Is a lot of work to, particularly when it comes to rapsody ballots as well. They will all have to be added, so a warning to people watching across the world, the selection, which has been contentious, it has been difficult, it has been hardfought, but it might not end in the next few hours. It could be a couple of days before we get a final result, so people should be wary a politicians declaring victory unless on either side of the result is clearcut. The polls suggest that is what is going to happen, donald trump says in 2016 they said the exact same thing and they won and he is clinging onto that hope. At least 14 people have been arrested in austria after mondays shooting in vienna. Another 22 have been injured when a gunman opened fire in the city. Authorities are describing as a terror attack. A clash with supporters of former president as they tried to enter his house to arrest him. This came just hours after the president was declared the winner of the election. Ugandan Opposition Leader has been released. He was arrested shortly after he was successfully certified as a candidate in next years election. A Spokesman Says he was forcibly taken out of his vehicle by police after handing in his president ial nomination papers. Supporters gathered outside his home after he was released. Those are the headlines, the news continues here on al jazeera in about 25 minutes after inside story. Bye for now. The u. S. Goes to the polls and the world is watching. Millions of americans are voting for the next president. So how is the election being viewed by other countries . This is inside story. Host hello. After one of the most divisive campaigns in years, americans finally have their say on who should be there next president. Millions are choosing to either give donald trump another four years or put joe biden in the white house. But no matter who wins on tuesday, the news will reverberate across the globe. It is often said that the u. S. President is the most powerful person in the world so in this special episode of inside story, we speak to al jazeeras correspondence in china, russia, the u. K. , iran, iraq, and israel see how they are viewing the u. S. Election. Donald trump has had a tense relationship with china, a trade war led to both countries imposing billions of dollars in tariffs. Washington has criticized beijings National Security of hong kong and territorial claims in the South China Sea. But it is the pandemic which emerge from the chinese city of wuhan last year but has come to shape the u. S. President ial campaign. Trump because of our relentless efforts, the recovery rate right now on covid, or the china virus, the china plague, is 99. 7 . [applause] trump and im here. [applause] he waved the white flag of surrender. I will never surrender, we are going to beat this virus, we are going to get it under control. The first step to beating this virus is beating donald trump. Host first of our correspondence is katrina in shanghai. Katrina, this has been one of the most complicated, perhaps the most coveted relationship that donald trump has with a foreign power, massive chinese investment, yet there was this trade war. Criticism of its role in hong kong. What is china thinking when it comes down to the elections now . Is it that they might be better off with biden . Reporter well, in terms of the Trump Administration, it is a really tough time of the Chinese Government the past four years. It started out well with trump really heaping praise on president xi, and it quickly deteriorated in 2017 with the initiation of this trade war with terrorists that have really her chinese manufacturers, and then we had these really restrictive Technology Restrictions that have really hard Chinese Technology companies and really dealt a blow to chinas 5g global plans. Of course, we have also seen the Trump Administration put a lot of pressure on china when it comes to issues like the South China Sea human rights violations. Because of this, we have really seen a freefall in chinas soft power and standing in the world and because of also the pandemic, of course. These charges being led by the u. S. Under the Trump Administration. But when it comes to this often between biden and trump, china is really caught between a rock and a hard place because both of these men have said they are going to continue a tough on china approach and for beijing, this frosty relationship, they really dont see this ending anytime soon. If trump gets real, china will try to build a consensus with trump focusing on brats a continuing trade conversation. But if i can get elected, we might see a change of style, we might return to a more conventional style of diplomacy, but he is also going to continue to be hard on china and he might even focus on issues that china is less willing to have conversations over. For example, social and political issues like human rights. Host it has been a case that china is simply too big for any real damage to be done by either donald trump or joe biden. In fact, it is something that the americans just have to deal with. Reporter definitely when it comes to china, but they have tried to do with this election is keep their head down and really not comment too much on what the outcome might be. As i said, the way they see it, going forward, the relationship between china and the u. S. Is not going to improve. The age of a friendlier engagement between these two countries, is over. What they are going to do is become less reliant on the u. S. To the point of the Chinese Communist party recently had their planning for the next 15 years for chinese direction and the main message was china has to become more selfreliant going forward, especially when it comes to technology and building up its economy. So when it comes to that, chinas ambitions overall dominating technology in the long term. These are not going to change regardless of who wins the election in the u. S. Host thank you very much. Just like the election four years ago, pressure is again denying accusations of interference in the campaign in favor of donald trump. The president has been accused of failing to stand up to Vladimir Putin and suspected russian aggression. Democrat joe biden has called russia the biggest threat to americas security. Lets bring in alexandra in moscow. Welcome to the show. Again, another complicated relationship between donald trump and the russians. What is moscow looking forward to . Isnt looking forward to retooling this relationship, or is it simply dealing with the cards we are given . Reporter there is far less excitement about these elections than it was four years ago, that is both on an official level and amongst ordinary russians. Four years ago, there was a hope that was shown in the Public Opinion that relations between russia and the United States might get better but these hopes were crushed very soon by the summer of 2017. Vladimir putin called his relationships at an alltime low. This time russia is standing aside and they are not saying neither trump nor biden, they are saying that actually, politics towards russia is not going to change, whoever sits in the oval office. What they are saying, and this also reflects in the polls, is that it doesnt matter what happens in the United States, that if there is any bipartisan in the United States, it is in this consensus of being antirussian. These things come because during the trump presidency, what russia sees as donald trump and his administration did not do anything to make these relations better. He did impose sanctions, he also imposed sanctions on a very important project for russia, that is the pipeline. He expelled the russian diplomats. The hope that this might get better, there are none this time compared to four years ago. Host does russia really have the luxury of standing aside if joe biden win the election . It is likely that russian interference in the previous election will come back up. There will be investigations made. So it is likely that there will be criticism again, even from joe biden coming towards russia. Is that something the russians are concerned about . Reporter i would say so. You see, at the very end of his presidency, obama imposed sanctions for the interference in these elections. We can expect that if biden wins, there will be new ones in this respect. But what russia can hope also is that, for instance, he does sign the continuing of a treaty which is very prestigious for russia, a treaty in a nuclear arms, that the last one standing, that he might revisit the position about nord stream 2. There are also some positive signs that can be expected from joe biden who does not hide his sentiments which are negative toward russian politics. On the other hand, as we could hear the case of china, he might hit them hard also on human rights issues, on democracy. Russia does not feel that they got something from the presidency of donald trump that can get things worse if joe biden is elected president. Host now lets get the view from americas allies in europe where leaders are at odds with donald trump on issues including the iran nuclear deal, natos defense budget, and climate change. Nadim, lets concentrate on london and the u. K. First. I mean, Boris Johnson is very much hoping that donald trump wins this election because it will mean brexit might get saved. Joe biden has already been very critical of brexit because of the threat to the islands. Is it as simple as that, though . Is it as simple as that Boris Johnson wants a donald Trump Victory . Reporter i dont think you can say it is as simple as that because of brexit, it is a very complicated agreement and so is the good friday peace agreement. Of course it is an open secret that Boris Johnson is very, very keen, if not desperate for some kind of free trade deal with the United States. Of course, the United States will come with its own conditions which concerns some of Boris Johnsons own supporters. Yes, that is on his to do list next january. Once britain is no longer in the status quo that it is, in terms of its relationship with the European Union. Personalitywise, yes, Boris Johnson has got on very well with president trump, even though he had some harsh words for a few years ago when he was london mayor, and of course, donald trump has referred to his friend Boris Johnson, calling him britain trump. Interestingly on the flipside, joe biden has actually said that he sees Boris Johnson as the physical and emotional clone of trump, that is an actual quote from joe biden from the recent past. Of course, diplomacy means that that will all be put to one side, hard bargaining will happen in any trade negotiations. But i think whoever is the next u. S. President , it is clear that they would be entering into a deal if, in fact, it is seen in the u. S. To endanger the security of Northern Ireland and the republic of ireland and, in fact, the frictionless trade on the island of violence. Yes, trunk was the man who backed brexit, he even told theresa may too soon the European Union to sue the European Union at one stage. Behind that lies some very real concerns, real conditions, and real barriers, perhaps, to any trade deal happening quickly. Host lets talk about the European Union. Often, the leaders are referred to as being germany. Germany has a fraught relationship with donald, certainly Angela Merkel and donald trump, there is no love there between them. When it comes down to europe, they will be looking for a biden presidency, surely. Reporter i mean, yes, basically. It seems most leaders of european governments are looking for stability. The last four years have seen in stability a move away from multilateralism. In many peoples eyes, the denigration of the institutions set up after the Second World War which create that multilateralism included the nato defense alliance. President trump has really gone on the attack against many nato allies, but particularly singling out germany, calling them delinquent for not, in his eyes, paying their dues. And he has threatened to withdraw, to reduce the number of u. S. Troops in germany and the alliance is basically hoping, yes, for a biden win for that reason, for stability and the return of the kind of communal decisionmaking and approach to securities. Next march, nato is reported to be planning an early summit to welcome in President Biden if, in fact, he would does win the election. Cash does in the election. Host well, if donald one of Donald Trumps biggest foreignpolicy decisions was to pull the u. S. Out of the Iranian Nuclear deal. Joe biden has offered to rejoin the agreement if youre on shows compliance. Ties with the u. S. Has deteriorated in iraq as well, home to about 3000 american soldiers. Lets bring in our correspondent in baghdad and the iranian capital of toronto. S tehran. Simona, it is a very complicated relationship. You have got a stage where he has backed the Iraqi Government but he doesnt seem to know what to do with iraq. What are the iraqis hoping for . Reporter well, the major concern for many iraqis is stability and sovereignty. Weve seen over the past year that iraq was on the cusp of yet another war as tensions rose between the United States and iran, with iraq risking to become the main battleground for the two sides. Weve seen an increase in the number of rocket attacks targeting u. S. Facilities, which were blamed on proiranian groups and weve also seen the u. S. Acting to counter those attacks like, for example, assassinating soleimani as well of the second in charge of the Popular Mobilization forces here in iraq which is this iranian backed Umbrella Group of armed groups. There was a lot of opposition to that specific decision, both from the side of parliament which shortly after voted to expel the u. S. Troops from iraq, but many iraqis simply saw this as a violation of their sovereignty and also feared that iraq could descend into another war just two years after it had come out against isis. Those are definitely the main concerns for iraq. But it is also to help the country emerge out of a longlasting economic crisis that has only been made worse by the global the kind declining oil prices. Many look toward the United States to help the country recover, to help get access to finance and to open up more opportunities for the youth. Host those things that you mentioned, particularly when it comes to the role of iran, that is not going to really change if joe biden gets in. Is there concern that they will just be reprising one u. S. Leader with the same policies that another u. S. Leader will have . Reporter it is unclear what direction the Biden Administration will take if joe biden wins and many iraqi officials what the Strategic Dialogue to continue which started earlier this year between the United States and iraq. But joe biden cell has a rather fraught track record in iraq. He voted in favor of the iraqi invasion in 2003. He also, under obama, in 2009, he was charged with withdrawing the 150 thousand troops that were based here at that time and of course, that resulted in a security vacuum which eventually enabled the rise of isis. So it biden were to win, certainly, many see it as, he should be departing from the obamaera policies to try to come up with a new approach. Host to tehran, this is a very crucial election. Speaking to iranian officials and experts, many of them on this show, the Iranian Foreign policy towards the u. S. Seems to have been frozen. Lets just wait until november to see what happens. Here we are in november, what are the iranians hoping for . Reporter very much it has been lets wait and see as donald trump increased pressure on iran with more sanctions and going to the United Nations to try to reimpose those United Nations sanctions. The iranian position has been the Supreme Leader today speaking that irans policy will not change towards the u. S. Or who is elected, no matter who is elected, but actually there are politicians that are hoping that biden will win because they hope ivan will return to the 2015 nuclear deal, lift some of those sanctions, allowing some relief the economy and normal iranians. But there are also some that wants donald trump to win. You may ask why is that . That is because many believe that trump has isolated the United States and the International Committee and handed iran a series of diplomatic victories at the United Nations especially. But they think if biden wins, he will bring on board the europeans, get a sense of the of the russians get the sympathy of the russians and the chinese, and that is not something that iran really wants to do. Generally when i am speaking to people on the streets, and the majority of politicians from the reformist camp, there are hoping that biden will win and hopefully there will be some relief for the iranian economy. Host there has been some criticism of the iranians themselves that they did not really understand donald trump, that actually all donald trump wanted to do was change of the joint conference of plan to the trunk conference of plan of action. In fact, just do a new deal, and that did not happen. Is there a fear that actually it is too late for the iran nuclear deal, that actually it is just got away now, even if biden wins . Reporter there is different caps. The reformists are Still Holding on, and the conservatives have said we never trusted the United States, we knew that this would happen, we just went along with it because reformists were in power. The problem with a trunk deal was that he wanted to bring on board, bring into play irans Ballistic Missile program and that has been a redline for iran because as far as they are concerned, one of the only reasons that iran has not been attacked is because it is strong militarily. Iran does not want to make any more concessions, that is at least what theyre saying publicly, but are have been rumors and certain reports outside the country better have been secret talks taking place between the United States and iran. No one here is confirming that. In fact, they deny it flat out. But that door is always open, theres always a possibility. At least on the face of it, iran is saying that we will not compromise, that redline is our defense. But they are hoping that this 2015 nuclear deal can be saved. Host donald trump has radically changed of the u. S. Role in the Peace Process between the israelis and palestinians are his administration recognized jerusalem as israels capital, and moved the American Embassy to the say. He unveiled a peace plan that has been widely criticized by palestinian leaders and negotiated a normalization of ties between israel and three air countries, edging others in the middle east policy. Harry is our correspondent in west jerusalem. It has often been described that donald trump is the greatest friend israel has ever had. Clearly if you are netanyahu right now, you are really hoping that donald trump comes to power again. Are there any dissenting voices . Reporter there are som but if you look at the polling of israelis in terms of their support for donald trump or at least, the estimation of whether trump, what a continued presidency would do for israel, he would win in a landslide if israelis were the only ones that counted. There is definitely definitely a recognition of the various gifts that trump has bestowed on them during the last four years. You mentioned the moving of the other is declaring jerusalem the capital, and of course, more recently, these deals that the United States has helped engineer with other arab states between israel and arab states in the region. You were here for some of those groundhog day elections over the last couple of years, you saw those enormous trumpnetanyahu posters. Netanyahu brandishing his relationship with trump has really evidence of his statesmanship and his wise leadership of the country. If trump loses the presidency, of course, that causes a pretty big and as a problem for netanyahu. He will have to will try to work with the Biden Administration while perhaps returning to his public outboardfacing and domesticallyfacing opposition, showing that he is the one who can take on a less friendly u. S. President. Host lets bring in the palestinians. I was reading an article that said that the palestinians have simply given up on the u. S. Being in on this broker in any kind of negotiation, no matter who is in power. Is that something youve heard . Reporter i have certainly from that her that from the man who used to be the representative for washington. He said something very similar to me. Basically, a biden to ministration would potentially reverse some of the excesses as far as the palestinians are concerned of what trump has done and that might represent a hope for change. He said no, it is time to move on. We are not just sitting here waiting for a new occupant of the white house. We are exploring other options. The United States has ceased to be what it used to be, there have been 30 years of attempting to change the statusuo under u. S. Leadership, it hasnt worked, and so we are calling on other countries, this multilateral approach to get involved. This is the official policy. Has not really got a huge amount of traction so far. Other voices within the Palestinian Movement to recognize this year, the weight of power that the United States has and perhaps more importantly, they realize what four more years of trump could further due to the palestinian cause. And so there are others who are very much waiting for the prospect of a biden presidency, even if it doesnt mean an immediate shift, even if he has many other things on his plate than trying to focus immediately on the israelpalestine issue. But if you look at what an advisor to the president said a couple days ago, it is the most important thing that trump goes, the Prime Minister also saying god help the world if he continues in office. The priority really is that trump is voted out rather than a huge expectation of major changes under biden. Host thank you very much.
