Lawsuit filed over VA withdrawal from greenhouse gas pact

Five environmental groups are suing to block Gov. Glenn Youngkin’s effort to pull Virginia out of the Regional Greenhouse Gas Initiative, an interstate pact that aims at cutting the greenhouse gases that cause climate change.
