730. And thanks so much for joining me on this tuesday night. Im heather holmes. Under pressure to do more to prevent auto burglaries. Opd launched a special undercover operation and its already seeing results. Our crystal bailey is learning more now about the operation that netted seven people crystal, in just one day. Its part of heathers excuse me, oaklands auto burglary suppression operation. The undercover operation happened on september 28th. Oakland Police Caught seven people in the act on three separate occasions recovering three catalytic converters and two firearms and personal property. They were foot chases , the Police Helicopter searching suspects even rammed a Police Cruiser with a stolen car while trying to escape. There have been nearly 11,000 car burglaries in oakland this year up 41 since last year. Oakland pd is finding creative ways to combat crime. Im for all of us dont want to shop in oakland anymore. Dont want to eat out in oakland. We dont want to go even during the day to go to a restaurant. We dont want to park on the streets. Our goal is to significantly reduce this and get this problem under control so that people can come to the city and feel like they dont have to worry about their car getting broken into. They can go to a restaurant. They can go to two concert venues and not have that fear of their things being taken out of their car. Now, police are asking people not to engage with dangerous thieves in the act. They say they could have guns and in many cases, these are violent criminals to respond to public demand. Oakland pd funded six Police Academy fees this year to help with low staffing. They now have 12 foot patrol officers and as long as City Council Approves the city will install 300 new license plate readers within the next six weeks. And seven of those six suspects were charged by the district attorney. Chief jones tells me the operations will happen fairly regularly. Okay. Well im sure that they will, especially after the success that theyve seen this time. You mentioned, though, that some of those suspects actually tried ramming vehicles. Im guessing no officers were severely hurt here. Thankfully, nobody was injured. An officer. Yes. Had their suspect suspect was using a stolen car to ram into a cruiser. The police have actually used strategies to avoid use of force because this is not the first time its happened. And unfortunately, these are brazen individuals and police are asking anyone to stay far away from them. When you see them attempting to steal. Okay. But i guess the word is that more of these undercover operations are coming. All right. Crystal bailey, thank you. Well, oakland has also added foot patrols around the city. And mayor shengtao says its been successful in reducing crime. Last month, opd added officers to commercial districts, expanding to 12 officers and two sergeants. City leaders say the program started up again earlier this year and they want to add even more officers to this program. And we spoke with oakland mayor shengtao earlier today who said there have been positive results. There is going to be expansion. We are also working with the governor to get more support as well, too. But this is an ongoing effort and we are seeing positive results. And so, again, you know, were not going to take it anymore. Were not going to take the bit. Were not going to take the carjackings or whatever. Have you. Were taking this very seriously. The buck stops with me as oaklands mayor for now. Oakland is still without a police chief since the firing of Lauren Armstrong back in february. The Police Commission will attempt another vote on the recommendation to reinstate armstrong during its next meeting coming up on october 12th. It expects to provide a final list of candidate s to the mayor. The following week. New at 730 tonight, the two men convicted for shooting and killing oakland journalist Chauncey Bailey are reportedly seeking to be released from prison. The Bay Area News Group reports that yusuf bey, the fourth, and antoine mackey, both filed motions to have their 2011 murder convictions overturned. They were both sentenced to life without the possibility of parole for killing bailey in 2007, prosecutors say that yusuf bey held a grudge against bailey for covering his fathers child molestation case and the financial troubles of bays family business. Your black muslim bakery, the Alameda County das office filed responses opposing those motions. Also new at 730 tonight, Walnut Creek Police say officers interrupted a burglary in progress at the Louis Vuitton store and happened just before 430 this morning at the store there on broadway plaza. Police say officers were on the scene within just one minute of getting that call and saw roughly two dozen suspects attempting to burglarize the store. The suspects used a stolen land rover to crash through the front window to gain access. The suspects fled in four different cars. Its unclear how much merchandise was stolen. The fbi in San Francisco tonight is warning of a new scheme targeting bay area residents and others across the nation. Its called the phantom hacker scam. The fbi says the new twist is theres now a group of scammers in the scheme working together and playing several cast of characters. This group of criminals contacts older adults, either through text or email, to deceive them into thinking that foreign hackers have infiltrate their financial accounts. Some victims have reportedly lost their entire life savings to the scammers. We are seeing higher losses. Unfortunately, these people are cold and calculating , truly heartless, and they will take every single penny that a victim has. Special agent tripp says if you believe youve received a fraudulent email or text, you can. If you can, dont delete it. Call the authorities instead so that they can view the suspicious correspond agents in hopes of tracking down those hackers. San francisco public works officials now apologizing for this video. It has been it has gone viral. It shows a street inspector pushing over a hot dog vendors cart. The video was posted on social media and it shows the inspector running after that vendor and then toppling his cart. This happened on sunday. The person who posted the video said it happened near pier 39. Public works confirmed that this was during an enforcement operation version of unlicensed vending. San francisco public works, though, said in a statement, quote, that while we are still looking into what led up to that moment and the events that preceded it, we strive to treat members of the public with respect during permit enforcement operations. We train our employees in deescalation techniques with the goal of diffusing tense situations. They add that they will take appropriate action when the investigation is concluded. Contract talks continue in an effort to try to avoid that walkout. Employees are pushing for several things, including better pay to help with retention and increase Staffing Levels. One employee described long appointment wait times. Me myself had an appointment to get an exam that was i was being tested for something serious. It took me six months to get that exam done. So you can imagine what the patients are going through. Kaiser officials declined to comment about the negotiations or a possible settlement, but in a statement that they released yesterday, they said that a strike is not inevitable and not justified died, adding that its goal is to reach a fair and equitable agreement. While the state of unions is the focus of tonights ktvu in depth. And joining me tonight is art wheaton, director of labor studies at Cornell Universitys industrial and Labor Relations school. Nice to see you tonight. Boy, it seems like everyone is on strike or at least threatening to. Tell me why so many employees are angry right now. Well, theyve called it a long, hot summer and its turned into a long, hot fall. A lot of the employees are a lot of the Union Workers are upset that their wages have not kept up with inflation. So youre seeing quite a few different factors start to impact people saying everybodys price of food and other items have gone up. We need to make more money to do that. And in health care, theres other added pressures as well. Yeah. Do you think, though, that this has more to do than just about better wages . I think for the health care sector, absolutely. That its not just wages. We had some pretty big strikes here where im at in new york state with Health Care Workers. And the biggest one is Staffing Levels that they dont have enough employees. Theyre forcing a lot of the Health Care Workers to work additional hours. And as you heard on your segment, youre having people having to wait longer to get any kind of Health Care Appointments and getting taken care of. Yeah, so just this year, weve seen, of course, the riders guild go on strike. We have hollywood actors , we have the autoworkers and now the threat of these kaiser Union Employees across the country and here in the bay area, do you find that strikes strikers have a little bit more leverage right now . Yes, they do. And primarily its because youve had recent high inflation , which means they have legitimacy for their demands and you have very low unemployment. And a couple other factors is you have near all time high support for unions. So in the uaw strike, 78 of the public support the union as opposed to the auto companies. And i think youd see similar numbers for the people for the health care that theres really big public support to say we really do need to pay our workers more and now is the time with the labor market and the economy where they need to do it now before it softens. And okay, so do these strikes, though, work . Do they result in better wins at the bargaining table . They have in many cases. So you had a strike of avoided narrowly for ups, for the teamsters that they got an excellent contract. You had good contracts at john deere. You just got a settlement for the Writers Guild that was much higher than the initial offer. So the strikes and the threat of a strike has has really given workers a shot in the arm. And if you have the president of the United States standing on the picket line supporting the workers, it lets you know that youre not alone. There are other people in the community that support you. Okay, final question for you are when you talk about the length of a strike, does it really matter when it comes to negotiations, if its sort of a planned three day strike versus an open ended walkout in the case for health care . It shows you that they absolutely care about their their patients, that they dont want to be out for a long strike and have patient care diminished. They really do care about their job so that a short duration is enough to say, look , we need to get the attention you have me on tv talking about it, where if they werent voiced their disapproval, they may not get the result they want. So it adds pressure at the bargaining table, but they do not want it long and they do not want to hurt patient care. Thats why their striking is to improve it in the long run. Okay. Well, we will see what happens in regards to those kaiser employees once the clock strikes midnight later on. All right well the states care program has now started in seven counties, including San Francisco. Its designed to push people with schizophrenia or other severe Mental Illness into medical care and housing. Family members, First Responders and Behavioral Health professionals can now file a petition with the court for treatment for the person who they believe poses a threat to themselves or others. Earlier today on the floor, we talked with judge michael biggert. Hes supervising the care court in San Francisco. And he told us a care court judge will review the petition and then the county will create a voluntary plan for the person that includes Counseling Social Services and housing. The idea behind this is that the court and the Public Health officials , the Public Health treatment providers will build a relationship with the people who are responding to these petitions. And based on that relationship, we may be able to get some people to engage in the kind of treatment that they need. Well, the program is part of governor newsoms effort to reduce homelessness. Critics, though, have blasted this plan, saying its coercive and removing choices and forcing treatment. All right. Here we are starting off october on a rather warm note. One parking spot, in fact, will cost around 140,000 in operating costs, which is about 12,000 per month. Staff is closing seven locations in San Francisco by the end of the month. The cafe selected to close or primarily concentrate in the financial district as well as one location in nob hill. The stores will close on october 22nd. Starbucks says that it regularly evaluates store performance and retail footprint. All employees will be offered the chance to transfer to a different location. Starbucks also points out that it has recently opened or reopened three other locations downtown and has renovated four other cafes in the city. All right.
