The advise is for a blizzard warning will continue until sunday morning, expected to expire right around 10 a. M. The avalanche warning for the greater lake tahoe area goes until tomorrow morning. That may be extended, and as weve been talking about for a few days now, above 5000ft could see ten feet, maybe even 12. All said and done with snow levels expected to drop down to below 2000ft by the end of the weekend, a better look at the Current Conditions of what we can expect there for the rest of the weekend, as well as here at home. Ktvu s john baker has been monitoring the situation. He joins us now. And, tom, you spoke to several people right in the middle of that storm. Well, ill tell you, its something to see. And when you really think about it, the stars, the moon and the isobars and the jet streams have all aligned to whack the mountains. Extreme caution is advised. Once we get to sunset, thats where things do start to get a bit more spicy. So far, mountain winds and snow have not produced many Power Outages. Among the many Power Companies that serve that region. But with the bigger winds and snows still on the way, that will change. But overall, were looking at wind gusts around 4050 miles an hour in the in the communities and then up on the ridges up on the mountain tops. Definitely in excess of 100 miles an hour. All ready. Some mountain top gusts have been clocked at up to 140 miles an hour. So no snow laden trees sitting in soggy ground and taking wind loads guarantee many tree falls and Power Outages. Some of the models even are showing 4 or 5 even close to six inches per hour. I mean, just think about that half a foot per hour. It could even give us one of the top ten snowy days that weve seen at the snow lab going back to 1970, the National Weather service in reno says it expects at least three inches an hour of snowfall in the tahoe region and the surrounding area by sunday morning, up in the up in the lake tahoe area, you know, several feet, four feet, plus, including even around truckee and south lake tahoe, eight feet or more is expected in the higher elevations, but. Even down mountain reno can expect up to a foot of snow by sunday morning. So far as driving. Forget about it. Drifting snow. So even if the snow plows come through and take care of some of the roads, the snow is just going to blow right back on it. Even before the full storm truly kicks in, the Sierra Snowpack water content is 102 of normal for this date, but still 23 less than what will be needed to make it a normal year by the april 1st deadline. The snowpack is back now. The bottom line we should all hope for a chain of more storms, not crazy ones, to make the year an average one. Because if its an issue of climate, then we can expect, you know, as the governor says, hotter hots, colder colds, rainier rains, snowier snows and all of that. So were still looking. Snowplow drivers are working overtime along interstate 80 trying to keep the road open to the tahoe area. Caltrans says driving conditions are at an r two level. That means chains are required for all big rigs. And most cars, unless you have snow tires and four wheel drive. Caltrans and the chp are advising people to stay off the roads, warning that whiteout conditions are possible. This weekend. People in the mountains say so far, the storm isnt as bad as the weather. This area saw last year. So far, its been pretty, you know, pretty mild. It hasnt really gotten too much. I mean, we got maybe, you know, six inches of snow so far in the last 24. So im going to assume, you know, the heavy stuff still to come. It wasnt too bad. Ive seen worse. But i mean, for someone who hasnt driven in the snow, its not the best to go through. And as you heard rosemary say, they are in the thick of it right now. Now this gas station at nyack was a popular spot for people to put on chains this morning. Most resorts in the sierra are closed because of the wind and snow. The storm has forced the closure of Yosemite National park as well. The park closed at midnight and will stay closed at least through noon time sunday, possibly later. There were some periodic periodic closures. Excuse me. During last years winter storms due to high water and flooding. However, closing the entire park is very rare. Earlier. We spoke with the Yosemite Park ranger, he says the decision to close the park came after discussions with the National Weather service. Just as of yesterday afternoon. We just made the decision on look, you know, with the amount of snow predicted, the rain, the wind, its just not going to be safe for anyone, park employees or park visitors. So we made the decision to close the park, which is not something that we do very often. There were hundreds of park employees and visitors in the park at the time of the closure. Campground and Hotel Visitors were all given full refunds as its snow in the sierra, wind and rain here, pg and e says it is well prepared. The utility opened its Emergency Operation center. It has crews in place and has stockpiled its utility yards around the bay area. San Francisco Unified School District has agreed to pay 4. 5 million to settle a sex abuse lawsuit involving two former students and a school administrator, the chronicle reports. Lawyers for the former students announced the settlement today. The lawsuit alleges that lawrence chan, the former Athletic Director at George Washington high school, raped one of the students multiple times. He allegedly touched the other girl in appropriate and forced her to perform sexual acts. The alleged incidents happened between 2012 and 2016. We have reached out to the district for comment, but have not yet heard back. Caltrain service is running once again on the peninsula after being stopped due to a fatal crash involving a pedestrian. A northbound train hit a person on the tracks just after 10 a. M. Near fair oaks lane in atherton. Caltrain says there were 103 passengers aboard the train. None of them were hurt. All trains were stopped for hours while emergency crews were at the scene. They were later single tracked through the area. The San Mateo County sheriffs office, which patrols the caltrain right of way, is investigating the cause of the crash. San jose city leaders are bracing for a budget battle over priorities. By next year, the city plans to move them to remove the chance that they could contaminate the water, which would trigger fines from the state. Theres no services, theres no security, theres no sanitation. Friday, san jose mayor matt mehan and others surveying a potential financial tidal wave of fines that could hit the city next year. The status quo is unacceptable. Its unsustainable and we will be accountable for getting people into safe, managed locations, the mayor says. San jose has been served notice by the states water board, which issues stormwater permits for the epa. Those permits are in danger of being withheld due to ongoing contamination of city waterways. Our stormwater drain into the creeks and our creeks all flow in up to coyote creek and Guadalupe Creek through my district in North San Jose into the bay. The water board could find the city 50,000 per day per contaminant. So the city is making plans to move an estimated 1000 People Living along 46 miles of waterways. So its really important that we address this. The homeless issue and our creeks together, collectively as one as and understand that its all one, one issue. If they work with advocates and we come up with a coherent plan, we work together. Maybe we can get them into housing. City Officials Say they want to drastically scale up services such as emergency interim housing, safe Parking Spaces and Affordable Housing to give those displaced a place to go with support services. We need faster, more cost effective, more pragmatic means of offering safe dignity and alternatives to the unmanaged tenting encampments you see along our waterways. Were going to have to be cautious and look at our budget in a very different and serious way. And that is councilwoman pam foley, who is on the budget committee. She says a deficit looms for this city. So council people, staff are going to have to figure out how to crunch the numbers and what might have to be cut in order to get this done. The mayor says thats the largest six month drop since the start of the pandemic, and vehicles used for shelter are down by 42. The city credits increased efforts to offer People Housing and shelter, saying that its multiage. Teams moved more than 1500 people into shelter from encampments last year. A 680 looks like its pretty treacherous along the peninsula. We have moderate pockets of rain, even heavy over. It looks like 280 near Portola Valley at this time. So a lot going on, plus the wind. We have concord reporting 12mph, but then you get into oakland 38mph. So when the winds are that strong, it could definitely impact not only the roadways but our airlines and our airports. Sfo reporting a wind gust to 53mph. Definitely a possibility that it will impact the operations in over again sfo. How about mount diablo 50 mile per hour gusts reported there. The Westfield Center is now looking to its past to find its way into the future. The mall has been renamed Emporium Center San Francisco, tying the mall to the historic Shopping Center that stood at this site for more than 100 years. But a look inside reveals that road to the future may be a rough one. Customers have noticed a lot of closed shops, locked doors and reminders of better days. Yeah, recently there was a lot of closed stores. Um, a lot of retail has left the city because of some of the issues with shoplifting. James diaz is a university of San Francisco professor of history focusing on urban and suburban development. He says the heydays of malls as a shopping destination are in the past. Malls in general across urban america. So the big city malls or the downtown thoroughfares beyond San Francisco have a similar challenge right now is like, how do you bring people to the city, back to the city . Professor diaz says the new owners have to prepare for the future instead of focusing solely on retail. He says the mall is going to have to be ready to adapt to what the city needs. That may mean event space , housing, dining or even education uses that could fill this space. These malls have to basically , you know, adapt to the times and become more multipurpose and multifunctional. Uh beyond just retail shops and a food court or some eateries. It also has to include other reasons to visit these buildings. Shoppers who are familiar with the mall have their own takes on how the mall can be saved or even repurposed. I think to improve it, they should do housing, put housing here, maybe a University Free college for the kids and try to stem the economy that way. Other shoppers agree that this space needs to be reimagined. I think we have some experiential events going. Theres definitely not a lot of creative and Advertising Ventures in the mall. Its mostly still retail and fast fashion, so if those things can improve, i think itd be a little bit more booked. Today waymo received approval from regulators to expand paid Robotaxi Service on the peninsula and in parts of los angeles. Theres been a big expansion in the use of mail order pharmacies and telemedicine to provide medication, abortion, which has dramatically expanded access to this service in some states, mifepristone is the only way women can access abortion care. Its a very popular method. Um, many people say that they see it as being easier, simpler to. Its more convenient. Walgreens will start providing the pill within the next week in a small number of its pharmacies. In five states, including in california and new york, while cvs will begin dispensing in all of its pharmacies in massachusetts and rhode island in the weeks ahead. Later this month, the Supreme Court is taking up the case as to whether mifepristone can be dispensed without a patient seeing a doctor prior to receiving the drug. What it will be considering, in particular, is this inperson dispensing requirement, which could potentially have the effect of, um, eliminating the option of telemedicine, eliminate the option of having pharmacies dispense the medication as it is now, 50 of all abortions are performed using medication rather than surgical intervention. Lawmakers across the country continue to debate ivf treatments following an alabama Supreme Court ruling. The states governor is expected to sign a law to ensure access to ivf. But as foxs Jared Halpern tells us in washington, dc, members of congress have not been able to reach an agreement. The debate over in vitro fertilization is heating up here in washington and across the country. On thursday, alabama lawmakers voted overwhelmingly in favor of a new law making the procedure legal in providing immunity to medical personnel who perform ivf treatments. It came just hours after House Democrats vowed to press ahead with legislation making ivf legal nationwide. Well, elon musk is suing openai on the grounds that the company and their ceo, sam altman, abandoned a Nonprofit Mission and that they owe him millions of dollars that he donated under false promises. Now, the suits alleging that musk used his brand, his connections and close to 44 million of his own money to fund altmans efforts to develop ai for good. However lets go back to 2019. Openai i created a separate for profit arm that was funded and partially owned by microsoft. Thats really important. This switch is a key driver of the lawsuit. Musks lawyers are arguing that, quote, openai has been transformed into a closed source de facto subsidiary of the largest tech company in the world, microsoft, under its new board. Its not just developing, but its actually refining an ai to maximize profits for microsoft rather than for the benefit of humanity. Further the initial idea of openai was to be just that open. So anyone could benefit from the companys discoveries. However, the suit alleges its most advanced products like chatgpt, for example, are closed off, though not from big tech giant microsoft. Now, this isnt just musk. Others have shared the same concerns. Remember, the suit follows a very public firing of altman on accusations that he was pursuing profit over safety. The chp says it has been seen plenty of spinouts, high winds and low visibility. And i want to show you this looking at uc berkeleys Central Sierra Snow Lab live stream, located up in soda springs near donner summit, where that serious blizzard is hitting lake tahoe right now, you can see the feet of snow already blanketing, blanketing the ground, piling up. It just a complete whiteout there. Lets bring back meteorologist rosemary oroczo with a look at the conditions. Rosemary. Yes, and that blizzard warning goes until sunday morning. Greg. So we do expect the conditions to worsen as we get through the evening hours and into tomorrow. Snow levels will be dropping, which means anywhere from, you know, a half foot to a foot all the way down to it looks like about colfax, which is 2400ft. So a lot of snow and for quite a distance as well. Heres a look at the golden gate where we do have a soggy evening commute. We have winds at times, thunderstorms reported a little bit earlier, a roaring over San Francisco and then heading to the north and east, which means the east bay and east bay shore had some of it as well. Rainfall amounts from the last, well say, 36 hours. When the rain began yesterday morning, Half Moon Bay reporting almost 6 10. Novato a little bit more than 7 10. San francisco a 37 100. Ben lowman. And in the Santa Cruz Mountains and mount diablo in the east bay , both reporting an inch and 8 10 and still coming down. We will see again all this activity until at least sunday. Thats why were seeing such a huge snow maker in the sierra. And we are also getting in on the action with the thunderstorm activity. And you can see all that lightning there that is moving across the state. If we move in a little bit closer here, we still have pockets of moderate rain reported right there. It looks like an ocean beach. And then in through the bay and off towards the east. This is going to continue for the evening hours. We expect moderate to heavy rain at times. The winds are gusting anywhere. From 30 to 50mph. And so it is just a wet, windy one out there in the sierra snow levels. We are about 5000ft, but well continue to drop again all the way down below 2000ft, which means were likely to get a dusting of snow as well. Now for us, the wind advisory goes until tomorrow morning for our coast, our hills, our east bay valley could see winds gusting about 55mph. Those low snow levels expected to arrive during the weekend as well and take a look at all the accumulations still expected in the sierra after receiving 1 to 2ft, all ready now for us to about 2000ft. We may see a dusting all the way down to 1500ft. Maybe a rain snow mix. But the futurecast model here tomorrow morning it looks like we get a bit of a break, but then it ramps up again into the afternoon. Heres a look at sunday morning where the scattered showers will continue to taper off temperature wise. Its going to be cool out there. So this has been topping weather headlines over the past couple of days. The blizzard warning is in place until 10 00 tomorrow morning, as you have been hearing about the whiteout conditions and the dangerous to impossible travel conditions over the summit. These are some of the snow totals over the past 24 hours. You can see from thursday afternoon through friday afternoon and theyre around 14 to 15 to 20in.
