This is the cbs evening news with jeff glor. Quijano good evening. Jeff is off. Im elaine quijano. Winter has arrived with a vengeance. Arctic air is plunging deep into the lower 48 states. Almost the entire northern half of the country will wake up tomorrow to belowfreezing temperatures. Eerie, pennsylvania, a city of 100,000 people, is buried under a pile of snow. Demarco morgan is there. Demarco. Reporter good evening, elaine. The snow is still falling as we speak, so much so that this area has been declared an emergency because of the heavy snowfall. And some nsome areas, its chest deep. A winter blast dumped foot after foot of snow across the great lakes. A lot of snow, just keeps coming, wont stop. Reporter the city of eerie, pennsylvania, shattered the state record with over 50 inches nearly fourandahalffeet of snow fell in just under 36 hours. The snow pack forced trucks to be dug out, along with cars and streets blanketed with snow. In ohio, the visibility and Hazardous Conditions backed up traffic on a portion of interstate 90, forcing authorities to drop the speed limit from 65 Miles Per Hour to 30 Miles Per Hour. And kansas city, missouri, the snow and ice caused many accidents on the highways. In one crash, four people were killed. Not to be outdone, record frigid temperatures sent the midwest into a deep freeze. Parts of wisconsin experienced minus20degree weather, and minneapolis had a low of negative 2, but the sixdegree wind chill in aurora, illinois, didnt stop people from shopping after christmas sales. Were from around here, so were pretty used to this and i go to School Downtown so ill really used to the wind chill. Reporter now, the snowfall is far from over. This area could get anywhere from five to 10 inches of snow before the week it out. Elaine. Quijano remarkable. Demarco, thank you. Three large cities are suing the department of defense for failing to report the names of Service Members disqualified from gun ownership. The former airman who attacked a texas church in november was able to buy a rifle because of this lapse. Heres david martin. Reporter Devin Kelleys massacre of 26 worshipers exposed a blatant and longrunning failure by the pentagon to report violent criminals to an f. B. I. Diabetes that would disqualify them from ever buying weapons. Now three steez new york, philadelphia, and San Francisco have asked a federal judge to compel the military services to do what they already should have done. The lawsuit relies in part on the findings of the pentagons own Inspector General, glenn fein. Of the 2500 Fingerprint Cards required to be submitted, 601, or 24 , were not submitted. Reporter fein told Congress Earlier this month the military has systematically failed to report violent criminals in its ranks to the f. B. I. I am struck by the failure of the department of defense to comply with the law. We say go all the way back to 20 years, to at least 1998, not just we looked at 2015 and 2016 and found significant problems. We think there are problems all wait back. Reporter kelley was the most glaring failure, able to purchase the weapon he used to kill 26 people, despite his conviction for Domestic Assault against his wife and infant stepson. Within weeks of the massacre, the air force admitted finding dozens of other cases it had failed to report. The pentagon says its going back over old cases to make sure violent criminals are reported to the f. B. I. , but three major American Cities are no longer willing to take the militarys word for it. Elaine. Quijano david martin. David, thank you. Before he hit the golf course today, President Trump tweeted that obamacare has essentially been repealed now that the individual mandate will no longer be enforced. But chip reid reports that is not the case. The whole thing saved my life. Reporter by the whole thing karen renzy means obamacare. Rez me, of austin, texas, has stage four breast cancer, and without that insurance, she says she might not be here today. But now, uncertainty over whether her coverage will continue leaves her terrified. Im in chaos about what do i do . Is it ended . Is it not ended . Whats happening . I would like to see a commitment to this program so that theres stability. Reporter but President Trump appears intent on doing the opposite, creating uncertainty and instability. In a tweet today he claimed that the tax cut bill he signed last week, which ended the individual mandate, essentially repeals obamacare. But recent evidence suggests that instead of having one foot in the grave, obamacare is showing signs of life. For example, in the obamacare Enrollment Period that ended december 15, 8. 8 million americans signed up in the 39 states that participate in the federal healthcare. Gov marketplace, far exceeding expectations. Thats a drop of just 4. 4 from last years 9. 2 million, even though the Trump Administration cut the Enrollment Period from 90 days to 45 and did far less advertising and public outreach. And another surprise red states are signing up faster than blue states, according to one nationwide analysis. 62 of the people who enrolled in obamacare this year live in states that were won by President Trump in 2016. Some democrats think and hope the president is shooting himself in the foot by trying to destroy obamacare when its doing so much good for many of his own supporters. Elaine. Quijano chip reid traveling with the president. Chip, thank you. As the Holiday Season continues, the u. S. Is also entering peak flu season. Texas is one of the 23 states already seeing widespread flu activity, nearly double the number from the week before. Dr. Mary healy is an Infectious Disease expert at texas childrens hospital. Weve had more positive tests over the last couple of weeks, so it looks like maybe were really starting to get into the season in earnest, and that seems to be the trend, certainly nationally as well. Reporter what concerns experts is the flu season that just concluded in australia, which sometimes can preview the season here. Australia had its most severe flu season in five years, and the vaccine used there is the same one used here. Its believed that one of the strains covered called h3n2, mutated, making the vaccine only 10 effective. If you look at the c. D. C. Data, we dont have evidence that the virus has changed significantly. So hopefully were not going to face the same situation. Reporter influenza vaccine takes months make, and scientists are looking at new ways of making it so when the virus mutates, they can quickly make a new vaccine. In the meantime, the c. D. C. This property was kind of like a a refuge. Reporter rockport homeowner Analissa Kennedy lost everything. Just yesterday, i had tears. They just come. There is still tons of debris. Theres so much, the state is having to use this highway median as a collection point. The mayor of rockport estimates that more than two million cubic yards of debris has been collected so far, and that is just on the first pass. The population of rockport is about 10,000. Reporter c. J. Wax is the mayor. He says about 70 of the towns businesses are still closed. Ive got an attraction problem. Ive got a hotel problem. Ive got a business problem. Ive got a restaurant problem. Reporter it sounds almost overwhelming. Except the attitude of the people. Thank you very much thank you reporter that attitude is apparent in samantha mccrary. She set up this makeshift tent city and Relief Center two days after the storm. At her peak, she was serving 1,000 meals a day and had more than 50 people loifg her property. Today, its down to about two dozen, but each day, she says, someone gets back on their feet. Im blessed every day by something that happens here, i am blessed every single day. That if a food could make you sick, it would be pulled immediately from store shelves, but today, the department of health and Human Services Inspector General reported that hasnt always been the case. Anna werner is following this. Reporter in a 49page report, the Inspector Generals office reviewed 30 voluntary recalls overseen by the f. D. A. , most of them high risk, and found the f. D. A. Could not always ensure that firms initiated food recalls promptly. George netter headed up the investigation. 23 of the 30 recalls we looked at were class one, by definition ccause a serious, irreversible medical condition or potentially cause death. Reporter for example, auditors found a recall of cheese products linked to a 2014 listeria outbreak took 81 days to complete. An infant died and two pregnant women lost fetuses. In the case of an adulterated dietary supplement, the firm did not recall the product until 303 days after receiving a warning letter from f. D. A. Three places of that one recall, that stuff was still on the shelf, 303 days later. That means people could have been buying it up to that 303 days. Reporter so this product potentially jeopardized lives and they left it on shelves for close to a year . That would be correct. Reporter investigators were so concerned by what they were finding, they issued an alert midway through the review in 2016. At that time, f. D. A. Put a special team in place to focus on challenging, highrisk recalls. Now, in response to this full report, f. D. A. Said the 30 cases selected were extreme outliars, and claimed in the highest risk recalls, recall initiation took place, on average, in less than three days. But netter disagrees. I have serious concerns about that analysis. Reporter why . Because his team found in roughly a third of the cases they examined, f. D. A. Had put the wrong recall start date into its database. So, basically, youre saying when they say its three or four days, youre saying they dont really know that because their dates were wrong. Im saying that their system, from what we found, could not be relied upon based on our sample of 30 items. Reporter in a statement to cbs news, f. D. A. Commissioner Scott Gottlieb said much has changed and the agency has, worked quickly to put in place measures to address the proposals the o. I. G. Outlined.
