Dominique Boyland, 31, was charged in La Crosse County Circuit Court with arson and misdemeanor bail jumping in connection with the fire at 1208 Avon St.
According to the criminal complaint, Boyland was arrested early March 8 after a domestic violence incident at the apartment where the fire started and released on bond an hour later. Investigators say Boyland went back to the apartment after getting out of the La Crosse County Jail and piled items on top of the stove, then turned the burners on high and left.
