With gas several days ago. And a huge double explosion in the chinese city of tianjin. Now there are reports of toxic fumes from the blast site. Sarah im sarah harman, thanks for joining us. The situation in athens is tense at this hour. Lawmakers are voting on a key but contentious bailout deal. It could lead to a split in the ruling party. The vote comes as the Greek Economy shows tentative signs of recovery. A look now at what is at stake in the bailout. Greek Prime Minister Alexis Tsipras is facing a storm of criticism. Newspaper headlines read, yet more taxes for greece, complaining about tsiprass politics. One key demand is privatization of stateowned companies, with 14 Regional Airports likely to go to a german airport operator. One port has already been partially privatized and more of it will be sold off in october. The revenues will go straight to the banking. The eurozone is not keen on shouldering the entire cost of recapitalizing greeces banks. The public will have to shoulder its share in the form of tax hikes and pension cuts. The ultimate goal is a balanced budget, but the proposed reforms are not going over well. Aydin expected to be so difficult. Is he going to help . Is it going to help . I think the packages to tough right now. They wont be able to go through with it. But the greeks dont have much choice, unless they want to forgo the bailout. Sarah lets go straight to athens where are correspondent is standing by. Its looking like it could be a long night, isnt it . Reporter thats true, there is a slight delay and the main reason is the president of the parliament has set up a late and long debate, starting with the conference of president s in the evening, moving on to the parliamentary committees and finally to the Plenary Session around midnight. Why is he doing that . She says she has no choice, otherwise she would violate the rules of procedure. Many here in athens believe she is doing that on purpose. It is wellknown that she is against the bailout package. She is accusing the Leftwing Party of following orders even by the european union. It is quite clear that she would do everything under the possible under the law to delay or even obstruct the vote. Sarah what are the chances that Prime Minister tsipras will get this legislation through . Reporter i think at the end of the day Prime Minister tsipras will have a majority and will approve the bailout package. Lets remember this, tsipras has 149 seats in the 300 seat parliament. There have been similar votes last month where more than 35 mps of the coalition have voted against tsipras and some say they may have more defenders. Sarah its not even just tsipras, its looking as if the party itself may not survive intact. There are rumors of an impending split. What more do you know . Reporter the chief of the internal leftwing opposition has indicated he may build a new lyrical party. He probably believes that his time has now come. Many believe that after tonights vote, he will build his own party in order to fight against the bailout package against the european union. Sarah we will know a lot more in a few hours. Thank you for your reporting from athens. Turkey appears to be heading for snap elections after talks on forming a Coalition Government failed. The turkish Prime Minister says he wants another ballot as soon as possible. His Ruling Ak Party lost its majority in june. They spent weeks negotiating with the main opposition group, but the Prime Minister said the differences were too great. What is next for turkey . Thats the question hanging in the air after the breakdown of coalition talks. It seems fresh elections are likely, but when is still unclear. We can say that after trying everything, the possibility of going to the polls again is very high. That may even be the only option. Turkey has been in political limbo since the last elections in june. Then the Ruling Ak Party lost its majority. Ever since, the Prime Minister has been holding talks with the opposition party, the chp. The chp see things very differently. We never received a proper coalition offer, said the party leader. He insists the ak was never really interested in joining forces. Those words will only fuel criticism of the president and ak founder. It was a major blow when the ak lost its majority. Many turks believe he has been pushing for Election Rerun hoping his party will regain old strength. One key factor could work in aks favor. Since the last election, there has been a major upsurge in violent between kurdish rebels and Security Forces. After the last election, the ak lost many seats. Erdogan has directly blamed the party for inciting violence, but critics say erdogan is exploiting the conflict for his political ends. Why the latest victims of the violence was buried on thursday, a soldier killed by rebel attack. The Political Uncertainty comes at a difficult time for turkey. Many will be hoping for a quick resolution. Sarah some people are linking the turkish governments renewed campaign against kurdish militants with the political stalemate. It is often innocent civilians who get caught in the crossfire. Our reporter met up with residents of one village hit by turkish warplanes. Reporter these are the remnants of the village, scattered reminders that people once lived here. Scene of destruction is a scar on the surrounding landscape. The apparent targets were kurdish rebels from turkey nonis the kurdistan workers party, or the pkk. The real victims were 10 civilians from the same extended family. The shop owner says the warplanes arrive before dawn in early august. People from the village rushed to help the elderly woman in the house that was targeted. But then they were all killed by second bomb. People here want to know why they have been targeted. They bomb this area every few years. Here and other villages. They have killed other families. Some years back, several members of the same family were killed by turkish airstrike. The mounds became a pkk stronghold after the group made gains in the region 20 years ago. As part of an autonomous region ruled by the kurdish capital. Turkey and the pkk have been criticized for killing innocent people. If the pkk decision is to fight and break the peace process, yes, we urge them to move from the areas that are inhabited. But the pkk says turkey is to blame and rejects the call to pull forces out of kurdish territory. By saying that pkk is the reason people here are getting killed, the katie p is supporting turkey the ldp is supporting turkey. This area belongs to our fighters. They lived together with other people, but that does not mean civilians should be targeted. The people continued to flee their homes. We are leaving for another town. There is no live here. The government says it is serious about pursuing the pkk. The pkk has warned that more bombings will mean more retaliation from their side, and that may lead to more scenes like these. Sarah for years, california has been battling a devastating drought. Reservoirs are now empty. The mayor of los angeles has rolled out a plan to slow down water evaporation. 96 million plastic balls were released into reservoirs. The shade balls will conserve 300 million gallons of water every year. If the idea works, shaved balls could soon help solve water shortages around the world. It is hot here in germany as well. Not something most people would complain about ordinarily, but it is also extremely dry, so farmers are worried about their harvest. Yields in taurus are burning and inland waterways are drying up. Reporter ships lined the docks of the river. Usually wide with a strong current, the river has shrunken to little more than a trickle. The water is normally two meters deep here. Now levels have fallen to barely 50 centimeters. That is not enough for tour boats or barges. They havent been able to cast off for days. Robert rausch works for a passengers ingber Steamboat Company here. He checks the water levels every morning. We need at least 70 centimeters or more to get the ships out on the water again. We havent been able to operate for about 11 days this season. That is too many. Germanys driest summer in 50 years is impacting on agriculture also. This wine grower is happy there has been lots of sun, because it turns his grapes into good wine. But the extreme heat rings other major concerns, like the 120,000 liters of water he needs to keep his finds health. To keep his vines healthy. Thats not something you can compensate for with the price. A 20 liters of water per vine, that is an enormous amount of water. Without water, the vines would have dried out a long time ago. He transports the water in a tanker. It comes out of his own well. Grain and corn farmers in the area are not as lucky. In order to keep losses to a minimum, many fields were harvested early. Farmers expect yields this year to be 2040 smaller than usual. Back at the dock in saxony, some of the Steamboat Company plus 200 employees are doing maintenance on the jetties, just to have something to do. It is busywork that hardly improves the mood. We now have almost 29 fewer passengers. It would be a challenge to close that gap by the end of the season. Robert rouse can only hope for more rain so the water levels will begin rising again. Until then, the river will remain empty of vessels. Sarah coming up after the break, the lotions in the chinese city of tianjin leave at least 50 dead and 700 injured. Now there are fears of toxic leaks. We will have that story for you in just one minutes time. Stay with dw. Sarah welcome back. At least 50 are dead and 700 more injured after last nights explosions in the chinese city of tianjin. It is still not clear what caused the blast. Firefighters picking their way through the wreckage. The area affected by the blast transformed into a ghostly landscape of destruction. Molten metal revealing the extraordinary force of an explosion so large it was seen by weather satellites in space. The moment itself caught by an amateur camera. Rescue workers rushed the wounded to hospital, some 700 residents have been injured, at least 71 of them seriously. Buildings kilometers away from the blast were hit. We thought it was an earthquake, then we saw the glass door and the iron a fly off their hinges. Three people severely injured, three others have minor injuries. Cleanup operations have been underway since Early Morning and the local authorities calling in military help. Firefighters are still working to contain the blaze in an area reportedly used to store toxic chemicals and gas. We are facing a very complicated situation. We want to prevent further loss of life. Before we know what sort of materials are stored at the explosion site, we must be very prudent and cautious. So we asked the military for their help. The cause of the explosion remains unknown, but industrial accidents have been common in china in recent years. Sarah lets get more on the financial face of the port city of tianjin. Reporter its a new and prestigious trades on that aims to follow in the successful footsteps of shanghai. The explosions late on wednesday night could seriously damage that potential. Here is more. Tianjin has an area of modeled by modeled after new yorks financial district in manhattan. Its a symbol of chinas ambitions to become an economic power. They said they expect the citys output to double by this year by next year and quadruple by 2017. The port, the largest in northern china. Tianjin lies southeast of beijing and has one of the busiest ports in the world. In process more than 540 million tons of freight last year. Some report disruptions in oil and chemical tanker levels. Iron ore shipments are said to have been affected also. But the city may have to do more than address shipping interruptions to repair its potentially damaged reputation as a trading center. Chinas reputation as an engine of Global Growth has been on the line the past few days with the Chinese Central Bank devaluing the you want. The currency is now trading only slightly weaker against the u. S. Dollar, and very close to its guidance rate. The peoples bank of china says theres no reason for further falls, given the country strong economic fundamentals. Reuters says sources involved in chinese policy may want to devalue the yuan more. I asked our financial correspondent about that. Whether that could actually happen, we dont know what the motivation of the Chinese Government is. Officially, horse, it officially, of course, it is market reforms. But they might actually want to devalue the currency even further. At the same time, we have those reports we have also reports saying that the state owned banks in china are actually selling dollars in order to prop up the chinese currency, in order to prevent it from falling further. Reporter this would get a lot of countries on edge when it comes to currencies. We would probably been see other emerging markets also trying to devalue their currency. We have the famous or infamous slogan of currency wars popping up during the last year, already talking about other emerging markets that face the same battle, the battle against the strong u. S. Dollar. So that might actually be the case if china went down that road. Reporter isnt there also a flipside to this, that china is in fact liberalizing their currency . Its a little bit of a complicated story, but i think they want to please the imf, in order to also get their currency as one of the currencies the imf seems to deems to be a reserve currency and have it included in their basket of different currencies. They only consider that every five years, and this year is one of those five years. So i think they have more reasons to actually try to please the imf. What do you think about this idea of a battle of the world currencies . The imf now seems its quite happy about its evaluation. I talked to a couple of people here on wall street, and they dont really see a currency war yet between china and the united states. Even politically, hardly anybody is calling out about this point. If you look at china and the united states, economically they are so connected that if you look at the lower you want at this point, the u. S. Imports much more from china than they export to china. So there is even a positive effect on the u. S. Economy if the yuan appreciates more. Theres a lot going on on the commodity side of the market. The stock market got a big white or, but crude oil prices dropped by another 2. 5 today, reaching the lowest level in about 6. 5 years. It has to do with the weaker Economic Outlook for china. In the past couple of days we had a little bit of a rebound with gold prices because with all the turmoil in china, investors were seeking the socalled safe haven of gold. Adverse gold prices actually dropped by about 1 . So definitely a lot of action in the Commodity Markets at this point. Thats it from me at the business desk. We will have more for you later on. Sarah Security Forces have taken control of the headquarters of myanmars ruling party. The Party Chairman has also been ousted the military took over the building during the night, stopping officials from leaving. Tensions have been building in myanmar ahead of upcoming elections. He had previously said he is interested in leaving the country. Earlier dw spoke to anna roberts from birmingham, u. K. We ask if this is part of the developing democracy process. That is exactly what it is. We see a power struggle between the current president and the speakeand now former chair of the ruling party, who was ousted last night. Both of these men want to be president , so i think we are seeing an internal power struggle within the party between these two former generals. Some commentators try to present it as a struggle between rivalry formers and hardliners, but it is unlikely that that is the case. Its a more personal dispute between two men who both want to be president. We would not characterize what is happening in burma as a democracy process. What we are witnessing in burma is more a modernization of democratization. The reforms we have seen so far in burma have all been named at decreasing international pressure, dropping sanctions, Encouraging International investment, so that burma can become a more modern but still authoritarian regime. The current president is definitely not a democratic reformer. So it is unlikely to have any broader impact on the process that is going on. The people in burma, it will make very little difference. Neither of them are committed to ending human rights abuses in burma are bringing democracy to the country. Sarah if you are a realist, the earth is making its way through a cluster of cosmic space junk. But if you are a romantic, its just a perfect chance to make a wish upon a star. The Perseid Meteor Shower is keeping people up until all hours of the night. This year is an especially starstudded event because the moon is invisible. The celestial shower peaks this evening. A reminder of our top story this hour. At least 50 people are confirmed dead after last night six lotions and Industrial Complex in the chinese port city of tianjin.
