Short lived leadership in the house this afternoon. Im Heather Holmes and im alex savage. A group of conservative republicans made good on their threat to oust the speaker. The office of speaker of the house of the United States house of representatives is hereby declared vacant today. This vote further plunges the house into chaos with tensions inside the Republican Party at an all time high. This rebellion was led by florida congressman matt gaetz. Kevin mccarthy is chaos. I think 33 trillion in debt is chaos. I think that facing a 2. 2 trillion annual deficit is chaos. The republicans are in the middle of a civil war that is causing chaos, dysfunction and extremism. Republican congressman Patrick Mchenry of North Carolina will now temporarily lead the house of representatives until a new speaker is elected. I want to bring in stephen wolper, politics professor at saint marys college. And boyd, professor, what a day. Mccarthy served as speaker for just 269 days. That is the second shortest for a speaker in us history. So the big question this afternoon, whats next now that hes out . That is the question. Where do we go from here . Do you have a small group of very far right ideas . Republicans who are willing to keep house from being able to do any business at all without enough votes to be able to actually decide who the next speaker will be . So i dont know what the Republican Party can do. There theyre the small number on the far right. Then there are much larger number of conservatives, but not as strongly conservative. And then there are republicans who were elected from districts that President Biden won when he ran for office. And so you have to find somebody who can get a majority of those because the democrats arent going to get them out of this predicament that they created for mean, with that being said, are there any clear candidates to replace mccarthy within the Republican Caucus that you see . And what about this notion that Kevin Mccarthy himself will try to win back the speakership . Is that an option, you think its an option , but its such a long shot. He just got voted out. So whats going to change . I dont know. The people who voted against him arent going to be persuaded suddenly that hes okay and there arent any obvious candidates who can appeal across this enormous divide that the republicans in the house are experiencing right now. So which means that they cant do business. The floor is basically now closed for business. And you recall we only have a little over 40 days for the Appropriations Bills to get passed that need to be passed to avert another crisis in terms of shutting down the federal government. Yeah, thats what i wanted to talk about, professor, is the timing of all of this because it does come after the House Speaker did work with democrats to try to come up with a stopgap measure to avoid that government shutdown. The fact that he was willing to work with democrats to have some sort of partnership, what does that say to you about how things look moving forward . Its totally unclear to anybody. I dont know anyone who knows how theyre going to work themselves out of this. We do know that there are a number of important appropriation bills that are ready to be acted on. But the conservative, extreme conservative wing wont vote for them. They want to see the federal government reduced to the size of a bath tub, i think. And so without their votes, they have to have democrats agree to support them. And then it has to be passable by the senate, which is controlled by the democrats and signed by a democratic president. So this is going to be another nail biter, i would say. Were going to come up to the brink of another shutdown unless the Republican Party can somehow find a way to come together. And based on what Kevin Mccarthy tried to do unsuccessfully, i dont see how thats going to happen. All right. Finally, professor, can you sort of help us put this historic day in some perspective here and help us understand the state of the Republican Party . How how severe would you say the divisions within this party are right now . Well they show up most vividly here in the house, but in the Republican Party at large, we know that theres a very strong base of support for donald trump. Thats pretty rock solid. But its not gotten above, i think, 40 roughly, of the republican electorate, which youd think if he was so far ahead of all his rivals that he would be at least over 50. But hes not. So that means that there is a very large percentage of the Republican Party in the electorate who are not particularly enthusiastic about trump, but nobody else has shown any signs of being able to challenge him. So there is not only the house thats fractured the Republican Party itself is in a real dilemma. And it doesnt bode well for the 24 election. I think its going to be a really a nail biter and a lot of ways in terms of how things are going to go. Yeah. Were going to have to leave it there. Appreciate you coming on to talk with us and well be following what happens next. There in congress. Thank you so much. Well, it could be the nations Largest Health care. Pickett, kaiser workers all across the country are now preparing to strike if no deal is reached by tonight. Patients relying on kaiser for their health care will likely see some disruptions come tomorrow. This comes as 75,000 Union Employees are prepared to walk off the job. Ktvu south bay reporter jesse gary joining us now live from south san jose with more on this story. Jesse, you have been monitoring the situation throughout the day. What is the latest, alex . A few minutes ago i wrapped up an interview with a member of the Union Negotiation team, and she tells me that the impasse between the two sides is now down to one issue. Unfortunately there is no movement on that lone issue, and a strike tomorrow is a certainty. Kaiser has not, you know, the executives have not listened to the frontline members, the frontline employees about this staffing crisis. And until they can, you know, come to the table at good faith and bargain with the rank and file members regarding the staffing crisis, we will not they it will not turn we will be striking tomorrow and glasper says shes worked for kaiser for 35 years and has never seen staffing shortages so extreme. She says patients usually wait 3 to 6 months for routine appointments. The two sides had been at odds over pay, Staffing Levels and retention of employees. Covid 19 worsened the situation. Now, 75,000 Union Workers across the country preparing to walk off their jobs for three days, starting tomorrow. Glasper says due to the current work conditions, the impact on patients will be negligible. It will be a great impact, but let me be honest here, it wouldnt be very much different with us being out as it would be us being in there. Thats how short we are. Kaiser officials declined to comment about negotiations or the possibility of a strike or settlement. In a statement from monday. They say a strike is not inevitable and it is certainly not justified. And our goal is to reach a fair and equitable agreement that strengthens Kaiser Permanente as a best place to work and ensures that the high quality care our members expect from us remains affordable and easy to access. End of statement. The strike is slated for three days, but there is the possibility that it could go longer or shorter if a settlement is reached. Guys and jesse, we talked about the union calling for the company for kaiser to address staffing shortages across the board. When they talk about increasing Staffing Levels, what exactly would that look like . Alex thats a great question. And the staffing that theyre talking about is not a small amount. Theyre looking for about 10,000 additional hires from Kaiser Permanente to bring them up to a sustainable level just where theyre not stretched so thin. And as you know from any company, its hard to find people and hard to hire people these days. So its unclear where the unions going to draw the line as far as how much staffing will will be needed or how much they will actually settle for. But for right now, theyre saying at least 10,000 new workers. Alex okay. All right, jesse. Gary live for us in south san jose, thank you. Well, this is the first week of the states new care court. Its part of a massive push by Governor Newsom to address the homelessness crisis. This system makes it easier for judges to move people with Mental Illness into treatment programs. The courts Pilot Program has now started in seven california counties, including San Francisco. The initiative allows family members, First Responders and Behavioral Health professionals to file a petition on behalf of a person who they believe poses a threat to either themselves or others. To be eligible, a person must be diagnosed with schizophrenia or other qualifying disorders. Character a judge then reviews the petition, and the county ultimately creates a voluntarily voluntary plan for that person, which includes counseling, social services and housing. Okay. For more now, we are joined by San Francisco superior court judge michael biegert, who is supervising the citys care Court Program. Thank you so much for being here, judge. This program, it just started yesterday day. So im wondering if anyone so far has submitted a petition to the court that we had one petition filed yesterday , and ive checked around with the other counties that are in that first cohort of counties that are piloting this program, and they received similar numbers. So not an overwhelming number lets talk, judge, if we can here about about the process here. You know, of someone who is close to a person who is dealing with Mental Illness files. This petition, what happens at that point . How do you review their eligibility and ultimately help to create a plan to get them the help that they need . Well the first thing i do is review the submission for whether it meets the statute , as you pointed out quite accurately, the statutes addressing a narrow, narrow framework of serious Mental Illness, schizophrenia or serious psychotic disorders. And they have to meet other criteria beyond that. So if thats evident from whats submitted, then we move forward. And if this is the information thats provided by somebody whos not in the department of Behavioral Health within San Franciscos department of Public Health, then we would i would submit an order to the department of Public Health informing them, hey, you need to prepare a report. Tell me whether this information is accurate. Tell me whether this person, in your professional opinion, meets criteria and then we would proceed at that point to have a hearing where we would bring the person in and try to engage them. And at that point, were trying to Start Building a relationship with the person. So that they will agree to the kind of treatment and care that they need and deserve. Okay. So, judge, once this treatment plan is in place, how will you determine if they are, in fact, adhering to the plan . Theyll be engaged with the Public Health department and we will have people report to the court from the Public Health department about how theyre doing, whether theyre engaging with the services that weve agreed to and theyve agreed to in the plan. And if they arent, well try to make adjustments to the plan. The basic idea here is that everybody is more likely to do things that are good for them if they feel like they were in control of the decision to do them and if they feel like they were part of the planning for what the treatment was going to be. And so, judge, what is your response to some of the critics of the care Courts Program who are worried that this is going to force Vulnerable People into treatment . They there isnt any force involved in the care Court Program from the idea behind this is that the court and the Public Health officials feels the Public Health treatment providers will build a relationship with the people who are responding to these petitions and based on that relationship, we may be able to get some people to engage in the kind of treatment that they need and that they wouldnt otherwise access if they didnt have. I would say the influence, yes, of the court, but not the force of the court. All right, judge, we really appreciate you taking the time to talk with us. As of this afternoon, Laphonza Butler is not only the sole black woman currently serving in the us senate. Shes only the third black female senator in history and historic moment on the floor of the us senate. I will. Congratulations Vice President kamala harris, the first black woman to represent california in the Upper Chamber, swearing in the second black woman in the role. Laphonza butler. Its a great day for california. Its a great day for democrats. Its a great day for black women. I know that our old colleague is looking down at this moment with pride. And now that her seat is in good hands, Governor Newsom appointed butler to finish the term of the late senator dianne feinstein, following through on a promise to pick a black woman. There are so many barriers that have existed to prevent lgbt folks and black folks and from entering the most, you kw , exclusive halls of power in the senate was one of those after the moment on the floor, she took the oath on her personal bible held by her wife, nikki lee. Butler is the first openly lgbtq person to represent california in the senate and the first black lesbian to serve in congress. Today, the senate takes another step towards fully reflecting our vibrant democracy working people, labor, of course, lgbt rights, lgbtq rights. Shes a mom. You know, im excited for our state. Debbie mesloh has known butler since 2010, when they worked together on vp harriss California Attorney general. When she says butler will bring to the job her experiences as a political consultant, labor leader and supporter of abortion rights. Lafond has been there. Laphonza is fought for people and shes not going to stop that going into the senate. Thats just going to give her more of a platform to be able to get things done. Butlers never held Elective Office and faced immediate criticism for currently living in maryland. Her staff says shes since reregister to vote in california. The question remains will she run for a full term next year . Her office said this week. Laphonza is focused on respecting and honoring senator feinsteins legacy and getting ready to serve the people of california in the senate. Her entry would complicate an already crowded field. We plan to partner with senator butler and we plan to continue backing barbara lee for senate think think we can do both . No, i dont believe she should. Each one putting together a Viable Campaign and to be airdropped into this is simply not fair. And by the way, i dont think many people know her. Now, senator butler doesnt have much time to answer the question. Thats on everyones mind. The deadline to run in the 2024 race is on december 8th, and obviously a lot of people, including those three democrats already in the race watching to see what she does, because she certainly has an advantage now. Biden appeared this morning in a delaware federal court. The three felony counts are related to a gun purchase from 2018. Hes charged with lying about his drug use on a form to buy the weapon, lying to an employee at the gun shop. And then illegally possessing the gun. Some republicans have accused the special counsel, david weiss, of moving too slowly on the case, an accusation attorney general Merrick Garland denies. David weiss is a long standing career prosecutor and he was appointed by mr. Trump as the United States attorney for the district of delaware. I promised at my nomination hearing that i would continue him on in that position. Todays plea comes just a few months after a deal with prosecutors fell apart. Over the past couple of years, there has been a dramatic increase in the number of books being challenged and ultimately removed from Public Libraries and School Libraries across the us. Most of the challenged books were written by or focused on people of color or lgbtq people. For more on what the San FranciscoPublic Library is doing for banned books week, were joined now by city librarian michael lambert. Michael, thank you for taking the time. We appreciate it. So whats going on at the San FranciscoPublic Library this week . How are you using this week to encourage people to push back against the banning of books in libraries and in schools . Thank you, alex. This is a critically important issue. Library workers. Library rs are under attack all across this country. And as you mentioned, authors and books by and about lgbtqia and or bipoc community are being censored and the library here in San Francisco and really all across the country, were raising awareness of this issue. Public libraries. We are committed to intellect, freedom and fighting, censorship. You talked about librarians being under attack across the country. Certainly we have heard those stories about librarians being being harassed over books that people find objectionable. How common is it for people to challenge books in the San FranciscoPublic Library . How often does it happen there . It does happen in and it really highlights the importance of intellectual freedom. It does cut both ways. You know, in our community, we weve had challenges to books about donald trump or by conservative authors. And that is the mission of the Public Library is to offer more information about the broad array of perspectives, gives access to all of the worlds knowledge and ideas. Lets talk for a moment about some of the events and the campaign that you have going on at the various branches of the Public Library in the city. One thing that stuck out to me is on saturday, youre hosting a panel of authors whose books have been either banned or censored in certain places. Why is this important, do you think, for people in the community to hear from these particular authors as well in our country . People people get to decide what they want to read. Parents get to help their children choose what they want to read. That is really foundational in our democracy and weve had so many events this week already. We had a training by pen america just this past saturday for High School Students on how to combat book banning. Weve got a number of other programs for youth and families, arts and crafts programs. And then the author panel, as you mentioned. But i was just walking through the main library today. They we have a display in our childrens area. Its the poem by Amanda Gorman that was banned in the state of florida. And were giving away free copies of that book in our fisher childrens center. We also have a fun book nook in our atrium where folks can sit down, read a banned book and take a selfie with our poster with all the banned books on display. All right. You know, what would you say to some of the parents who might be behind challenging some of these books across the country who might argue, look, you know, im just worried about my child seeing graphic, explicit content in in these books. And i think there should be a better system to warn parents about potentially objectionable content. What would you say to a parent like that . Well, librarians, library workers, we welcome those conversations. But what we dont want to do is have a small group of individuals in our community or conservative Legal Advocates deciding what the Broader Community gets to read. All right. Two Breast Cancer walks right here in the bay area. One is in San Francisco on october 22nd, the second in santa clara on the 28th. And earlier today, our Gasia Mikaelian spoke to olivia cantino with the American Cancer Society. Were super excited for our Breast Cancer awareness kickoff here and tomorrows power of pink day. So make sure that youre wearing pink and getting excited to join us in october. A lot of people will look forward to these walks. Theres a little bit of legwork we can do leading up to them to make sure that theyre as productive as possible. Absolutely. So we are fundraising for both of these walks to support the American Cancer Society. We are the only organization that integrates advocacy, patient support, and research to improve the lives of Cancer Patients and their families. So we are raising funds for that effort. And often ive been i have a friend or a neighbor or a coworker saying, hey, im doing the walk, can you sponsor me for someone who doesnt have a connection like that . I assume they can still give. For someone who looks at a topic as vast as Cancer Research and thinks, well, but whats my 50 going to do . What is my 50 going to do . Well like i said, the American Cancer Society is attacking cancer through advocacy, research and patient support. It this year in california, acs is funding 75 research grants, which is huge. But in order to continue funding that critical research, we need the support of the community. And thats why people can give to support Breast Cancer through making strides. Walk org does the American Cancer Society also help with sort of the day to day of health care for women . You know, every time i go to the doctor, i hate to pay the bills, but then i realize, wait a minute. Woman you have sick days. You have health insurance, you have a partner who can help you pick up the kids if youre not around. I mean, even with every benefit, sometimes it can feel difficult. But there are many people who dont have everything i just listed. Youre right. And the American Cancer Society is working to address that. Even our website, cancer. Org, has so much helpful information on rouz search and different screening guidelines and things like that. But were also providing free rides to treatment for people who might not be able to get there or or free lodging if someone has to stay away from their home to get the treatment that they need. Yeah, lets talk about just the awareness part of it. Ten years ago, nobody talked about mammograms in the newsroom. Let me tell you now with with all my friends in the newsroom, we say, hey, did you get yours . Im getting my next month. My mom just went, how much does that talk help. It helps so much. You dont know what you dont know. And as women or even men, for cancer screening, we need to be encouraging each other in our families and our loved ones to get screened. And so have a screening party, get your gals together and go out and get screened. It matters. And if we catch it early, we could save lives. And if you look at the people who we are honoring, bianca is the new leader in the community. So someone who is really leading by her example and with her work, mckinsey is really helping us to do identify and implement best practices in all our programs so that we remain innovative in what we do. And the kaplans have just been incredibly generous in helping us with our big new expansion into womens and childrens services. And thats really what that what youre really trying to focus on is this idea of growing and expanding with keeping women and children in mind. Talk about what Saint Anthonys is doing to make sure that women and children are housed and fed. You know, we have ten different programs and obviously almost all of them are available to women and children. But are we doing everything that we need to do to make them available and actually meet women and children where they are who just experience poverty and homelessness in a different way from how men experience that . And so we ask that questions and actually worked with our friends from mckinsey, looked at the data in the city, said what is available and what still needs to get done. And we identified a number of things to do in our own organization mission, but also the need for transitional shelter, which is something that we have followed through with the help of the kaplans. Yeah, talk a little bit really quickly about this renewed effort to help women and children and the Different Services or the new services that youre now offering. Well were doing something really revolution for the city now. We acquired a building, an old motel. Its called the oasis inn, and it has already served as a transitional shelter for women. And children. Its run by our friends from Providence Foundation. And together with the city, were cooperating. Saint anthonys has actually acquired this building and will be providing Services AlongsideProvidence Foundation to really demonstrate whats possible for women and children and those are the ones most in need or most vulnerable. And when they experience homelessness, its got to be short and its got to lead to a sustainable exit out of homelessness. Yeah, it certainly does. I was reading that about 6000 women experienced homelessness just last year. Its great what youre doing. Gil gershon gershon says growing up, he felt the frustration firsthand on seeing words on a page as a puzzle, struggling to read because of his dyslexia.
