The University Says at least 11 arrests have been made as crews dismantled an encampment and barricades outside Channing Hall after protesters occupied it last night. Ktvu Bailey Ocarroll is live near peoples park bailey protesters just started moving out of that area about 30 minutes ago. Yeah. Greg and julie, good evening. Thats right. We are here where the scene is now a whole lot calmer than it was just about 30 minutes ago. I want to move out of the way so you can kind of take a look. Ill kind of describe what it was like. As you can see, we are on the corner here of haste and telegraph. These streets now closed down by berkeley police. You see those trash cans there lined up on the right side of the street . Those were all in the middle of the street. Just about 10 or 15 minutes ago until police came in. They cleared all those out of the way. You see these planters here on the other side of the street . Those have been knocked over. Not exactly sure how those were knocked over, but we do know that they were and then i want to turn and flip the camera here to the other side, so you can see where the entrance to people peoples park would be. Now that is where there was a massive crowd of protesters. I believe we have video those protesters were out there just about 30 minutes or so ago, and that is where you see a massive line of police there almost clashing multiple times with a lot of protesters. I would say best guess, around 200, 250 at the max. And a lot of those protesters, it did get a pretty loud out here, people unsure of what those what that sound was, but it was actually protesters putting. After ordering the group to leave an encampment that had been set up for weeks, Law Enforcement declared an Unlawful Assembly last night. The University Says 47 people were arrested, including students, uci employees and people not affiliated with the school for failing to leave campus classes were remote today, but will be back to normal tomorrow with an increased Police Presence on campus. More crucial humanitarian aid will soon be on its way to palestinians in war torn gaza. The us military has now finished construction of a huge floating pier anchored off the gaza strip. Hundreds of tons of aid now being screened in cyprus. It is expected to be loaded onto ships and delivered to the pier in the coming days. In washington dc, House Republicans today voted to pass a bill to reverse President Bidens freeze on sending a shipment of weapons to israel as it plans to invade the gaza city of rafah. Democrats are calling the bill a political stunt by republicans, as President Biden defies the will of congress with his use of executive privilege, he is brazenly doing so by withholding congressionally mandated aid. Ten people in one oakland neighborhood say they love where they live, but say escalating crime is a growing concern. They say there have been multiple breakins in just the past month and a half. On one block, they tell ktvu amber lee that they have all taken place during the day. Amber is live in oakland. After talking to witnesses and a homeowner whose home was broken into amber greg. There is fear and frustration that homeowner and neighbors tell me they are concerned that the crimes will escalate into violence. Surveillance video shows two burglars running out of Angela Jeffries home in oakland. The one in dark clothing, is holding a pillowcase. She says the thief took from her bedroom to carry out the jewelry. They stole from her to just bust in my home and take my things like, its no problem. Its terrifying. Its frustrating. They broke in by jumping the fence and breaking her back door. It happened monday afternoon, and jeffries home was not the only target. Neighbors tell me this is the third home on reinhart drive in the Redwood Heights neighborhood to be burglarized in the past six weeks. They say the thieves strike between noon and 4 p. M. Monday through wednesday. Really neighbor matt albert yelled out at the thieves as he witnessed the break in and the thieves driving away. They were certainly not put off by somebody seeing them commit a crime. It seems like this was kind of a normal practice for them, jeffries tells me. This gold necklace with a heart, with the word mom, a gift from her son, was among the 10,000 worth of jewelry that was stolen from her armoire. She says she was at work when she received a phone alert. I feel like theres nothing i can do. All the security i put on and the warning signs, and they dont care. Neighbors suspect that their close proximity to highways 13 and 580 make it attractive for thieves looking for a quick getaway . Can you call 911 . Neighbors say there have been numerous car breakins and now brazen burglaries in broad daylight. What is the next step . You know, theyre just getting bolder. And their actions. Neighbors want the city to install license plate readers and assign beat officers. Theyre going to come in at night on us. And whos going to stop it . Like, when is it going to stop . Im very anxious right now. I feel violated, of course. Witnesses tell me this is the suspect vehicle, a black bmw sedan. They describe the suspects as being young, late teens to early 20s. They had their faces covered. I reached out to oakland police. They would only confirm that there have been three home break ins on that one block. April 15th. A group of thieves went up to a home near 22nd and fifth. A few blocks east of lake merritt. They then broke into the homes garage and stole a 1959 red corvette. You can make out there , the owner tells ktvu. He is terribly hurt. No arrests have been reported. The Oakland Chamber of commerce is calling on the city to prioritize Public Safety in its budget discussions, as Chamber Leaders met with city elected and appointed officials yesterday. They say while oakland struggles with a deficit , they need to focus on short and long Term Investments in Public Safety and economic development. They say the city should prioritize Police Academies and attracting and supporting businesses unprovoked and brutal. Thats how an attack on a woman in San Francisco, in a San Francisco store is being described, and now another woman is charged with the assault. Ktvu Christien Kafton shows us the disturbing video. As the attack was all caught on camera, Surveillance Video of the attack on tuesday afternoon, posted to nextdoor is shocking. The victim walks into the kansas food market in potrero hill. Moments later, another woman enters and begins hitting the victim from behind with a bag containing a bottle of jack daniels whiskey that woman then begins pulling the victims hair and punching her until the victim falls to the floor. The attack continues until the shop clerk runs off the assailant. San Francisco Police arrested 26 year old Jessica Blasi from oakland shortly after the attack. She appeared in court today, where prosecutors formally charged her with felony assault. Through her attorney. She pled not guilty. So the next process is we do have some concerns about Mental Health. I dont know, miss blasi. She was having a challenging time explaining sort of some of her background. And so what well do is we ask the court to do an in custody assessment of her Mental Health condition in court. The prosecutor said she struck the victim at least ten times in a flurry of blows. The District Attorneys Office releasing a statement about the attack, saying in part, quote, it is random acts of violence like this that negatively impact a feeling of safety in communities. Blazes defense attorney said the bottle in the attack was plastic, not glass, and at the time of the incident, blasi was wearing a hospital bracelet and may have recently been released from nearby. Zuckerberg San Francisco general hospital, just a few blocks away from the incident, her defenders said. While the incident may have been captured on video, it doesnt necessarily tell the whole story. I think the video tells one part of the story, but, you know, this is a real person with a real history and the video doesnt share what that history is. The shopkeeper who drove off the attacker didnt want to talk on camera, but neighbors in the area say theyre surprised to hear about the unprovoked attack. I mean, its, you know, a big city, right . Well, a small, big city and stuff happens, but it is a little bit surprising. I think, like generally its a really safe neighborhood. The suspect in this case is due back in court at the end of the month. Today, the citys rec and Park Commission passed an initiative that would require people to pay a 5 reservation fee online to play at 28 of its 66 locations. This means, if approved, 60 of the courts will still be free. The Commission Says this is aimed at better managing courts and ensuring equitable access to tennis and pickleball facilities across the city. The plan will now go before the citys board of supervisors for final approval. Caltrans is alerting drivers about a complete closure of a busy north bay highway this weekend for roadwork. Highway 37 will be shut down in both directions between sonoma and solano counties. The closure will be from the state route 121 interchange to the highway 29 interchange. Crews will be out repaving the roadway. Closure is set to start tomorrow at 10 p. M. And conclude on monday at 5 a. M. There will also be a partial closure of interstate 680 in the east bay for a paving project. Caltrans says three southbound lanes will be closed between acosta boulevard and san ramon, and the interstate 580 connector in pleasanton. The lane closure will be from 9 p. M. Tomorrow through 4 a. But the idea is were in for a cooling trend because of that marine layer that continues to extend and compress these are the highs from today cooler than yesterday. Highs tomorrow are going to be a little bit warmer. So those mid 70s the antioch and in fairfield those turn into low 80s. But thats it. New research is highlighting a widening income gap in california. An analysis done by the Public Policy institute of california shows the top 10 of earners made ten times more money than those in the bottom 10 of earners. For more insight early on the four, we spoke with tess thorman, Research Associate at the Public Policy institute of california and coauthor of this study. Education is certainly a piece of this that that families with those College Degree holders have seen rising earnings over time. But its also a the result of a number of structural factors. So part of this is, of course discrimination in hiring. But also, you know, access to jobs in terms of, where housing is located, historical redlining. This research used the most recent data available, which was from 2022. Only seven other states had wider income gaps coming up. Three men from across the country accused of a roofing scam on the peninsula, plus two attempted burglaries just minutes apart in the east bay. Concord police are now investigating two attempted burglaries at two businesses just minutes apart. Police say the suspects used the same car to try to ram their way inside, but nothing was stolen. Ive learned the g37 was stolen and was later found by antioch police. But what were they after . I wish i could look inside their head and ask them. I have quite a few questions for them. Tyler hagan owns the company on solano way. He repairs machines and equipment for national labs, aerospace and semiconductor companies. They also make medical devices. Hagan says hes hard pressed to explain a motive for the break in attempt. I wish i knew we both happened to be in very highly specified fields, and it is a strange coincidence that we both get hit back to back on the same night, back to back, because five minutes before hitting hagans company, the same group is believed to have targeted another company in concord. This video shows a caravan of cars led by the same m35, making a beeline to micro measurements and pacific instruments on pike lane at about 940 monday night. Here you can see what appears to be the same infiniti g37 backing into the roll up door, you can see a group of young men pile out of the car, peek inside, and then take off. This company has clients that include nasa, the military, and defense companies. I dont think those guys were going to sell high tech nasa test equipment, jim lyons says. Theres been some speculation of how these guys are picking their targets. People are saying that they were using some kind of heat sensors on the buildings to see what was sucking up power, to determine if it was a grow site for cannabis. So these businesses are filled with things like circuit boards, semiconductors, turbo, molecular and cryogenic pumps. Theres no pot here. Concord police are investigating both incidents. She says this years recipients are extra special because four years ago, these students were finishing middle school and did not have a graduation due to the pandemic. Then they entered high school in a remote environment so they didnt make any connections. And to be able to see them today and dreaming and seeing themselves going to postsecondary is incredibly rewarding. Now, oakland promise doesnt just give away scholarship money. The organization continues to help students once they are in college through mentorships and advising the Homeless Count for San Francisco is out, and the numbers show a mixed bag of results. The citys point in time count shows that total homelessness in San Francisco increased by 7 from 2022 to 2024. Also there are more than 8300 people experiencing homelessness in San Francisco, according to city researchers. At the same time, city leaders are proud to point out that the number of People Living in street in the streets, tents or in vehicles is on the decline. The number of unsheltered homeless decreased by 1 since 2022, and by 16 when compared to 2019. Numbers city leaders say nearly half of the citys Homeless Population is currently sheltered. Now, the city data points out that Youth Homelessness has decreased by 9. However the number of families who are homeless thats risen by 94 since 2022 to 437 families. The city also found that its chronically Homeless Population increased by 9. More than 2900 people have been identified as chronically homeless. San francisco also says its pilot Homeless Outreach program has connected thousands of people with help. In its first year. The city says the heart or Homeless Engagement Assistance Response Team has responded in nearly 14,000 calls, including 80 of calls to three, one, 1 or 9 one one involving unhoused people and 70 of calls related to sidewalk and street encampments. The city is currently piloting, sending other calls involving homeless people, including some trespassing and suspicious person calls to heart. It was a do or die day at the state capitol. Today, the senate and Assembly Appropriations committees met to sift through more than 1000 bills. As reporter Ashley Zavala shows us, several high profile measures did not make the cut. Sb 1288 amid a tough budget year, california lawmakers are limiting spending, and that means sifting through several costly bills in this suspenseful process. Were going to substitute the roll call from sb 1231. That bill is approved on a unanimous vote of 7 to 0. In the state senate, the group passed several bills, including one allowing workers on strike to be eligible for unemployment. It also unanimously passed sb 1414, a proposed law to make it a felony to purchase or solicit a child for sex. Right now, its a misdemeanor. The motion is due pass, as amended per author, to add coauthors and amend to make technical change. But the committee has yet to make public what exactly those changes are. There was a do pass recommendation out on a b roll call in the assembly. Lawmakers there passed proposals that attempt to crack down on retail theft and a proposed constitutional amendment guaranteeing the right to clean air, water and the environment. But both committees blocked several high profile proposals, including one that was a step toward legalizing psychedelics, another that would have eliminated private Health Insurance in california, and another that would have rolled back a controversial rule that now allows Utility Companies to set fixed fees for electricity and gas usage. Lawmakers say the cuts were necessary, and i think its no secret where the budget is today. You know, we have an obligation to balance the budget here in california. We cant go into debt, so we have to be very judicious with the budget. I mean, we definitely there were bills that i have been big supporters of in years past, that its just a challenging budget time. And so we needed to be responsible, all responsible with taxpayers money. So thats why we had to make some tough calls today. That was Ashley Zavala reporting. One bill that did pass a hurdle today will require the state to issue a formal apology for slavery. It is now heading to the state senate. Today, Assembly Bill 3089 passed 62 to 0. The bill requires the state to apologize for its role in instituting slave laws and discriminatory practices. Since its founding, the bill is part of a package of measures introduced back in february meant to bring reparations to descendants of people who were enslaved. All right. We want to get back now to our breaking news tonight in berkeley, where a tense standoff between police and protesters near calcs campus has started to ease. This comes after officers arrested at least 11 people as crews dismantled a propalestinian encampment and barricades outside an abandoned building that demonstrators had occupied near campus. Ktvu Bailey Ocarroll joins us once again live. Bailey, whats the latest on the situation now . Now. Hey, julie and greg. Yeah. Good evening. This scene really completely clear here. But it was a much, much different story just about a half hour ago. I want to move out of the way so you can see some of what these protesters did. We are here on the corner of haste and telegraph. The street has reopened. But the last time we talked to you, right at the top of ten, the all these streets were closed off. Which is why we could have been standing in the middle of them. But you can see right across the way here before these cars get going past those planters tipped over. Were not sure how a protesters got those tipped over, but they did. And then on the other side of the street, the opposite side, theres a string of trash cans. All those were thrown into the middle of the street, the trash in those trash cans scattered all throughout the street. So really made it impassable. Impossible for drivers to pass through this way. Of course, thats why police shut it down. And then they were able to get it cleaned up. Then where the protesters really were focused this evening here was, in this peoples park area, and you can see all that trash lined up there along that fence line, barricade area. Well it was a much different story, but for a moment here, i want to talk about really how we got to this point. And that really all starts much earlier this afternoon, just about, probably probably around 5 or 6 00. And that is when, police came in and they started to clear out the encampment that was set up here in front of this building, this burned out building, near uc berkeleys campus, a 12 people were arrested. All of those people were sitting outside of the building on the grass area. They were given dispersal orders and they chose not to leave. Now good news. No injuries were reported. But again, things once they cleared out there at that building outside of that building, thats when protesters moved out here. And so we want to show you video of what this did look like. Just about 45 minutes or so ago. There was a large group of protesters, i would say about 250 plus out there, and they were really not not quite clashing, i would say. But you know, having some some choice words between them and Police Officers who were here. And then they started to make some noise. I think people were in the area were quite concerned, but it was really protesters had started hitting the shipping containers here outside of peoples park with skateboards, throwing rocks at them and other things. Again, it doesnt appear that there was any injuries, but one other thing i want to point out here live here tonight is here in this peoples park area. The peoples park is surrounded by, you see multiple shipping containers, multiple levels of shipping containers. Well, in that area where it kind of corners off, there was an easy up. Theres an easy up at every corner of peoples park. All those protesters came and we watched them pick up the easy up and carry it here to the end of the block. That is where they took it apart and carried it up the way again. These protesters, nobody appeared to be injured that we saw and they kind of just dispersed. It didnt appear that police had to cross that fence line, that barricade, that they set up. So the good news here, it seems like here outside peoples park, things here have really calmed down. Drawn to this type of work. I had no idea what the job entailed, one of my friends had mentioned there was an explorer program. I decided to join that, and it became something that i was very passionate about, hoping to spark a similar passion in other women. The San Jose Fire Department saturday hosted its fifth annual womens boot camp. The one day event is open to women, including those nonbinary, gender nonconforming and trans women in the community. The greater the diversity, the better the department. You know, its like the high Tech Industry understands that. And i am so happy that the government is beginning to really get into it. 75 women ages 18 to 24 are already signed up. Officials say that represents an increase of one third over last year. Attendees will be put through the rigors of an academy like Obstacle Course to better learn what its like to be a firefighter. We have our sledgehammers, we have our hose pool hoists working on grip and strength that just kind of giving women that encouragement that they can do it. San jose fire isnt alone in looking to lure more women into its workforce. This march, San Jose Police officials signing the 30 by 30 pledge to increase women recruits by 30 by 2030. Police women currently make up 13 of the force, but only 3. 7 of the 648 firefighters are female. One of the things that im very interested in is trying to bring talent to the city of san jose. I think that we bring sort of a different perspective on different situations and i think that it would really enhance the departments Stephanie Sorini says living her dream allows her to help other women explore options. Once only thought of as a mans domain, being a female and just being that presence out in the community, whether we have schools come in and just being that female figure and showing, you know, all ages that we are out there and we can do it in west san jose.
