Yes, seven republican candidates took part battling to get attention and battling to get airtime. Some of the attacks were directed at donald trump, the leading republican candidate who was not there. Ktvu political reporter greg lee has that story. Seven republican president ial hopefuls took the debate stage in Southern California at the Ronald Reagan president ial library at the second debate. The economy again front and center as candidates targeted President Bidens policies and his visit to striking autoworkers as joe biden doesnt belong on a picket line. He belongs on the unemployed line. Biden has failed. Wages are not keeping up with inflation. Biden showed up on that picket line. But why are those workers actually there . Its because of all of the spending that he has pushed through in the economy thats raised the inflation. The reason why people are striking in detroit is because joe bidens interference with Capital Markets and with free markets for the second time. Former president trump, whos leading the polls by more than 40 points, skipped the debate. Some of the candidates, including second in the polls, ron desantis wasted no time in slamming him. Donald trump is missing in action. He should be on this stage tonight. He owes it to you to defend his record. Trump again, put on some counterprogramming speaking to autoworkers in michigan yesterday, joe biden came to michigan to pose for photos at the picket line. Com our time now 404 tonight at 630 at oakland city hall, oaklands Police Commission will hold a forum getting feedback from the public about what it wants in the next police chief. Now the city of oaklands been looking for a new Permanent Police chief since Leronne Armstrong was fired last february. The oakland naacp had been calling on the Police Commission to put armstrong at the top of its list of candidate seats, which they will submit to mayor shang tao, who will make the final decision. But complicating matters is the infighting within the Police Commission. Members are accusing each other of trying to intimidate one another and force their choice of candidates onto the other members of the commission. Well we now know that a freeway shooting yesterday morning in oakland caused the shutdown down of eastbound interstate 580. It happened just before 5 a. M. On eastbound interstate 580 near park boulevard. The chp says someone went to a hospital and said theyd been shot while driving on the freeway. Video here from the citizen app shows the road being closed down as the Police Search for evidence. Theres still no word about a suspect and the victim is being treated in the hospital and is expected to recover. Four people, including a teenager, are now in custody in connection to several robberies throughout oakland and berkeley. The suspects were arrested hours after several holdups near the cal campus. A Berkeley Police sergeant spotted the suspects in a stolen kia sorento and chased after them. The pursuit ended in east oakland near high street and carrington, where the four people were arrested, including a teenage boy. The adult suspects have been charged in the past with crimes that include car theft and stealing thousands of dollars in jewelry from the stoneridge mall in pleasanton. Im not that surprised that theres like robberies happening and stuff. Like i feel like we hear stories like all the time. It is frightening, especially like as like a woman and like that i do walk kind of like alone. Now, during the arrest, police recovered several guns. The Alameda County District Attorney is reviewing the case before formal charges are filed. And our time now, 407 in Solano County, police shot a man in fairfield whos accused of having a gun near a middle school. Now, around 115 yesterday afternoon, the Police Responded to calls about a man walking near Grange Middle School and he appeared to be holding a gun. That man was shot and was taken to a hospital. He is expected to recover. There are few details about what led up to the shooting and if a gun was found at the scene. Police going down the street knocking on doors and making sure nobody was in their backyard or nothing. So it was pretty shaky up for me. I had to call my neighbor, let my let my neighbor know what was going on. Now, Grange Middle School was on lockdown for about an hour during that Police Investigation today, Governor Newsom is expected to sign a bill into law to raise salaries for fast food workers. The Governors Office says he will hold a signing ceremony later this morning. The bill will establish a 20 an hour minimum wage for cooks and cashiers. It will also create a Fast Food Council and establish new standards for the fast food industry. And tarantinos the port of San Francisco starting the process of evicting the two resident restaurants along the waterfront reported the restaurant, though as much as 1. 4 million in unpaid rent. San francisco, bowie was 61. Now 60. Not a big drop, but a little bit t Half Moon Bay at 59 sfo 60. But san jose and Mountain View and menlo park are all down there. Petaluma is down there, santa rosa as well. So some 50s 60s on these temps here we find any 40s. Well yeah up in ukiah and also upper lake its close for sonoma fair fax lagunitas santa anselmo point rays all low 50s as well. Rohnert parks in there. Sebastopol, 5230s in the mountains. Alturas susanville, truckee, south. Lake tahoe. Mammoth. All in there. Ill tell you that that drop happened fast. We have this system thats to the north. Well get a nice day to day and then changes on the way as that first system drops in. It does look like the low is going to drop in and have a little more trajectory to the west, which would put some rain in the forecast here and maybe some high elevation snow around 7500ft or so. But seeing around a quarter of an inch. Santa rosa, sacramento after that system looks like it weakens. But still, its going to be a cooler breezy to windy pattern with some rain on saturday. License plate readers to fight crime. But ktvu has found they may not be a deterrent to crime. This morning, ktvu brooks jarocz investigates to see if its a Cost Effective solution or just a false sense of security. You may not see them, but theyre capturing every car thats rolling in and out of piedmont. Theres 39in the city. Police chief Jeremy Bowers says automated license plate readers are scanning and photographing stolen cars every single day. Immediately sending alerts to the citys dispatch center. Theyll confirm that its still a wanted vehicle. Confirm that the image is accurate and then give that information to the officers. Again who will then respond in five, six high alert, south bound grand from rose silver spy on. Officers can move in in minutes in hopes of recovering the car and making an arrest. We know that sometimes were looking for that needle in the haystack. So thats exactly what the alpr technology is there to do to be a force multiplier, to help us identify those needle in a haystacks and deal with them. Since 2014, piedmont says the technology has led to 248 arrests, about 27 people, a year. But crime is going up. So are the vehicle thefts and scans, triggering an incident. But arrests attributed to license plate readers have remained steady. They are not a panacea. They are a tool. That tool is being emb cities. Plans to put more up, but do ey work, especially in places with high crime and departments that are understaffed or strapped for resources . Overall, the effectiveness is still in question. Public policy analyst Jonathan Hofer with the independent institute isnt convinced, pointing to a lack of leads from the cameras to solve cases. Theres not great Scientific Evidence that they are successful in increasing arrests, deterring vehicle theft. A 2010 study by George Mason University found license plate readers increased the likelihood of finding stolen cars, but not arrests. And charging suspects only happens in areas with a high concentration of cameras, each one costing thousands of dollars. You have to factor in installation costs, maintenance costs. This stuffs not cheap. And so we have to ask ourselves , do we want to divest our Police Resources into tools that may or may not help . Just months ago, Oakland Police shut off its license plate readers on dozens of cruisers and acknowledged last year they got no investigative leads from them, but recovered 34 cars. Research suggests that fixed cameras may be better for tracking vehicles. Oakland has now secured 1. 2 million in state funding so that we can get 300 cameras citywide. And this is the same camera system that piedmont is using. But piedmont is a city of 11,000 and hasnt seen a homicide since 1999. Ktvu surveyed several other cities to see if the license plate readers work or dont work. Vallejo says in two years, it has recovered 113 cars and made 116 arrests. San leandro is convinced plate readers work despite lacking data. They still need to be installed. Berkeley to spending hundreds of thousands to get cameras up and running. We have to be willing to try something different. We have to be willing to give technology a chance. Oakland city councilman Kevin Jenkins made a public pitch for the automated readers. With robberies spiking and carjacking skyrocketing, i have evidence that whats going on right now does not work. Oakland Police Data Shows close to 11,000 vehicles stolen just this year. Thats an average of 40 cars a day. A 15 year high. Jenkins says hell work on legislation to address privacy concerns while also pushing to get the department fully staffed. We have to be able to do walk and chew gum at the same time. We have to boost our technology and we also have to recruit, hoping more eyes coupled with more officers can curb crime and overcome some any odds. Brooks jarocz rose ktvu fox two news. Although as you drive by, you might see the flashing lights. Fire department has sent rescue teams to that area and apparently someone was hurt in this crash eastbound 80. It happened right at the University Avenue off ramp at chp, managed to move the vehicles out of the way. And westbound 80 so far does not seem to be affected by this. Well keep an eye on it for you. Weve also been looking at some of our faraway commutes like and by faraway i mean people who come in, lets say from the Central Valley and still looking pretty good from tracy all the way to livermore. So you may want to take advantage. Theres no slow traffic on highway four and on 680 were doing pretty well. So i like what i see here that only the only problem we have was that problem on 80. I mentioned westbound 80 looks pretty good getting into San Francisco via the bay bridge and all the bay area bridges are starting off doing very well. One way or the other here, i think think these are going to cool down. I think well get a northwest wind behind that over the weekend, which should drop those water temps 50s on most of the temps. Upper 50s low 50s temperatures east bay right at 50 though, for clayton pinole is down to 52. North dublin 53. Lafayette orinda in there as well. But mainly mid 50s. Theres not a big spread 34 bookends. Truckee and South Lake Tahoe. Itll chill up there 47 Crescent City to 64 in san diego and 70 and viva las vegas. The system is eventually going to start to dig down here. This system will move. See the key on all of this is that its going to do this and end up westward over us. And a teenager suffered a heart attack at a california school. Were going to hear from the girls parents who credit the community for saving her is recovering after surviving a heart attack at school. So scary. Her parents are crediting the quick actions of everyone at the school and the First Responders for saving her life. Now, 13 year old heather freely was in class last friday when she suddenly slumped over, fell off her chair and hit the ground. The principal cleared the classroom while a student called 911. The Schools Police resource officer started cpr. When paramedics arrived, they used a defibrillator to shock her heart. 24 hours later, we were she was able to wake up and move her eyes and respond. And she was moving her body parts. And we were just breaking down in tears and she was able to respond because nobody knew her condition. Now, heather was first taken to a local hospital before being airlifted to ucsf and then Childrens Hospital in San Francisco. Doctors are still working to determine the cause of her heart attack. But for now , her parents are just glad she got the help she needed. It was a village that came together to save her, and its a village thats keeping us strong. And its at of ways, students here are like my children, and ielieve, that one of the things we say here we talk about is being the frieler family. And thats not just something that we say just because it sounds nice or it looks good on a poster or anything like that, we say it because we mean it. Now, heathers father says in his job, he knows every second matters and says every one at the school, the First Responders and the hospital staff all Work Together there to save his daughters life. Livermores down to 52 and to the north a few 40s. Sonoma has dropped to 49 upper lake in uk and middletown in there as well. Point reyes station is now 48. Santa rosa looking at maybe a quarter of an inch or so. So i would think about a 10th or less for most locations. But up in the mountains, if youre going up there, itll be rain around lake level. But look at that, 43, 100 for South Lake Tahoe and susanville also was some pretty good rain, could be some thunderstorms. A significant cooler pattern drops in over the weekend before we get a rebound early next week, snow around the 8000 foot level. Now, there could be more than what what remember, some of the ground is still a little on the warm side so but what sticks looks to be around 2 to 4in. And im going with the guidance from the good folks at the Weather Service in reno. They know their backyard, 60s and 70s and 80s on the temps here. You may not see them, but there capturing every car thats rolling in and out of piedmont. Theres 39in the city police chief Jeremy Bowers says automated license plate readers are scanning and photographing stolen cars every single day. Immediately sending alerts to the citys dispatch center. Theyll confirm that its still a wanted vehicle. Confirm that the image is accurate and then give that information to the officers again who will then respond in five six high alert, southbound grand from rose silver scion. Officers can move in in minutes in hopes of recovering the car and making an arrest. We know that sometimes were looking for that needle in the haystack. So thats exactly what the alpr technology is there to do to be a force multiplier, to help us identify those needle in the haystack and deal with them. Since 2014, piedmont says the technology has led to 248 arrests, about 27 people a year. But crime is going up. So are the vehicle thefts and scans triggering an incident. But arrests attributed to license plate readers have remained steady. They are not a panacea. They are a tool. That tool is being embraced by the bay areas biggest cities. Plans to put more up, but do they work . Especially in places with high crime and departments that are understaffed or strapped for resources. Overall, the effectiveness is still in question. Public policy analyst Jonathan Hofer with the independent institute isnt convinced, pointing to a lack of leads from the cameras to solve cases. Theres not great Scientific Evidence that they are successful in increase arrests, deterring vehicle theft. A 2010 study by George Mason University found license plate readers increased the likelihood of finding stolen cars, but not arrests. And charging suspects only happens in areas with a high concentration of cameras, each one costing thousands of dollars. You have to factor in installation costs, maintenance costs. This stuffs not cheap. And so we have to ask ourselves , do we want to divest our Police Resources into tools that may or may not help just eight months ago, Oakland Police shut off its license plate readers on dozens of cruisers and acknowledged last year they got no investigative leads from them, but recovered 34 cars as research suggests, fixed cameras may be better for tracking vehicles. Oakland has now secured 1. 2 million in state funding, so that we can get 300 cameras citywide. And this is the same camera system that piedmont is using. But piedmont is a city of 11,000 and hasnt seen a homicide since 1999. Ktvu surveyed several other cities to see if the license plate readers work or dont work. Vallejo says in two years, it has recovered 113 cars and made 116 arrests. San leandro is convinced plate readers work despite lacking data. They still need to be installed. Berkeley to spending hundreds of thousands to get cameras up and running. We have to be willing to try something different. We have to be willing to give technology a chance. Oakland city councilman Kevin Jenkins made a public pitch for the automated readers. With robberies spiking and carjacking skyrocketing, i have evidence that whats going on right now does not work. Oakland Police Data Shows close to 11,000 vehicles stolen just this year. Thats an average of 42 cars a day. A 15 year high. Jenkins says hell work on legislation to address privacy concerns, while also pushing to get the department fully staffed. We have to be able to do walk and chew gum at the same time. We have to boost our technology and we also have to recruit, hoping more eyes coupled with more officers, can curb crime and overcome some any odds. Brooks rose ktvu fox two news. But when it takes it over a little more westward trajectory, thats why i think rain returns on saturday. Nothing too heavy, but the first system one earlier this week made it. Thats usually a good sign. I look for things like that that it make it or fall apart. It made it. And i think this next one will make it as well. When the paramedics arrived, they used a defibrillator to shock her heart. 24 hours later. We were she was able to wake up and move her eyes and respond. And she was moving her body parts and we were just breaking down in tears and she was able to respond because nobody knew her condition. Heather was first taken to a local hospital, but then airlifted to ucsf and then the Childrens Hospital in San Francisco. Doctors are still trying to determine the cause of her heart attack, but for now, her parents are just happy she received the help she needed. It was a village that came together to save her and its a village thats keeping us strong. And its a village thats going to get us through this. And a lot of ways, students here are like my children. Molly would participate in music therapy, aqua therapy, everything. And she just loved it. She couldnt, you know, vocalize how much she liked it. Now, this facility offers around the clock nursing care, meals, art, music, animal therapy and more family says dont have to pay a dime. The childrens house runs on grants and foundations. The owners of two historic restaurants in Fishermans Wharf were served eviction notices this week. Ktvu is ali rasmus joins us now with the other setback for a part of the city thats struggling to recover after the pandemic. Ali yeah, pam, those two restaurants, tarantinos around the corner from us here at Fishermans Wharf and fishermans grotto. Fishermans grotto, obviously also very well known in this popular part of town for tourists taking a step out of the way. You can see its still an operational restaurant. The food inspection sign on the door says it passed food inspection earlier this month. The lights are on and the bar inside, although its not going to be open for another few hours. But the future of this restaurant and the other one we mentioned are very uncertain. According to the San Francisco Business Times , the owners of both restaurants were served eviction notices because of a combined 1. 4 million owed in back rent. We can show you some video when ktvu was here when fishermans grotto last year started reopening for diners, they had people dining outside and welcoming back customers after it had been shut down during the pandemic. According to the San Francisco Business Times, both restaurants, tarantinos and fishermans grotto are owned by the same person, a man who also owns tommys joint. Here in the city, fishermen grotto has a long history here in San Francisco and Fishermans Wharf. It opened back in 1935. Tarantinos opened in 1946. The port of San Francisco owns and manages the land that both of these historic restaurants occupy. So weve reached out to them this morning to try and learn more about these evictions. The friends of a woman killed tuesday night in a hit and run want the police to track down everybody involved in that crash. Now police say a pedestrian was hit by a car along international boulevard and the impact was so strong it sent the person into the path of a second car. That pedestrian was pronounced dead at the scene , that while authorities havent told us the name of the victim from friends are telling ktvu her name was lupe, a homeless woman. She was well liked in the neighborhood. Everyone she has to have a little bit more respect for people because it was a person and it wasnt an animal. She was cleaning around the parking lot, cleaning the street, walking around, and everybody need respect and i feel bad. Dont hurt. Somebody hit and run and now the police are saying during that incident, four people got out of one car and ran away. The other car also left the scene. Authorities so far made one arrest of a juvenile in connection to this crash. President biden wrapped up his two day trip in the bay area. We see him riding in a motorcade during his last day in San Francisco. The president ended his two day trip in the bay area with a meeting about science and technology and two fundraising events. Now the president s council of advisors on science and technology met with the president at the Fairmont Hotel. The 14 members presented policy recommendations on extreme weather, Public Health, workforce, Patient Safety and research and development to uc berkeley researchers and a stanford researcher were all part of that council. Now, the us senate voted to advance a continuing resolution that would fund the government until november 17th. Tomorrow the house is expected to vote on its own bill a day before the deadline. It would cut spending by 8 and toughen border security. Now the senate bill adds billions of dollars in aid for ukraine, and thats something some republicans are against. This is not an impossible puzzle to solve. The solution remains clear. Speaker Speaker Mccarthy needs to stop letting the maga radicals drive his decisions and do the obvious and sensible thing. Now democrats are saying if the house does not pass the bipartisan bill, it could cause chaos at airports. And national parks, including yosemite, could possibly shut down. The senate voted to reverse a change that would have allowed a more casual dress code. Senators unanimously passed a resolution that will require business attire in the chamber, including a suit and tie for men. The rules were changed last week by majority leader Chuck Schumer to allow for casual clothing. Pennsylvania senator john fetterman, who was at the center of the dress code discussions and went casual, says he will abide by the rules. Was able to return a sizable portion of that. Officials front lining the effort say its crucial to distribute these funds back to the public. We have Unclaimed Monies that people have paid with us, and usually they are overpaid. For justice accounts, medical accounts or public assistance accounts, the county cannot keep this money. It is. We are not here for profit. We want the rightful owners to be able to give it to them and get their money back. Steve its eastbound 84 right right near the toll plaza area of the bridge and the traffic is going to be affected in both directions. However, eastbound is where this crash happened and it does look like serious injuries. Several chp on the way along with Fire Department and medics, eastbound 84, thats going away from the palo alto area toward fremont. So you might want to think about using the san mateo bridge instead, even though, again, theres not a big backup yet. San mateo bridge looks great. No issues either way on that. San mateo bridge. If youre driving on 880 oakland, it looks pretty good and there have been no major issues at the bay bridge. It is backed up, though, for about a ten minute wait at the toll plaza at 601. And other news, we now know that a freeway shooting yesterday morning in oakland caused a shutdown of eastbound interstate 580. It happened just before 5 a. M. Near park boulevard. The chp says someone went to a hospital and said theyd been shot while driving on the freeway. And this video from citizen app shows the road being closed down as the Police Search for evidence. Theres still no word about a suspect and the victim is being treated in the hospital and is expected to recover. Four people, including a teenager, are now in custody in connection to several robberies throughout oakland and berkeley. The suspects were arrested hours after several holdups right near the cal campus. A Berkeley Police sergeant spotted the suspects in a stolen kia sorento and chased after them. That pursuit ended in east oakland, near high street and carrington, where the four people were arrested, including a teenage boy. The adult suspects have been charged in the past with crimes that include car theft and stealing thousands of dollars in jewelry from the stone ridge mall in pleasanton. Im not that surprised that theres like robberies happening and stuff. Like, i feel like we hear stories like all the time. It is frightening, especially like as like a woman and like that i do walk kind of like alone during the arrest, police recovered several guns. The Alameda County District Attorney is reviewing the case before formal charges are filed. Our time is 606in Solano County police shot a man in fairfield whos accused of holding a gun near a middle school about 115 yesterday afternoon. The Police Responded to calls about a man walking near Grange Middle School and that he appeared to be holding a gun. The man was shot. He was taken to a hospital but is expected to recover. We have few details right now as to what led up to the shooting and if a gun was found at the scene. Police going down the street, knocking on doors, making sure nobody was in their backyard or nothing. So it was pretty shaky up for me. I had to call my neighbor, let my let my neighbor know what was going on. Now, grange, middle school was on lockdown for about an hour during that Police Investigation in San Francisco. Will be one of the first counties in california to implement a new system to help people with Behavioral Health issues. Now, San Francisco is launching the care court. It stands for Community Assistance , recovery and empowerment. Its part of a state law adopted last year in which relatives or friends can petition a court to oversee treatment and housing for those with Mental Health disorders, such as untreated schizophrenia. Times now 607. The daughter of an Alameda County sheriffs deputy is recover after surviving a heart attack at a school in tracy. Her parents are praising the quick actions of everyone at the school and the First Responders for saving her life. Now she is 13 year old heather freely. She was in a class in tracy last friday. She suddenly slumped over, fell off her chair and hit the floor. The principal cleared the classroom while a student called 911 and the Schools Police resource officer began giving her cpr. When the paramedics arrived, they used a defibrillator to shock her heart. 24 hours later, we were she was able to wake up and move her eyes and respond. And she was moving her body parts and we were just breaking down in tears. And she was able to respond because nobody knew her condition. Now, heather was first taken to a local hospital. Then she was airlifted to ucsf and then the Childrens Hospital in San Francisco. Doctors are still trying to figure out the cause of her heart attack in roulement at californias Community Colleges is rebounding. Since the pandemic, colleges across the state from san diego to san jose, are reporting enrollment numbers are up by double digit percentages this fall. There are two separate crashes on the dumbarton bridge and now now chp has asked Menlo Park Police, heres a picture of it taken from just one of the cameras on one of the radio towers there. The kgo radio tower is right there. And theres a picture now, let me put it on the map here. Chp has asked the chp has asked Menlo Park Police to stop traffic eastbound on the dumbarton bridge. So youre not going to be able to get by out of menlo park, heading over to the eastbound the way westbound there is a separate crash. It doesnt appear as serious, but its still blocking all the lanes westbound at the dumbarton bridge again. So there are two separate crashes. One in each direction blocking lanes on the bridge. I would use the san mateo bridge instead. Definitely a better option right now, the san mateo bridge looks pretty good heading out to the peninsula or coming in from the peninsula over to hayward at 610. Lets go back to the desk. And they want to hear from the public if former police chief laurent armstrong should be reinstated. Now, the city has been looking for a new Permanent Police chief since armstrong was fired last february. The oakland naacp has been calling on the Police Commission to put chief former chief armstrong at the top of its list of candidates, which they will submit to mayor shang tao, who will then make the final decision. Well, more bay area cities are turning now to cameras and license plate readers to fight crime. Piedmont has had the license plate readers for years and says the technology has led to about 27 arrests per year. There are now plans to install them in other cities, including a proposal in oakland. As crime rates increase , we know that sometimes were looking for that needle in the haystack. So thats exactly what the alpr technology is there to do to be a force multiplier, to help us identify those needle in the haystacks and deal with them. Now, some critics arent convinced, pointing to a lack of leads from cameras to solve cases. A 2010 study by George Mason University found license plate readers increase the likelihood of finding stolen cars, but not necessarily arrests. The study says they tend to become more effective when many cameras are installed and you have to factor in installation costs, maintenance costs. This stuffs not cheap. And so we have to ask ourselves, do we want to divest our Police Resources into tools that may or may not help . We have to be willing to try something different. We have to be willing to give technology a chance. Just months ago, Oakland Police shut off the license plate readers on dozens of cruisers and acknowledged last year that they got no investigative leads from them, but recovered 34 cars. Oakland Council Member Kevin Jenkins says hes pushing for the license plate readers, as well as an increase in staffing for the police department, hoping the two together will help reduce crime. Thats right, dumbarton bridge eastbound, they have the lanes shut down because of a pretty serious accident. So you cannot drive from menlo park over to the other side, heading out toward the dumbarton bridge. Now, what youre seeing now is chp trying to get some of the cars that were stuck on the bridge out, but theyve closed the bridge on the menlo park side here is the crash. Its eastbound just before the decline of the bridge, just before you get down to the other side. And this overturned pickup truck and another suv got into it here about a half hour to 40 minutes ago. There was a separate crash westbound. Thats been cleared. But Fire Department is still here on the side, eastbound. And you can see that the traffic is going to be affected by all this westbound. Even though they cleared the crash, it is going to be slow. So what i would do is use the san mateo bridge instead. Lets take a look at that san mateo bridge real quick and show you that the san mateo bridge is a good way to get across. The bay into the east bay from the peninsula or go the other way and just avoid all of it, even if i were going westbound, i would use the san mateo bridge because the dumbarton bridge, the lanes are open, but they keep having emergency vehicles come in. Yeah thats right theyre making some progress. Theyve called for several tow trucks. Theyre on eastbound 80 for the dumbarton bridge right near the radio towers coming down toward the toll plaza. Again, this is on the way from menlo park out to hayward. Im sorry, hayward out to newark, but but its so its eastbound. But westbound is affected. One person was ejected from one of these cars was quickly taken away by medics. But the Fire Department is still there while they write one of the trucks there and the other suv. So its a two vehicle crash with serious injuries, westbound side slowing down eastbound. They are letting cars get through on the right shoulder at times. Now, ive seen cars get through. Ive also seen cars stop down the road. So well see what it looks like. Perhaps theyve stopped all traffic now. There were letting people who were stuck get out, but now theyre not letting anyone get through. We also do have a big crash on the peninsula and a crash in san jose. All right, steve, two historic restaurants in Fishermans Wharf are facing eviction. Ktvu sally rasmus joins us now on the notice that was sent by the port of San Francisco that claims the restaurants owe hundreds of thousands of dollars in rent. Ali yeah, one of those restaurants is number nine fishermans grotto. Its a pretty well known here in Fishermans Wharf. Its established in 1935. So its been here for decades. Were right next to it this morning. You can see its a fully operational restaurant still. It did shut down for a bit during the pandemic, but then reopened. The port of San Francisco and city sent notice that this restaurant is facing eviction for unpaid rent. The San Francisco Business Times reports fishermans grotto owes more than 300,000 in back rent, according to the port, which owns and manages this land. Another restaurant also here in Fishermans Wharf called tarantinos right around the corner on jefferson street is also facing eviction. According to the port, that restaurant owes more than 140,000 in unpaid rent. Now, tarantinos looks like its been closed for quite a while. Theres graffiti on the windows and some boards blocking the front door. According to the San Francisco Business Times, though, both restaurants are owned by the same person who also owns tommys joint here in the city. Now, if evicted the fishermans grotto and would leave another vacant spot here on this stretch of Fishermans Wharf as we reported in the past , aliotos restaurant, another well known restaurant here in Fishermans Wharf that shut down. Its right next door. It shut down in 2022. And so another restaurant here could be leaving as well. When they do this, they just want to get evidence out there westbound on the left, you can see that people are slowing down to take a look at this. And you know, people driving by. And nearby on the peninsula, northbound 101. Coming up on university is a crash blocking two lanes there. So if you want to use 280, that would be much better for you than using 101. And at the bay bridge toll plaza, this is a normal backup. Its normal slowdowns here. Normal slow down highway four, 680 and 24 are getting busier as well. Officials say not enough rain has fallen in upriver, meaning the mississippis flow of water is not as strong as it normally is. The Mississippi River doesnt have enough flow when it gets a certain low flow, it doesnt have enough force to keep the gulf of mexico, essentially from coming upstream. The only real fix is rain. But were a long way away. If the forecast holds. But we are preparing for this to go into december, maybe early january. Now, President Biden approved louisianas Emergency Declaration to send federal aid to the people who were affected. Now, here at home, the Santa Clara Valley Water District reached a milestone in the work to rebuild the anderson dam. Construction crews are halfway finished on the project to dig a 1700 foot outlet tunnel through bedrock near the dam in morgan hill. The crews say theyre tunneling about ten feet per day. The new tunnel will allow water to be released from the reservoir far faster in the event of an earthquake or a big winter storm or any other emergency. There are two projects. One is the federal Energy Regulatory commission, which is the water outlet, the tunnel. Thats the first project that were in progress in right now. And that is ahead of schedule. Were not even a year into the project and the progress has been phenomenal. Now after that tunnel is completed, the dam will be lowered and then rebuilt to be more resistant to earthquakes. The project is due to be finished in the year 2032. Well in San Francisco, a landmark restaurant giant is opening its doors for a block party next week. So right now its a good start for this thursday morning commute for 30. Lets go back to the headlines. Thank you, sal. Today Oakland Police are expected to release information about a weapon seizure. The opd says it involves the arrest of ten people and the recovery of a dozen guns. A ktvu crew was on the scene tuesday night at 24th street near linden. A Police Source told us they arrested several suspects and recovered at least 12 guns. Were told that mayor shengtao is expected at todays News Conference. Now, this comes after Oakland Police say they recovered multiple guns this week during a casino bust. A search warrant was served at an illegal gambling establishment on 77th avenue near hegenberger. Officers say they found a shotgun, a rifle, a handgun as well as illegal gambling machines. Police tell us there was also significant evidence in connection with a recent homicide in the city. Three people were taken into custody, three people in east oakland are demanding justice after a deadly hit and run. Those who live in the neighborhood tell us here at ktvu that a pedestrian jeune who they say was a fixture in the area, was killed by two drivers tuesday night, and both fled that scene. But this morning, the police are saying one arrest has been made ktvu amber lee has more details. Where my cars parked. Thats where lupe was standing. Don prior tells me her friend lupe was killed along east Oaklands International boulevard in a hit and run crash. Neighbors say shes been in the area for years, living on the streets. Prior says she last saw lupe a half hour before the collision in front of chapala marks. She was asking for food. This is where lupe would rest. Thats her cover. All this is the area where she would stay. Police have not yet released the identity of the pedestrian killed by two different drivers tuesday night, shortly before ten. Police say a car with four people inside hit a person in the roadway and that the impact pushed the victim into the path of a second vehicle. The pedestrian died at the scene. The car became disabled. Everybody got out, abandoned the vehicle and ran away. The reality here is that, you know, half of these people dont have a drivers license. City Council Member noel gallo represents this area. He tells me Police Located and arrested one person who is a juvenile. Investigators say the car was stolen and that the second vehicle that struck the victim got away. Everybody has to have a little bit more respect for people because it was a person. It wasnt an animal. Now, neighbors tell me they took this video of lupe recently that she struggled with addiction issues. One man who works in the area says shes a fixture in the neighborhood. She was cleaning around the parking lot, cleaning the street, walking around. Everybody need respect and i feel bad. Dont hurt somebody hit and run. People in the neighborhood tell me the area is dangerous. Pedestrians and drivers often disregard Traffic Signals as another red light speeding. And its insane. The only way, you know our behavior is going to change change is by enforcement. We need to find justice. This person that did this, they need to turn herself in.
