Bangladesh as refugee camps suffer the first coronavirus cases are discovered. And, hong kongs release watchdog clears offices of brutality after months of violent protests. Anchor hello. Latin americas Coronavirus Crisis is accelerating. Brazil Health Minister has resigned after weeks on the job, the second to leave the post in less than a month. Predecessorhis locked toward with president bolsonaro on his plans to reopen the economy. But brazil is now one of the worlds worst hotspots with more than 14,000 people dead and 208,000 infected. Mexico has recorded its highest number of daily infections after nearly 2500 people tested positive. Hospitals in the capital ful. Capital goes into lucked out in a few hours. Thousands of new graves are being dug. Colombia has allowed some essential businesses to reopen after its seven week shutdown led to a fall in the infection rates. The World Health Organization has called for cohesive leadership across latin america to control the spread. From the perspective in brazil, we have seen the increase in the number of cases. In general, an increase in the number of central and south american countries. I think this has been a factor in many large, federated states. The director general has said this many times. Therdless of the effect of health system, what is crucial is there is cohesion and across party, all of government, all of society approach. Anchor strict new lockdown measures due to go into effect in chile in the coming hours. 7 million residents in santiago will be placed under mandatory quarantine. The Health Minister announced the measure on wednesday. A nationwide quarantine for all people over 75 years old was also announced. Late last month, santiago started to be some restrictions, allowing people to go shopping. Chile has almost 40,000 confirmed cases and more than 390 deaths. Lets bring in our latin america editor, joining us from santiago to tell us more about the capitals unprecedented lockdown. Thats right. It is not really a resurgence of cases, it is just a continuation and explosion of cases. Because chile had never really brought them down but thought they had it relatively under control. That clearly is no longer the case. The number of new infections in chile, the country in latin america that is the highest number of testing. Just today, Something Like 12,000 new tests. An Alarming Number of those have been positive. Weve had five times the number of infections today than just less than two weeks ago. So, it is going up and up, and so are the numbers of deaths. We have seen at the cemetery, the gravediggers are working overtime to try to make sure there are enough free graves in case this gets worse. At this hour, you can see not many cars on the street. People have been racing to get home before the full lockdown begins. The government has set up a cordon around the city so people cannot get out and go to second homes which many people have been breaking that rule over and over again. They have also cordoned off the entrances to other cities, especially those near the beach to keep the contagion from spreading to those parts of the country as well. The president was at the airport 200y, receiving more than new ventilators and more personal Protection Equipment for medical staff and ordinary chileans. Theres a great shortage of nurses and Trained Personnel to use this kind of equipment so the situation right now is becoming very dire. Anchor how much pressure is this putting on the Health Systems . Reporter a tremendous amount of pressure. It is already at a limit in santiago. Already being operated by the air force. They are medevac in people from santiago to other hospitals, other icu units in cities around the country because the hospitals in santiago can no longer help all them. Although there is an integrated medical system that includes the private and public hospitals, they are filling up everywhere very quickly. They are at over 90 at this moment. If the numbers keep rising the way they are, they will be full in a day or two. Anchor thank you for that update from santiago. Largestas reported its oneday rise in coronavirus cases. Health officials confirmed over 2400 new infections on thursday. The government says the country is facing its most difficult moment in the pandemic. Lets get an update from john holman joining us from mexico city. Same question to you as opposed to lucia, how is the help System Holding up health System Holding up . John from what it sounds like, it sounds like it is holding up better than it is in chile. The countrys president came out and said there are still 50 beds available. Other estimates put it less than that. The government says there is a saturation at the moment. There is intention to get care beds available and ventilators. Talking to medical staff who back that up. They say they are lacking protective gear and many hospitals and disorganization in which patients can go to which hospitals. That can mean a lot of time and lost lives. The hospitals themselves and the health care system, particularly in the capital which is the heart of the epidemic come up until now it is holding up. The big question you mentioned mexico was at the height of its pandemic according to the Mexican Government. The countrys president said there is light at the end of the tunnel. He thinks that light is coming pretty soon because the government is going to start opening up some municipalities for monday. For the first of june, they will gradually start opening up different regions and the rest of the country. I think people are questioning. We had a week in which we have a highly daily death count. The highest amount of cases. Are we going to be ready for that in two weeks . Those questions have increased by the fact other experts in the country have been saying theres a lot more cases and possibly more deaths. Czar said the real number of cases can be eight times than what was reported. That is what the Mexican Government is planning, putting a positive spin on this. The question will be in two weeks times whether that plan plays out. Anchor who are the most vulnerable in mexico . This country kaz quite a lot of vulnerable people. Scientists, obesity and diabetes are two conditions which leave people vulnerable to the coronavirus. In mexico, 70 of the Adult Population is obese. One in seven have diabetes. There are people at risk in this country, especially if things get out of control. There are other people that are vulnerable and that is the medical staff. Less than a quarter of the coronavirus cases in the country have been the medical staff. They are vulnerable not just because of that. I was talking to a nurse on the phone the other day and she said we are frightened the coronavirus does not get us, the public will. Something very peculiar to mexico. The medical staff have been attacked verbally and even physically. Thrown off buses. Had dirty water or bleach thrown at them because people are scared that they carry the virus and they will affect the people that are around them. That is a real contrast to other countries where they are being seen as heroes right now. Obviously, that is not all mexicans, not all medical staff but it is a problem that is serious enough that the chief nurse in mexico had to go onto the primetime press conference and plead with people to understand where the medical staff are coming from and the risks they are running. Anchor john holman, thank you for that from mexico city. Tell you what is going on in columbia because it is providing one bit of hope in the latin america as it allowed some businesses to reopen after a sevenweek lockdown. Around 2 Million People employed in vital jobs are back to work but getting there is not the same as it was. We have more from colombia. Reporter officials are taking no chances at the bus station in bogota. Strictly enforcing coronavirus distancing measures to control the number of passengers in each bus in each station. As more than 2 Million People in this sprawling city go back to work for the first time in 60 days. But ita bit worried reassures me they are enforcing order and preventing measures. Ill buy a motorcycle to be safer but now it is not an option. Reporter officially, the National Quarantine continues until may 25. But traffic is back and president has allowed the reopening of key sectors of the economy. For many, it could not have happened soon enough. This construction site, workers are back but have to go through temperature checks and painstaking infection process for themselves and their equipment. We complied with all the requirements and protocols of the city government. Fortunately, we were allowed to restart. This is a very important sector to the economy. It employs many people. It was key to be able to reopen in a safe manner. Reporter despite the protocols, the return of Economic Activity remains controversial. The mayor of bogota has been a staunch critic of the National Government decision to reopen, saying that the number of coronavirus cases keeps rising on a daily basis and that the peak of infection will only arrive at some point in late june. With the measures relaxed, more people unauthorized are crowding the streets, especially for those who live hand to mouth. To lessen the impact, the mayor has imposed a color coded zoning system. People living in highrisk areas need to remain home with police enforcing orders. I think the government is in a tough dilemma because we all know that they faced the risk of opening to soon and that could create a second wave of contagion. But if they didnt, that will even create more problems on the economy. At the same time, it is unclear if the government has increased its capabilities on testing, the icu capabilities throughout the country and contact tracing. Reporter a risky but some say necessary move in a country with many economic needs. Although with infection still rising and the number of available intensive care units shrinking, it could end up being too much, too soon. Anchor lets bring in alessandro joining us from bogota. That is a situation in the capital as you spell, concern is turning to the Amazon Region. Absolutely. In the Amazon Region of colombia, cases arose now in just less than a month from one confirmed case to practically 1000 now. There have been already 30 people who have died in the capital of the colombian amazon. There are between another 30 to 50 edead. The authorities are trying to confirm if they all have to do with covid19. The problem is there is a very dire lack of Testing Available in that region. That is why the president of colombia announced there will be another 15 days total lockdown throughout the amazon. The president also sent the army to patrol the border. The city is right on the border of two countries. We know the situation is particularly dire in brazil as we have reported many times. The number of infections there are just spiraling day after day. Gravesre no more available at the local cemetery so the mayor was looking for a new Burial Ground for the dead. This is very worrisome, of course. 17 doctors were also sent from the capital bogota to try to help. There are only two hospitals for the entire region and only eight ventilators. That gives you an idea of just how worrisome this situation is in what is a very remote area of the country, but right on the border with brazil, where we also know there has been a huge increase in infections in that part of the amazon. Anchor thank you for that update from bogota. U. S. Representatives set to pass a colossal relief package to save the Worlds Largest economy, but it is likely to hit a dead end in the senate. The fund totals 3 trillion to fight the impact of the pandemic. Democrats insist every cent is necessary. The measure includes 500 billion in aid to state governments. Another round of direct payments to individuals and families as well as hazard pay for frontline workers. 36 point 5 Million People have filed for unemployment since the crisis began, more than one in five of americas workers. Lets bring in our White House Correspondent to tell us more andt this 3 trillion fund facing pushback by some. Reporter you have to remember this would be the fourth package that has been pushed through by congress, or this one attempted to be pushed through. The view is at least by conservatives on capitol hill that control the u. S. Senate, this could pass in the house of representatives but we are not letting it pass through the Upper Chamber because we are really concerned about all the money that is being spent and how it is being spent. First of all, they argue it is not just a bill that deals with coronavirus. The accused the democrats of tucking other pet projects in, like environmental justice, expanding marijuana use. Things that dont necessarily have to do with frontline response the coronavirus. The second thing is that democrats have been accused by republicans of essentially paying people to stayathome, something that republicans are opposed to. They say what we need to do, especially if the weather is warming up, is to get people out of homes. The cost of keeping people indoors could be more detrimental. In fact, one of the white house advisors say rising in alcoholism and drug abuse are grave concerns. One of the top advisers said we cannot spend our way into prosperity. Theres a real feeling what needs to be done is there needs to be another legislative package but it should include Something Like an infrastructure project. Repairing roads and bridges. They say this particular package, if it gets to the president s desk, he is not going to sign it. He said it would be dead on arrival. He said there would be a fourth package, but it is not going to be this one. Theres a better way for the american people. Donald trump saying i am supportive of more relief, just not in this current form. Anchor what is he saying about a vaccine . Because he sounds like he is pretty hopeful about one. Reporter overly optimistic is how some would describe it. It was a bit of an unusual Rose Garden Press Conference today because in the midst of announcing operation warp speed vaccine,g to get a the president says by the end of the year, which Public Health Officials Say is pretty optimistic given they think best Case Scenario would be 12 to 18 months, the u. S. President also said he doesnt think there is really a need for a vaccine. In other words, this is all going to go away at some point. We have to go out there no matter what and eventually people will become immune. And america will rise to the occasion, vaccine or not. It was a little unusual as he pressed forward on vaccine development, naming this task force. He also says he believes there has been a lot of progress. Take illicit. A listen. Expert throughout the country have been collaborating to vaccinee roughly 100 candidates from all over the world. They have identified 14 they believe are the most promising and they are working to narrow that list further. We started off with over 100. We are down to 14. We have some really interesting choices to be made. Doing very well. Through operation warp speed, the federal government is providing unprecedented support and resources to safely expedite the trials. Moving on that record, record speed. U. S. Ter while the president believes this will ultimately be a successful endeavor, it is because he believes it is a unique Publicprivate Partnership and he has cut through a lot of red tape, regulatory red tape that used to exist and was kind of a hindrance in his view to scientific research. He was asked by reporters though, one of china gets the vaccine what if china gets the vaccine before the u. S. Given the fact that relations are really pretty bad right now . The u. S. President says that is not a problem. He says even if relations are not great, the United States does not have ego, he would be happy to work with them if china gets the vaccine first. Anchor thank you for that update. Secretarygeneral has told al jazeera the only way to defeat this virus is through International Solidarity and unity. I think the covid19 has shown how fragile the world is. We are not able to fight effectively a virus like the coronavirus, and we would need unity and solidarity to defeat the coronavirus. Unfortunately, there is no unity and there is not enough solidarity, especially in the developing world. We have seen the virus spreading in africa, latin america, parts of asia. Unfortunately, the instruments needed to help those countries to defeat the virus and protect the populations and limit the dramatic social impact on the people, those instruments of solidarity are very scarce. Indeed, there has been a division. Different strategies in different countries, not coordination of the actions to defeat the virus. Anchor aid workers in bangladesh are racing to stop the coronavirus from spreading in the Worlds Largest refugee camp. More than 1200 families have been placed in quarantine after the first covid19 cases were confirmed. We have more. Preparations to combat the spread of covid19 were underway well before the first case of the disease was confirmed among the refugee population. Extremely concerned about the devastating toll the virus could take on one of the worlds most vulnerable communities, the United Nations Refugee Agency has been working hard to construct isolation shelters and quarantine facilities. At the moment, the target is to have 1500 isolation and treatment beds available which would be for the refugee population and local bangladeshi population but we have not reached that target. Reporter around one million refugees reside here. A place where sanitation has long been inadequate. An area so densely packed that social distancing is nearly impossible. The biggest refugee population in the world. We have more than 40,000 People Living per square kilometer so it is very challenging. In terms of hygiene promotion, handwashing facilities will come. Reporter for months, anxiety and alarm had been growing in the camps as the population so traumatized by the violence they fled now to contend with a threat unlike any they have known before. Aid workers are not only concerned about the health of the refugees. You can see there is a big host community. So how can we make sure it is extended to both communities . You can see more than 100 bangladeshi communities already infected for covid19. Reporter refugees have long to dreaded this moment. Living as they do in the kind of squalor conditions that are rife for the spread of the coronavirus. Realizing again what little sympathy their plight engenders from an International Community that continues to largely ignore them. Bangladeshs deputy country director, i asked him what is being done to help the refugees. U. N. Agents have been working intensely in these camps, trying to expand isolation and capacity for all people, including the refugees. We have missioncritical supplies like protective equipment. We are continuing with workers. One of the key actions which has been taken in the camps is creating new isolation and treatment centers, which are nearing completion. Facilities amid this. The head of International Monetary fund says the pandemic offers a rare chance to tackle inequality, but only if the money goes to the right direction. Lets discuss this with the Senior International economist at the Economy Policy institute, joining us from the u. S. State of maryland. Thank you for speaking with us. Was call by the imf chief specifically directed at Big Technology companies. She said they are reaping gains as a result of the increased reliance on online systems. What do you make of her call . I think it is absolutely correct that the highTech Companies are the winners in this global pandemic. Ofare experiencing a wave global created disruption as the economist put it. Seeing massive disruption right now. The question is whether we will get the creation later. We will need it. We will destroy millions of jobs and businesses in the u. S. And around the world. I am not at all confident that the highTech Companies can be counted on to simply distribute the benefits of their newfound warchest willingly to those nose and need. They will chase the dollars. They will go where the consumers are who will spend most. We need to demand that these Companies Provide Access for those most in need both in the u. S. And around the world. Anchor put this into context for us and tell us how these Tech Companies how the virus rather and the impact of the virus is making these Tech Companies richer. Robert scott, are you still with us . Apologies. We seem to have lost our connection with robert scott in maryland. We will tell you about what is coming up in the newshour. You can see on the satellite, some clouds s and this has b ben bringing more veryry heavy amous of rain. This is what the rain has done into milan. This is about five days rain, consecutive days but totalingng about 145 millimeters. Perhaps not s surprising scenes like this. Winds pretty strong at times as well. The rain is still very much on the streets. More rain in the forecast. I imagine no rain is really welcome but not as heavy as we have seen. Ofential in eastern areas spain and across much of european it got a fair amount and temperature still on the low side for this time of year. From the beaches of bali to the shopping malls of dubai, Tourist Spots have been left devastated by the coronavirus pandemic. The economic effects are stark. Portugals economy shrunk by more than 4 in the First Quarter of 2020. France is struggling to avoid a similar fallout and is announced a 19. 4 billion Investment Plan for the tourism sector. Dubai has reopened, but officials only expect business to improve by 50 and not until july or august. Authorities in indonesias Tropical Island of bali say they controlled the outbreak but the beaches will not reopen until october. And it is not just human lives at risk with tourists gone. Theres a lack of money to protect endangered wildlife like black rhinos from poachers. For more, we will speak to the secretary of general of the world tourism organization. Thank you for your time. Your latest data shows that 100 of destinations have restrictions in place, and you Say International tourist numbers could fall between 60 and 80 this year. How and when do you see a way out of this crisis . Thank you for inviting me. As you mentioned, more than 150 countries are locked. We are looking for three different scenarios. One is if International Flights will start at the end of july, the second is september, and the third is november. The septembere of thed we are working increase of international 70 tors will be around 65 , during 2020. Anchor the eu is now recommending a phasedin coordinated approach to reopening their borders and lifting restrictions for the tourist industry. This is a plan that you say are encouraged by. Why is this the right course of action at this point . This is the First Time Ever in the history of europe that the European Commission parliament stopped to talk about the tourist sector as an important sector in the history. This is the first of in the history of europe, and it is impossible to go from spain to france and france to italy. The other countries without tourists. We welcome the initiative of france. Eurosledged 1. 3 billion just two days ago. Now, opentant thing borders and to start International Flights. Without this, and will be impossible to reach and come back to the same situation. Anchor does it not worry you director haspe who warned european country specifically they could face the second wave of infections in the winter if the begin to ease their lockdown restrictions . It is impossible to predict now. Lets wait and see. First everybody will have to trust. Trust is the new currency. We will have to start moving, because again, we are talking about millions of jobs at risk. 100 million jobs at risk worldwide. It is not only tourism, which can recover. Has theout tourism possibility to recover and to help the jobs and people who are in this sector. Our recommendation is to start the nexttrips and then step will be International Flights. Were working very hard, 24 hours, to establish steps traveling home to home. Aresure safety and health one of the most important things, of course, but the possibility to recover and to come back to normal life. Anchor just very briefly, how would you describe the severity of this crisis on the Tourism Industry . How . Anchor the severity of this crisis on the Tourism Industry . How would you scale it, one to 10 . 10 the worst. At the peak of the crisis, it is a 10, of course. At the end of the day, five. We need International Flights. Im sure Many International companies. Dubai is lovcked. It will happen in july, definitely. There is the Turkish Airlines at Qatar Airways which will start again at the end of june and middle of july. It will give us an opportunity. We expect people will start to move. Anchor we will have to leave it there. We thank you very much for joining us. Thank you for your time. Now the rate of infection in the u. K. Has increased slightly. The countrys socalled r numbers, that means each six person is infecting fewer other people. But the Health Minister has been asked about lockdown measures should end. Everybody can play their part in keeping r below 1 and pushing r down. You can follow that by following the social distancing rules. If you do go outdoors, do it only with members of your own household and keep two meters away from others who arent in your household. And though social distancing rules are incredibly clear and they will help to keep us safe. Anchor many workers in england have been allowed to go back to their jobs and people can now spend more time outside. The u. K. Is one of the hardest hit countries in the world with nearly 34,000 deaths. Now there is concern that moving too quickly to lift lockdown restrictions could lead to a second wave of infections as jonah hull reports. Jonah at first glance, this is almost a picture of normal life. A london suburban high street emerging from lockdown after the government announced a partial return to work in england this week. For some, it is all too much, too soon. What we are seeing already in london is the high densities of travel in the London Underground and buses should certainly give us cause for concern because those are situations in which the transmission of the virus is very likely. Jonah the key is part of an independent group of scientists and Public Health experts examining Public Policy on covid19. They call it part of a dangerous, the easing of restrictions premature, and the question official messaging like the new instruction to stay alert and use common sense about social distancing rather than simply stayathome. To tell people they need to use their common sense when we are dealing with a virus, a piece of rna that most people are unfamiliar with in terms of the transmission, the dynamics and so on is really quite problematic. Jonah it is not just scientists who are worried. The care home sector remains in the grip of its deadly epidemic it has seen a quarter of all u. K. Lives amongst thes most vulnerable people. And doctors and nurses on the health care front line have been told to brace for a second wave. Doctors and nurses are absolutely exhausted. The first wave of this virus and pandemic has drained us physically and emotionally. The toll has been really huge. The prospect of going back to that, going back to where we were eight weeks ago is really, really horrifying, to be honest. The second thing that is really, again, incredibly worrying for us on the front line is the lack of ppe. There has never been enough ppe. There wasnt enough the first time around. If theres going to be a second spike, there is definitely not enough ppe for Health Care Workers. Jonah the government and since it is following scientific device of the phase lifting of the lockdown that depends on a falling infection rate. But the scientific and Health Care Groups are adamant there should not be any lifting of the lockdown until test, trace and isolate mechanisms are in place to control future outbreaks, and they are not in place yet. While researched by Public Health england reveals that infections in the capital are down to just 24 aday, in the northeast of england, the daily rate is around 4000 so the National Strategy based on an average infection rate carries greater risk for some than for others and could see good news turned bad very quickly. Jonah hull, al jazeera. Anchor slovenia has become the first european country to declare an end to the coronavirus epidemic. The countrys government says the spread is under control and is no longer a need for extra ordinary health measures. While the pandemic has left many employees on furlough or working from home, couriers have been busier than ever. But some companies in the u. K. Are being criticized for failing to provide equipment necessary to ensure their workers safety. We report from london. Reporter its a very busy time for selfemployed courier. Hes delivering twice as many packages than before the u. K. Went into lockdown. As well as the increased workload, keeping safe is also a priority. That would usually involve using personal protective equipment or ppe. It is quite difficult. , first of all you have to get over the normal way you interact with people. It feels rude at first. Unfortunately, i think the government has fallen a bit behind the ball with all this getting ppe in place. Reporter as key workers providing inessential service, couriers are supposed to be guaranteed a measure of safety for the companies they work for. Because they are technically selfemployed, they are not guaranteed sick pay. Many feel obliged to work even if they are unwell, and that poses a health risk to their families and people they interact with. A lot of pressure on the government to provide Health Care Workers with ppe. The Companies Carriers are accused of overlooking their safety. A very poor response. Recently, they started to have say sort of, i want to repeat conversation with us. At this point, it is too little, too late. Reporter workers at this Company Behind me complained at the start of the lockdown at one situation point, they will be forced to go out with any protective equipment. The company has since started providing masks, gloves and Hand Sanitizer but the question remains as to how they could be forced to do that when they were facing increased workload, as well as risk of infection. The company said it had been guided by the latest government advice then remains responsive to the latest updates. As the u. K. Loosens its lockdown, the unions represent workers to their members will still need those protections in place. Clearstill dont have a rules and regulations in place with face coverings against other countries. And this clearly is a matter of concern. Reporter a concern that has led to many protections must be guaranteed for those providing a Crucial Service during this pandemic.
