You all right . A lot of low clouds up above that. Up above. Its okay. You can take a look at the picture for yourself. And if you get some breaks. Hey, it looks nice. It does. There will be a lot of cloud cover coming in here, though. 5060 on the temps. A mild air mass, a lot of drizzle overnight. Now, if youre north here comes another band of clouds. If youre south, i think youll get more sun. So we overnight into early this morning drip drop drizzle morning fog drizzle some sun though a lot of clouds later, some rain to the north. But again, this is to forecast one south and one north. If youre south, you get more sun. If youre north, youll get more clouds. 6070s on the temps south here, 701. I dont know. Orinda richmond, where are you going . Highway 24. Steve is ridiculous. Yes, its horrible. Its very slow. Use another adjective. If you like. But lets take a look at it westbound. As you drive from walnut creek all the way up to the tunnel, it is slow. We had a long standing crash. They had to do an investigation. There was police activity. Oh, my goodness. 24 is slow, slow, slow. Trying to get to the tunnel. There was a crash eastbound that cleared up, but thats just the worst commute in the bay area. You can see how slow it is. 80 is vying for number two between hercules and berkeley and then the Richmond Bridge. We have two right lanes taken away as they are doing the final clearing stages of a deadly crash. Were going to hear about that in just a minute. What you need to know, though, is if you use the Richmond Bridge to get to marin, you need to leave the house early. Lets move on to the bay bridge that is backed up to the maze. And we had an earlier crash on that san mateo bridge approach. Thats very slow right now from hayward. Dumbarton bridge is okay so we just because of the wet weather, i think weve had kind of a very slow commute leave extra time. Its 702. Lets go back to the desk and more on that developing story at the Richmond Bridge as at least one person is dead after a big rig crashed into the tollbooth there late last night. Ktvu Amanda Quintana live this morning and says the collision started a fire that is. Go ahead, amanda. Yeah garcia so the cleanup is still happening here, but in just the last 30 minutes, we saw about 3 or 4 tow trucks leave with the remain of that big rig. So here this morning, weve been watching as those tow trucks were picking up the engine of that big rig. A lot of debris from that big rig, but most of that is gone now and theyre still trying to clean up here where the tollbooth is. Its kind of hard to see because of all of the equipment here. But when you get a look at that tollbooth, it is black. Its charred, really damaged from the fire. A lot of damage here because both the big rig and the tollbooth went up in flames. Now, this happened at ten last night and you could see those flames from the bridges, Traffic Camera crews were here putting out the fire and caltrans was diverting traffic. The coroner was then called to the scene here. The westbound lanes were closed for hours, but three of those lanes, these lanes here on the left, they were reopened overnight. Chp says the lanes on the right are closed indefinitely for repair work. Ive also been told that caltran crews are going to be out here this morning taking a look at that tollbooth and kind of trying to figure out what they do with it and how long that lane is going to be closed. But they say indefinitely right now, in terms of repair work there, we have seen chp stop traffic in the lanes that are open just temporarily for a few minutes this morning as the tow trucks kind of move back and forth forth to get in place, really just to pick up all of this debris and get it out of here. So that has happened a few times. Just so you know, if youre headed this way, this will probably affect your morning commute. So its something that you should be aware of. But in terms of the crash, there are still a lot of Unanswered Questions about what led to it, whether speeding or reckless driving was a factor. And there have also been talks of getting rid of bay area tollbooths since everything is electric, the booths arent really needed anymore, but the Toll Authority has said that work to remove them, that could happen in the next few years. But here on the Richmond Bridge, we wont see those toll booths actually gone until 2026. So right now were going to stay at the scene. But it seems like a lot of the actual big rig has been cleaned up still a lot of damage, though, to the tollbooth here and still those lanes are going to remain closed for a while here. The California Public Utilities Commission is set to meet next month to discuss that proposed settlement. Cal fire confirmed last year the fire started in butte county after a tree made contact with pga equipment at the dixie fire, the second largest in our states history. You also saw palestinian families carrying their belongings, walking along the damaged streets there. And later today, President Biden will make a speech showing us support for israel. But there are reports also from insiders that there are no plans yet to send in american troops. Now, heres what israeli Prime Minister Benjamin Netanyahu said about the future of this war. We didnt want this war. It was forced upon us in the most brutal and savage way. Israel will win this war. And when israel wins the entire civilized world wins. Now, the United States is already sent military aid to israel and talk to our key allies about the war. Were at least 1600 people, including 11 americans, have already been killed. And this morning, we found out that hamas is holding at least four americans hostage and one of them was born here in the bay area before he moved with his family to israel 15 years ago. His mother talked about the moment hamas attacked a Music Festival her son was attending. When hamas came in. After the gunfire settled down and said anyone who can walk, stand up and walk out, we are told that he was completely calm. I think he was probably in shock. And he got up and he walked out with five other people, young people from the Music Festival to young women, three other young men. They were put on a pickup truck and driven away by hamas. Now, israel says its fighter jets today hit more than 100 targets in gaza. They say that area thats being targeted is a hub for hamas. 187,000 people in gaza have been displaced, according to the United Nations outside of San Francisco city hall. A large crowd showed support for israel. Hundreds gathered. Hundreds gathered last night to hear speakers and say prayers for people trapped by the ongoing war. Rabbi Shimon Margolin, his friends and family still in the middle east. He and many others at the rally said this is a war started by terrorists, not the Palestinian People. Were standing against hamas because we want the world to realize that first and foremost, hamas is the biggest enemy of Palestinian People. Its just absolutely devastating. Its really hamas versus israel and unfortunate only so many civilians on the palestinian side and the israeli side are caught. Organizers say theyll continue to hold more demonstrations throughout this week. In the light of whats happened in israel and gaza and a song about nonviolence seems somewhat ridiculous, even laughable. But our prayers have always been for peace and end. The renewed fighting in gaza causing major concern for ordinary people on both sides whove lived for years with Political Tension and military attacks in including a man who lived in gaza city for five years. Its not like people woke up, you know, on saturday and decided you know, were going to go to war. Its this is something theres a buildup, theres a history. Its in the dna. And what were seeing today is linked it is linked organically to the last 75 years. He says people on both sides want peace, but theyre being divided by radical elements, which makes it harder to reach a solution on both sides can agree on and cant reach a peace unless the underlying conditions are just and livable all for everybody. What does that look like now experts in middle east history say even during calmer times, its tough to maintain a long term peace. But theres hope as long as both sides are willing to keep working at it. An Oakland Police committee assigned to finding candidates for the next police chief has issued a list of recommended nations. The names of seven applicants were submitted to the committee and lauren armstrong, the former Oakland Police chief, is on that list. He was fired in february by mayor xiang tao for allegedly mishandling misconduct charges against a police officer. Hour later, an independent report found the investigation that led to his firing was unreliable. So the traffic is caught right there. This is going to start affecting some of the other traffic heading south. I think some people are probably just going to bypass. You should bypass that bridge and use the dumbarton bridge instead. That would be much better for you. Lets get back to highway 24. Thats been a mess because of earlier crashes heading up to the tunnel. Dont be surprised by this. It is very, very slow. And of course, the Richmond Bridge, in case you havent heard, the Richmond Bridge has at least one lane blocked there because of a crash. Its a couple of lanes, actually. A deadly crash happened last night. So we have a long backup at the bay bridge. We havent even checked in with some of the more routine commutes. But im going to look at the san jose commute right now. And we do have some slowing here and there. Californias primary system allows the top two vote getters in march, regardless of their political party, to advance to the general election. Were working to find out new information about a man who was shot and killed by police in San Francisco after driving his car into the chinese consulate. That video, the violent incident on falling shortly after 3 00 yesterday. This happened in the area of gary boulevard and laguna street where that consulate is located. And a number of critical questions still need to be answered about this. Now this video posted on social media shows the chaotic scene on the edge of the fillmore district, San Francisco police opened fire and killed the driver of a blue honda civic who had crashed through the front door of that consulate. Investigators say the speeding car ended up in the lobby where several people were applying for visas so they could travel to china. I was shaking. I was i was like very, like scared. It was very like slightly traumatic. I heard a really loud bang. I thought it was like gunshots. But i turned to the left and there was smoke. No one inside the consulate was hurt. San Francisco Police and firefighters rushed the wounded suspect to the hospital in spite of the lifesaving efforts of the police officers, a firefighter, paramedics and personnel at the hospital. The suspect was later pronounced deceased. Well, so far police have not released any details about the suspect or the shooting, and they have not revealed any possible motive here. But several witnesses say the man killed here was carrying two knives. Police say there are multiple agencies involved in this investigation since the shooting happened inside the chinese consulate. And with all Police Shootings in San Francisco, the department will hold a town hall meeting on this incident within in the next ten days. Gasia andre senior, thank you. Several cable car passengers were hurt after the operator hit the brakes to avoid crashing into a vehicle on the tracks in San Francisco. Though the cable car was heading down washington street toward taylor, witnesses say the operator pulled the emergency brake to avoid hitting a car on the tracks. That wouldnt move. So he pulled whatever it was, the emergency brake. And when he all went flying, there were people standing in front of us and they both went off the side and pregnant lady sitting next to bob. Shes i think, still sitting over there. Theyre going to take her to the hospital. 14 people were evaluated by medics. Fire Officials Say six were taken to the hospital with minor injuries. Witnesses say the car on the tracks took off. All right, guys, here. Time is 721. Back to sal. There are too many things happening in our morning commute, particularly the san mateo bridge. Yeah, you know, cars are getting through again. Theyve let some cars get through from this crash right before the toll plaza on the san mateo bridge. So if you look at this, you say it looks not too bad. What youre not seeing is the traffic getting to this point. Now i see more and more cars getting through and that could be a good sign. Speaking of bridges, weve had, of course, the problem on the Richmond Bridge approach, where we have two right lanes closed because of a truck accident last night. Its a little better now that they have four lanes open, but it is backed up into richmond. Its kind of one of those days as you approach the Richmond Bridge and its going to be that way for the time being. And highway 24, the third headliner, im not sure which one is worse actually, but 24 is jammed solid. And from walnut creek to oakland, whats going to happen to 680 is its going to get slow if its not already. From concord to walnut creek, some people are going to divert and go down towards san ramon. This is not very good commute this morning. An active pattern for october, but mainly north. So theres two forecasts today, one south, more sun, one north, more clouds and maybe more rain. The jet stream is doing the bulk of it is staying up here right up in there. Were on the southern edge of it. Theres not a lot of support for it. But give this system credit. It did drag across this to the third front. Weve had that did produce some rain. So there are some breaks in the fog and increasing clouds, though, are already beginning to move into the picture to the north. Tilden park, i think was the winner 22 100. You can see where the line is being drawn, though. Theres going to be a lot of rain up on the north coast as a series of these systems continue to take aim at us, probably for about a week. I dont think therell be any change till about this time next week than it does look warmer. But watch all these systems just keep barreling in. Now, again, were on the southern edge of these, so we dont get much. We get a lot of cloud cover, but not a lot of rain unless youre on the north coast. This will continue all the way into at least sunday night or monday. Look at ukiah, almost an inch of rain there, an inch and a half eureka, redding, an inch of rain. I mean, thats fantastic news for the firefighting concerns and also the cooler temps. This week. They look to stay mainly in the 70s for most locations, some low clouds, some sun, mild lows. So clouds north with more drizzle or rain, but more sun to the south. So if youre down towards san jose and santa clara valley, itd be much nicer. Both of them are bad in fact, were going to touch on three. Steve didnt mention the Richmond Bridge. Lets start with highway 24. We had an earlier crash near the caldecott at traffic is backed up from walnut creek. Its improving a little. Not a lot. We are also talking about the whole east bay commute. Is slow part of it due to the wet weather. And we also do have on the Richmond Bridge, we have the two right lanes taken away because of a crash. San mateo bridge traffic is getting through after they had a crash near the toll plaza. It is backed up all the way to eight 8733. Lets go back to the desk and more on that developing story thats causing problems at the richmondsan. Rafael bridge. Sals been reporting on chp says the driver of a big rig was crashed after was killed after crashing into the toll plaza there. This was the scene just before 10 00 last night. Investigators say the big rig smashed into a toll booth and burst into flames. So far, no other injuries reported. And certainly the chp is still investigating. That crash shut down all westbound lanes of the bridge for more than 3. 5 hours. Right now. The two right lanes are still closed our time is now 734. Were hearing from americans who say their loved ones are missing in israel days after the war with hamas started. Ktvu ali rasmus is here in the studio now with the latest information from those families and the latest on the situation in israel right now. Good morning, ali. Good morning, dave. Well, there is a full scale siege of gaza underway right now. The Israeli Military has blocked all food, electricity and supplies from entering gaza. Representatives for hamas, meanwhile, have threatened to execute some of the hostages theyve taken if israeli airstrikes continue. And there is word of new israeli airstrikes this morning. We can show you a live picture right now. A look at gaza, where throughout the morning weve seen what looks like explosions here in this picture. This is a boat in gaza that apparently was the target of one of those airstrikes. You can see a big plume of black smoke coming from it and part of the boat on fire there. We have also seen other signs of explosions and fires also from gaza in the skyline there from these live pictures, we continue to monitor the latest information is that hamas has taken about 150 people as hostages, some of them young people who were at an outdoor Music Festival when the surprise attack happened. And some of them are american citizens. The parents of 23 year old hirsh goldberg, poland, who is originally from berkeley, say he was at that Music Festival when he and his friends came under attack by hamas militants. They fled to a bomb shelter. According to witnesses and survivors, that the family has spoken to. Hamas gunmen followed them into that bomb shelter as grenades were being thrown in. They were tossing them back out. That that time family members who spoke this morning live in jewish communities near the border with gaza and they experienced the deadly attack saturday morning. Here is how they described it. Hundreds of heavily armed, well organized terrorists walked rode, ran over the border with one object in mind, and that is to kill, maim and destroy civil life along the border. Im what is called a peacenik in israel, as many of the kibbutz members are in our area. But what weve witnessed, this kind of savagery, this kind of inhumanity must be stopped. A joint Statement Released overnight from President Biden and the leaders of france, italy, germany and the United Kingdom acknowledged the atrocities and condemned the violence, saying, quote, in recent days, the world watched in horror as Hamas Terrorists massacred families in their homes, slaughtered over 200 young people enjoying a Music Festival and kidnaped elderly women, children and entire families. All of us recognize the legitimate aspirations of the Palestinian People. Hamas does not represent those aspirations, and it offers nothing for the Palestinian People other than more terror and bloodshed, end quote. There were speakers who mourned the loss of lives and showed concern for people still being held as hostage. I thought about everyone who has lost, loved ones and the countless people who have been taken hostage and every person who has been gravely injured, and about the government who we now have to put our faith in, that they will be able to protect the people of israel and the coming days we come together tonight completely broken hearted and torn apart in anguish. These are dark days. These are dark days. God is weeping with us to let us turn to god for light and for strength. And let us turn to one another and that abandoned lafayette ended with a prayer for all of those whove been killed with the California State Capitol was lit up in the colors, blue and white, showing californias, quote, unwavering support for israel and its people. The Governors Office said it unequivocally condemns the attacks by Hamas Terrorists on israel and on innocent civilians. Kaiser Permanente Health Care workers are back at work after a three day strike last week and theyre warning there could be another walkout next month. The owner of the restaurant there was getting into her car when someone pulled up alongside and confronted her. Her employee tried to step in. And when he saw her getting mugged, but the robber then turned his attention on to him and opened fire. They took 4,000 from her. They beat her up real severely and they also heard the employee pretty badly. They tried to help. Oakland is a lawless city right now. A lot of crazy things are happening, but i applaud the individual to step up and try to save that womans life. Now, both of the victims are taken to a hospital for treatment and they are expected to recover. Santa clara county is testing a new program that allows Law Enforcement to increase or decrease bail for repeat criminal offenders. Santa clara county da and local Law Enforcement created the program. It allows officials to explain why a higher or lower bail would be a good option. Supporters say it will decrease the number of people who are arrested over and over again. Critics though, say theres no evidence higher bail amounts lead to better public safety. San mateo bridge is better after a crash near the toll plaza and you can see, though, its still very slow trying to get to it from hayward and the south bay is also very slow. My suggestion, if you can, would be to try and put the trip off until a little later. If you have any flexibility as you know, the sun is coming out, the roads are not as wet as they were and people are driving through. You might want to have a better midday commute if you can. 753. And you can see these systems, they come right to the right, to the bay area and then they tend to fall apart. Theres no cold air advection. Theres no jet stream support. Were on the southern end of all these. But theres your next system for monday night. After that, maybe well warm up. But you can take a look and see. Eureka, ukiah, santa rosa, north and redding. Thats not too shabby for october. South of that, very little, if any, just drizzle or light rain too. Its more show than go. But we had some pretty good drizzle overnight. So your two for tuesday does favor that forecast to the north versus the south. So look for clouds to the north, more sun to the south. Highs, though, staying around the 60s and also the 70s. San mateo bridge highway 24, Richmond Bridge, where are we going . I know. Well, lets start with 24 so we can kind of make a round robin here. Steve highway 24 is very slow because of a crash that happened much earlier this morning. It never recovered. And now 24 is backed up pretty solid from walnut creek all the way to the tunnel. It is getting a little better, but not much. If you can see. Look at the road sensors here. 680 is slow. Highway four is slow, 80 is a joke from hercules to berkeley and on the Richmond Bridge, we still have the two right lanes closed due to a crash that happened last night at about 10 00. Those lanes have been closed since then and for a while all the lanes were closed. Well find out more about that in a minute. San mateo bridge, that traffic looks okay, but we had an earlier crash near the toll plaza and of course, all the commutes are really heavy, especially that east bay commute between hayward and fremont. Thats just very, very slow. Its 803. Lets go back to the desk. Our table will go back to that issue. Just mentioning a moment ago on the richmond, san rafael bridge, one person is dead after a big rig crashed into a toll booth there. Ktvu Amanda Quintana joins us live from that bridge. Thats a collision started a fire and that ended up causing all westbound lanes to be shut down for hours. Amanda sal just said two lanes still remain shut down. We weve been here all morning watching the cleanup and really now that the light is out, weve been able to see more of this damage. So take a look at the signs. We could see kind of the fire damage. You see the signs at the top that usually say fast track or invoice. Its that one on the very right. Right. Look at that damage that we are seeing from the fire. So this morning, weve been here watching as multiple tow trucks were here picking up and taking away debris from that big rig. They picked up the engine and they had a larger charred piece of the big rig trailer and a lot of other debris that honestly was almost unrecognizable usable with all of the damage to it because that big rig and the toll booth, they both went up in flames after that crash. Now, this happened at ten last night and you could see those flames from the bridges Traffic Camera crews were here putting out the fire and caltrans was diverting traffic. The coroner was then called here to the scene in the westbound lanes were closed for hours. But right now we have four lanes open, open and the chp says the other two on the right are going to be closed indefinitely for repair work. They just opened up that fourth lane in the last maybe hour or so, but only three have been open. Now, it seems like traffic is flowing much better, but this could still affect your morning commute if you come this way. This is definitely something you should be aware of. But in terms of the crash, there are still a lot of Unanswered Questions about what led to the crash, whether speeding or reckless driving was a factor. The Toll Authority does have plans to get rid of all bay area toll booths since everything is electric now and the booths, they arent really needed anymore. But that wont be done for a few years, so it would be completed here on the Richmond Bridge in 2026. Weve been seeing a few glimpses of the actual toll booth as tow trucks move different trucks that are here move. But it is really, really damaged by that fire. Its hard to see now, but there is a lot of damage to that toll booth. So caltrans is out here. Theyre going to be looking at it, trying to get an idea of the damage and what can be done. Pga could be facing a 45 million fine for its role in starting the 2021 dixie fire. The California Public Utility Commission is set to meet next month to discuss that proposal settlement. Cal fire confirmed last year the fire started in butte county after a tree made contact with pga equipment. The dixie fire was the second largest wildfire in california history. Now later today, President Biden will make a speech showing us support for israel. But reports from insiders say there are no plans yet to send in american troops. Meantime im an Israeli Military official Just Announced that israels death toll from the hamas attacks has risen above 1000. Now, Prime Minister Benjamin Netanyahu says israel must defend itself. We didnt want this war. It was forced upon us in the most brutal and savage way. Israel will win this war. And when israel wins, the entire civilized world wins. The us has already sent military aid to israel and talked to key allies about the war, where at least 1600 people, including 11 americans, have already been killed. This morning weve learned that hamas is holding at least four americans hostage. One of them was born here in the bay area before he moved with his family to israel 15 years ago. His mother talked about the moment hamas attacked the Music Festival. Her son was attending. Hamas came in after the gunfire settled down and said anyone who can walk, stand up and walk out. We are told that he was completely calm. I think he was probably in shock and he got up and he walked out with five other people, all young people from the Music Festival to two young women, three other young men. They were put on a pickup truck and driven away by hamas. Now, within the last few hours or so, hamas fired a barrage of rockets from gaza into southern israel. It follows morning airstrikes by israel that targeted more than 100 hamas targets, 187,000 people in gaza have been displaced, according to the United Nations outside of San Francisco city hall. A large crowd showed up last night to show support for israel. Hundreds gathered to hear speakers and say prayers for people trapped in the ongoing war. Rabbi Shimon Margolin has family and friends still in the middle east, says hes one of many people who said this is a war started by terrorists, not the Palestinian People. Were standing against hamas because we want the world to realize that first and foremost, hamas is the biggest enemy of Palestinian People. Its just absolutely devastating. Its really hamas versus israel. And unfortunately, so many civilians on the palestinian side and the israeli side are caught. Organizers say theyll continue to hold more demonstrations throughout this week. Rock group u2 paid tribute to the hundreds of People Killed by terrorists during a Music Festival in israel this past weekend. In the light of whats happened in in israel and gaza and a song about nonviolence seems as somewhat ridiculous, even laughable. But our prayers have always been for peace and the band performed a new version of its classic song, pride in the name of love, during its concert in las vegas sunday night, the lead singer bono, said u2 wanted to express its sadness and outrage over the deaths of innocent fans who simply wanted to enjoy an outdoor concert. The renewed conflict in gaza is causing great concern for ordinary people on both sides who have lived for years of Political Tensions and military attacks. And that includes one man who lived in gaza city for five years. Its not like people woke up, you know, on saturday and decided, you know, were going to go to war. Its this is something theres a buildup, theres a history. Its in the dna and what were seeing today is linked, is linked organically to the last 75 years. Salem angelone says this is just the latest round in the ongoing fight for palestinians to secure what they see as their homeland. And he says people on both sides want peace, but they are being divided by racial elements and that makes it much more difficult to reach a solution. Both sides can live with, cant reach a peace, an unless the underlying conditions are just and livable for everybody. As for everybody, for israelis, for palestinians, what does that look like, at least history experts say even during calmer times, its been difficult to maintain a long term peace. But theres hope as long as both sides are willing to keep working at it. An Oakland Police committee assigned to find candidates for the next police chief has a list of recommendations. The names of seven applicants were submitted by the committee, including the name of lauren armstrong, the former opd chief. Armstrong was fired in february by mayor shengtao for allegedly mishandling misconduct charges against a police officer. The gop will hold a candidate Forum Tonight where candidates will make their pitch on why they should replace Kevin Mccarthy as House Speaker. There will be a vote tomorrow night to see if anyone has close to or the 218 votes necessary to get that speakership. The House Speaker is needed to approve legislation such as humanitarian aid to israel, a push to require independent redistricting commissions across the state has been vetoed by the governor. The bill would have taken away redistricting power from elected officials in many large cities and counties. The governor said the proposal to create those commissions could cost the state tens of millions of dollars. Advocates argue it would help prevent elected officials from manipulating district boundaries to benefit a particular political party. The Investigation Continues into a violent incident inside the chinese consulate in San Francisco. Police in fact, shot and killed the driver of a car that crashed through the front door of the consulate. Video posted on social media shows a chaotic scene at the consulate located at laguna and gary. Investigators say the car crashed into the lobby while people were inside applying for visas. Theyre going to take her to the hospital. 14 people were evaluated by medics. Fire Officials Say six people were taken to the hospital with minor injuries. Heres something on eastbound 580 getting out from Castro Valley on the way over to dublin. An unusual backup because of a crash near eden canyon road. Hollywood writers have overwhelmingly agreed to a new labor deal with hollywood studios. Union Officials Say almost all of its members voted in favor of the three year contract. The Writers Guild of america secured pay increases in each year of the deal. Lets go to the Richmond Bridge. Steve, the san mateo bridge is improving quickly. The Richmond Bridge still has taken it on the chin because of an earlier deadly crash that happened overnight. At one point, they had the entire bridge closed. But right now on the Richmond Bridge, in fact, if you can see the traffic here, you will see that traffic is going to be slow as you drive through. Its very slow from deep, rich and highway 24 still recovering from a crash earlier. Look at it there. Its backed up from walnut creek and the bay bridge toll plaza is slow. San mateo bridge recovering 832. Lets get back to the headlines. The number of People Killed in the four day israelpalestinian war is expected to rise. 1600 people have died in the fighting so far. Israeli airstrikes continue to hit the gaza strip in retaliation for a surprise attack saturday morning that killed hundreds of israeli civilians. Ktvu ali rasmus been monitoring the latest developments here. Back in studio for an update. Ali garcia, the Israeli Military has blocked all food, electricity, medicine, supplies from entering gaza. The un human rights chief says hes concerned about this siege, exacerbating what he calls an already dire humanitarian crisis in gaza and throughout that region. Lets show you a live picture that were looking at this morning. This is looking at the gaza skyline right now. It is pretty calm, but throughout the morning, we have seen what looks like explosions, guns at the city of gazas port. We did see a boat that was on fire hit by some of these israeli airstrikes that have resumed this morning, four days after the surprise attack by hamas. An israeli general reports that the number of israelis killed in that attack has now risen to more than a thousand people. While airstrikes in gaza have killed 830 people there. Now hamas controls gaza and the palestinian states. It has long been considered a terrorist organization by the us. On saturday, hamas gunmen launched a military invasion of communities and towns in the israeli border. At least 900 people have been killed in israel since saturday, including at least 11 americans. Among the dead, hundreds of people attending an outdoor Music Festival. When that attack happened, the parents of a man originally from berkeley, 23 year old hirsh goldberg, say their son was severely injured in that attack and was later, they believe, taken hostage by hamas gunmen. Terrorists came to the door. They were throwing grenades in and shooting machine guns. And we know that hirschs arm from the elbow down was severed. He tied a tourniquet around and with his shirt and hamas came in after the gunfire settled down and said anyone who can walk, stand up and walk out, we are told that he was completely calm. I think he was probably in shock. And he got up and he walked out with five other people, people he is a smiley, fun loving guy and people of all ages just gravitate towards him. And if you mentioned his name to his friends, his teachers, my friends, our friends, you mentioned his name. And people just smile. An official for the International Red cross says the organization has been in touch with both hamas and israeli officials about getting access to prisoners and hostages. But so far they have been unsuccessful. A joint Statement Released overnight from President Biden and the leaders of france, italy, germany and the United Kingdom acknowledged the atrocities, condemned the violence and vowed to help israel defend itself. It went on to say, quote, all of us recognize the legitimate aspirations of the Palestinian People and hamas does not represent those aspirations. And it offers nothing for the Palestinian People other than more terror and bloodshed, end quote. The Biden Administration vowed to send available weapons to israel. There was a gathering in lafayette last night where people showed their support for israel temple. Isaiah hosted the event. There were speakers who mourned the loss of lives and expressed concern for those still being held hostage. I thought about everyone who has lost loved ones and the countless people who have been taken hostage and every person who has been gravely injured, and about the government who we now have to put our faith in, that they will be able to protect the people of israel and the coming days we come together tonight completely brokenhearted and torn apart in anguish. These are dark days. These are dark days. God is weeping with us to let us turn to god for light and for strength. And let us turn to one another. Well, this event ended with a prayer for all those who had been killed. The California State Capitol was lit up in the colors, blue and white, to show californias, quote, unwavering support for israel and its people. The Governors Office says it, quote, unequivocally condemns the attacks by Hamas Terrorists on israel and innocent civilians. Kaiser Permanente Health Care workers are warning there could be another strike next month. Thousands of workers across the country remain concerned about what they call unsafe staffing levels. They also say kaisers medical system is violating labor laws. The workers say if a deal isnt reached, theyll walk out again. November 1st, kaiser released a statement this morning saying theyre set to return to the bargaining table on thursday, and kaiser is committed to reaching an agreement that is good for the employees. A survey puts the number of homeless in Santa Clara County at more than 10,000. San jose mayor matt mehan wants to declare an official homeless shelter crisis an emergency hoping to fast track housing projects. Now mayor mehan joins us this morning as part of our regular talks with some of the bay areas top leaders. Mayor, thank you for joining us this morning. We appreciate it. Thanks for having me, andre. Good morning. Good morning to you. Before we get to the issue of homelessness, which i know is very important to you, something youve been tackling for some time now, i want to begin with the issue that could directly affect many residents in san jose. Its been almost a month since you unsuccessfully objected to that 14. 5 pay raise for the 4500 city workers. Now, viva kaya. Sj. Its among the services that saw cuts here. Vacant job eliminations as well. Mayor is there anything else that could be affected or cut because of this . Now that weve had a few weeks of breathing room that you can see, look back now and see whats going to be affected Going Forward . Yeah, thanks for checking in on that, andre. We have had to make cuts with this current budget, which was a balanced budget. So weve cut crossing guard rolls, rolls in traffic safety. It you mentioned programing. Some of our park activations and viva care. Weve also had to make cuts to our Office Budgets here at city council. Both the Mayors Office and the council members. So weve seen modest cuts, a couple Million Dollars this year. My real concern is the impact in years two and three of the contract. When the gap grows and were not cutting 2 million, were potentially cutting 20 million worth of services that our residents rely on. Im also worried about the impact on our unfunded pension liabilities. Weve been through this before. Unforeseen tunately these unsustainable raises add another 60 million in unfunded liability cities. That is essentially debt that were pushing off to our kids and grandkids. And i just want City Government to live within its means and to maximize the impact of City Services for our residents. And i was pointing out the trade offs that we have to make because a dollar that we spend in one place is a dollar that we cant spend somewhere else, which means a reduction in services. In this case, unfortunately. And so let me just ask you real quick. So the crossing guard jobs that you mentioned, the it jobs, that is from the 2 million that you had to extract to get these raises that its ballpark. But yes, those those are current roles. This current budget was balanced. We created a budget. The council did by passing raises that by the way, i want to be clear. I supported about 85 of the raises because we could cover them with the current Budget Allocation we had set aside. I also supported doubling parental leave. I want our workers to be well compensated. My dad was in a union for 30 years, so i understand the importance of paying our workforce a fair wage. My concern is when we make commitments that create deficits and then force us to cut services often disproportionately impacting our most vulnerable residents. So yes, those cuts were this current budget. My bigger concern is looking down the road at the following years where those deficits are now projected to be much larger. Yeah, the long term Financial Impact here, something well have to keep an eye on. Mayor thank you for that. Also, another issue here, back to the homelessness issue. Youve been trying to solve here. Vta board voted to approve building housing for the homeless on a plot of land in North San Jose. When could we start seeing that property offering shelter and services for the homeless . Yes next year. So this was a great step forward. We were able to get our our partners over at vta. Thats a board i sit on to agree to allow the city to use a portion on of an empty field in North San Jose near a maintenance yard that vta operates for the 200 tiny homes that the state of california is delivering to san jose at no charge to san jose taxpayers. This is part of our overall strategy of Building Shelter quickly and cost effectively and then requiring that people come indoors. And so we expect to have these new units delivered from the state of california by the end of this calendar year at the latest early next year. And then we will do everything we can to turn them around and have them operating as as quickly as possible. But this will mean a warm, safe, dignified place for 200 people currently living outside in encampments. This is how were going to end the era of encampments. And im thrilled that we were able to secure this land lease to build these tiny homes all right. So vta is reportedly and correct me if im wrong here, there was a report that said its looking into whether a federal requirement to lease a land to the city at market rate can be waived. That could certainly help the citys bottom line, given the Current Situation that youre in, where does that stand . That would help. Were reaching out to our partners in the federal government to ask them to waive that requirement. This is an empty field that has sat empty for decades. Its underutilized public land. I think that all of our public agencies have a role to play in addressing this homelessness crisis. It is a crisis. I know thats the other topic you mentioned. If were going to treat it as such, were going to need every Public Agency to be willing to leverage underutilized land to build this basic, dignified shelter so we can get people off the streets faster and back to that issue you just mentioned, we talked about just a moment ago, the city is also working on a plan that details how it will keep the community safe. Can you share any details of that . Community safety plan that the city plans to put out . Well, my premise, andre, has been that we cant just call this a crisis case or an emergency rhetorically when we run for office, we need to actually act like it. If an earthquake had put a few thousand of our neighbors out on the streets, wed have fema trailers at the county fairgrounds within 72 hours and a safe base shelter for every person whos whos out there on the streets today. We just we have not mustered the political will to actually act as though it were a crisis, a natural disaster. I believe that we can build basic but safe and dignified shelter for every person on the streets today, especially by placing these tiny units on government owned land thats currently sitting empty, thats underutilized. And as we build that safe and dignified shelter, we need to require that our homeless neighbors come indoors and get access to supportive services. Thats a win win for the community, and we can do that with the resources at our disposal. Weve just lacked the political will to scale up that solution. San Jose City Council unanimously approved the creation of san jose power that is said, could save the city 15 to 25. Its in the explorator phase, so very early stages right now. How long could it take to become a reality here for the city . You made the key point there. We are exploring launching our own utility. We currently do power purchasing as a city, but the thing that has us concerned is that we have a housing and jobs. People who want to invest in our city, who are worried about how long its taking to hook up to the grid. So we think that its our responsibility to at least explore creating an alternative. We cant have our Economic Development constrained by p. G. A. And the state of the grid. We have to have a little more control over our own destiny. So were exploring whether or not a City Department can hook people up and electrify new development for jobs and housing faster. If we think we can do it faster and more cost effectively, i suspect the council will want to begin to go down that road and actually provide service ourselves. If we assess the situation and determine that we cant, then well just continue to work with our partners at pge and the cpuc and the state to try to improve the work that theyre already doing. Public spaces like this specifically targeting transit areas, bus stops, address the issue of graffiti and beautification. Those dollars are going out in real time. We dont have time. Its time to clean up this state. All the new funding is expected to help with 60 cleanup projects across the state. California students will now have access to more nutritious meals at school. The governor signed a bill that provides students with healthier food options that align with new federal guidelines on School Nutrition standards that are aimed at reducing sugar and salt in school meals. The options will be included as part of free meals at Public Schools across the state. Those healthier meals should be available starting in january. A new survey finds the vast majority of married women in heterosexual relationships are still taking their new husbands last name. Researchers say nearly 80 of them made that move. 14 kept their maiden name. A third of women whove never been married say they would change their last name.
