. S. And had been through a deradicalization program, so it begs the question how fective these programs are. Again, a very good question and something we are still researching. The issue is that radicalization is a very complex process. Many facrs can contribute to a person being radicalized, a also many ctors can contribute to having a person d radicalized. Do regularization d regularization in many cases is doing a good job intifying the forces contributing to a person being radicalized, and how we can work to understand that they have a different worldview tt is not supporting violence, but this is a very long process. It needs time, it needs trust, and also resources so the success rate can be high, but we cannot have 100 security, and also not sure if people are sang what they think. We cannot look into a persons head, for example. Phil parof austrs responses to introduce tougher laws, making with the chancellor calls criminal islam a political offense. Is this likely to work . First of all, the line is very blurry. It can include many things. Also, having this as a criminal offense does not sound very constitutional to me to lock up people internally. When people are in prison, it does notean that they are d radicalized. On the contrary, the experience can be very counterproductive. Instead, we should be focusing on not having only more resources for security agencies, but improve the cooperation because we have seen in the end that was one of the problems, the cooperation between security agencies but also police and justicend on the contrary, further support the radicalization programs. Make sure they have aunding structure, mak sure they understand how people are radicalized and what effective prevention work actually is. Phil thank you. Sophia from the German Council on foreign relations. Hes the mastermind of the Brexit Campaign and one of Boris Johnsons closest figures, but today, he quit. Just as the u. K. Must decide on agreeing on a trade deal with the European Union as the deadline approaches. He was the most powerful man on downing street after Boris Johnson. This morning, he was waving away reporters like flies. Supposedly, he is also to blame for the u. K. s current chaotic style of government. Some conservative parliamentarians are believed he is leaving. I see this as a huge opportunity for the Prime Minister not just to advance and build his team but actually redevelop the art of statecraft to be able to meet some of these challenges. For a long time, the aggressive style of Dominic Cummings was useful to Boris Johnson. He ran the 2016 Referendum Campaign for brexit and helped Boris Johnson become Prime Minister, but now seems to have gone t far insisting that his close friend should become chief of staff. His machismo had increasingly got under the skin of Boris Johnsons wife. I find it quite extraordinary and unacceptable, when we are in the final throes of the negotiation over brexit and we have a 31st of december deadline, that downing street should allow itself to be distracted by internal struggles of this kind. Cummings had announced he would leave downing street by the end of the year, just when a transition phase begins. Phil the Miami Marlins have hired a new general manager, the first female in Major League Baseball history. She has worked as the Senior Vice President of baseball operations for nine years and before that, the front offices of a number of teams. The 51yearold started her career as an intern for the Chicago White sox. Coming up next, i will be back with the day, a look at the days big events. Have a good day. Anchor to live from paris. Live here is whats ahead on the program. Donald trump says a Coronavirus Vaccine will be available to high risk americans in a matter of weeks. The president adding the general public can expect doses in april. He did not speak about his election loss. The u. S. Secretary of state departs for paris, starting a week long tour of seven allied nations. Meeting with leaders who have congratulated joe biden on his election victory. And france kills a senior al qaeda operative
