Now, the rally started at 24th and mission in the citys Mission District this morning, where workers gathered and rallied at around 10 a. M. Workers say theyre speaking out for immigrant workers, undocumented worker rights, as well as the right to organize labor. And this year, workers say that theyre also rallying and marching in solidarity and in sympathy with palestinians. They say are targeted by the war in gaza. Workers say they are essential to the functioning of society, and too often their contributions are overlooked. They say today, may day, is a globally recognized day for them to speak out, speak up and make their voices heard. Its a day for us to emphasize that this country, the bay area, everything runs only through the efforts and all of the work of the workers. That includes immigrant workers, that includes undocumented workers, and that includes all of us as city workers. And as the workers make their way through the streets of San Francisco, anybody whos driving or trying to get around the city can expect sporadic traffic delays. The march is expected to arrive here at city hall about around 1230 or so, where workers will rally. We understand that those workers then expected to take the streets once again and march to the Ferry Building, and we will monitor the rallies throughout the day on air and online. All classes on the ucla campus are canceled today after a night of violent clashes between rival protest groups. Ktvu allie rasmus explains some of the witness accounts of what led to the chaos and the universitys response. This morning. Things were quiet and calm on the ucla campus after sunrise this morning, a stark contrast to the chaotic and violent scene here overnight. Fireworks and glass bottles thrown into this propalestinian encampment that had taken over uclas royce quad. The people behind the barricades say this fighting started when a group of proisraeli counterprotesters showed up at 1 00 in the morning, sprayed them with, with pepper spray. They hit a couple of people, like, on their heads with like, metal rods. Students with the ucla student run news sites say their reporters were also caught in the melee. They just started attacking me. It was probably like 6 or 7 guys just surrounding me, kicking me, punching me. The propalestine encampment on the ucla campus has grown in recent days, part of a wave of student demonstrations against the war in gaza. Protesters here and at other universities are calling on their schools to divest from companies that do business with the israeli military. There are metal barricades surrounding this encampment, blocking the main entrance to the ucla library and other campus buildings, and thats led to frustrations from other students. They have a First Amendment right to protest as much as they want 9 a. M. To midnight. I fully support, but the encampment in these wooden structures, and now theyre building gates and not letting students move freely on their own campus overnight, police in riot gear came in to break up the violence between rival groups los angeles sheriff and Police Department, along with ucla Campus Police and chp, are still at the scene and on campus this morning. Theres questions and criticism today about why police werent called in to respond sooner this morning, ucla announced theyve canceled classes saying, quote, due to the distress caused by the violence that took place on royce quad late last night and early this morning. All classes are canceled today. Theres no word yet from the university or police about whether anyone was arrested for the overnight violence or what will happen next to this encampment. Allie rasmus, ktvu, fox two news. Governor newsom released a statement this morning condemning the violence on the ucla campus, writing the law is clear. The right to free speech does not extend to vandalism or lawlessness on campus. Those who engage in illegal behavior must be held accountable for their actions, including through criminal prosecution, suspension or expulsion. Columbia university called in the new York Police Department and cleared hundreds of demonstrators. Mayor eric adams says nearly 300 people were arrested when Police Responded to protests at columbia and nearby city college of new york. 109 of those arrests were at Columbia University, 173 at city college. Its unclear as to how many of the arrests were students. Well, none of this story. Lack of leadership, management and communication that is what an auditor says is to blame for oakland city leaders missing the chance to secure a 15 million grant. Ktvu james torres breaks down the auditors report and the changes the city still has yet to make in the city auditors 37 page report, he lists every misstep from city hall, the Police Department and city staff who couldnt put a Grant Application together. Hes calling it a disjointed process. Lots of people wanted to know. Michael houston spent more than six months investigating how the city of oakland missed submitting an application for a state grant worth 15 million. It would have helped combat organized retail theft, something Chinatown Community leader carl chan says the town struggles with in the city. And the leadership is, you know, really caring about what were looking for, what we want for the people and for the businesses. Okay, you know the utmost priority now is Public Safety and things that they could have done, has been failing. The report reflects details of an investigation by ktvu back in december of the 85 days the application process was open, the audit reports oakland was only fully engaged for about 16 days, and that was only when the department of Economic Workforce Development stepped in, not realizing opd already started the process. They didnt try to submit the application until minutes before the deadline. Despite a warning from the state to submit well in advance. It was a case of a lot of people wanting this grant to succeed, and there just wasnt, sufficient to the executive sponsorship right, just to make sure that basic things were covered. Houston says a lack of communication, grant policy and leadership doomed the Grant Application. Specifically he mentioned mayor shengtao not offering guidance to the City Administrators Office and opd, forfeiting leadership to a noncrime related city department. Council member noel gayo weighed in. You know, the Department Heads are extremely important, but at the end of the day, its the city administrator that needs to provide the coordination and that is his job. In an attempt to provide that coordination, mayor tao vowed to fast track hire a central grant analyst for the city that hasnt happened yet, but City Council Members say the city administrator is in the final stages to hire one by the end of the month. Houston says his audit came at the request of an unprecedented number of people who live in oakland, as well as the city administrator himself. The first, the city administrator will be required to implement a citywide grants management policy. Delegates at the churchs general conference voted overwhelmingly to reverse long standing anti lgbtq policies. The decision calls for removing bans on considering gay candidates for ministry and on funding for gay friendly ministries. It also deletes mandatory penalties for conducting same sex marriages. More changes are expected as the conference continues through friday. Travelers across the country are applauding new rules for airlines, which require automatic cash refunds for canceled and delayed flights. New rules issued by the Biden Administration also call for refunds of checked bag fees if the bag isnt delivered within a certain time frame. Under current regulations, airlines decide how long a delay must last before triggering refunds. Earlier on mornings on 2 to 9, we spoke with carmen balber, the executive director at consumer watchdog. She said the penalties for airlines are long overdue. Over the next three years, the program will reimburse customers with 75 or more in travel vouchers for Flight Cancellations or delays that lasted at least three hours. Meantime, the Transportation Security Administration is teaming up with clear the airport screening service. Travelers can now enroll or renew their tsa precheck membership with clear. It can be done at three airports, including sacramento and newark. Clear allows members to pay a fee to bypass airport screening lines. They oppose whats happening in gaza. They want the Us Government to cease funding for israel, and they want more clarity on where their University Tuition is going in terms of investments, the university has been working hand in hand with organizers to make sure the event is safe. They say they have protocols in place and that they will ensure that all students are able to pass if they need to get to classes. And the organizers of the event say if things get too contentious, they feel like their message will be lost. We do not want any of our tuition and funding or any of that to go towards the support of the genocide of the palestinian people. We want to demand a current like a cease fire. We are the students of next generation. We are going to be voting this election season all of that kind of stuff, and we want to make sure we have the power in our voice to make that change. Its one of several encampments being broken up across the country, and ucla canceled classes today after overnight clashes between protesters on campus. Cb cotton has the latest developments. Antifa the antifa, la. Hundreds of new York City Police officers sweeping Columbia Universitys campus tuesday night, arresting dozens of protesters who took over an academic building. The nypd and the people of the city of new york will never be locked out, and we will always Work Together to keep our city safe. The nearly two hour long operation began around 9 30 p. M. Local time, when officers moved past makeshift barricades and used a ladder to climb into the building. Protesters were then let out to correctional busses. The nypd says no one was injured during the arrest, but on social media, protesters claimed several students had been hurt. The nypd is precision policing ensured that the operation was organized, calm and that there were no injuries. The nypd also clearing out a propalestinian encampment at city college of new york last night and arresting dozens more people, though protesters are taken into custody, say theyre not concerned. And on the west coast, Los Angeles Police were called in to regain control of uclas campus overnight after a violent dueling protest erupted. And secretary of state Antony Blinken is in israel meeting with the countrys leaders, pushing for a cease fire deal between israel and hamas. Secretary blinken met with israeli president isaac herzog, telling him that the u. S. Is pushing hamas to accept this cease fire proposal that calls for the release of more hostages and provides humanitarian aid for gaza. The secretary of state also talked to the families of some of the hostages. This is secretary blinkens seventh visit to the middle east since the war between israel and hamas began on october 7th. New at noon, Governor Newsom announced today the results of a state Law Enforcement operation in San Francisco that started a year ago. The governor said theyve arrested more than 500 people and seized nearly 700 pounds of fentanyl as part of the effort. Chp officers also issued more than 6200 citations for illegal activity, and recovered more than 115 stolen vehicles. The governor said over the past year, we have made significant, measurable progress for safety in San Francisco. While there is more to do to improve improve Public Safety, crime rates are significantly down as we work with our local partners to continue to reverse the tide across the bay. Now to hayward, where a person of interest is in jail after he tried to escape from police, then barricaded himself in the home of a stranger. It happened around 5 00 last night near taylor and olymp east of 880. Police say the couple, who lived in the home, was inside when a man ran into their garage. They ran out and police began negotiating with the man to surrender. It was a lot of conversation. It was an excellent work by our negotiators who were in constant communication. Some pa announcements, some phone conversation, and after a fair amount of time, he agreed to come out. Police say the man is connected to a shooting and has outstanding warrants for his arrest. They also recovered a gun near the scene. Investigators are looking into whether the weapon belonged to him. A 53 year old man was arrested, accused of running a brothel in san jose. Police say he was the target of a Human Trafficking investigation since november. Officers received a tip of suspicious activity at a home near roosevelt park. The man was arrested at the residence, where Police Say Officers found cash and two Women Associated with the operation. During the search of the residence, detectives did locate and identify two adult female Human Trafficking survivors, and they were provided with resources during that time. Fbi agents helped San Jose Police with the arrest. Street vendors have new rules to follow in San Francisco. The board of supervisors passing an ordinance expanding the citys crackdown on illegal street vending. The ordinance clarifies the permit application process and requires certain vendors to register with the Tax Collector and pay fees. It also bans selling in residential districts. The ordinance follows a 90 day moratorium on street vending on mission street, issued in november, and then extended by another six months. The cost of doing business in San Francisco is too high for one Italian Restaurant near alamo square, one that was busy and profitable before the pandemic. But in the last six months, owners matt brewer and David Neufeld decided to absorb elementary within kepek and close its dinner service. In its current form, we still plan on keeping it for an event space, but in its current iteration, it just is not sustainable. Given you know, i think a lot of the rising costs, the decision which it announced on its instagram, comes months after elementary cut prices by 20. Its going to be a little bit of a hit, i think, because obviously its less money in the pockets of the servers and the staff in general. The California Attorney Generals Office says the new law helps ensure that customers know what theyre in for, because a posted price will have to include the full amount that must be paid for any goods or services. The county and Postal Service are investigating the postmarks on the envelopes to decide if they should be opened and counted. The whole thing is very unusual. Obviously, weve never had Something Like this with a three way tie with three people from the same party where its been, you know, such a big district where it could really change the outcome. The initial count ended in a tie between evan low and joe simitian, behind former san jose mayor sam liccardo. The recount puts one candidate in the lead. That person will run against liccardo in the november election, otherwise it would be a33 way race. And east Bay Community still searching for answers now after a neighbor was shot and killed while trimming trees in his front yard last june as ktvu crystal bailey reports, his neighbors are now banding together, hoping a network of security cameras will improve safety in the area. In the Quiet Community of maxwell park in east oakland, neighbors are tight knit, and in june of 2023, when 60 yearold David Schneider was senselessly shot while trimming trees in his front yard, neighbors came to his aid while he was dying and gathered security footage for investigators in what Oakland Police originally thought might have been an attempted robbery. It just really, struck the whole community. It activated us. We felt, you know, upset and scared. And so we all came together to try and think about how we could, make this community safer. Its no secret. Oakland police are overwhelmed. So the Maxwell Park Neighborhood Action Team took it into their own hands and started working on problems like traffic improvement, lighting up dark streets and adding cameras to deter criminals. Were worried that these crimes are going to be committed , and then that nobody will be held accountable for the actions. Nathan green recently began a fundraiser to raise money for families who could not buy a camera of their own, crowdsourcing the funds from other neighbors, cameras that face the street so that if a car is being used in a crime elsewhere, that we can maybe help Law Enforcement. Aunt Diane Cheatham allen says shes lived in the neighborhood for 45 years. We do look out for each other, and we have for a very long time. And she has a camera on her own house, but shes happy to hear more families will have access to security. I think cameras would allow us to know what is going on. Although oaklands latest data shows the overall crime rates are down over last year in the maxwell park area, home robberies are up 300 in parts of the neighborhood. This community is focused on solving these crimes together by monitoring the streets. Weve identified several families who are interested in getting the cameras who couldnt otherwise afford it. The Neighborhood Action Team says theyve raised about 1,300, and they plan to continue raising money to help as many families as possible. Meanwhile, Oakland Police could not provide me with an update into the investigation into schneiders death. Right now, as far as we know, there have been no arrests in the case in oakland. Crystal bailey, ktvu, fox two news south now where the city of capitola is taking public input on temporary uses for its wharf following major storm damage. Those storms last january forced the demolition of permanent structures on the wharf, including the wharf house restaurant and boat and bait shop. At a town hall meeting last night, the city discussed temporary uses, including vendors that would offer food, beer and wine as well as live entertainment, while it finalizes more permanent plans. Several people said the wharf should also focus on traditional uses, as its a wharf, its a fishing and boating wharf. Thats number one. There should not be anything that should never be second to anything. The city says it intends to lease a portion of the wharf out to bait and tackle, and boat rental shops. There will also be public bathrooms and amenities. All right. Ktvu meteorologist mark tamayo is back right now with us. And weve got some great weather right now, but youre tracking some issues in the days to come. Mark. Yeah, its kind of a tricky pattern because you might think today though, its beautiful. Its going to carry on for the rest of the week, but not the case as we head toward the weekend. So yeah, we are talking about a cooler system that wants to pay us a visit by saturday, but between now and then we have some great weather to get outside and a warming pattern as well. So today will be a little bit warmer compared to yesterday. And you can see the temperatures. We are expecting a sharp drop off by saturday. And so with that were just thinking some 50s and some lower 60s. And with that system it will bring in some rainfall. Heres the forecast model. Weve been using this quite a bit over the past few months for the winter time especially, and were showing you still some rainfall here in the bay area. So not just a few sprinkles. Its not a major system, but still maybe about a quarter of an inch to possibly a half an inch and could be talking about some measurable snowfall in the sierra as well. Heres a look at our satellite this afternoon. Lots of clear skies up and down our coastline. The main cloud band is up here, way up to our north, up toward portland and oregon, up toward portland, oregon in washington. And right now we still have this, as you can see here, a little bit of this area here as a wind advisory in place, right now until 5 p. M. So we could have gusts approaching 30 to 40 miles an hour. And this does include Solano County for the portions of the bay area as well. Current numbers are warming up nicely. Kind of a chilly start this morning, but right now we have santa rosa 71, concord 72, san jose 71, and oakland in the upper 60s. Heres a look at those wind reports in vacaville. They have a gust right now approaching 23 miles an hour. Other areas in the Single Digits out towards san jose and sfo, Half Moon Bay though as a wind out of the northwest at about 20 miles an hour. Here is our live camera looking out above San Francisco, looking out toward the bay bridge. So lots of sunshine today, kind of that comfortable temperature range. Even San Francisco will be flirting with the 70 degree mark this afternoon. So heres this area of High Pressure its been trying to build in. Its going to do so for today and tomorrow. So lots of sunshine a little bit of an uptick in the numbers for today and tomorrow. And then by the weekend by saturday. Heres this cold system that wants to move in. So with that rain chances definitely going up into saturday and we showed you with that forecast map, the sierra some snowfall could be in their forecast as well. So here we go. This is today. Lots of sunshine tomorrow pretty much the same story. And then into friday we are expecting the fog to make a comeback. And maybe a little bit of a drop off in the numbers. But friday is still a fairly nice day. Look what happens though. Heres that system coming on board. Lots of clouds. The rainfall moves in from the north and definitely will notice that cool down out there as we start off the weekend. Mill valley officials held an evacuation drill to practice safe ways to move cars out of the canyon neighborhood during an emergency. The mill valley Police Department joined the Public Works Department to perform the drill at 4 00 this morning, set up Traffic Control patterns on several roads as part of an evacuation drill in which everyone would be asked to leave the city for any number of potential emergencies. So its not just wildfire, you know, theres mudslides and theres flooding and theres all those other things. So its good to be prepared, so although we hope this never happens, we want to make sure that our staff is prepared to do whats necessary to expedite and to keep our, our people safe if they do need to get out of town. The drill finished up at 5 a. M. And all roads opened back to normal conditions. Plans to permanently close part of San Franciscos great highway are moving forward now. City officials have unveiled their plan to close the one mile stretch of highway due to rising sea levels and coastal erosion, the city plans to build a mile long trail and beachfront plaza. The full board of supervisors will vote on the permanent closure later this year. If approved, that section of the great highway would close in 2026. The movement to bring nightlife back to downtown San Francisco. It will be hanging from a crane to enhance the party atmosphere, and we see cranes all along the skyline, so it was a perfect combination to really bring flair and fun to the street. The expansion will bring 50 new jobs to the area. The houston based airline is adding four new flights this month from Sonoma County nonstop service will be offered to montana, idaho, oregon and washington state. Lifts. Bay wheels Bike Share Program is expanding to San Mateo County. The first bay wheels station out there is opening today. Its located at the daly city bart parking lot. Bikes are available for short and long term rentals. They can rent one using the lyft app for clipper or clipper card. Lyft has several other stations in San Francisco, oakland, and san jose. Just when gas prices across california were slowly going down and californias gas tax is now going up, starting in july, the gasoline tax will go up by 0. 02. Prices at the pump shot up last month due to factors including the israelipalestine conflict, according to the California Energy commission. When breaking down gasoline prices, most of the costs are due to the cost of crude oil. Other expenses include refinery costs, distribution profits, and environmental and state storage tank fees along with federal, local and state taxes.
