Know about todays california primary race, then the recall effort against Alameda CountyDistrict Attorney pamela price a timeline of how soon it could happen and why organizers say theyre confident they have enough signatures that could force a special election to get her removed from office, plus another set of finalists of those applying to beuoaklands next police chief have been presented to oakland mayor shengtao. She will join live in studio about the looming decision she must now make. Live from Jack London Square. This is morning time two. The nine. Today is tuesday, march 5th. Were looking live at highway four anduthe Sacramento Delta here in contra costa county. As steve has said, its going to be a cloudy day. Wegre going to talk about the weather in just a little bit. Okay check this out. If youre hoping to impress someone over dinner, im thinking maybe a dating situation. Maybe your boss. You might want to think twice about your manners. Researchers from one poll surveyed 2000 people. They found some of the biggest dining turnoffs are people being rude to the staff and chewing with your mouth open, picking your teeth, slurping napkin. Wh, ix. Welcome to the nine. I trust that my very gent coanchors dont do any of this. I dont gasia. Why are you looking at me every single one of thoseuis a nonnegotiable. Ifui catch you doing any of those, especially on a first date, when you think were on our best behavior, i justucant deal. It just goes downhill from old age. I just i dont want to see it. I dont want to hear it. Abt spstuff. I mean, my father is vy strict about table manners. Yeah. Very strict. Yes, yes. You know, you cant. You couldnt do anything. Especially when we had friends. Over. Yeah. Company over. Yeah. n and the worst on that list is being rude to people, right . Being rude, thats inexcusable. n i meanl but picking your teeth, thats pretty gross, right . Chewing with your on. I u know, we make a point of having family dinner every night, and i will tell you, with two teenage disgusting. And so what i do is of being a little, i say, miss boston, how was your spring break . And invoke the name of their first grade teacher, who was the loveliest person on the planet and they and they kind of its a jolt into reality because they say, if you wouldnt say that or do that in front of miss boston, where are you doing it . Ground for real life. Yes. Andn the people you love and care most about, so i agree. Thank you, miss colleen. Boston, first grade. Its been an important lesson. Wow. Interesting you see the name . Yeah, yeah. Oh, yeah. uit fixes it. They sit straight up as soon as all right. The big sf the day, as you well know, has been super tuesday. People heading to the polls, many polling spots opened up at 7 00. In fact, every single one of them did. Voters, though, have already sent in their ballots. For the most part. Many are dropping them off early. Well turn to ktvu. Amanda quintana, live at Santa Clara CountyVoting Center there with how we could see historically low voter turnout this year, amanda. Yeah, well, garcia, its pretty quiet here this morning. E in very excited about voting on actual election day. And there reallyutrying to make it funt here. Theyve got balloons. Theyve got this whole setup where you can take a photo booth picture. Theyre really trying today. But political analystsnt have been projecting a low voter turnout for this primary election. One of the big reasons is because of thecc3 f1 primary. Usually the most popular race. Its close to being over, really, uwith donald trump and President Biden as the clear front runner. So people might not feel like their vote makes a difference there. And historically, primary election is get a lot of older voters. There are still a lot of important local issues on the ballot that could get people to turn out, though. Weve been taking a look at voter turnout all over the bay area. Yesterdae dropping off their ballots. Some voters in San Francisco preferred going to drop off their ballots at city hall so they could ask questions if they needed to. Now, a large percentage of voters choose to vote before today. Here in Santa Clara County, as of last night, they counted 16 of the vote, which is really not a lot. And theyre hoping to at least double that today. We have been asking voters and theyre saying theyc want to do the research, and were like, its last minute now,c this is the research. You should have done it today. But just as long as they get in line by 8 p. M, they can still vote. But everybody just waiting till the last minute at here in Santa Clara County, there are a couple of items on lot of attention. The congressie to replace retiring representative anna eshoo. There are 11 candidates vying for that seat, including the former san jose mayor sam liccardo, an assembly member, evan low, and santa clara. Theres also a measure to make the santa clara chief of police an appointed rather than elected position. T santa clara is the only city in california that currently elects a police chief. Now as you heard her say, 8 00. Thats the deadline today. Thats when you have to get either your ballot that you filled out at home into one of these drop boxes, or you person. But really, you should try to avoid putting it in a mailbox late today because you dont know what time that mailbox picks up. You really need to make sure that it is postmarked by 8 00. Soustilll a lot of people you know, last minute maybe thinking i need to turn that in 8 00. Thats the time you need to remember live in san jose. Amanda quintana am, thank you so much. To oakland mayor shengtao. Itso follows a Community Forum introducing the public to the four candidates. So joining us now is mayor tao. With more on this. Soumayor, i want to take us into your office a little bit. You have these candidates on your desk. Im picturingt them. You know, all these files on your desk. How do you go through them . Going through them one by one . Are you picking up and comparing to the other . How is that process going . Go through the Candidate Forum and they forwarded over to me the four names. And so i do. I have a binder for each one of them. And so i will read through what the binder says. I will do my own research. I will put together a panel of folks to also do private interviews with each of the candidates. Im going to do my own me, its about making sure that we are picking the right candidate to be chief of oakland. And so im but at the same time, this is a priority for me. You rejected the previous list of candidates submitted by the commission. Why did you reject everyone on that list . Well, i rejected the list because i didnt think be a good candidate for the city of o ask me, well, what are you looking for in a chief . Im looking for someone who loves the city of oakland, cares about community and being in the community. On top of that, making sure that we get out of the federal oversight, i mean, this person, the next chief, will have to be able to work with the federal judge who oversees the federal monitor and the city in our in you know, weve been under the federal oversight for 20 years. And so thats going to be key. You interviewed some police, someone from midsized cities before this, and you said they didnt move along because they didnt want to participate im t that correct. But why did you choose those folks to talk to about the job . C n absolutely. You know, these are well known people throughout the whole nation. They are qualified for the job. Not just federal monitor before to get the cities that they worked for in the past to get them out of receivership. And so for me, thats incredibly important. In order for us to actually move forward. So they were familiar with, with with federal oversight and a monitor. And thats why you were speaking to them. Absolutely. And not just that, but they also are aligned with me around our ceasefire strategy. Okay. Gotcha. All right. So you boycotted the Candidate Forum inuwhich candidk right now. Have you considered whether this sends maybe an uncomfortable message about the job overall . When you say, i dont like the way we conduct the hiring process, the way you select you might select one of these folks who youre going to have to work spwith. So what kind of message does that send . Yeah,t absolutely. You know what . Ive been very clear from the very beginning boycotting of the forum had nothing to do with any of the pt a strong candidate you are going out there to have a forum that is not even required under the charter, you are expressing to the public, to the nation who these possible candidates are, and we have candidates who have jobs, who are holding, currently holding jobs right now, who that might actually impede on on their current job, or they may pull out. And we did two peoplef the list. Theyc were the finalists, but they pulled out because of this public forum that need not happen. One of the people thats on the list on your desk right now is the former San Leandro Police chief, abdul pridgen. Uh, are the job, having rejected him before . And look through the full list. You know that if his name is on the list, which it is part of the four candidates, i will be reviewing his, you know, his application, just like any other application. How long do you think this whole processc will take . Well, i dont like to put a timeline on it, but what i will tell you is that im going to pursue this, you know, in a very, uh, quick way, but also not just quick, like, again, im going to do my Due Diligence. I mean, that is the key part is doing the Due Diligence to ensure that we have a chief that matches our cityuand understand our values, and then more so than that, we have a lot of issues in the city of oakland that can work with my chief of the, justin johnson, the city administrator, and then, of course, doctor holly joshi from the department of violence prevention. And so theres a lot of different factors that come into play. Im going to take my time in regards to picking the right chief. But at the same time, this is a number one priority for me. You said you had a you you sphave people that are going toe part of the interview process withuyou as well. For these candidates, how many people are part of that . Well, you know, theres going to be representatives from the community. Theres going to be obviously the police chief who, and so multiple different leadership personnel from the city of oakland. All right. Letsc move on to the city of oakland. Just departmentuof social services,m this will expand the Safety Ambassador Program in downtown and chinatown. What kind of expansion are we going to be talking about . What . This more than 3. 5 million, right. For the 3. 5 million is for t three years. And so we are starting in the downtown, uptown area, but we want to expand it to hopefully throughout the whole city. What this will do is allow for ambassadors to beuon our streets to really help are havil Health Issues or what have you to get them. Connect to actually allow for a Police Officers to go and do the Crime Fighting work. When you the expansion part of things going to Jack London Square because right now theyre in those two places,. What how far ahead in the future should we expect that maybeuthe program would be extended into these other areas . Know, were hopeful that afteruprobably six months, well come and then, you know, theres not a time, a strict timeline as of right now, but we have to get collect data and so thats what were doing is that we already have ambassadors on our streets. Were going to be able to expan that partnership. And from that point were going to collect the data to see whats working, rec. Hows the Ambassador Program been working anyway . Right now, the way it is now . Absolutely. You know, the Ambassador Program is absolutely working. You know, you could talk to any of those Small Businesses and theyll say, you know, if it werent for the ambassadors, you know, our streets would be a little bit more dirtier or not just that. But if it wasnt for the ambassadors, you know, the people that are sitting in the corner with mental Health Issues or who are unhoused or what have been connected to resources. And so our Small Businesses have said that they love the Ambassador Program, and it allows for the Crime Fighting work. But right now, the Ambassador Program is only in those certain areas. So what about the people maybe uptown, you know, further north on broadway, those type of Small Businesses, how are they being kind of protected from from the issuesuof crime . Because we weve talked about the stats. The numbers are up oe numbers back on that. So since weve implemented and resurrected cease fire operation, cease fire strategy, we are seeing that crimes and t. Everything from from 2023 numbers. Yes, from 2020, from the last three months, the last three months, you know, relative to like summer, uh, summer dates ce numbers, youll see that theres at least a minimum of 40 in every single category, all the way up to actually over 50. The numbers compare to last year. And thats how they, you know, thats how we look at the numbers, generally speaking. And i understand from your point of view and those numbers show spviolent crime and robberies he gone up when compared to the same time last year. Thats not true. You think so . No, no, thats not true. I spwill push back on that. The robberies, the commercial burglaries, you know, the shipping, all of that has gone if you compare the exact month. Right. Were in march. If you january to january, february, march from last year, crime is actually trending down . All right, lets move on to the oakland as. Thats coming up. Uh we just saw them change s column. Um, to make it more appropriate to make. Yeah, to make it more appropriate, iuguess, because od anymore, obviously. Because you know, a lot of people are very upset about that. But you still speaking to anyone at the team about possibly keeping them i ks vegas said they should stay in oakland. ua lot of people here agree with that. Have you used that opportunity to go in and say, hey, can we negotiate again . And where does that stand . Yes. So thank you for asking meeting with dave kaval. My team met with dave kaval and his team and so those conversations are ongoing. You know, theres a lot of Different Things that we have to work through. Um, you know, but were moving in a way where, you know, they, they still have a possible deal in las vegas. And so i stand what i believe i, is that the oakland as brand should be here in the city of oakland. Were going to continue to fight along with the fans and whether its current ownership. All right. Well see what happens. Well see what happens. You know, you cant really tell what theyre going to do. Theyve kind of got their own thing going on. n all right. Cool. Mayor shengtao, thank you so much for dropping by today. We appreciate spyour time. Absolutely. All on that. Uh, police chiefh you search, too. And everyones looking out for that. All right, coming up on mornings on two. The nine three gunman linked to a mass shooting in monterey county. Youre still on the run. The reward being offered to help solve that case. The snowstorm that hit the sierra this past weekend practically erased any thoughts of a potential drought. Snowpack is currently at 119 of average for this time of year. Water content is 104 of average. It is a huge jump from the 28 we were at in january. Experts say the normal amounts of snowfall in the next few weeks will be well ahead of where we were int previous years. Id say the next 3 to 4 weeks are going to be really critical in total, in terms of those big, juicy storms, the roads in town are like clear. We have a lot of snow the last couple days haveubeen great, so its a miracle march here. So everything is going great. Officials at californias 30 largest reservoirs are well above average. All right, lets turn things over to Steve Paulson now to look at the forecast. Because if you look out the window, you might see some overcast skies and wonder whats going on. Cbs here to clear that up for us. Hey, steve, well start with the snow because it was pretty good. Although it does not look all that promising going well cele, you know, good news with a victory here over thec last 3 to 4 days. Sugar bowl 126in of snow since friday. Soda springs 116 homewood. Just shy of 100 and palisades tahoe had 96. So as gasia just read. Where does that put us . Here . We were not looking so good going into the first part of february. That helped in early march, was fantastic. Came in thats for sn sierra 111 centralc sierra. That includes to 104 of normal, and the southern sierra. Still, the also ran at 94, but as a percentage of normal. Now last year we were off the chart. I think we had 54in of liquid, 24. 4. It doesnt have to be much. Next thing you know, an inch of rain is falling. So. But most locations have generallyupicked up about a 10th of an inch to a half inch of rain. And by the way, yesterday we talked about pringles potato chips. Yes. Well, greg pea from San Francisco wrote me to tell me that that pringles arent technically called potato chips. Theyre not made from potatoes and deep friedulike regular potato chips. What are they called . Potatow spthat. I never knew that. I think theyre made by like. Okay, so there you go, loyal. All right, coming up. Were still following whats happening here on the super tuesday. San francisco voters in particular, deciding a number of critical decisions from issues around Public Safety to help for some of the citys most vulnerable residents. Always tell the tourists because theyre the ones wearing, like the alcatrazc sweatshirt. Yes. Yeah they had to buy it yeah, exactly,c exactly. All right, ulets move on to this story day in california, along with key national and state and local races, several measures are also getting plenty of attention, including in ktvu allie rasmus live in San Francisco with some of the key issues at stake. Allie andre there are a total of seven different measures on this election day. And we talked to voters about how they feel about some of them voters and supporters and opponents of three measures in particular, that mayor london breed is supporting. Those are measures. See e and f, lets tell you a little bit aboutueach of them. Measure c would eliminate the real estate transfer tax for developers who convert commercial buildings like those big empty Downtown High rises into housing, measure e would authorize the city to install public surveillance cameras and give police more leeway to use drones, facial Recognition Technology and chase people suspected of committing violent crimes. Measure on publc assistance in San Francisco to go through regular Drug Screening tests and get Substance Abuse treatment now, a spokesperson for the campaign supporting these three measures say the ones about Police Technology and drug testing measures e and f have about 60 approval from San Francisco voters. Thats according to that campaigns internal polling. The mayor says measures represent a change in how Sant Francisco approaches the issues of crime and drug use of great d criminal justice reforms, but we also want accountability. I think theres a sea change in how the administration is handling it. I think this is a swing towards the center, which isnt necessarily a bad thing. The one about surveillance. I had a with, um, i dont want to say publicly what i did, but i thought that was a really difficult issue for me. Now, those measures have support from the mayor and other groups, but there are also campaigns, campaigning actively against those three measures. Last week, the San Francisco chronicle published an article highlighting the data about police pursuits, showing that those Police Chases are more likely to lead to deadly crashes. Now, when it comes to voter turnout, San Franciscos elections director says as of yesterday, it was about 17, but by the end of the day today, he expects it to bump up to more than 40 in line with what it was four years ago during the last president ial primary election, he says. What most people do is they get those mail in ballots, and then they wait until the last day to fill it out and then turn the mail in ballots in person at those designated polling drop boxes and polling centers. The other option vote in person until 8 00 today, or you can actually mail your mail in ballot. It just has to be postmarked with todays date in order to be counted live in San Francisco. Ali rasmus ktvu, fox two news ali thank you. Governor newsom spoke at San Francisco union hall yesterday to urge people to vote yes on the only statewide ballot measure, proposition one. The governor was joined by mayor london breed. Sacramento mayor Darrell Steinberg and a coalition of Mental Health workers, doctors and firefighters. If approved, prop one would allow the state to borrow 6. 4 billion. The money would be used to build Mental Health and Substance Abuse treatment facilities, and supportive housing. Governor newsom says it has bipartisan support in the state legislature. We are in a position we havent been inu50 years to address this crisis. Thats why its so important to take this opportunity inuthis moment to not just assert ourselves, but to advance a paradigm which i think meets this moment in a very unifying way. This was bipartisan in the senate. It opponents questioned the constitutionality of proposition one. They say it would cause spsome people struggling with Mental Illnesses and living on the streets to be forced intot treatment programs on this election day, there are new concerns about Artificial Intelligence and the role it could play in the process and possibly even disrupting it now, back in january, a fake version of President Bidens voice was used in a january robo call to deter voting in newuhampshires primary, and after that, the Us Federal Communications commission made it illegal to use ai generated voices for unsolicited robocalls, with the could be used to misinform voters mornings on two, we spoke with an Internet Security expert about the in elections. We do anticipate that generative ai certainly has the potential to increase misinformation campaigns. It can magnify or amplify the risk that already exist. Um, right now, today, super tuesday, its very quiet. We are not hearing of any spread of misinformation, but we know as we get closer to the general election that will all change. Elections Officials Say they are more worried about the use of ai tech to deceive voters than they of results. They say they have good Security Defenses for their voting systems. California voter turnout has been on track to be the lowest in state history, leading up to the super tuesday. Nowuthat voters have till 8 00 tonight to make their voices heard, will we see a last minute bump or more of the a familiar face in our election coverage. Welcome, sonoma state political professor david mcewen to the nine. Thanksc for being with us. Good morning. Sp welcome to march madness ad here we are. Do you expect a big rush to the polls or just kind of more lackluster results . Uh, you know what . We should see is a last minute push, uh, especially with all those mail in ballots. That upsets a little bit. Kind of our predictions and our models. One thing to Pay Attention to is what gate, say,s close at 801. And those early reports, theres going to be some some close races out. And, uh, the registrars have 28 days toureally count that and remember that everything thats postmarked by today has to be delivered within a weekn so there are going to be some lags. Close races, something to Pay Attention to. And we do expect a little bit of a bump up today. We have been reporting that low voter turnout means typically its older, whiter voters who do cast a ballot. Whats the falloutuof this trend . Yeah, i mean, anyone whos 65 and older, uh, they vote early and often, and we see that in low, uh, kind of information. Primary like this. But votersc. If you look at voters that are, say, 18 to 34, 18 to 35, there are also about 1 in 4 voters. Theyre each about 25 of the voting segment. But 18 to 34 year olds dont vote. Uh, and theyll be hugely important, uh, in november, uh, whats going on in terms of uncommitted and michigan with joe biden, a situation over gaza, we episodic voters. Theyre changing thet electorate. Their policy priorities are very different from are, say, 65 and older. So well see those regular habitual voters this primary. But the question is, what does that turnout look like in the fall . And Younger Voters are hugely important. They were important in 2018 after the wake of the parkland shooting in 2020 and 2022. Uh, and thats obviously key for both parties. Not so much even in california, but in states ace country. So well be watching for the fallout of that from super tuesday today, not only here but also across the country. Lets take a look sort of nationwide and at the president ial race in particular, nearly a third of all republican and democratic delegates will be allocated as a result of this super tuesday. Um, i know that neither President Biden nor his trump, can clinch theesidentt nomination. Do you expect any surprises when it comes to the president ial race . Yeah, thats a great question. Heres why. One of the issues is whether nikki haley drops out tonight or tomorrow. Thats an open question. Shes indicated that shes not going example, more than a third ofor the republican delegates selected with the 15 states in the territory that are voting today, nikki haley is going to face a lot of pressure. Can she stay in . What does that look like . Because by the end of this month, donald trump will have sewn up the republican nomination. You also see a numberuof votes out there for joe biden. Uh, what are the uncommitted ballots look like, particularly in a state Like Washington or in minnesota . Uh, hell have the nomination sewn up here pretty quick. But what does that do for the convention . So while both major party spcandidates look like a rematch of 2020, it is whats going on outside where the Third Party Candidates or with haley, who me race, those areuboth outstanding questions for tonight. The biden base and the trump kind of, uh, nikki haley, uh, rivalry thats been going on real quick on haley. Is it too early or ridiculous to think of her as a possible vp candidate . Uh, probably not. There uh, because donald trump has a number of people that hes looking going to look at someone who can help him in florida or upstate new york or in north carolina, some of those battleground states, because democrats are dispersed first, uh, trump and his team are really looking closely at statee wisconsin and arizona, in addition to florida, uh, to get them over the 270 bump for the electoral college. So that probably takes nikki haley out. There will be speculation about her possibly running as a third party or no labels type candidate. Shes ruled that out herself. Uh, but nonetheless, shes also trying to point a po. Shelluhave some rivals there. Foruexample, like governor desantis. Uh, regardlessc of wht happens, uh, this november. Okay.
