Its expected that the bay area would be well represented on the latest list of the 25 most expensive places to livetrl locations may surprise you. Well, San Francisco is six. Thats not surprising. Santa rosa comes in at eighth. The Vallejo Fairfield area ranked 10th. Thats more costly than new york city and boston. San jose was 14th. Us news and world report compiled this list. Its based on the median gross rent annual housing costs, quality of life affordability and job market. Welcome to the nine. That list did surprise me. I wouldnt necessarily think, for example, vallejo would be more important, more expensive than new york city. I still find it pretty, pretty difficult to believe that to be the case. You know, id have to dig more into the methodology behind all of this to figure that out, because , you know, its one of the more affordable areas to in the bay area, in the bay area, right now. So how is that more expensive than than new york . The only thing i can think of and i havent like dug into the study, but if youre looking at Jobs Available and youre looking at jobs in in vallejo, lets just say maybe you live in vallejo, but you work in Silicon Valley and make all that good tech money. Right . But if youre looking at Jobs Available in vallejo, are they those multiple six figure jobs and the thing is, i dont know. But but like in new york and boston, you could, im assuming, make 250, 300. So i think its i understand why were a little suspicious. And its always good to be a little suspicious. But i think it might have to do with the Jobs Available in that city. A lot of people dont live in the city. They work in, right . I mean, look, we report on people driving in from Mountain House and they you know, they live in Mountain House and they work in mountain view. Yeah. You know, you have an hour and a half commute, but youre making that big tech money. So maybe its maybe its based on the salaries, like you said, around the area. So we would have to dig in. Thats only worsening in oakland and other big cities happening today, Oakland Police are turning to a social media tactic to help curb car break ins. Ktvu reporter james torres here with why police say its trying time to try something new. James gasia. Im going to welcome you to my whiteboard classroom here to help you try to understand some of the details and information that the Oakland Police department are telling us. They have told us this week so far that car break ins have increased about 36. When you compare this time this year to last year and they say about six months ago. To give you an idea how bad this has gotten, about 5300 car break ins were reported a month. They say theyve gotten this number down to about 1000 a month. When we talk today. But so far, this year, they say now we have seen 11,000 car break ins in total. And this is why they say that this is much a problem here and thats why they want to introduce you to this this handled here is something you want to memorize for pretty much of the weekend at oakland auto burg. And they say if you see a car break in happening, you can hit that direct message button and send them the details. Heres what officers are looking for. Details like a description of the criminal, maybe information about the victims car, where its all happening, license plate numbers, if you see them and if its safe, snag a photo or video and pass it along. Were going to have staff monitoring the platforms and theyll be able to relay the intelligence or the information to our surveillance teams that were going to have in the city. Well, this is just a trial run for now. These accounts will only last throughout the weekend, but officers want to see if a different approach would help officers say these criminals park, break a window, steal and then move on. Most of the time in less than 10s. So officers are saying that because these people are able to move fast, they know that investigators think these thieves might have some technology that can help detect them. Which cars have electronics in them. So to catch a criminal, they need to have a little bit of luck to be in the right place at the right time. This Pilot Program will try to change that by the time they get the dial tone for the phone starts ringing. The cars already gone. It could be breaking into another car. So what we realize is we have to be creative. Think outside of the box and look at ways where we can get the information or the intelligence of whos doing these crimes at a much rapid pace almost instantaneously, because this is just considered a Pilot Program for now, the Police Department will deactivate the x and instagram accounts at the end of the weekend unless officers feel this is making enough of a difference. They say this is just meant for reporting purposes. They ask anyone if you see a car break in happening, do not engage with those criminals. Its likely more often than not, they are armed. Legal experts point out loopholes in state and federal laws can often allow someone suffering a Mental Health crisis to gain access to deadly weapons. Pleasure we will talk about active shooter protocol in a second. But first, lets focus on the search for the accused killer in maine. That state is one of the most heavily wooded, remote states in the country. What does the search look like . And is it a digital search as well as a physical effort right now . Well, yeah, of course, theyre going to go through all the social media. Theyre going to go through his computer. They have his phone already in their possession right now. Was commenting on this earlier. The fact that the car was abandoned by a boat launch suggests possibility that he took to the river. The river is a long i mean, thats thats a fantastic way for him to have traveled a great deal of or make up a great deal of ground overnight under acted. So what i would expect them to be doing in addition to searching the area around the lake and diving into the lake, theyre probably also going to make a determination as to whether he had a boat or whether any boats were missing. And then in addition to that, youre going to get access to two trail cams and youll find like a lot of the river areas will have river cams where people just people just who live nearby have a have a video just so they can enjoy a video of the river. So theyre going to scour all that and see if in the middle of the night or after the shooting, which would have been, you know, in the actually late evening, whether there was actually any movement down river. I assume that investigators and police are preparing for anything and everything once they confront him to know that hes someone whos accused of doing such horrible acts already, has now been on the run for two days. Talk to me about how this might end and what officers are preparing for acting on the assumption that he is suffering paranoid delusions and he is under the impression that people are after him. I would expect it to end badly. While youre searching, anytime youre moving in, any sort of any sort of situation where youre hunting for an individual who has already killed people, thats a thats an thats an extraordinary risk. So now youre in a wooded area where the subject could have access to. Well, he will have access to cover and concealment. Youre approaching and your movement is definitely going to be heard. So the shooter is going to know youre there before you know hes there. So thats the danger. Every every step forward is a possibility of encountering rifle fire. Yeah, its very dangerous work. Very dangerous work. Lets talk a little bit here about the personal aspect. We had a chat in the studio earlier this morning. We you know, we all do the thing where if we go into a movie theater, we find our seat and we say, okay, wheres the closest exit . When i was growing up, we never did that right . Other than find your closest exit, be aware of your surroundings. Whats your best training when it comes to preparing for an active shooter incident . Right. Okay. So your are exactly right. The first thing you do if youre in for example, in this case, a bar grill or bowling alley, you find the available exits. Then you should do do this as a matter of course, anywhere you go, if youre out out to dinner with your significant other or family, just sit down where the exits. Thats just pro forma. You should do that every time the theres only three options with respect to active shooter response and that is avoid barricade confront so youre in a public area for example the moment you become aware of the presence of an active shooter, you have those three choices. And usually one of the three is immediately removed. For example , the shooter walks in, you see someone walk in with a rifle, not a single shots been fired. The confront part is not necessary yet because hes not the shooter is not in proximity to your location. So now youre either left with avoiding or barricading. How close are you to an exit . Can i get to the exit without inviting rifle fire . If i. If i try to exit . Do i know exactly where the shooter is . So im not going towards danger if youre not able to get out, look for a place to barricade, look to get behind cover. Then maybe theres a bathroom, maybe theres an office space. Maybe theres some place you can get in and not just hide. Try to secure yourself against entry and doesnt have to last long. These instant, these incidents are very, very rapid developing and usually over between 2 and 5 minutes, 70 of the time. If god forbid, the shooter is in your proximity and your choice is left between do nothing or get shot, you do the best you can to try to attack the shooter. And that should be everyone in the location throwing things, attacking with their hands. If youre armed, engage the shooter. I dont know whether in maine, for example, has very, very liberal carry laws. Im just very surprised that no one in that in that either establishment had a firearm unless they were posted, which is possible. So those are the things you would do. Abc avoid barricade or confront the shooter . Well, let me ask you, david, in just the seconds we have left, we heard people speaking the morning after the attack, neighbors saying, i guess ill have to lock my doors now. I think we heard the governor say this is known as one of the safest states in the country. I have neighbors who say, oh, we dont lock the door. You know, were okay. Should any of us be thinking like that in this day and age, no matter where we live . Lock your doors. I mean, theres no yes, we all hope that our community is safe. We all hope that things end well. A new task force will investigate opioid linked deaths in San Francisco. Its a partnership between Governor Newsom and San Francisco leaders. The joint Enforcement Task force will investigate opioid deaths in the city and hold drug traffickers accountable. Mayor london breed says people who traffic fentanyl must be put on notice that pushing this drug could lead to homicide charges. The federal government is launching a new strategy to try and combat the fentanyl crisis. Us customs and Border Protection says the plan is to target the materials used to make the drug. Officials say agents will work with the Postal Service and shipping companies to track down suspicious goods. The new strategy is being launched in San Francisco. Los angeles and portland. New this morning, californias poverty rate increased in the first three months of the year. The Public Policy institute of california says the poverty rate increased from 11. 7 in 2021 to 13. 2 this year, as 5 million californians are living in poverty. The paper says she honked at the car and exited the freeway. The other car followed her. The traffic dispute somehow ended in gunfire. The girl was not hurt. The woman is expected to recover. Police say theyve made no arrests. Four masked men pulled off a robbery on a busy Southern California freeway after crashing into a drivers car. But anyways, if you are a pga customer, youre likely paying a whole lot more than the National Average for energy bills, a double the amount of the National Average actually. And i actually spoke to a woman out here today. She told me she lives in san lorenzo in a one bedroom apartment with no ac. Her pga bill is now almost 400, was i dont know what im going to do. Yeah, but we definitely need the heat. You know, were going to need heat. You know, were going to need to cook. So what can we do . We just have to make more cuts. Now, according to a new study done by the Public Advocate Office at the California Public Utilities Commission between january of 2021 and 2023, the average bill went up 52. The quarterly rates went up 38. And get this, rates have risen 92 in the last nine years. All of this as pga is asking to hike rates even higher. So why such a steep increase, you may be wondering. Well, according to the report, that wildfire mitigation Trans Mission and distribution investors and the rooftop Solar Incentives are three primary reasons for this increase. Now in a statement this morning, pga told ktvu that they are working to keep overall customer costs at or below assumed inflation between 2 and 4. They say we reduced our operating costs by 3 last year and currently managing 125 project company wide to further reduce those costs. That woman, addy i spoke to earlier said it is just not enough. She says the rate increases are not keeping up with salary increases here in the bay area. Now, of course, all of this as pga looks to hike those rates even higher.
