Tsipras also calling for an honorable compromise for the sake of european unity. Pm tsipras this is not exclusively a greek problem. It is the european problem. European problems required european solutions. Let us not allow it to become a divided europe. Reporter tsipras earning lengthy applause, but not from everyone. The Eu Commission chief seemingly unmoved but the speech. But after five months of fruitless negotiations and political brinkmanship, patience is running thin. The leader of the report liberal Democrat Group is in many actions, not promises, from athens. You are talking about reforms, but we never see concrete proposals of reforms. And i am angry why . I am angry because we are going towards a grexit. Reporter in response, tsipras promising to announce a specific proposals by thursday couldahead of another emergency eu summit on sunday, the pressure increases on all sides to find a deal or face the prospect of a greek exit from the eurozone. Laura Alexis Tsipras does have the support of france, with the Prime Minister calling the latest moves by athens a positive one. Speaking to lawmakers in paris earlier, he said france would refuse to consider a greek exit from the eurozone. This is a crucial moment. Crucial for greece and the greek people. Crucial for us and the european model. Fellow members of the national summary, we must national assembly, we must refuse to accept a rep of resentment and punishment and humiliation. And reject a europe where antigreek and antigerman sentiment are rising. And reject populism and the rejection of others to otherwise, that would leave us a europe where the poorest are abandoned to themselves. Laura and the greek crisis is not all spooking investors this wednesday. World markets were hit by a crash in chinese stocks despite an emergency intervention by beijing. Chinese companys have lost almost one third of their value since last month, a whopping 3 trillion. Reporter from boom to gloom. After doubling in the first half of the year, chinese shares have lost 30 of their value since peaking on june 12. It hit chinas high proportion of small stock Market Investors and sent shares into freefall. In an effort to avoid turmoil almost half the Companies Listed in Mainland China have taken the dramatic step of suspending their shares from trading in the past week, with a further 500 Holding Movement on wednesday could the government took action. Over the weekend, the government announced several policies, including organizing a number of brokerage funds to establish a Fund Investing in and darkly operated by the state banks, chinas Security Finance corporation. The scale of the fund is approximate the 16 billion u. S. Dollars. Reporter the China Central bank is for the cut Interest Rates and announced plans to increase liquidity and support market stability. Several new share offerings have been put on hold, and state owned firms have been instructed to invest in stable shares like oil giants. Chinas securities regulatory one that can a sentiment had led it to a surgeon irrational would lead to a surge in irrational selling. Laura there were fears that the United States is under attack from computer hackers this wednesday. The New York Stock Exchange was forced to suspend trading, while all flights for United Airlines were grounded. And even the Online Edition of the wall street journal went down. Lets get the latest from our washington correspondent philip crowder. What is the latest . Is the New York Stock Exchange up and running now . Philip not at this point but it will be very soon. Timing has been changing over the last half hour or so. 3 10 p. M. Local time, in around five minutes is when the New York Stock Exchange is slated to open again, which gives us a chance to use this magnificent sentence. The New York Stock Exchange will be open for closing. In other words, it will be opening for the closing bell, which is symbolically and financially very important indeed on wall street. The New York Stock Exchange, ever since the markets had to close, has tried to call any kind of elements of panic that there might have been, saying that this was merely a technical issue and that it was not the result of cyber breach. It appears this was as trivial as simply a software issue. Still, when an important Stock Exchange like this one is forced to close, the Obama Administration has to react. Barack obama was briefed on this but the white house tells us there is no indication of any malicious activity. Maybe more importantly, the white house says there appears to be no link between those three problems that arose this morning local time here in washington and in new york. First of all, the United Airlines having to seek its planes on the ground for a whole two hours because of a computer glitch. The wall street journal website closing. And of course, the New York Stock Exchange the forced to close for three hours altogether. Laura they are putting it down to coincidence. Fears about cyberattacks a very real in the United States. Tell us about recent security breaches. Philip there have been quite a few and that is why this has been taken so seriously. At 100 all clear given by the administration. There have been cyberattacks and data breaches in the past of the u. S. Government could that includes the white house and the state department. The class one did not involve the white house or state department. It was the office of personnel management. Up to 18 million Government Employees might have had their details and personal data hacked. These are former employees current ones, those looking for a job with the u. S. Government. That includes those with security clearance. Pretty sensitive issues and data might have been hacked. The u. S. Government at the time this was just a month or so ago said the Chinese Government directly was involved. A half i talked about earlier the hack i talked about earlier the white house and state department, did not go to the core of this agreement is, but in this case it was Russian Hackers not the russian government, we have to add. That is what the government is afraid of, real high level hacking and Cyber Security breaches. That is why there is this nervousness on wall street today. Laura thank you very much indeed. Philip crowther reporting from washington. It is the year since israel launched a military operation in gaza. It was to stop rocket fired by the Islamist Group hamas and destroy their network of underground tunnels. But operation protective edge took a harsh palestinians. More than 2000 people died from many of them civilians. 73 israelis lost their lives. This was the third time israel and hamas had been at war in eight years. Luke schrager has more. Reporter life amid the rubble. Mlshe lives with her family in what was once their apartment in gaza. It has been like this since israel went to war here a year ago. The walls are gone. Anyone on the street can see us, and we can see them. The walls have collapsed. I feel shy and have no privacy. We will continue to live here because we have nowhere else to go. Luke a conflict of spiral following the induction and murder a production abduction and murder. 100,000 left homeless. Israel lost 73 people. For an eight was meant to help foreign aid was meant to help gazans rebuilt, but little of it has trickled through. We received many from different agencies but in gaza, renting an apartment is way too expensive. Luke whats more, nine years of an israeli blockade has killed off any local industry preventing Building Supplies arriving from abroad and hampering reconstruction. Even before the conflict 2 3 of gazans need if you did come with 40 unemployed or living in poverty rate it has left many at the end of their tethers. There is a feeling that the conditions are not going to improve. The feeling that their childrens lives were not going to be better than the room. Than their own. Luke both hamas and israel claimed victory after last years war. It is hard to see how any definition of the work can apply. Laura the u. N. Agency set up nearly 60 years ago to support Palestinian Refugees we had been hoping to speak to the group that she is back with us. Good to know. Operates schools and other facilities in gaza. A spokesman for the group joins me on the line. Something like 100,000 buildings were destroyed in this conflict in gaza and none have been rebuilt. Why is it taking so long and how long can people be expected to live literally among the rubble . Chris restrictions on the Building Materials that go into gaza, that is one problem. Secondly the Donor Community while having been very generous, has not been generous enough. A 120 Million Program for rebuilding gaza. We had to extend that program because there was a shortfall of a hundred 85 million. Lastly, the unity among palestinian factions means that the building has been slow. It is a matter of International Shame that people of gaza i like wishing amid the ruins of what was once their homes. Laura because there was 5 billion in foreign aid pledged and we hear all the time about wealthy arab countries saying they support the palestinian people, they support the people in gaza. What is happened to the money . Why hasnt it its way to the people who are suffering the most . Chris that is the question you should put to the international Donor Community. In the conference last october in cairo on the reconstruction of gaza, they pledged 5. 4 billion. Part of the reason is that there is plenty plenty of crises around the world ukraine nepal, ebola, you could carry on the list. That is a huge draw on International Aid budgets. What we say is at the time of rising extremism around the middle east region, you can see what is going on in syria, in iraq, in egypt, and elsewhere recently cannot afford to ignore the people of gaza could it makes no sense whatsoever to have 2 million angry frustrated despairing people on the doorstep of israel given that these two communities have been at war three times in the last six years. And of course, a year on, absolutely nothing has been achieved in terms of addressing the underlying cause of the conflict. Yes, we need to reconstruct gaza, but at the same time, we need to deal with these condemnable rockets flying out of gaza terrorizing 6 million israeli civilians. Of course, we have to deal with the issues around the blockade. That is an illegal collective punishment. International law does not allow it. That, too, has to end. Laura there has been some controversy surrounding your organization, notably during the conflict last year. Militant weapons stores were found on your premises. Has that gone some way to contradict your standing as a mutual ngo . Chris no, not at all. The reason you know about this story is we found militants had put rockets in not actually rockets, but weapons components in some of our facilities that have been closed down for the summer, which were in the middle of a war zone that was gaza, and any idea of complicity in the rockets being put there is absolute nonsense. Lets get rid of any idea that neutrality was compromise on that side. It was compromise usually because militants violated our neutrality. We came out as soon as we found them and openly condemned it the violation of our neutrality. And we do still. It was a flagrant violation, and you know about this because i came out openly and condemned it. Laura Chris Gunness thank you for talking to us. Students across france have received their exam results today. Among those getting top marks, an 18yearold syrian refugee. He arrived in france three years ago unable to speak a word of french. Today, he is celebrated. Reporter since the results came out on tuesday, he has received a torrent of calls and texts congratulating him. Well done for all your hard work truly. Reporter on the phone is catherine, who gave him a place to stay when he arrived. Without you, i wouldnt be able to speak french. Reporter this is especially surprising, as the young syrian arrived in france three years ago to escape the war. He didnt speak a word of french, but he has graduated with honors at his end of high school exams. Im really pleased with my progress. I never imagined i would be able to write in french in 3. 5 years, or even study philosophy in french. Reporter he took some of the hardest exams with a focus on science and got top marks. His father, who is a math teacher in syria, put it into perspective. I wish i could have helped him like any father. But i dont speak french. Of course, im very proud of my son. Reporter haytham dedicates his success to his country could he says he thinks about it every single day. Haytham i think about syria all the time, especially the people of the syria. They dont have the power today against all the arms of the Islamic State group or the syrian regime. They dont have the power to end the war. The International Community must have the humanity to intervene and save us. Reporter next year he is going to a preparatory school, which should lead into attending one of frances top universities. He is determined to keep studying hard to achieve his dream, working for nasa. Laura lets bring you uptodate on some of todays top is this news. Business news. Markus karlsson is with us in the studio. We were talking to our correspondent in the u. S. About the New York Stock Exchange basically experiencing a Technical Glitch is that it should be up and running again soon. Markus we are hearing that it is up and running. Laura ah, stocks are being treated. Markus this follows trading on the New York Stock Exchange being suspended on all of its platforms. Stocks did not change hands for nearly four hours over on the nyse. The nyse blamed the outage on an internal Technical Glitch. The Exchange Says there was no indication of a cyber attack or any other foul play. We need to add that at this stage. It is not a technical issue, as stock markets are getting more and more technically complex. Back in 2012, the nasdaq ran into troublepictures got up in trading or were introduced on its platforms. As i say, perhaps a sign of the times. If we look at what is actually happening on american stock markets this wednesday, we are seeing them trading to the downside. American shares are taking their cue from china. It was a 6 drop on the shanghai composite earlier. Chinese shares dropped even as the government moved to stem the market rut. Authorities are getting nervous as stocks plunged more than 30 since june. I spoke to Michael Houston from cmc markets in london and i asked him whether european investors should worry, too. Michareel earlier this year chinese stock markets were on a chair and basically being pushed up on speculation from small investors, retail investors, if youd like, who were plowing their savings into the stock market, being encouraged to do so by chinese authorities. Unfortunately, what is happened is valuations have gotten so stretched that what you are seeing is a little bit of profit taking start to kick in. That has perpetuated into a very sharp selloff in a rush for the exit. Chinese authorities are trying to do their impression of the little boy with his finger in the dam. Unfortunately, it is making things worse. Stocks are being suspended because they lack of liquidity. We are getting a very violent counter reaction, counter correction lower. Markus as you said, Chinese Markets have formidable run this year between january and june. Two you think this is a natural correction, or do you think there is something more sinister taking place beneath the surface . Michael i think it is accommodation of two things. The radical upside got overstretched. What were seeing is a significant correction. Chinese authorities are slightly overreacting. They are pumping liquidity. What they are also doing is encouraging committees to suspend their shares. They are very, very concerned, investors, particularly retail investors, are latching on to that and are panicking and it is perpetuating the slide. We may see a little bit of a rebound in the shortterm. In the longer term, i think Chinese Markets in particular are going to struggle to regain the levels that wed seen earlier this year. We could see a further downside before the markets settle down and find their natural level. Markus we have 40 talked about how american stock markets are trading to the downside this session. Lets take a look at the figures as well. We are seeing the dow jones, the nasdaq, and the s p 500 in a negative territory, with the nasdaq leading the way down 1. 5 . Investors are suggesting some comments coming to the Federal Reserve this session. The fed says it will need Additional Information before can start raising Interest Rates stateside. This is how european markets shut up shop. It came as greece made an official request for a third bailout package, and also promised to present a number of reforms as early as thursday. Perhaps some optimism that the greek situation may be heading for some sort of resolution, and that may the part of the reason we can see european shares trading to the upside a little earlier. Shares in british House Builders and state agents also came under pressure on wednesday. Investors believe that the british governments latest budget may undermine demand for luxury housing.
