The table, eye to eye, to defend the interests of, all of us but certainly our commuters i would say tax credits to get jobs in new jersey, we send them out at a rate of 162,000 per job right now. Massachusetts right now we have some friends, 22,000. There is a reason for that. Maybe investments that we have ignored. Secondly the labor market is at a 10 year low in terms of, participation. But answer you have got to hopefully convince them not to do it otherwise you have to find the money leave on putany has the next question, le von. At last debate you said legalingarijuana for you is primarily a social justice issue. Yes. You have also said though to fund the edge of your programs the state need continue on crease taxes on the wealthiest, close loop holes and legalize marijuana. Yes. So is legalizing it all about justice or really about tax revenue. Le von if it does not pass the social justice test, you cannot talk about the revenue implications. The fact of the matter is we have the widest wide nonwhite gap of persons incarcerated in america in new jersey. It is not the only reason but biggest contributing factor is our low end drug crimes. Im saying this as much as a former National Board member of the naacp as i am as a candidate. It has got to pass the social justice test. My opponent last week im glad you brought up because we had another incomplete discussion talked about decriminal icing it. Problem i had with that is the industry, the drug industry, stays underground run by the same people, and it is un regulated. So therefore minors in particular are exposed to. That put aside the fact you dont earn tax revenue which is also a reality. The fact is it remains the wild west. I want to legalize it, regulate it, im glad we are not the first state because other states have done it, and made mistakes and at the end of the day when we earn revenues from it, yes, it has got to be social justice first now, miss guadagno. Pick up quickly on, what he originally said in the primary what phil murphy said in the primary was he would increase taxes by a billion dollars, 300 million of that was coming from legalizing marijuana he has since changed his story to add social justice aspect of it, but decriminal icing, will not fix it. It falls under murphys law, any tax that can be raised will be raised. That is what the people of new jersey need to know. All of these promises, all of these fantasy, all of these entitlements, it will come from your pocket. There are not enough millionaires in new jersey to pay for the type of increases that phil murphy is promising you. It is like promising a chick men every pot. It is not going to happen. It is a fantasy. People in new jersey know it. Now, youre talking about bringing in revenue but at the same time why are you not willing to fully legalize Recreational Marijuana fit would. Very simple because i just read a report from denver, colorado, from colorado that shows a 48 percent increase in the number of traffic deaths which they attribute to marijuana use in colorado. I dont want our children, i dont want our people to walk down the street and buy a pack of cigarettes and be drug dealers. I think it is a problem for the state of new jersey. It send a very large message for a state that is fighting the opioid problem. I think that if were going to , phil murphy should call it what it is, it is another tax raising policies. But we have to move on to another topic with all due much mr. Murphy. Jessica has this question. This question comes from our debate participant positive community magazine. Development of new jerseys two largest cities, newark and new jersey city has grown tax bases and number of businesses but, residential, rental prices are now trending upward they are displacing low income residents. So, what policies do you envision to prevent long standing residents from being displaced by gent try case. We will start with you. It is a problem we have to be alert to. One of the programs that the tax credits are supposed to Pay Attention to is making sure that they hire people in the community that they get that tax credit. For example, in jersey city they got billions dollars worth of tax credits. They are supposed to be hiring people. In camden they are. There is a Company Called hol tech that got 200 milliondollar worth of tax credits and they are hiring camden citizens and training them in ohio and bringing them back. Those are kinds of things we have to monitor, make sure happen and in fact are happening in placeness new jersey. It is a condition of the credit, itself. The other thing we have to does fixing the Affordable Housing act. What we have to do, in my opinion is come up with a state plan to put jobs, where there is transportation, or put Affordable Housing where the jobs are and where transportation are. We can do that by simply having a state plan. Mr. Murphy . I cannot help but go back to the beginning to the last conversation about legal says, number one, colorado is in a meaningful reduction in opioid deaths and directly carl late todd legal says of marijuana. Number two, number two, number two, social justice is not an entitlement. So, the big question here, your question, is Affordable Housing. And this administration has done everything they can to kick the can down the road through the courts. That is in the true. They have taken money out of the dedicated funds. That is in the true. A pol guys youll have your shot. They have done not what other states have done which is buy up empty foreclosed homes and convert them into affordable would that be something would you do. 100 percent. Concern i have with jersey city or newark and i say this all the time, i want to help, for the folks who for the and stayed not just for follow thanks come there because the citys most communities have momentum, but they sure do by the way. It has got to work for the people who for the and stayed, Affordable Housing. Since we are at William Paterson university we thought it was a good idea to have some students come and be involved in this democratic process. Wed like to welcome a student here from William Paterson. His name is kazir and he has a question for both of the candidates. Hi, my question is, the student debt is about 1 trillion in america. Some people arent even able to pursue Higher Education, due to the huge debt. New york is recently started offering, they started offering tuition programs to students. Would you support Free College Programs for batch already degrees in new jersey and if you do, how would you pay for it. Mr. Murphy, we will let you answer that first. Great question. This is one that comes up all the Time Higher Education has become out of the reach of too many young people and their families. It is maddening. You have seen this, university of maine advertised on a billboard, above the turnpike, come on up and check us out, our out of state tuition is lower than you are in state tuition. We have defunded, ravaged Higher Education in our state. So a couple things. There is no one magic bullet that gets it solved here, and number one we stand for Free Community college. And at most it is 200 milliondollar, ticket on a 35 bill john dollar budget. Study that came out this sum their makes a compelling point that is the middle, skill job that we will, be, the least, we will have the least numbers of folks who are trained in, and secondly we love the idea of aublic bank that we all are citizens own and line of business is reasonable student loans, and, thirdly, how about staying in college stay here five years later to work and forgive six,. Miss guadagno. First, i have to comment on the public banks, the public bank of new jersey is what i call the laughing bank of new jersey. I cannot imagine a worse idea then giving all of the receipts, into some bureaucratic in trenton, to hand out, other people. So, the idea of a bank, handing out loans, to students , is just, it is just beyond, word, fantasy land. That is the first. Free college education, falls in the category of who is going to pay for it. I would love, to provide you with a Free College Education, and if you have the means to pay for it, do i, still, want to provider you with the Free College Education, because that is what my opponent is betting. My opponent said whether you can afford it or not you get a Free College Education and you know who will pay for it . Look around this room, look into this camera and you will know who will pay for it. Everyone in new jersey is going to pay for it. Phil murphy is going to raise your taxes and i wont. Alfred dublin has the next question. This is going to start with you, miss guadagno, just this monday, republican and Democratic State leaders agreed that newark, is going to be the states official bid , city, for amazon, new headquarters, new jersey gets it, and it will be 50,000, jobs. How far, would you go, how far would your administration go, with incentives, tax breaks, subsidies, land, to get amazon , to come, to new jersey so my understanding of the deal is quite simply that, that there will be tax credits , afforded to, amazon, as part of the deal. As part of the package that the partnership for action will be presenting and that the benefit to the taxpayers of new jersey, that means the net benefit in the taxpayers of new jersey would be 9 billion overtime. I have signed a letter, to say i agreed to. That my concern is that we dont have enough people playing there, and, i love newark, we work very hard to rebuild newark, but the problem is that we need a bigger menu, we need to to put north brunswick, camden, Atlantic City as also competitors. I dont think we can reject any of those. 50,000 jobs is a lot of jobs, and, that we need, and, the problem is if my opponent actually becomes the state of the new jersey he will no use those tax credit. The point of question whether it is newark, whether it is new brunswick, and, is there a point of too much, that we give back. To get those jobs. I understand, alfred, only way these credits work if the net benefit of the taxpayers overtime, is exceed the value of the credit. That is the way it has always been. You have to make more money for taxpayers then you give out, in this case my understand from the letter that was written to us from the government that it would be 9 billion for the benefits and quite frankly i dont think you can put a value on bringing 50,000 jobs to new jersey. However, if my opponent, become the state of new jersey we dont have a shock because we will not have tax credited, we will raise business taxes, we will raise taxes on businesses here and amazon will not find a business friendly place anymore. I hope amazon comes to new jersey, it would be a game changer but come om terms that will work for us i have looked at what they are looking at. We line up well. It remind what he General Electric said they were looking for before they moved to boston. We didnt get an at bat in the competition for General Electric because all we do is we throw out tax crestes, under this administration to the tune of 162,000. I would like to go to amazon with a tax deal. We will build the gateway, tunnel, under the hudson. All of those things are good for amazon and their employees, but the more important news, is that they will be good for all of us. So i hope we get amazon but i want to get on the right terms i want to get amazon when it started. We have 15 technology, incubators in the state of new jersey. New york has 179. That doesnt happen by accident. That is ignoring it on this side of the hudson and embracing it on that side. I dont think state of washington had to put one dollar to work to get, and public policy, we need to get behind, that reunite that entrepreneurial economy. Please take the next question. Yes. You mentioned earlier that new jersey, is the fourth, smallest state, and somehow, we have managed to fit 565 municipalities in the garden state. But even then, state tax dollars. Dont let a good crisis go to waste. The property tax crisis, during the Christie Guadagno years has force add lot of people that really think about sharing services, that they may not have thought about before. There is a lot of appetite out there but you need leadership. And youve got some counties that have an in extreme. Berg earn county has 70 community, we live in monmouth county, 53 communities. The thing i believe in all my heart you cannot beat people overhead, there are Different Levels of the government and representation. This is democracy. You can provide leadership and incentives. We have said listen if you two mayors and councils want to explore, a, possible sharing of services, we will help fund that. If you go ahead and each of you independently say you know what we want to go ahead and do this, we will help fund that as well. We think that you need, an offer incentive to communities and leadership to get that done. We will appoint, a shared services czar, we will put real resources behind it and we will ab aggressive. Miss guadagno. Of course, we have to do more shared services. Problem is if we dont have an arbitration cap and 2 percent cap inn an answer which my opponent has yet to provide any of us there there wont be any incentive for any of these 560 some odd, municipalities or the 612 schools. What we do need to do is incentivized that and way to do that is to put pressure on the property taxes, keep property taxes low, my plan will keep property taxes even lower then the 2 percent cap. Phil murphy on the other hand, because he is in the pocket of the special interest, because he is promised the labor unions that he wont sign the arbitration cap, or 2 percent cap, we will never see those kind of savings we could otherwise realize. Jessica dean. So you guys have a lot to say, about one another, and each other policies, it is, nice, to have each other, ask one another a question. So, miss guadagno, i will let do you that first, what is your question, to mr. Murphy. The question is simple how do you plan to pay for free kit, Free College Education, universal health care, and just to name a few. It add up to 56 billion without raising taxes on the middle class, and the working class, because your plan right now, provides, only a billion dollars and i see only a billion dollars. How do you plan to pay for all of promises, made during the programry. That is quite a question. You know those numbers, are not true, and you are saying them and making them up and, talking about me and turnpike and fares, and running for president , we have to get back to basis discussion on the truth. That is what people showed up for to hear tonight. Answer the question. Youve got, sorry, i could not hear you there, sorry. You have had the back. Answer the question was the question. Excuse me, we would like to keep a certain professional in this room. I apologize for the interruption but can you please answer the question and once again, if we hear anymore interruptions you will be asked to leave the auditorium. Thank you. Mr. Murphy. With governor christie all those years in debating policy you have taken care of hedge fund, big corporations and the wealthiest among us that had the sweetest ride of their lives and that is going to come to an end. It will be tax fairness. The big beneficiary is the middle class. We have a very, and, with the schools will be funded, and the pensions will b finally, fully obligated, and we will grow the economy. This is an economy, folks we have to remember we are one of the most weak in the country. Household income is down, 5 percent during your years, with governor christie. Property taxes are up 17, nj transit fares are up 36. Cost of sending your kid to college is up 20. The middle class has been, squeezed and left behind but i would say to the middle class, help is on the way. Mr. Murphy, what is your question to miss guadagno. I said this earlier, i meant it, there are some things we agree on, things like some other smart government. Where have you been . Could you describe, more explicitly for us, you have been at Chris Christies side for 2,829 ds. And this is the state that we had as a result of that. You have made choices. You have chosen to take care of hedge fund and very wealthy among us at the expense of the middle class. Would i like to know where have we been. What you have to understand is i went back, and 2,821 days and i think that is about the amount of money you make per hour while were you in Goldman Sachs at one of those hedge fund. That has a lot to do with your answer. The second thing i think you have to understand and i said it before, that the governor makes the ultimate decision, like the president makes the ultimate decision. If i had a battle with the governor and i did have a number of battles with the governor i made those private. I believe that is the way the system works the best. I only started the battle the governor publicly, when he started to hurt the middle class in the 23 cents gas tax increase. Something by the way that phil murphy completely endorsed. That to me is not helping the middle class. That is not building up, the middle class. That is hurting the very people who need, the gas tax, relieve the most. Can i just say after you and governor christie bankrupt ed the Transportation Trust fund and looking at Sheila Oliver, she will be my partner 50 50 every step of the way. Im glad you talk about sheila ol versace. Im glad you mentioned Sheila Oliver, because never forget Sheila Oliver was the speaker of the assembly for every single one of the governors budgets and had this, and, voted on in favor of, and unanimously by Sheila Oliver and her democratic collogue, never would have gotten to the governors desk. If the Transportation Trust fund for one example, tax credits were another example, all lay at the feet of your, hand pick, Lieutenant Governor im so honored to be on the ballot with sheila. All right. I would like to go to our, flash round where we asked for some brief answers, a flash round. Okay. We have a little fun. I think were due to have some fun. Yes, mix it up a little bit yes. We will move to the flash round and like to get brief answers, that is the term flash round. My first question goes to you, mr. Murphy, if senator menendez is convicted of corruption, should he resign. Listen, i think any speculation on someone who is in the middle of a trial is a complete waste of time, so the answer he is innocent until proven guilty, and lets see how this turns out. If he is proven guilty. I will not speculate. Will you ask him to resign. I will not speculate. I will wait to see how this turns out. That is what we all should do. Lieutenant governor is a lawyer and she know persons are allowed their full extent of the law. Miss guadagno should senator menendez be convicted of corruption, should he resign. Absolutely. It is an embarrassment that phil murphy has stood silently by the side of senator menendez, for two years while he has been under indictment. It will be even a greatest embarrassment if we have a United States senator representing the state of new jersey in the senate in washington d. C. Are we still in america. Excuse me just to followup on my questions to you miss guadagno hypothetically if senator menendez is convicted and we asked him to resign will you then obviously get to pick the replacement, would you consider Chris Christie. No. Okay. That was an easy one. You are going on record saying you will not consider Chris Christie. I will not consider Chris Christie. All right. This next question, we have held a series of town, virtual town meetings with our viewers and they turnout very successful and many of them had very great questions, but this one, stood out to us the most. New jersey is the garden state , and as such what is our favorite fruit, and vegetable, and why . Mr. Murphy . For me. Great fruit. What are you looking at me for. Grapefruit and broccoli. It is weird. Im a huge broccoli fan. Quickly, why . I tell you i have loved broccoli since i was a kiddy wish my late mom and dade were here they would give you a belter answer then i can. Jersey tomatoes and cranberries. That was fun, right that was fun. All right. Yes. Now we will hear from the candidates for your closing statements, coin toss earlier determined who will get first, you will each of 90 seconds, mr. Murphy. I think first of all thank you only in america can a guy who grew up as i did working poor to a mom who got out of high school and a dad who didnt, find himself on a state like this tonight. Im incredibly honored and hum led. We heard two very clear, visions for our state tonight. One is more of the same and in essence another Chris Christie term where the middle class is hallowed out, truth is left behind, Public Education doesnt get funded, infrastructure is ignored, we will become more unfair by the day and it is constant us against them. Or we can turn the page and embrace change and new leadership and new priorities. Priorities where we respect our seniors, we celebrate and invest in our middle class, and in the dreams of those who as expire to get in the middle class. We will fund Public Education, infrastructure, we become fair , inclusive for all again. We fund planned parenthood, we will sign sensitive gun safety laws, we do something about Climate Change and we reject gimmicks if we deliver real tax relief to the middle class on the one hand, you have got folks who want to scare to you follow them and vote for them. That is not where i come from. I come from being grown up, being inspired by people like john kennedy and Bobby Kennedy and Martin Luther king and Caesar Chavez and barack obama if that is your vision i need you, i need your vote november. Okay. Miss guadagno. Miss guadagno, you have, miss guadagno, miss guadagno, miss guadagno you have 90 seconds starting now. Thank you. I want to speak the two people at home. I want to talk to those people who are saying to themselves why should i go to the ballot on november 7th and how willie decide . I think answer is very, very clear. Phil murphy will raise your taxes. I will lower them. That is you why should go to the ballot box on november 2nd we need your vote. I grew up moving all around the country. My dad who his job i moved 12 times bring went to college. I know what it means when a family has to leave a state and town that they grew to love. I dont want to see new jersians dot same thing. I put myself through college. I put myself through law school. I was lucky enough to marry a guy from new jersey where i knew i wanted to raise my family. My family has been raised in new jersey. I think the reason why im running for governor, in fact i know why im running for governor is because i dont want other families in new jersey to lead the life that i led. I dont want their children to be raised the way i had to be raised. If phil movie becomes the governor of the state of new jersey, only person will be able to afford to stay in new jersey will be phil murphy. He has promised to raise taxes on just about everybody, and proved it tonight. Vote for lower taxes, vote for a safer new jersey, and please on november 7th, vote for me. Thanks you very much for our very serious debate. Would i like to thank my fellow candidates for being here today, and i would also like to thank William Paterson university tonight, for hosting this. Election day is november 7th, please be sure to go out and vote. Im Christine Johnson i will being back at 11 00 on cbs two news at 11 00. Thanks for joining sweet 4k tv, mr. Peterson. Thanks.
