Although they have little left to speak of. And even now they y are caught between warring armies, far from their homes, whether they be in sudan or somalia. All we k know is we want the u. N. To help people out of this place because this place is dangerous. We dont have any power to do anything. Reporter last night a fighter plane dropped a bomb on a center filled with hundreds of people. Amid the chaos, survivors began recovering bodies. The heavy deatath toll, as grims it was p predictable. Some people were wounded and they died on the road. As they were running. And some people are still under the blocks. Reporter even before last night, the center in a suburb of tripoli had been a disaster in the making. Another bomb landed nearby in may. Rights group Amnesty International said Khalifa Haftars forces carried out the attack as they moved on tripoli. The mimigrants are among 3500 the u. N. Has warned are indeed enter sensors a are in Detention Centers lolocated near libyas battlefront. Weeks ago, migrants at a different center protested an increasingly dangerous situtuation. Meanwhile, migrants s continue o wait and hope, not knowing what will happen next. Brent for more im joined now by sanj srikanthan, Vice President at the International Rescue committee europe. He is based in london, where he joins us tonight. It is good to have you on the show. We just want to clarify, the people who were killed at this Detention Center outside of tripoli, they were people, migrants who had tried to make it to europe by crossing the mediterranean. They had been rescued by the libyan coast guard, which is funded by the European Union, and had been brought back to these Detention Centers. Is that correct . Sanj some of them certainly would have tried. Some of them may have not even got that far and were detained in libya. But what we know is that they were all civilians caught up in the fighting and were targeted in this attack. Brent and we know that the United Nations has said now that all of these Detention Centers should be closed. So, the question is this evening, what is going to happen to all of these migrants who have been housed in these buildings . Sanj the problem is that we have been responding in the wrong way, europe, in terms of stopping people crossing but not working on a better solution than Migrant Detention Centers like this that are close to the frontline and are being targeted by armed groups. So, we need a better way of managing the migration flow through libya, recognizing that that is the point through which many are crossing. The current Migrant Detention Centers are appalling. People are dying in beds of tuberculosis. People are not getting enough food. We are treating children for malnutrition and then sending them back in to these Detention Centers to get malnourished again, and in some cases worse. So, these are not adequate. We need a better response, and the u. N. Is right to call for these to be closed and a better response to be designed. Brent well, we can understand the call coming for the centers to be closed because of the conditions there, but what is the alternative . I meanan, where are we g going o send these people if you shut the centers down . Sanj there needs to be better investment in libyas ability to process claims of asylum as well as to safely return people who choose to voluntarily return to their countries of origin. At the moment the u. N. System has returned less than 1200 people. Part of the problem is there is fighting and theres lack of access to many migrants who have changed their mind and do not want to remain in libya. In any case, there needs to be huhumanitarianan access by n no all migranants and a l locations and they need to be run according to international standards, which they are currently not. Brent when the United Nations says that this looks like a war crime, that certainly attracts international attention. But for people like yourself, for people who are trying to help t the people onon the groun do that t make a differerence . Sanj the term war crime has a legal connotation and we arere t equiuipped to answswer whether s officially a war crime, but it is an atrocity and we are angry as a humanitarian community that civilians are being targeted. But unfortunately this happe all too ten. So, the deathshs in this camampe one of many, over 150 have died since april and thousands have died since the fighting started. And the impunity with which armed actors are able to get away with this is appalling to see as a humanitarian agency trying to save lives on the ground. Brent sanj srikanthan, Vice President of the International Rescue committee joining us tonight from london. Sanj, we appreciate your time and your insights tonight. Thank you. The woman who would like to become the new head of the European Commission has appeared before lawmakers in strasburg, france for the first time today. Europes heads of government have nominated German Defense minister ursula von der leyen for the top job. Now she has to win over members of the European Parliament. Reporter ursula von der leyen at the start of her european charm offensive. The eueupean parliament willll ultimately decide whether she gets the eus top political post. So she needs to win the support of a majority of meps before they vote two weeks from now. It is important to me to listen a lot, to learn a lot, so thatat in 14 days i can bring my vision to parliamement for t euEuropean Unionon or the nextxt five years. Reporter after days of intense wrangling, canceled president donald tusk managed to get the eus National Leaders to unite behind von der leyen, but he knows the parliament presents a major hurdle for their chosen candidate. I am not a prophet. It is not for me to assess what is the real chance to achieve success in the parliament. But it is always a huge question mark. This is why we have parliament. To debate, to discuss, to argue. And then to decide. Reporter parliament has already flexed its muscles and ignored the National Leaders choice for another key job, president of parliament. And von der leyen faces serious resistance because she is not a spitzenkandidaten, one of the candidates put forward by parliament to be commissionn chchief. The council obviously knows what the parliament has stated clearly from day one, from long before the election, that we are only goingng to vote for one of the e spitzenkandidaten. That is what the parliament and all the parliamentary groups have said all the time. Reporter critics say von der leyen emerged from a backroom deal made to plelease National Leaders instead d of keeping promises made to european voters. Advocates of the deal say she is a good compromise. The von der leyen solution is good because she can handle foreign and defense policy. She has the social sensitivity that the other candidates lack, so i think the parliament should back the recommendation made by the european council. Bernd she got a friendly reception but also little skeptical reception even from her own party, the christian democrats, because these deputies campaigned for their chairman, then all of a sudden they now have to deal with this ursula von der leyen. This was a little awkward situation. Even ursula von der leyen admitted that she was surprised on monday night by a call asking her, would you take this job . So, nonomany peoplple even in hr owown party know what she ststas for r because she never campaiad for the European Parliament. What is her stance on migration, for example . Nobody knows. What is her stance on the european currency, the euro . Nobody knows. And of course she knows that people know that and promised to rule outut a vision in the next4 days and to speak to all parliamentarians. Today she only saw her own party and the real opposition is of course with the social democrats , so there is a lot of convincing to do. Brent a lot of convincing to do. She began today trying to win over people by saying hello over twitter. But tell me, who does she have to convince most . Bernd i think twitter will not be sufficient because there is fierce opposition from the social democrats. She really needs the votes from the Second Largest Group in parliament. Many social democrats already said they would not vote for her because they want to keep the principle alive and they say the procedure was undemocratic. The european council, the heads of states of government, tried to overrun, to overdo parliament, and they are not satisfied with that. So there is a lot of resistance to overcome. But in the end, maybe these deputies will swallow their pride just to keep the eu operational. If von der leyen does not win this vote, then there will be a deep institutional crisis in the European Union. Brent that is indeed the case. Bernd riegert on the story for us tonight. Thank you. The data transferred includes telephone calls, contacts, text messages, social media accounts, and all data that is found there. Reporter it is a glimpse into the world of state surveillance. Not only does a Chinese Government scan in it is also compared with a massive database. Mostly the app searches for propaganda from the socalled islamic state. Hiv was once viewed as a death sentence. Decades of research into the virus still have not yielded a cure. Antiretroviral drugs keep the virus in check, but people have to take the medication the rest of their lives. Now scientists in the United States could be on the brink of a breakthrough. They have eradicated the virus in infected mice. Here is more. Reporter until now, it was impossible to remove hiv completely from someone infected with the virus. But two u. S. Scientitists are pursuing a new approach that combines two methods. First, they treat mice with antiviral drugs overer a sustaid peririod of time. Although these drugs repress the virus, they do not reach what is already settled in the animals cells. So the researchers used the socalled crispr method, also known as gene scissors, which enables the removal of genes from the genome. This spelled succecess for the scientists attempts to destroy the inactive viruses as well. Ththe resultlts are promisining. One third of the mice treated stopped showing signs of hiv. If the researcher is used only one of the two methods, hiv indicators remained in the body. Howard says the study is an important step to advanced treaeatment ofof hiv. Our hope is from this observation and this science is that we generarate the ability o eliminate hiv in an infected human. This work gives us that first step that the potential for an hiv v cure is withinin our gras. Reporter the new method will next be tested on monkeys. If those expxperiments show sigs of success, the first human clinical studies could be carried out as early as next summer. Brent for more on this im joined at the big table by detlev ganten, a specialist in pharmacology. He is a regular editor at the journal of molecular medicine. Mr. Ganten, it is good to have you on the show. What do you make of this new method . We are talking about an effective cure in mice, but still not an effective cure in humans. Detlev that is right. It is in mice, its not in men, but it is real progress. The main thing really is that with the present therapy that is effective, it is still not a cure because the virus is still in the body. This is a new method to really eliminate the virus from the body. Brent talk to me a little bit about this new method. What is new about this approach . How are we getting the virus out of the body . Detlev it is this wonder agent crispr, which i am sure many people have heard of, which is used for genome editing. But actually originally it was used by bacteria, and there it was discovered to eliminate viruses. Bacteria, when viruses attack bacteria. This is now being used to eliminate the hiv virus from the body, which carry the infection. Brent it sounds like a type of genetic engineering that we are doing. Detlev it is a type of engineering. It is this genome scissor which eliminates, which can cut precisely at a specific place and it cuts at the place where the virus is integrated in the genome of the patient. And then it can be cut out. Brent the place where the virus connects, especially to the t cells, that place will be blocked by this method. Is there any risk to a human being if this process is carried out . Detlev well, these experiments have been successful in three mice out of seven. So its a 30 , 40 success rate in mice. This has never been tried in men and it will take some time before it can be introduced in men in Clinical Trials. So, there is hope and we know where to go. And this is obviously a very promising way of new therapies, but the therapy is not yet there and it may be years before it is really effective. Brent that is what i wanted to ask you, what does the calendar look like from where we are right now to Clinical Trials to maybe even having this as a treatment or a cure . Detlev it is very hard to predict, but standards are very high in men and ethical barriers are very high before we move from animals and experimental data to men. So it may take months and years before we really go to men. We will probably go first to primates and monkeys or other animals, to show that it is really sure. We have to be 100 sure for remove two men. So it will take time. It will certainly be years.
