Will still be on the cool side, but with so much cloud cover here, maybe a sun break or two could do it. You might get in near 70. Kind of a tropical feel. I would expect Santa Clara Valley for that 50 though. On the temps a lot of cloud cover, low high clouds, more thunderstorms will erupt north and also probably near the sierra as well. But for us, just a cloud away and theres plenty of them to keep us on the cooler side here. Some drizzle, a little bit of a south breeze, 60s on the temps. All right. South here. Happening today, Governor Newsom proposing a new way to help people in arizona get abortions here in california as arizonas neartotal abortion ban is about to begin in about a week. Governor gavin newsom wants the state of california to make it easier for doctors from arizona to come to california to perform abortions, according to politico. The governor would offer arizona abortion providers an expedited way of getting licensed here in california. Now, the move would require emergency legislation to pass because newsom wants that change to go into effect to may 1st. That is the same day that arizonas neartotal abortion ban is set to go into effect. Governor newsoms team said that they are working closely with arizonas democratic governor, katie hobbs, a strong stance on abortion and abortion care is nothing new for newsom. Its been a major focus of his. Hes run ads all across the country, specifically in states where abortion bans have gone into effect, like in the south, and theyve been paid for by his campaign for democracy pac. Yes, im going to need you to step out of the vehicle. Ill take a pregnancy test. Now, since roe versus wade was overturned nearly two years ago, a number of conservative states have started to limit access to the procedure, while other states like california have taken steps to protect those rights. Governor newsom also reportedly expected to announce 200 million towards Reproductive Health care funding. The Justice Department has sued idaho over its abortion law, which allows a woman to get an abortion only when her life, not her health, is at risk. The question is whether idahos law conflicts with the federal law that protects patients who need emergency care. Now, saturday morning, jasmine. Jasmine pellegrini of bay point was found dead. Her parents last saw her wednesday night. They say their daughter left the family home without a phone or without any money. She had been released from a Psychiatric Hospital just three hours earlier. How can we cope . We want we want answers. We want to know who was with her. We want to know how did she get to San Francisco . Her family says shed been struggling with Mental Health problems for years. They say they have no idea how she died, but theyre worried that someone may have lured her to the city and that she may have been drugged. The Alameda County district attorney, pamela price, doubled down on her stance that the das office is stronger under her leadership amid calls for her to be removed from office. I can tell you that in our office, we are Holding People accountable every day. We are charging people. We are prosecuting people. We are doing our part where its appropriate that they are entitled to diversion. Price discussed her vision for Public Safety during a virtual town hall. You have hundreds of thousands of people that want this on the ballot and want to constitutionally have her recalled, and we need that done as soon as possible. Now the group is projecting that the recall vote will likely take place sometime between late july and early september. New this morning, the Us Department of transportation has issued a final rule on Airline Flight cancellations and delays. The new rule requires airlines to promptly provide passengers with automatic refunds in the same manner the tickets were acquired when theyre due. The new rule requires airlines to give refunds when they cancel or significantly change a flight when checked bags are delayed, or when airlines fail to provide extra services purchased by passengers, the Transportation Department says. Previously, airlines set their own standards for when to issue a refund, meaning policies differed from airline to airline. Well, thousands of tesla workers in the bay area will likely be looking for new jobs. Tesla is eliminating some 6000 jobs in california and texas. About half of them are at tesla factories in fremont and palo alto. Last week, tesla announced it was laying off more than 10 of its 140,000 employees. Financial experts say that tesla also recently cut prices by 2,000 to increase sales. The proposed project would directly improve congestion and safety for all modes of transportation in this key regional gateway. Now, if that measure is approved, it would create a direct connection between Palo Alto Transit Center and el camino real. It would also require the city to carve out part of el camino park. Now, supporters hope it will help bus passengers in that area save some time. More than 23 million homes could lose Internet Access when a federal subsidy ends at the end of this month. The Affordable Connectivity Program will run out of money unless Congress Extends it. The Program Provides monthly subsidies of 30 to 75 to help low income families pay for Home Internet service. Supporters say that congress is known for months about the deadline, but has not moved on. That was just absolutely committed to service. A funeral planned for this friday for an Oakland Police officer who died nearly six years after an on duty crash. How is am years following an on duty car crash. Ktvu andre senior here now with how officer jordan wingates family is coping with his death. Well, gasia, good morning to you. That crash happened back in august of 2018 and as you can imagine, its been emotionally draining for his family. Praying for him and watching as he tried to hold on. Officer wingate was just 23 years of age at the time of the crash. He was headed to the port of oakland to investigate a report of suspicious persons in the area. He collided with a car which sent his patrol suv into a parked big rig truck. Wingate was rushed to Highland Hospital in Critical Condition. They said the likelihood of him surviving was very slim, but between the doctors and nurses, they just they kept them alive. His mom and i had to go, you know, pick out his casket and his gravesite. And, you know, these are things that parents, you know, you should be doing this for your parents and your parents shouldnt be doing it for you. Wingate came from a Law Enforcement family. His father is a retired Oakland Police captain who had the honor of pinning his badge at wingates Police Academy graduation. He was a valedictorian, and the ceremony occurred on his birthday. The most important part of being a cop by far is talking to people. I think that was probably his biggest accomplishment was, you know, was just he was a people person, you know, he just loved people. Officer wingate received numerous honors despite a brief Law Enforcement career. The Oakland Police Officers Association named him rookie of the year. Wingate is the 55th Oakland Police officer killed in the line of duty. His godfather was an Oakland Police detective, also killed in the line of duty by friendly fire. That happened back in 2001. The cdc says there have been about two dozen recent cases of botulism across 11 states linked to this. At least two of the cases happened in california, including a woman in san diego. She bought the bad botox online. It resulted in headaches, weakness and blurred vision and then took it to a botox party, where it was injected by an unlicensed and untrained person. These are elective procedures , not something that anybody ever has to do. So you really want to do your homework, be a good consumer, ask a lot of questions. This is not a treatment that you need to be doing in someones bathroom. Only licensed physicians can buy botox legally, and it should only be administered by licensed professionals. The san diego woman suffered a mild case. Other victims, though, were hospitalized and even went on life support. Our time is now 716 new. This morning, a report says the bay area is not doing well when it comes to air quality. The annual state of the air report from the American Lung Association Just came out the bay area was in the top five regions in the whole country, with the highest year round pollution. Only bakersfield, visalia, fresno and eugene, oregon had worse air quality than the bay area. Well, some of that is from wildfires. The Lung Association says. Engines, wood burning stoves and other sources can give off those very unhealthy particles as well. A strange, unusual sight over a city in greece. The sky turned bright orange. Take a look at this video from athens, greece. Just look at your tv. An orange haze covered the city, caused by clouds of dust blown in from the sahara desert. And thats weird. Greek officials called it one of the worst episodes of dust and sand concentration to hit that country in years, and said the dust could be a risk for people with health problems. As you can imagine, the dust is expected to begin to clear today. Now that orange sky in greece may remind you here in the bay area of what happened about three and a half years ago, right here, when our skies turned orange, the orange skies we saw back on september 9th, 2020 wasnt caused by dust. It was from wildfire smoke. The similar to the dust it blocked most of the blues. Light from the sky, which made the air appear to be orange. Its backed up all the way out to the maze metering lights are on and the bridge traffic is ordinary. Weve seen a couple of things. Something just came in eastbound on 580 on the Richmond Bridge, some sort of, not sure what it is, but a vehicle, its a. Oh, here it is. Its a garbage can in the middle lane on the Richmond Bridge. So were going to see if that affects traffic. Its eastbound though the non commute direction 718. Lets go back to steve with todays weather. What i remember about that there were still golfers out there on the golf course. Seriously. Yeah i looked out there they were. And they get that 18in. They didnt care. The flow around us coming up is sending in a lot of high clouds our direction. And here comes a system for late thursday for out of the northwest. Its april, right . Okay for the city, 63, 56, 63, 50 is average. So well above on the low and 85 the record in 1913, the 440 on the record low was not that long ago 2000 and also nine. But for the city temps they had one day where they popped up. That was sunday at 68. Its been 62, 68, 62 yesterday, 60. Today were going 63. So a little bit below average on those temps, 50 on the temps mid 50s for most 5455, 56 a little bit of a south southeast breeze. Velasquez spent eight months in jail, but hes been out on bail for more than a year awaiting the trial. The chef and owner of a Vegan Restaurant in oakland says he is frustrated and considering his options after his restaurant was burglarized for the fourth time in three years. Its everything. But officials are saying, dont worry, pasteurized milk is still safe to drink. The pasteurization process kills harmful bacteria and viruses in dairy products. The fda is also investigating a recent bird flu outbreak among cattle. Its been detected in more than 30 dairy herds in eight different states. Next year under a bill that was passed just last night by congress. Ktvu allie rasmus is here now to explain how that bill would work and what tiktoks Parent Company says it will do in response. Good morning. Good morning dave. Well tiktoks Parent Company, bytedance, has satellite offices all over the world, including here in the bay area, but it is headquartered in beijing, china. And us lawmakers and National Security experts say that the company has very close ties with the Chinese Government to close, and thats why there was some bipartisan support among democrats and republicans in congress over the past week to pass this bill that could potentially ban tiktok in the us. The bill gives bytedance one year to sell tiktok to a nonChinese Company, and if it doesnt, the app would no longer be accessible to update or download on us phones after a year. Lawmakers say they are concerned that the Chinese Government has too much information and influence over tiktoks 170 million us users. Well, this bill is not a ban. Its about a divestment. And its not really about tiktok. Its about bytedance, the company that owns tiktok and is indisputably controlled by the Chinese Communist party. The main thing i feel is, is conflict. I feel conflicted because on one hand, ive built a brand on their my companys is able to work with a lot of big brands on there to help them get their message out. It really is a way to get messaging out that can be positive, but ultimately it needs to be sold to an american company, i think, so that we can at least have some regulation on it. The tiktok ban was attached to and passed as part of a larger bill to give foreign aid to ukraine. Israel and taiwan, and supporters say its no different than how the Chinese Government treats us social Media Companies. Facebook instagram and snapchat. None of them are allowed to operate in china. The one year deadline would go into effect as soon as President Biden signs this bill, and the white house says he is expected to sign it today. Tiktok has not made any official statements in response to all this yet. But in an internal memo to its employees earlier this week that was leaked to the news site the information, the companys head of policy says that they plan to challenge this ban. Now, the us Senate Overwhelmingly passed the bill just days after the house did the same. The bill gives 61 billion to ukraine, 26 billion for israel and 8 billion for taiwan to counter threats from china. The aid for ukraine comes at a time that ukraine says it desperately needs new weapons to hold off attacks from russia. Now, mayor london breed wants to force stores that sell prepackaged foods or tobacco to close between midnight and 5 a. M. If her proposal is approved, the police would warn the businesses about the change. Violators would then be fined up to 1,000 by the Health Department if they stay open. It reads in part, this is an idea for the community, from the community, the drug markets happening at night in the neighborhood are unacceptable and must be met with increased Law Enforcement and new strategy. His time at 737. The Antioch School superintendent wants an independent review of allegations of bullying within the School District. The superintendent, stephanie anello, issued an email calling for a review of the maintenance, operations and facilities director ken turnage. Employees accused him of verbal abuse, threatening them, and in one situation, ordering a forklift to raise the desk of a staffer to the roof of the building. Employees say the Human Resources department considered what happened a joke and meant to build camaraderie among coworkers. Antioch School Board President wants transparency within this new investigation. Then the School District. Theres a culture of people protecting each other. And, preventing people from holding each other accountable in this School District, theres a lot of Good Old Boys Club going on in the School District that prevents people from feeling like they can come forward. Now, in her email announcing this independent review, superintendent anello said shes called for a Third Party Independent investigation into the School Districts handling of this matter, and she looks forward to updating the school board on the findings. You may see smoke in some parts of Santa Cruz County near big basin redwoods state park. A prescribed burn will begin at 8 00 in the northern part of the park, right near where the icu complex fire burned three years ago. Roads and trails will not be closed, officials with California State Parks say plans for the burn depend on the weather. The burn is expected to continue through next week. Here at home, people at uc berkeley are celebrating hatch day, welcoming the new peregrine falcons on top of the campus. Bell tower. So far, three of the four eggs have hatched in the nest. Well testimony continues in the historic criminal trial of former president donald trump. Yesterday, the former publisher of the National Enquirer took the witness stand, describing how he helped trump bury negative news stories. David pecker specifically testified meeting with the then republican president ial candidate in 2015, asking how his publication could help trumps campaign. Experts say more witnesses will take the witness stand, but its not clear right now if donald trump himself will be one of them. The new law would address concerns about expedited airport Screening Services that let travelers pay to cut through those tsa lines. The committee passed the bill in a 8 to 4 vote. It would require Fast Track Services like clear to pay for its own tsa staffed lanes at Airport Security. If the identity Screening Companies dont comply, theyll be banned from the state. Theres been lots of incidents over the last couple of years where, you know, were unauthorized. Travelers have use clear as a way of breaching tsa security. Now supporters of clear say the service creates hundreds of jobs and serves more than a million americans and shares more than 13 billion in annual revenue with airport partners. Now newsom will announce the bill today, the Governors Team said they are working closely with arizonas democratic governor, katie hobbs, a strong stance on abortion and abortion care is really nothing new for newsom. Parents of the east bay teen who parents are desperately trying to find out more information about how their 15 year old daughter turned up dead in San Francisco. They say their questions have been left unanswered. On saturday morning, jasmine pellegrini of bay point was found dead. Her parents last saw her on wednesday night. They say their daughter left their family home with no phone or money. She had been released from a Psychiatric Hospital just three hours earlier. How can we call . We want, we want answers. Alameda County District attorney pamela price doubled down on her stance that the das office is stronger under her leadership, amid calls for her to be removed from office. We are doing our part where its appropriate that they are entitled to diversion. Da price discussed her vision for Public Safety during a virtual town hall. New this morning, the Us Department of transportation has issued a final rule on Airline Flight cancellations and delays. The new rule requires airlines to promptly provide passengers with automatic refunds in the same manner the tickets were acquired when theyre due. The new rule requires airlines to give refunds when they cancel or significantly change flights when checked bags are delayed, or when airlines fail to provide extra services purchased by passengers. The Transportation Department says. Previously, airlines set their own standards for when to issue a refund, meaning policies differed from airline to airline. Thousands of tesla workers in the bay area will be looking for new jobs, as tesla is eliminating some 6000 positions in california and texas. About half of them are at tesla factories in fremont and palo alto. Last week, tesla announced it was laying off more than 10 of its 140,000 employees. He was headed to the port of oakland to investigate a report of a suspicious person in the area. He collided with a car which sent his patrol suv into a parked big rig truck. Wingate was rushed to Highland Hospital in Critical Condition. They said the likelihood of him surviving was very slim, but between the doctors and nurses, they just they kept them alive. His mom and i had to go, you know, pick out his casket and his gravesite. Greek officials called it one of the worst episodes of dust and sand concentration to hit the country in years, and said the dust could pose a risk for people with health issues. The dust is expected to start clearing today. Thats seeing similar to what we saw here in the bay area back in september of 2020 during the Northern California wildfires. Similar to the dust, wildfire smoke blocked out much of the blue light from the sky, making the air in the bay area appear orange. The fda says it found traces of h5n1 bird flu in milk from Grocery Stores sold around the country, but Officials Say pasteurized milk is still safe to drink. The pasteurization process kills harmful bacteria and viruses, and dairy products. The agency is also investigating a recent bird flu outbreak among cattle. Its been detected in more than 30 dairy herds, dairy herds in eight states. The fda says the milk from the sick cows is being diverted or destroyed. A medical robot developed in Silicon Valley is being used to help fight lung cancer. The Sunnyvale Company Intuitive Surgical created a robot which helps doctors diagnose lung cancer faster and more safely than previous methods. Early detection is key to beating cancer, doctors say, delaying care and treatment by just six weeks can reduce a persons survival rate by 13. The robot, along with ct scans, help doctors perform a procedure that allows them to see a patients lungs and detect cancerous nodules. This allows us to one get to the nodules that radiology could not otherwise get to two biopsy nodules from the inside, which which has a much lower risk of lung collapse. Congress passed a bill last night that includes a possible ban on tiktok. Katy ali rasmus live now to explain what this means, ali. Yes, Congress Passed that bill last night and just in the last half hour, President Biden signed that bill into law. It was part of a larger bill that the president signed with directing aid to ukraine and taiwan and israel. But theres 170 million americans that are on tiktok. And last night, the Senate Approved a bill that would give bytedance, the Parent Company of tiktok, one year to sell to a nonChinese Company. And if it does not, tiktok would no longer be accessible to update or download on us phones. And again, the president signed that bill into law this morning. So why did both republicans and democrats support and pass this potential ban . Bytedance is a Chinese Company headquartered in beijing, and us lawmakers and Security Experts say the company has close ties to the Chinese Government. They worry about that Foreign Government having too much information and influence over tiktoks millions of us users. The fear here is okay, so this data is available and the Chinese Government can have access tot. The worst Case Scenario is we have election years coming and we have elections, you know, you know, going on. So a deepfake video, you know, a fabricated picture for some that will spread like fire in tiktok and that could have an impact. I dont think that it should be banned, but i think that there should be some restrictions put on it to make it safer to use, for our youth. I think that if its used properly, it could be such an amazing educational tool. Now again, this tiktok ban was passed as part of a larger bill to give foreign aid to ukraine, israel and taiwan that President Biden did sign into law just in the last half hour this morning. And supporters of the ban and the potential ban say its no different than how the Chinese Government treats us. Social Media Companies facebook, instagram and x they arent allowed to operate in china. Now. Tiktok hasnt made any official statements in response to all of this just yet. We are awaiting to hear from that. But in an internal memo sent to employees earlier this week, facebooks or excuse me, bytedance and tiktoks us executives say that they plan to challenge this law in court on the grounds that it violates the us first amendment. The us Senate Overwhelmingly passed the bill just days after the house did the same. San Francisco Police say theyve made a lot of progress, particularly in the daylight hours. But when night falls, police say they still have a lot of work to do, and that Illicit Activity often centers around businesses that operate overnight. Now the Mayors Office is introducing new legislation that would close businesses that sell prepackaged food or Tobacco Products from midnight to 5 a. M, police say they back the plan. Our challenge is still occur at night. Crowds of people that are there selling, selling, stolen property, selling narcotics. We have drug users all over. And what the problem is, is that when you have businesses that are open, like Liquor Stores and smoke shops, it just attracts more people. The Mayors Office says the idea has a lot of grassroots support from residents and neighbors. Tim benson is a manager at angelinas restaurant in the tenderloin. Restaurants operate late into the evening, and he says sometimes customers or workers feel threatened. He says he hopes that the city could step in and help businesses that have their hours cut. But he says he thinks that shutting some of those businesses down where drug users and drug dealers congregate, may help the neighborhood as a whole. Police have been much more active. Dpw has been out helping the cleanup effort, but it seems to be mostly a daytime issue. And at nighttime, its sort of a still. The wild, wild west plaza snacks and deli opened last year and operates 24 over seven. The man behind the counter didnt want his name or face used, but said that the business doesnt sell alcohol or tobacco and serves an Important Role in the neighborhood as one of the few locations to buy nutritious food. He says costs to operate the business are high, so he has to keep the doors open 24 hours. The new legislation, he said, would hurt his business. The reason why we wanted to stay open is because, you know, we have to make more money to pay rent, to pay, bills like pg and e, you know, phone bills, internet bills. And we have employees. I have like four employees at night time when i have extra security because, you know, of the area, some San Francisco residents say closing the shops wont make much of a difference in the end. I dont think its going to work at all because people are still homeless and theyre still out here all night long, so the markets dont really have anything to do with the crime. If the board of supervisors approves the new legislation, the new hours would not be enforced by police other than issuing warnings. Any business that violates the proposed new hours would be fined up to 1,000 by the department of health. Prescribed burn just began at 8 00 in the northern part of the park, where the csu complex fire burned three years ago. All because theres two systems. One to the south. Thats the one that really increased the low cloud deck, and also spinning in some high and midlevel clouds. And another one is on the way from the northwest, so its a cool pattern. It might be on the mild side if you can get some sun breaks, especially Santa Clara Valley with a south breeze, you might hire humidity, might push upper 60s to near 70, but theres just a lot of cloud cover around here. Cloudy and the wind will crank up on friday. It could be a little bit of activity for us. More likely itll be over the mountains, out to the valley and also northward. But i mean, youre seeing quarter inch to a third of an inch being forecast for some not too far away from us, but especially over the mountains. The recount in the race to replace congresswoman anna eshoo continues today. The original count had former san jose mayor sam liccardo leading with Assembly Member evan low, and Santa Clara County supervisor joe simitian tied for second. The recount could break the tie, which could result in two names advancing to the general election instead of three. There are always ballots that are set aside because something cant be verified. And now, with the recount, were going back and looking at all of those. If the recount drops someone off the ballot, no reimbursement because its not the same as adding a new person to the ballot based on the results of the recount. Officials say the recount could wrap up friday, at which point theyll certify the results and send it to the secretary of state for approval. Testimony continues in the criminal trial of former president donald trump. Yesterday, the former publisher of the National Enquirer took the stand, describing how he helped mr. Trump bury negative news stories. David pecker testified about meeting with the then republican president ial candidate in 2015, asking how his publication could help mr. Trumps campaign. It is unclear just yet as to whether the former president himself will take the stand. Legal i think trump would be much better off relying on the weakness of braggs case, but politically its going to be consequential if he doesnt take the stand because theyll say he took the fifth. Court began yesterday with a hearing on whether former President Trump violated his gag order by making statements on social media. The judge has not ruled yet on that issue. Testimony will resume tomorrow. We now have hundreds of pages of documents relating to former President Trumps handling of classified materials. The documents provide a specific timeline of the fbi raid at mr. Trumps mar a lago estate in august of 2022. Weve learned 30 fbi personnel were on scene, stayed for nearly ten hours. The documents say a full investigation began five months before the raid last june. Former President Trump was indicted for violating the espionage act accused of illegally keeping more than 300 highly classified documents and committing obstruction by not returning them. He has pleaded not guilty. First of its kind, bill has passed the Senate Transportation committee. The new law would address the concerns about expedited airport Screening Services that let travelers pay to cut through tsa lines. The committee passing the bill in an 8 to 4 vote. It would require Fast Track Services like claire to pay for its own tsa staffed lanes at the airport. If the identity Screening Companies dont comply, theyll be banned from the state. Theres been lots of incidents over the last couple of years where, you know, were unauthorized travelers who use clear as a way of breaching tsa security. Supporters of claire say the service creates hundreds of jobs , serves more than a million americans, and shares more than 13 million in annual revenue with airport partners. People from across the bay area came together to honor and remember the lives of those who were killed by drivers who were under the influence. Last night in martinez, the organization mothers against drunk driving, or madd, held a candlelight vigil. Madd says drunk driving is the number one killer on americas roads. The contra costa County District Attorneys Office praised the groups work in supporting the families of victims through legal cases that can take months, even years. I agree with these people wholeheartedly that the punishment should fit the crime, and i want to give them security and let them know that the proper prosecution is going to occur. Happening today, caltrans is set to close the webster two, which connects the cities of alameda and oakland. The overnight closure was originally set for last wednesday, but was postponed due to weather. Caltrans says the webster tube will close tonight at ten, then should reopen by 430 the following morning. The closure is to accommodate maintenance work, and detour signs will help drivers who are in the area. Tickets go on sale this morning for this years outside lands festival in Golden Gate Park.
