Theyve just just released a report showing the world is on track to warm by 2. 8 celsius about 5 degrees fahrenheit by the end of the century. Bill hare, welcome to democracy now it is great to have you with us. Your country, in australia. Peoples smoke, alarms are going off all over because of the smoke that is pouring in. Explain what is happening all over the country. We have an intense drought going on with high heat waves and extreme lack of rainfall. That is causing vegetation to dry out. We are getting the most extreme fires we have ever seen early in the season. Much of the east coast is up in flames. The real tragedy about this is this is a problem that has been pursued by climate scientists for a long time. Overall, the government has failed to respond. There is an emergency goingng on in the federal government has really failed to acknowledge there is a crisis. Firefighters are asking for more resources and the government saying, no, have enough. To be are entitled extremely angry in australia but the lack of action by the government and the lack of real concern demonstrated by it toward the extreme dangers we are facing. Not just fires. We have extreme water shortages. Sydney is moving to high stage water restrictions. Places on the south coast of New South Wales have never really been dry, are suddenly beginning to run out of water. Inland towns are having to ship in water or find emergency sources of water. We have never seen anything like it. It is a tragedy because this is a crisis that has been foretold by the scientific community, in some cases, for decades. Amy can you talk about the areas that are hardest hit . One of the things that is most upsetting is the areas that are really hardhit should never actually be burning. In some cases, they have not burned, and the case of the forest, for several hundred thousand years. These areas are normally wet. There amongst the greenest part of australia. They are simply drying out with this extensive drought. They are beautiful parts of the country where peoples lifestyles are the classic australian, living out in the and smallying nature towns, and theyre simply going up in smoke. Amy can you talk about the connection between these fires and Global Warming . As the world is warming, we are seeing higher temperatures, more extensive drought causing declines of rainfall. This is s causing vegetation to dryy out and create conditions where earlyseason burns are happening. Australia is not the only place. We are seeing the record destructive fires in california and other parts of the world the last year, so it is not as though it is an isolated phenomenon. We know it is caused by Climate Change. We know what we need to do about it, which is to reduce emissions globally so we get onto a pathway to limit warming to 1. 5 degrees, to limit what is embedded in the Paris Agreement. Amy Scott Morrison, or Prime Minister, very much it sounds like from the u. S. And in line with President Trump. Will you call him a Climate Change denier . What has beens policies . What are the australian people saying dam now . Hes beginning to acknowledge that Climate Change exist, but in many senses he remains a climate denier because a modern climate denier also denies the need to do anything about the problem. In this case, Scott Morrison is denying the need to actually go through with it. And worse, he keeps claiming australia is reducing its omissions when it is not. He keeps claiming that austrtraa is g going to need the Paris Agreement goal l set when it iss not. It is basically reporting t to tactics resorting to tactics to make the case that australia dodoesnt have to do anything. Relying on a 30yearold accounting trick. Saying we dont have to do any more. Amy bill hare, you have just released a report. Can you talk about what you founund . Annually. Eport we do we show the total effect of what countries are promising and actually doing in the real economy. What we show with this report is the current policies put altogether around the world headed toward three degrees warming, maybe more. In other words, we are not seeing any Real Progress on reducing emissions. There are some bright spots. The growth of renewables, etc. , is happening. We see some countries, mainly poor ones, moving forward. The larger emitters are failing to take action step that is what our report is showing. After many years of negotiations, we are now in a rather depressing situation where at this cop here in madrid we dont see enough ambition. Amy can you talk about coal . You talk about the addiction to coal. Who are the worst perpetrators . Nearly everyone has been in the coal came, United States, britain, a you, china. The thing that is worrying is now is who is the slowest moving out of coal. We have seen progress in china in the last years but that has flattened off so we have reservations about the growth of coal in china. It should be going down. It is stabilizing. If it does not go down, were in big trouble. We are saying countries like australia continuing to promote vigorously cold. There are many countries that are basically not moving forward. U. K. Is a bright spot, phasing out coal in 2023 and others moving toward that as well. See a Global Leader come if you like, like india, potentially moving into o a Paris Agreement compatible g goal but concern ot there is indias ostensive coal investment. If they go forward with that, theres no india can be amy billatible. Hare, President Trump says he is pulling the u. S. Out of this paris climate agreement. What is the u. S. Doing and what is the effect of the u. S. Pulling out . For the first time in this cop, i can see rather negative consequences from the u. S. Withdrawal. I think it is beginning to sink in. A lot of countries that would rather not do anything or countries that are going slow are finding the u. S. Pullout as an excuse to amplify that message and a say, well, if the u. S. Is out, we should not move forward. Ththat is havining quite a negae effect now. This delegation is not having a big impact itself. It is much more about the larger politics of the u. S. Withdrawing from the Paris Agreement that is having this negative, political effect on the process. I dont think that has to be. If you look at the big countries china, india, European Union, and others you could move forward, they would have the potential to rise up and move beyond the politics of the u. S. Withdrawal. If you think about it, theres a big economic advantage in doing so. As we all know, those who , it is one ofea the biggest Economic Opportunities the world has ever seen. And those that make the markets will be those who benefit. The downside for the long run is on the u. S. Side. If the u. S. Is out of the game technology, it will ultimately lose. Amy the level of protest here, young people, indigenous elders, people from all over the world, could you talk about what this means for scientists right now . Nexus ofan unusual people that perhaps he did not value as much before. I dont think it is that scientists did not value it before. It is an affirmation of what we have been saying. But it is also extremely upsetting to have worked in this field for decades, find your predictions coming true and find politicians failing or have failed to take action on it. I think people coming here are angry. I have seen more tears here at this cop than in the previous 24 cops. This is the crying cop. People are coming in absolutely devastated. Almost panicking about the threat they face. We have seen many others, they use, etc. , coming extremely upset what they have heard about Climate Change was they have learned the politicians already knew and have done nothing about it and nothings happened. They are entitled to be angry and upset and i think we can all hope this translates into political pressure on government to actually do something. Amy have any developed countries met their goals . What about the developing world . A number of countries have come close to meeting their goals. The European Union is close. The russians, are adequate . In nearly all cases, no. Developing countries, some are getting close like india. To degree pathway. It is getting close to doing that, maybe even going better. There are positive examples that are working. It ise Bigger Picture is not moving fast enough. Amy glascow. What do you want to see happening . This next year before the glascow u. N. Cop . Is the fiveyear review of the paris climate agreement. Moments a major global in 2020. We agreed and paris all countries would put forward more ambitious National Targets in order to get close to the paris goal. We really have to make when it comes to climate ambition, the sun shining glascow at the end of 2020. There has to be a major global ,ovement next year to encourage compel if you like, countries to come up with big improvements and ambitions. If we dont see that happen in glascow, then i think people will be pessimistic about the ability to solve this problem. Amy are you concerned about going back to australia . I am. I find the situation in australia very upsetting. I think people are angry. I am concerned about what has happened to ththe envivironment. It is simply devavastating. You talk about forest fires, but our coral reefs are going under. Andgreat barrier reef others are going under from coral bleaching. We are seeing enormous problems with biodiversity. We have dead m mangroves. The scientists are saying we are beginning to see ecosystems collapse. But what we are not saying is leadership from the major parties the Scott Morrison partys denial of Climate Change. The labour party is trying to have it both ways. Which side of history do they want to be on . Wonder they talk about doing something about Climate Change and the next day they talk about coal exports as being the future for our economy, which is simply cannot be if were going to solve this problem. It was a historic day in washington yesterday. Two articles of impeachment were released. And second, the president has obstructed justice from instructing people not to testify in front of congress, stonewalling and not giving congress evidence. And these were the two articles that chairman nadler released yesterday. And talk about the significance, the historic significance of this moment. The fouourth time in American History that articles of impeachment have been drawn up. It is very sad to see this president ride roughshod over the constitution and the rule of law. What i have said to my republican friends, as we see around the world at times, that dictators or authoritarian tendencies can emerge from the left or right. What protects americas the rule of law and the constitution, and there should be a universal condemnation for any president that violates the rule of law. Amy so what do you expect to happen at this point . House to take a vote to impeach the president. I believe that will be an overwhelming vote on the democratic side. And then it goes to the senate. Were are going to have a trial in the senate. The key is for me that we get a few republican senators, hopefully, to look at the evidence and find the president guilty. So we can say the majority of the American People believe he should be impeached, the majority of the house believes to impeaeach him, and the majory of the senate voted to convict him even though that may not rise to 67 votes. I believe we need to do with the inequity in education, and equity in health care, inequity in housing, inequity in childcare and early development. And that is what the u. N. Relevant report calls for many progressives and commerce are calling for. We have some of the greatest wealth inequality we have seen since the great depression. We need a program of Public Investment in peoples potential and we also need we also outline in the New York Times, have a way for america to lead. Your defending Climate Justice, which means calling on countries and the developed countries to take on the responsibility and urgently ask theyre trying to sell the that marches can solve the Climate Crisis. It is affecting the livelihoods of so many people around the world, mainly Indigenous Peoples and the communities that have unless to generate the crisis. Theyre aiming to take control of our livelihood, our territories. Falserkets are not up solution only, they are a deep stress to communities all over the world whose livelihoods depend on the forest come on the rivers, on the land for survival. This is something that we are rejecting because it needs more Corporate Power and responsible for the crisis, went to make business out of the crisis. They want to take control over our system, our livelihoods and our systems. And we cannot allow for that. North is neither willing to pay for the responsibility, not willing to pay for the loss and images that have already taken place all over the world. That is why we are joining forces from outside and inside the cop to make sure all of our voices are heard, that we bring the message forward so the whole population in the whole world understands that we are being set into a trap stop in fact, third world countries are being pushed into the corner to accept these markets. We are calling also on our countries not to accept carbon markets. Listen to the communities on the ground suffering Climate Change. We cannot allow keep giving license to pollute and destroy the environment. The crisis is here now. They need to act now. It is taking the lives of so many people around the world and displacing people from their territories, from their communities, and a stronger livelihoods. This is a historical moment because in that environmental and Climate Justice and social justice movement, right here today, we are standing here with international Climate Action network. And those are some of the largest ngos that were not on the same page in lifting up solutions, but they are here today because there is a movement lifting up the injustice, environmental racism, the and equity frame that is exist and equity frame that is existing in these halls. It is ironic that as Indigenous People here, our caucus has been lobbying and fighting for language on rights of Indigenous People. The human rights ngos trying to strengthen human r rights language. It is ironic within the u. N. Ccc, they aren un acknowledging our knowledge but not the rights of Indigenous People. So it is raising some serious questions, why is thatat there after recognizing there after our traditional knowledge . We are saying our traditional knowledge e is not foror sale. It is linking up this issue ght now, this movement. It is alalso lifting up the importance of the territorial integrity of mother earth, that mother earth is a living entity, that we have to be really serious here i Civil Society negotitiators on flipping the script on how it looks towards its relationship with mother earth. That is what we e have also been demanding, a new level of negotiation that recognizes thte oures of how we are living, capitalism, our economy. That is what this is about. Amy were going to go to my colleague Nermeen Shaikh who is in the middle of the crowd. To neemo bassey of niger. Nermeen we are here at the main plenary hall where theres a major protest happening. Can you explain what the protesters a are saying . Cks basically, the cop getting away from any responsibility about what is going on. Thee protesters are saying is the wronging direction and this cannot be accepted. We are seeing a situation where the rich polluting countries are climatey to fund adaptation for loss and damage. Saying, look, you have to respect indigenous territories, respect the rights of people from less polluting nations. And what we need now is real Climate Action and not just a lot of talk. These cops have become nothing that a a talk show. These nations are looking for other actions. This cannot be the way to organize negotiations. What werehere seeing is [indiscernible] what we want the world the new is that what is going on is an emergency situation where the Climate Crisis is engulfing the entire world. It is not just for poor isntries or the islands, it a global problem. They dont seem to realize this. They have to take real Climate Action. Nermeen who was holding up the negotiations . The rich, powerful countries who are most responsible for the Global Warming itself. Most responsible for the amount of carbon in the atmosphere. It includes the United States. If the u. S. And even more so, the Indigenous Women whose bodies carry all of the oppressions of this system. That is why we think it is so important to denounce what is happening in the territories all over latin america, but also throughout the world. And to be able to build International Attitudes in order to stand together. This demonstration inside and outside is also a manifestation of the International Solidarity we are aiming to build and we have been building for the past years. In order to make sure that nobody else is killed, nobody else is threatened because they are opposing these activities to destroy their territories, their means of survival.
