Critics say it will do the opposite. The deal was done after 20 months of negotiations among iran the United States and other world powers. After years of sanctions secret Cyber Attacks on Nuclear Facilities and even the assassination of iranian experts, the president said today that diplomacy had try upped. Without a diplomatic resolution either i or a future u. S. President would face a decision about whether or not to allow iran to obtain a Nuclear Weapon or whether to use our military to stop it. Put simply no deal means a greater chance of more war in the middle east. Pelley after the agreement, the two men who made it happen, secretary of state john kerry and Iranian Foreign minister javad zarif sat down with our Margaret Brennan. Margaret has the interviews and the details. Reporter diplomats from iran, the u. S. And its negotiating partners this morning celebrated the deal. Under the agreement, iran pledged not to pursue a Nuclear Weapon, agreed to freeze the bulk of its Nuclear Program for a decade and cut the number of centrifuges used to enrich uranium by nearly twothirds. It will reduce its stockpile of uranium b 98 and disable its plutonium reactor which is another path to a bomb. But the agreement last only 15 years. After this iran may be allowed to produce as much Nuclear Material as it wants. To verify compliance, United Nations inspectors will negotiate access to Nuclear Sites and military bases. If iran complies, it will see the gradual lifting of crippling economic sanctions, including the unfreezing of 100 billion in assets. Iran will be allowed to sell oil and trade on the open market and an arms embargo will be lifted, allowing iran to purchase and sell conventional weapons after five years and Ballistic Missiles after eight. Secretary of state john kerry. Now iran can buy missiles and export them in eight years. Heres the bottom line, margaret either you get iran to come into an agreement where you limit their Nuclear Weapons, or they will go do everything theyre going to do with missiles and have a Nuclear Weapon at the same time. Reporter with more money and potentially more access to weapons in a short period of time, doesnt this empower iran to destabilize the region rather than make it more secure . Certainly if they made that choice, it would be an enormous mistake, but the United States and our allys have made it clear that we will not stand by idly if iran decides to be involved in destabilization. Reporter foreign minister javad zarif says iran wants more stability, not less, and this is a start. John kerry told me he cant predict how irans behavior will change. How do you think it will change . Well, i cannot predict how u. S. Behavior will change. There is a huge deal of mutual mistrust that has been building up, and i hope that this agreement can put a dent in that mistrust. Reporter the term snap back is one youll hear frequently in the coming weeks. Put simply, it means that the sanctions can be snapped back into place if iran violates the agreement. Scott, this is going to be one of the most contentious issues how much power does iran have to limit inspectors or even chiefs . Pelley Margaret Brennan in vienna for us tonight. Margaret, thank you. Well, congress has the power to kill the deal, but the president today vowed to veto any attempt. Nancy cordes is on capitol hill. I would say the agreement has taken a doesnt ward trend. Reporter Republican Leaders delivered their verdict even as details of the deal continued to trickle in. House speaker john boehner. If, in fact, its as bad a deal as i think it is at this moment, well do everything we can to stop it. Reporter and it wasnt just republicans. Many democrats expressed reservations, too. The deal doesnt provide for the any time anywhere inspections we were all talking about. Reporter new jersey senator bob menendez described the top concern. The deal also lists the arms embargo on conventional weapons in five years and potentially Missile Technology in eight or sooner. Those are problematic because iran is one of the biggest supporter of terrorism in the world. Reporter in fact, one of the only people here expressing strong support today was former secretary of state hillary clinton, who was on the hill meeting with congressional democrats. This is an important step in putting the lid on irans Nuclear Program. Reporter but republicans like Senate Leader mitch mcconnell, argue that lifting economic sanctions will only make iran richer stronger, and more dangerous. The white house says that any deal when youre negotiating with your enemies is not going to be perfect. Do they have a point . This is considerably short of perfection apparently. We knew what was working, sanctions. Imagine what we might have now if we had spent the last two years ratcheting up the sanctionings as opposed to this. Reporter mcconnell acknowledged that even if congress does vote down this deal, the president will promptly issue a veto. And mustering the twothirds vote from both the house and the senate to overcome that veto would be, if not impossible, scott, at least very difficult. Pelley very likely to survive. Nancy cordes on capitol hill. Thank you nancy. Israels Prime Minister will be lobbying congress to reject the deal in. In a call today, Benjamin Netanyahu told the president agreement threatens the security of israel and the world. Netanyahu calls it a bad mistake of historic proportions. The militant Islamic State of iran is going to receive a sure path to Nuclear Weapons, and in addition, iran will get a jackpot, a cash bonanza of hundreds of billions of dollars which will enable it to continue to pursue its aggression and terror in the region and in the world. Reporter among the first to congratulate iran was syrian dictator bashar al assad. His civil war against his own people is largely funded by iran. He called the nuclear deal an historic turning point. It is also a golden opportunity for russia to sell more arms to iran. President putin said the world is breathing a sigh of relief, but that relief does not include saudi arabia irans archenemy. The saudis had nothing to say but they have suggested in the past that the deal ould still lead to a Nuclear Arms Race in the middle east. In iran, supporters of the deal raced into the streets to celebrate. And we were interested in the view of cbs news correspondent Elizabeth Palmer who has spent years reporting from iran. Reporter irans hardline conservative, and that includes the revolutionary guard and some cleric, really fear and mistrust this deal. They think it will undermine their own power, but theyre in a bind because irans Supreme Leader has made it clear hes in favor of the agreement and they cannot publicly oppose him. However, they will be looking for opportunities Going Forward to sabotage better relations with america. Pelley now let us show you a picture we have of a moment of history. This is secretary kerry last saturday writing his Closing Argument to the iranians. Were told that he wrote for hours on an old u. S. Senate legal pad. A person close to the negotiations tells us kerry told the iranians they could make the world safer and improve the lives of their own people, and he told foreign minister zarif that he could be the one to end the crippling sanctions. In another major story tonight two people are dead, six missing in floods in kentucky overnight. Theres a search for people who might be trapped and don dahler is there. Oh, my god. Reporter the quickly rising floodwaters swept away homes and changed lives. Josh hitchcock shot this video of a house slamming into a bridge moments after he watched the raging waters take his own home. Where was your house . It was right there. Rawrgt right there . Uhhuh. Reporter and where did it end up . It ended up all the way down there. Reporter about 125 feet away. Yes. Reporter he said it happened in a matter of seconds. Is your family doing okay . Yes. Reporter do you know what happens next . I have no idea. Reporter as many as 50 houses in a nearby Mobile Home Park were also destroyed including doris hardings. The worst day ever of my life because i lost everything that i have everything. Reporter across the midwest, floodwaters tossed aside cars as if they weighed nothing, and mowed down decadesold trees. The line of fierce storms dumped four inches of rain in a single hour in kentucky and spawned tornadoes in kansas. In indiana rivers overflowed their banks. Search crews continue to look for the missing along the rugged creek banks and appalachian hillside in johnson county, kentucky. Some survivors had to be rescued from the trees they climbed to safety. And, yeah, more rain is on the way. Further complicating search efforts. Scott, authorities are urging residents to seek Higher Ground as additional flash floods are a distinct possibility. Pelley terrible suffering. Don, thank you very much. Too often the punishment doesnt fit the crime. Those were the words of president obama today as he proposed a Sweeping Change in american criminal justice. He spoke to the Naacp Convention in philadelphia, and heres major garrett. Hello naacp. Reporter when the president first addressed the nations oldest Civil Rights Group six years ago he barely mentioned the topic at the center of his race agenda today reducing sentences for nonviolent federal drug offenders. If youre a lowlevel drug dealer or you violate your patrol, you owe some debt to society. You have to be held accountable and make amends. But you dont owe 20 years. Reporter there are nearly 200,000 inmates in federal prisons and almost half are drug offenders. Many sentenced under federal rules applying longer, harsher sentences for crack cocaine then powder cocaine. Justice is making sure every young person knows they are special and they are important because their lives matter, not because they heard it in a hashtag, but because of the love they feel every single day not just love from their parents not just love from their neighborhood, but love from police. Reporter the president signed legislation in 2010 that reduced disparities in federal drug sentences but president obama and key democrats want to do more, give federal judges more leeway in sentencing and reducing crime served of nonviolent drug offenders convicted before 2010. Pelley major, thank you. In new york the family of eric garner has settled with the city for nearly 6 million. The unarmed garner died last year after being put into a chokehold by a police officer. A grand jury did not indict the officer. Closing arguments began today in the trial of james holmes charged with murdering 12 people and wounding 70 in a colorado movie theater. Hes pleaded not guilty by reason of insanity, and heres Barry Petersen. Reporter Prosecutor George Brauchler never referred to holmes by name. This guy walked into that theater and tried to murder everyone in it. Reporter family members sobbed as he called up pictures and memories of the victims. That guy was saying beyond a reasonable doubt, and he needs to be held accountable for what he did. Reporter public defender dan king insisted holmes did not know right from wrong. The key in colorado for being not guilty by reason of insanity. The evidence is clear that he could not control his thoughts, that he could not control his actions, and he could not control his perceptions. Reporter and scott the jury begins its deliberations on the fate of james holmes first thing tomorrow morning. Pelley Barry Petersen another the courthouse this evening. Barry, thank you. Today pluto became the most distant object we have ever visited. Scientists at john hopkins cheered as nasas new horizons probe presumably passed by the dwarfed planet three billion miles away. Pelley an unusual custody battle is playing out in San Francisco in the courtroom there, and dr. Jon lapook is on the story. Reporter dr. Mimi lee was diagnosed with Breast Cancer shortly before she got married in 2010. Since chemotherapy can render a woman infertile, she and her thenhusband Stephen Findley went to a fertility clinic and created five embryos. They also signed an agreement at the clinic stipulating the embryos would be destroyed if they got divorced. The couple did divorce, but lee now infertile wants the right the use the embryos for what she says is her only chance for a biological child. Findley argues it violates the agreement. Attorney peter skiner represents lee in what has become a custody battle over the unborn. Whats at the heart of this trial . She said, i dont want to destroy these embryos. I want the use them now and now theres a dispute as to what should be done which is why we think the court should balance the partys interests. Reporter this case is one of small but growing number of legal battles over embryos. Actress Sophia Vergara is being sued by her exboyfriend for the right the use embryos they created as a couple. 33yearold Jacob Szafranski sued his exgirlfriend to bar her from using embryos they created while together. I dont think its the governments role to decide when and where people become parents. Thats something they should decide for themselves. Reporter last months schroeders client lost an appeal.
