Just a few clouds. We have this area of precipitation moving slowly eastbound in association with a strong cold front. Then well combine that with the moisture from this. This is Tropical Storm phillippe right now. Most of the moisture still around the florida peninsula but its going to race up along the coast and this area of low pressure with that cold front is going to scoop in some of this moisture from phillippe. It will yield rain heavy at times tomorrow especially during the afternoon and evening hours. Rain continues into tomorrow night when then well see some gusty winds picking up and very strong winds as we head into monday morning, potentially up to 50 Miles Per Hour wind gusts. Alycia nieves is live at Police Headquarters with the latest for us. Alycia. Reporter well, natasha, in the last two weeks there have been several fires set to an outdoor animal shelter. The latest fire was set this morning and it has volunteers for the shelter not just worried about cats but also people now in that area. Volunteers of the stray cat relief group were trying to pick up the pieces of whats left of this stray cat outdoor shelter. Phone call at 8 20 this morning and was told that a friend had seen the fire actually hit it was actually engulfed. Reporter police and volunteers think the Early Morning fire at the outdoor cat shelter in the penns landing area was intentionally set. Every single feeding station, every house, anything that the cats had for any kind of warmth, they burnt to the ground. Were all upset. Were distraught. Reporter the fire devastates volunteers because they built the shelter for cats in the area that they neutered and now nurture. Although none of the cats were harmed in this fire, it is the third one that has been set here in nearly two weeks. On top of that, the spca has responded to at least one cat found mutilated in the area recently. Whoever is doing this i assume is has some mental problems or and or drug addiction problem that is also being neglected. Reporter volunteers want the community to help find who is lighting the cat homes on if i were especially because the cats here may not be the only ones in danger. The people that are lighting these fires are also hanging and stabbing cats and throwing them in the water so those are the type of people that are doing this to people actually. Its not just about the cats, its a community issue. Reporter and natasha, while the Philadelphia Police department is working on trying to figure out who is targeting cats in the penns landing area and setting fire to their shelter, people volunteering for the shelter are working on rebuilding that outdoor space, that safe haven for cats especially since winter is coming. Newark Police Arrest a new jersey man in connection with several incidents of lewdness and indecent exposure. Authorities say Gerald Picerno of Morristown Morris county exposed himself to women near the university of delaware campus. Authorities say he also wrote a lewd and harassing note to a 20yearold student. Fingerprints on the note led detectives to picerno. A federal grand jury has approved the first charges in the russia investigation. Its expected to become public as early as monday. The nature of the charges still not clear nor is the identity or number of individuals to be arrested. It started something simply with a porch. It was just like a fog machine, a coffin and it was just something quick to scare the kids. Reporter over the last 16 years, its gotten bigger and scarier to the point where the labyrinth with a penitentiary theme this year covers his whole yard. What goes into putting this together. A whole lot. Reporter an army of volunteers spend more than two months constructing the Haunted House each fall. Then in the nights leading up to halloween they spend several hours each evening providing the spooks to hundreds of visitors. Its all about suspense, a creepy story line and trick or treats. The costs for getting into monster martins is donating canned goods or at least two dollars to the local food pantry. This is a typical dinner bag. Mac and cheese, a box of spaghetti. Reporter the pitman food pantry provides weekly assistance for more than a hundred families. Heres the chickens. Reporter last year monster martins donated 1200 and volunteers stocked the shelves with more than 2400 cans they collected. They all come, they unload, they check dates. Theyre just wonderful. Good news is this system will stay offshore but it will be offshore as a strong extra Tropical Storm as we head late tomorrow night into early monday morning, its going to kind of merge with this extra tropical low moving in from the west provide us even moisture so well be dealing with prolonged rainfall through sunday and sunday night rainfall amounts one, two, three, possibly even four, 5inches locally that will contribute to localized flooding especially with all the leaves on the ground now that really clutters up the drains so you want to watch as youre commuting about tomorrow. Tomorrow night, monday morning dealing with a potential wind gust of 40 to 50 Miles Per Hour. Future weather showing us conditions going downhill especially tomorrow morning. I think right around 9 00 a. M. Well start to see that widespread precipitation overspread the area. Tomorrow afternoon dealing with steady and heavy rain especially east of i95 as we head into the evening hours. As we head into tomorrow night that more widespread rain will come to an end but well still be dealing with showers scattered in nature through tomorrow night and early monday morning. [byron] why is that important, setting goals . Because its what i was taught. My parents taught me that a long time ago, i had to make an alphabet goal chart. Which means, a, i want a car. B, i want a basketball, c, i want cool clothes. I had to set goals for myself, and i had to work to get them. [byron] whats going on with the free throws . Its nothing really going on with the free throws. Throughout my career, i shoot 50 percent, which means i make one and i miss one. I think that people look for a guy of my caliber and my talent on the Basketball Court to shoot 70 or 80 percent, but i never, ever live my life on percentages
