Well, you can now report car break ins as they happen in the city of oakland through a direct message on social media. The Police Department launched new social media accounts as a way to try something different. Ctvs james torres explains why police need your help to make it work. Car break ins in oakland have gone up 36 since last year. Police say more than 11,000 reported so far this year. These burglaries are negatively affect all of us. The Ripple Effect has led to people hesitating to patronize our businesses, restaurants, shops and visit venues within the city of oakland again. As a result, at the decrease in revenue has led to businesses suffering financial hardships, and businesses have had to close. Thats why they are launching this. The handle at oakland auto burg. They say if you see a car breakin happening , hit the direct message button and send them details. Officers say try to give a description of the criminal. Add in some information about the victims car license plate numbers as well. And if its safe, snag a photo or video and pass it along. Were going to have staff monitoring the platforms and theyll be able to relay the intelligence or the information to our surveillance teams that were going to have in the city. This is just a trial run. These accounts will only last throughout the weekend. But officers want to see if a different approach can help criminals park, break a window or steal and move on. Most of the time, in less than 10s. Police say theyre able to move so fast because investigators think these thieves have technology that can help detect which cars have electronics in them. So to catch a criminal, they need a little bit of luck to be in the right place at the right time. This Pilot Program will try to change that by the time they get the dial tone for the phone starts ringing, the cars already gone. It could be breaking into another car. So what we realize is we have to be creative. Think outside of the box and look at ways where we can get the information or the intel of whos doing these crimes at a much rapid pace, almost instantaneous, because this is a pilot. The Police Department will deactivate the x and instagram accounts at the end of the weekend unless officers feel this is making enough of a big difference. But they say this is meant for just reporting purposes and they ask anyone, if you see a break in happening, do not engage with the criminals. For example, the shooter walks in, you see someone walk in with a rifle, not a single shot has been fired. His plan is a small change to a state law. Ctvs kristian captain explains the loophole lawmakers want to close. San francisco leaders say reports of auto breakins are down by 10 this year over last. Still, an astonishing 15,000 car breakins have been reported so far in 2023. San Francisco State senator scott wiener announced he will introduce a bill aimed at changing all that by making a small change. This is a harmful crime. Um, and we want to make sure that our Law Enforcement have the tools that they need to address it. The way it works now is that prosecutors are required to prove that a vehicle was locked at the time of a car break in, even if thieves broke a window. San francisco District Attorney Brooke Jenkins says even if prosecutors have witnesses or video of a suspect breaking into a vehicle, they still have to prove that it was locked at the time. But without having an individual who owns the car or possesses the car, say that they lock the doors as would be required to dismiss a case or see that case be dismissed by a judge, prosecute, say that makes no sense under the proposed bill. Prosecutors would no longer need those witnesses to testify, so we wont need the victims or the possessors of those cars to say anything on that issue whatsoever, which very well could lead to us not needing their testimony whatsoever. Mayor london breed sponsored the bill and says auto breakins are not victimless crimes. They harm the vehicles owner. The citys reputation and the citys economy all at the same time. Ultimately we want to make sure that San Francisco is a safe city, but also we want to make sure that these crimes that impact the quality of life dont continue in the way that they have. Senator wiener, plans on introducing the bill in january when the legislature reconvenes, the senator tells us that this is the third time hes introduced the bill since 2018. And again in 2019. The last two times it died in committee. But the senator says he believes this time there is strong support for the bill and he has high hopes it will reach the governors desk in San Francisco. The brothers grimm themed gathering runs from 4 to 9 tonight, coming up, as the war between israel and hamas intensifies misinformation continues to spread. Bay area experts weigh in on some of the most viral posts that are making the rounds online. And dry breezy conditions expected for your bay area weekend. Thats going to increase fire danger for the bay area. Have a better look at what you can expect for you neighborhood coming up ktvu. Jana katsuyama spoke with experts about what theyre seeing in the way of false information spreading online and their best advice on how to know if statements, pictures and video are the real thing. As the israelhamas war is being waged on the ground and in the air, another battle is raging online and on social media. In the war, to win over hearts and minds, the spread of misinformation and disinformation has exploded. There are a lot of fake images generated by ai. There are a lot of fake audios, fake videos, fake tweets, things coming from peoples video games, posting video game screenshots. Hany farid is a uc berkeley professor of Computer Science who researches fake content. This is categorically different than what we saw in terms of mis and disinformation and generative ai. Two years ago. And that shows you how fast the technology is developing. Since october seventh, when hamas attacked israel. Graphic and emotionally charged images and assertions have gone viral on social media. News Fact Checkers have been working to research and debunk fake posts, but experts say the speed of sharing , retweeting and reposting content makes correcting fake content extremely difficult. And i think this is really the most nefarious problem we are facing in the age of generative ai is people suddenly dont know what to trust. One of those posts, such as early claims that hamas beheaded 40 babies, has been found by news Fact Checkers to be a misrepresentation of one journalists statements and so fareed says when israel later did post two photos of babies killed in the attack, the conversation was not about what was in the image. The conversation was about the dispute of whether its real or fake. Even if 1 of the images, the audio and the video and the tweets are fake, it poisons everything. Other examples have included a fake white house memo claiming aid to israel and an old video that was altered with a false claim that north koreans president blamed President Biden for the war and video of purported explosions that actually came from video games. Its something that social Media Companies should be making a number one priority. Corynne mcsherry, legal director of the Electronic Frontier foundation, says to effectively monitor content social Media Companies need to hire more people with the Language Skills and cultural knowledge to make informed decisions. They want engagement as they say, and inflammatory rhetoric gets engagement out. So the other problem is that there are Business Models that are built on kind of dangerous speech. Fareed says new technology could be implemented with devices that can authenticate the date and location of images and audio. The technology is there, but it hasnt been fully deployed, and it has to be deployed in two ways. One is we need the boots on the ground using this technology. That means it has to be in the devices. But then we also need the social Media Companies to respect those cryptographic signatures so we know what we can trust.
