We begin with the latest from the United States at this hour where joe biden is on the cusp of winning the presidency. Battleground states are too close to call. The results coming in for joe biden put him on top. If he wins the state hes sure to secure over 270 Electoral College votes and become the 46th president of the United States. Now, the traditionally republican state of georgia is too close to call. A recount has been ordered with bidens lead razor thin. The a. P. Has called the state of arizona for joe biden. For more on the latest vote count under way in key battleground states which have put joe biden on top heres more. As poll workers continue processing ballots in pennsylvania, georgia, arizona, and nevada, joe bidens lead over donald trump is holding, as the count nears its end in pennsylvania. If he wins the state he wins the white house. In philadelphia county, where biden has an overwhelming lead there are still tens of thousands of ballots left to count which could take days but in the democratic mayors eyes the race is over. I think what the president needs to do is frankly put his big boy pants on. He needs to acknowledge the fact that he lost and he needs to congratulate the winner and stop this and let us move forward as a country. In contrast, donald trump needs both pennsylvania and georgia to have a path to victory. A prospect thats seem less and less likely. In georgia, the margin is so close, the secretary of state there sai a recount would be inevitable. Right now georgia remains too close to call. Out of approximately five million votes cast well have margin of a few thousand. With biden nearly dulling his lead in nevada and currently leading in georgia and arizona, the Biden Campaign and democrats in congress are already acting like a biden presidency is undeniable. This morning its clear that the bidenharris ticket will win the white house. His election is historic, propelled by the biggest vote ever in the history of our country. Meanwhile, Election Officials are dismissing the president s unfounded claims of widespread election fraud. As for the popular vote which does not decide the race biden leads trump by almost four million votes. We can now go across to france 24. You heard in that report democrats are confident, yet the u. S. President donald trump is digging in his heels and vowing to challenge the results by all legal means. The president is really focusing there on the legal challenges. This is coming from the latest statement from the president. A lite bitf a change of tone, thou, from the remarks he made last night. No more claims that he has won, month more claims of fraud. At least not in the statements specifically. That statement focusing, saying that this is about the integrity of our entire electoral process. Not about any single election, and the president , as you said, vowing to pursue this process through every legal as every aspect of the law, so the president and his team are now gearing up for the legal battles. They have already issued a few lawsuits in all of these battleground states. Even some of those states that we have stopped talking about now. But states like michigan and wisconsin, there are legal challenges there. Of course, pennsylvania, georgia, nevada, all of those places, there are legal challenges. The democrats are saying that those legal challenges have absolutely no basis and so they are confident that those legal challenges will not end up with any significant overturning of any of those votes. One of the most specific challenges is in pennsylvania where the republicans are trying to overturn this extension of deadline for receiving and counting mailin of ballots the thats really where the focus of the fight is going to be, and thats how the republicans think they can overturn this vote by not counting basically ballots that arrived after election day. Now, you know you mentioned this to the president last night, he made unsubstantial claims that the election is fraudulent. There is n claim of any foul play here. What are republicans saying about, you know, what the president has been saying. Have they distanced themselves from those comments . Well, its really sort of trio of reactio coming from the republicans. You have the diehard trump loyalists who have defended the president tooth and nail like senator Lindsey Graham and ted cruz. Lindsey graham went even as far as to call on the legislature of the state of pennsylvania to actuly order their electors not to vote for joe biden in case joe biden actually was confirmed as the winner of pennsylvania. So they are the ones who are sticking b the president. Then you have the most Common Ground basically, which is republicans coming out without directly criticizing the president , but basically saying, were counting. This is the democratic process. We have to wait and see what comes out of there, and only that count will determine the winner. And then you have those who have decided to clearly and publicly distance themselves from the president. You have some who have been critics of the president , like the governor of maryland, larry hogan, but you have some people who are pretty close to the president like chris christie, former governor, who is actually a top adviser of the president , who prepared him for his president ial debate and who came out and publicly said that the comments made by the president were dangerous, that they were inflaming the sittion and that the president was simply not putting any evidence out there to substantiate his claims of election fraud, and that that was going against what the u. S. Democracy has stood for, and then you have some people who just dont want to talk about it like the Senate Majority leader mitch mcconnell, sort of shying away from taking any stand on that situation. Thank you very much. Reporting there from washington. For more on the story we can bring in paul professor of political science. Thank you very much for joining us here on france 24. Our correspondent in washington was saying donald trump has alleged fraud in this election. We knew this would happen, even though there is no proof. Numerous lawsuits have been filed. What cane expect to see happen with all of those . Well, it looks like the count will continue. There was some attempts to try to appeal to the federal Supreme Court from pennsylvania in orr to overturn the decision to allow absentee ballots that were marked on ection day but arrived three days later, in order to there appears to be no likelihd that were going to complete the count but there will be legal challenges, that some of these legal challenges will be successful. There have been some successful challenges already but they have been relatively small. Small batches, 10 here 15, there, smudged signatures. There appears to be no incident, certainly something that would overturn the thousands of ballots, that looks like it will put joe biden over the top. Joe bidens lead is growing in the commonwealth of pennsylvania. If he wins the state he wins the presidency. What if he declares victory later on tonight butonald trump doesnt concede. What happens . Thats the moment that weve all been waiting for. Some expecting many things going in bidens favor in the last few weeks. What would happen at that moment . As your reporter just pointed out, kevinccarthy, who is the majoty leader, the minority leader, excuse me, of the United States congress, the house, has come out quite aggressively in favor of trump. Thats fairly disappointing. E hopes a that a number of publican electedfficials in the states, particularly the states that are being challenged like pennsylvaa and nevada and georgia, secretary of state of georgia, will defend the integrity of the process. The hopes are that some of this will start to fall away. It will be a slow period. I expect it might be a couple of weeks before wre finally certified but im hoping the ited states, and frankly, the world can move on. Lets talk about the future of the Republican Party because we know that donald trump assuming he leaves the white house and moves on and joe biden becomes the 46th president , hes not going to go off into the sunset, is he . Hes going to be breathing down the president s neck. Hell be tweeting. Hell be, you know, on fox news. Making his opinion very public. And questioning everything that joe biden does. Will he still continue to control the strings of the Republican Party even though hes no longer the president . Thats a great question. We havent experienced this in this country bere. The best example might be, the name escapes me, media magnet who got elected Prime Minister in italy a number of times came back im sorry, yes. Thank you. He perhaps, so we dont know quite in this country what it will mean to have a president like that. The race is close enough, and the republicans have done well enough, i certainly think that trumps Style Campaign will emerge again in 2022 and likely in 2024, and this populace surge that many countries in europe have been experiencing, i think the United States is going to be continuing to experience this, and were going to have to debate nato, free trade, the european union, the United Statess relationships with the world. These will be debated in all of our countries over the next decade perhaps, as we try to move forward. How does, you know, joe biden, if he becomes president , go about bridging the divides in the United States, considering that 69 million votes have gone to donald trump . Clearly, the United States is a fractured country and people are very split, and aggressive on where they stand on the issues. Very aggressive. Look, some of our fear still and there is some signs of this now, with some of the tweets the president is sending out, in detroit, there are reports of groups of individuals who are congregating around the election offices, and thats threatening, that feels threatening to Election Officials. I think short term, there are some things that biden will be able to do. Its very clear that we need another coronavirus stimulus package. I believe it will be bipartisan agreement for that. We just need to get the election out of the way. I believe the democrats will try to move forward as well on trying to resol some of the challenges that happened in this election. That may become a lot more controversial. My hopes are, that trying to address coronavirus and the economic challenges will bring the parties together initially. We should also remember this about joe biden. Hes been in washington nearly a half century. He has traditionally worked in the u. S. Senate across the aisle. That may be very hard in this day and age to work across the aisle but if anyone can do it biden can do it, so, you know, lets hope. Lets hope that they can Work Together and maybe reestablish the work relationship. It would not be good for the u. S. Or for the world to have this country stall for another four years, not be able to a add act on Climate Change or partner with europe and with nato, tory to fige out what were going to be doing moving forward with the international orders. I mean, thats on the table, and i assume in france, a very high point of concern. Hell have to reach across the aisle if the republicans keep control of the senate. Professor, thank you very much for joining us on the program today. Next a quick word on the sanitary situation here in france. The death toll from coronavirus also continues to mount. Nearly 40,000 people have died from covid19. And lockdown is in effect throughout the country to curb the rise in cases. Hospitals in france are worried about their contracting the virus themselves. Time now for the business with news with katherine. Weve been talking a lot about the president ial race but of course, alongside that is the race for congress and how congress will have a big impact on the countrys economic recovery going forward. Thats absolutely right. Up until now the senate has been controlled by republicans and the house of representatives by democrats. This divided congress has failed to push through a new fiscal plan since the 2. 2 trillion package in march. Now, that stimulus from march has mostly expired and the outcome of this election will determine what happens next. The democrats were arguing for a second 2. 2 trillion injection where as republicans wanted to squeeze that to just 500 billion. They werent able to find an agreement before the election. So now it will be up to the newly elected congress to decide the size of the next recovery package. We may not know who is in control of the senate until as late as january 5. The senate races in the state of georgia head into a runoff. If Congress Remains divided between republicans and democrats, the negotiations over fiscal stimulus are likely to run into the same hurdles. Keeping millions of americans waiting for financial aid. We can take a look at thousand markets are reacting at this hour. They slipped throughout the days trading, after reaching highs during did week. Its, of course, election uncertainty thats been weighing on wall street. The Dow Jones Industrials fell a quarter of a percent and despite the s p 500 and the nasdaq closing flat today ended the best Weekly Performance since april. European markets also closed lower on friday. Leading losses by. 7 . The cac fell almost half a percent while londons footse stayed just above the flat line. The u. S. Labor Department Published a new jobs report on friday. It shows that unemployment in the u. S. Went down in october to 6. 9 . Thats a lot better than expected, and can get more jobs added. The economy regained 638,000 jobs last month. The biggest job gains were in the sector that suffered the most during the pandemic. Leisure and hospitality where jobs jumped by 271,000. Within that bar and restaurant jobs added 192,000 so were seeing a good recovery in that industry. We can listen to what the public leaders of the Senate Mitch Mcconnell had to say earlier about the latest unemployment figures. The unemployment this morning at 6. 9 is stunning indication of a dramatic comeback of the economy. That coupled with the growth, domestic product growth in the Third Quarter indicates the economy is moving to get back on its feet. That clearly ought to affect what size of any rescue package we additionally do. Inject trillions of dollars to fix the economy based on these positive economic figures that have been coming out over the last few weeks. However, he may think differently by the beginning of next year. There are two factors that mean that this positive jobs trend is unlikely to last long into the final quarter of 2020. First, growing number of coronavirus cases which will have an impact on consumer sentiment. Americans could decide to hold back on activities like shopping, traveling, and eating out. Secondly, it seems rather obvious to say it but winter is coming. And with Colder Weather and further coronavirus restrictions, certain businesses such as bars and restaurants wont be able to use outside spe so they are going to lose out as a result. For while these job figures are better than expected, it still represents the smallest monthly number of hires in five months so that indicates that the economy is starting to hit a slow patch after rebounding sharply in the Third Quarter of this year. The chair of the u. S. Federal reserve said that rises in coronavirus cases are going to hit the economy hard, and a recovery wont happen until people are confident enough to go out and participate in the economy and for that he said that you need fiscal stimulus. He did say that the central bank would support the economy for as long as is necessary particularly as the pandemic has served to highlight structural inequality in american society. The economic downturn has not fallen equally on all americans. And those least able the shoulder the burden have been hardest t. In particular, the high level of joblessness has been especially severe for lower wage workers in the services sector. For women, and for africanamericans and hispanics. All eyes are still on the congress race, on the election race. Well see what happens because that will have a big effect on the economy. Well see what happens. Thank you very much for that. Stay with us. More news coming up. President tru was a total and complete they are called deep fakes. I would never say these things. Artificial voices that are flooding the internet. Someone else would. Someone. Like george this is dangerous time. Moving forward we need to be more vigilant with what we trust from the internet. Only a year ago, hours of recordings were needed to reproduce a voice, but today, Artificial Intelligence can mimic anyone in just a few minutes. Were going to create an artificial copy of their voice. That means that later they can type any text, even text that was not in the recording, and convert the text into audio as if they had spoken it. The technology has become so adaptable that it can bring voices back from the dead. Here Nelson Mandela reads his own biography. Troublemaker. Its very interesting because we dont replicate any specific part of replicate replicate speech. To replicate even like weird intonation. Cheap fakes come across as untouched video. Heres a real clip of the u. S. Speaker of the house nancy pelosi. He had a press conference in the rose garden with all this obviously were planned long before. A heres an edit shared widely on facebook. And then he had a press conference in the rose garden with all this visuals that obviously were planned long before. The sound of the interview has been slowed down, giving the impression that the speaker i under the influence of alcohol. So the visuals that obviously were planned long before. Were very much alive. And heading into a contentious president ial election there are concerns about the power of these modifications. Any press conference or speech is now up for reinterpretation. Joe bide isnt a helpless puppet of the radical left. These kinds of manipulated videos or cheap fakes feel just intuitively and instinctively more plausible even though they are not. Thats just a massive risk in terms of an informed electorate whh nds to make decisions based on actual fact based information. Audio deep fakes are flooding social networks. Tech giants like google, facebook and twitter have decided to weigh in. Facebooks ceo zuckerburg had initially refused to b deep course and pledged 10 million fight disinformation. I do think saying deep fakes and misinformation is a reasonable perspective. How can we inform ourselves if we can no longer rely on what we see and hear . There is a tension between Free Expression and the risk of miss and disinformation. I have some concerns that the wrong regulation could go too far and too squash free speech and creative expression, so im moren favor of labeling, fact checking, detection. For many startupsuch in Silicon Valley they believe voice cleaning has Infinite Potential especially for advertising, education, and cinematic purposes. Voice cloning. Voiceover, if you think about, entertainment, a war movie, you need 2,000 different peoples voices. You dont need to hire 2,000 voice actors. You can just hire us and then you have 2,000 voices.
