William Carter
A registered level 3 sex offender moved to the 2100 block of Campus Drive Southeast on Monday, according to the police department.
William Lee Carter, 32, was scheduled to be released on Feb. 1 with plans to move to Southeast Rochester.
Carter is described as a Black man, 5 feet 9 inches tall, with black hair and brown eyes.
"William Carter has a history of sexual contact with a known female child," according to the news release. "Contact included penetration."
