Dozens of Business Owners gathered tuesday to strike against crime in oakland and the citys response to Public Safety. Their stories all similar from car breakins to robberies and assaults for about 4 or 5 years. We call them. Nobody showed up for 15 minutes for 911 calls and if we could do the regular calls, its good luck to you. They say just make a police report. I had a group from a group from miami get robbed at gunpoint on a saturday afternoon. All their jewelry taken. Me being born, born and raised here. Ive never seen such a just its been crazy. Surveillance video shows a man returning to his car is approached by two men in sweatshirts. They take his keys right out of his hand. Then as they go back to the car, two people intervene. The wouldbe carjackers drive away without taking the victims car. The samaritans reportedly work at a Karate School right across the street. Target is blaming retail theft for the closure of nine stores, including three right here in the bay area. The target at broadway and 27th in oaklands uptown neighborhood. Among those that will shut their doors on october 21st, south of market in San Francisco, a store on folsom at 13th will also close, along with a store on century boulevard in the city of pittsburgh, target said in a statement that organized retail crime is threatening the safety of their employees and customers. They say this is despite the extensive efforâ– ts o stop theft, including hiring guards, people who shop there call it an unfortunate decision. Well im sad because its close to my house. Its within walking distance. And the people here are really nice and theres usually not a big line on. So its really good for the community. I think its unfortunate that were having all these robberies is affected. Employees will be offered jobs at other target stores in the bay area. Daniel lurie announced that he is officially in the race to lead San Francisco running for mayor in 2024. For lurie says the city has thrown money at homelessness, drug use and crime, but they seem to be issues current leaders cant resolve. This is not a crisis of resources. This is a crisis of leadership. Up you. More details now on mayor breeds Treatment Initiative for people who struggle with Substance Abuse and receive Financial Support from the city. Under the proposal, people with a suspected Substance Use disorder would be required to participate in drug use screenings and treatment programs funded by the city. Individuals who refuse or do not successfully engage in treatment would not be eligible to receive cash assistance. This comes as the mayor says San Francisco is on track to reach a Record Number of Drug Overdose deaths. This is an incentive to get them into a treatment program, into a program that will help save their life. And thats what this is about. Treatment programs would include a range of interventions, including outpatient options, medical assisted detox and abstinence based treatment, depending on the needs of the client. The legislation still must be approved by the board of supervisors, the board of supervisors president aaron peskin released a statement critical of the mayors proposal , saying in part, if she cant find a way to prevent several hundred brazen criminals from selling deadly drugs, how does she think she will find the resources to drug test thousands of welfare recipient . They worried that putting some kids on a track for advanced level math too early would leave students from underrepresented groups behind and waiting until high school to offer the course for everyone would allow students who struggled with math to catch up. But a study from Stanford University later found that approach did not work district wide. Tests show a steady five year decline in math scores among sfusd students. Only 4 of black eighth graders met standards last year, 0 of Pacific Islander students did what theyve done over the last decade has been a failed experiment. It has shown no value to the families and students, particularly in the name of equity. Its led to a push from parent and other education groups to bring back eighth grade algebra. San francisco supervisors are responding to that with a ballot measure theyll introduce today. It would give all San Francisco voters a chance to weigh in on whether sf should reinstate eighth grade algebra. I think if students are ready for it, that we should let them have it. Kids can do it and they should do it and they should learn early. They shouldnt lower the expectations for everyone. The proposed ballot measure wouldnt require the district to reinstate eighth grade algebra, but instead strongly encourage it. Were hearing positive signs saying that they want to bring it back. Were hoping that this motivates and makes it happen faster. Meredith dodson with the nonprofit sf parent action, says the district should bring back eighth grade algebra. But go beyond that. How were supporting our students so that theyll be able to access things like eighth grade algebra and be ready for it. For example, we currently have no math remediation program. If a kid falls behind in first grade, third grade, sixth grade, or there is no there is no plan to support those kids to catch up to grade level. The plan for today, four of the supervisors will introduce it and sign off on this measure at the board of supervisors meeting later this afternoon. Police say it happened just before 330 this morning on North Jackson avenue, not far from alum rock avenue. This marks the 23rd fatal collision involving a pedestrian in the city so far this year. New government test data shows the number of roadway deaths is steadily rising. Previously taken of that wildfire. The region around the fire received about 2. 5in of rain yesterday. Still, firefighters say the fire season is far from over. Yeah, i think thats the lead weather story, really, is that that amount of rain in northern california, its a good amount of rain for this time of year. Its a significant amount of rain for september. But the idea that its knocked down those fires, it doesnt put them out. But you can imagine what 2. 5in of rain does to a fire zone and that smith river complex is not the majority, but well, maybe the majority of the smoke was coming from that. Thats in northern california. So these rainfall accumulations have really been sort of a godsend in a way, because i think that smoke it there could still be issues with it, but not like weve we saw because that was sort of not unbearable but getting there. Okay. So some of the rainfall accumulations, most of the rain was north of the i80 interchange there or the i80 highway. So you can see that marin county, napa, sonoma north, thats where the most of the rain was. But halfmoon bay got 0. 07. Oakland got 0. 04. Temperatures today generally where they were yesterday, maybe a degree warmer in some places. There is that low pressure and thats a very significant storm. So remember this thing weve been talking about, about the lows exchange being continuing to bump up against the coast. Well, as soon as one leaves us, youve got about 36 hours and then you get another one in here on the weekend, which will probably generate some winds, certainly rain around lake tahoe and in the mountains. An the drivers apparently suffering from a black eye and a broken nose, according to union officials. And the passenger was arrested. Now, the incident happened yesterday evening at the Lockheed Martin Transit Center in sunnyvale. Union Officials Say it began when the driver tried to wake a sleeping passenger. They say at some point the encounter moved off the bus escalate, started and became physical. Santa clara county sheriffs deputies were called and arrested 44 year old juan farias. The driver was treated at the hospital and released. Mike, this was the case that shocked and saddened vallejo. A boy kidnaped and killed just days before he would have turned seven decades later, Authorities Say they found the real suspect as a result of dna evidence. This death, this murder of Jeremy Stoner, it rocked this whole community. The killing of six year old Jeremy Stoner back in 1987 shocked vallejo, a suspect. Shawn melton was arrested and charged, but two juries could not reach a verdict and the case was dismissed. It turns out those juries got it right. A different man. 69 year old fred cain has now been charged with kidnaping and murdering jeremy. You know, its unfortunate that mr. Melton was tried for a case, a crime that he did not commit. Solano county da Krishna Abrams said Dna Technology not available decades ago, has now tied cain to the killing and its such an important tool because it can not only solve crimes like we believe its solving this one, but can also exonerate somebody who is innocent. But melton, the original suspect, died in 2000. He died without being able to be here to know that hes exonerated for days after jeremy disappeared, his body was found at sherburne island in the sacramento delta. He had been sexually assaulted and strangled. The discovery dashed the hopes of vallejo citizens who turned out at a candlelight vigil. It turns out cain, the current suspect, was interviewed by police shortly after the kidnaping that same day. Melton, a self styled investigator, walked into the Police Department with theories about the case. He was either investigator or private investigator or a wannabe investigator, but he really wanted to help solve this case. But instead, Vallejo Police quickly zeroed in on melton. Peter moore was meltons attorney and later became a judge. They lost their objectivity fully investigate the case, and they they just became personally involved. Earlier this month, cain was arrested at his oregon home with the help of the Jackson County sheriffs office. Its nice that hard work pays off camping. Jeremy back. Its absolutely horrible what the familys gone through for the last 37 years. Cains been charged with murder along with special circumstances of sexual assault, kidnaping and lewd acts with a child. This means he could potentially face life in prison without parole or the Death Penalty if hes convicted. Mike so how did fred cain actually get on their radar here decades later . I mean, did they retest evidence and then thats when his dna popped . Thats right. They realized that the dna evidence, they say, matched what the evidence in the case. And so they went back, got a fresh dna sample, and lo and behold, it matched the guy they had talked to years ago, but then skipped in lieu of the other guy. Got it. And now hes in custody. Henry lee live there in the newsroom. Henry, thank you. Governor newsom signed several new laws today to strengthen the states gun safety, protect. California will double the taxes on guns and ammunition and use the money to pay for more security at public schools. And various violence prevention programs. The federal government already taxes the sale of guns and ammunition, starting next july 1st, the new state law adds an additional 11, which will make it the only state in the country with its own tax on guns and ammo. The governor also signed a law overhauling the states rules for carrying concealed weapons. It bans people from carrying guns in nearly all public places, including public parks and playgrounds. Public demonstrations and gatherings, amusement parks, churches, banks and any place where alcohol is sold. There have been more Mass Shootings than days in the year. In 2023. Gun violence is now the leading cause of death for american children. Its a pretty sick thing that we can just casually say it. And its and we do casually say that the number one killer of our kids is guns. And its sort of just accepted and not everybody sort of stopping and saying, well, hold on, can you repeat that . Or wait a second. What more can i dont want to talk about anything else we need to solve for that, that its just somehow so normalized. The governor also signed a law that starting in 2028, would require all semiautomatic pistols sold in california to have micro stamping technology. That means each bullet would have a unique marking, making it easier for Law Enforcement to trace the gun. It was fired from back to its owner, Livermore Police teamed up with Las Positas Community College to help track down and catch catalytic converter thefts. They hosted a free catalytic converter etching event at the schools automotive department. The etching process takes about eight minutes to do and marks each device with its own identification number, making them less attractive to thieves and easier to trace of stolen. Weve had people from as far as sacramento, stockton, richmond, marin county and, you know, i just wish that more people would partner up with the police to get this done at colleges or high schools. Its a great event. It really helps the students get hands on experience in a shop thats like a production shop right here. This is the fourth event the college has hosted. Event organizers say they expected about 120 vehicles would go through the etching process. The federal trade commission is suing amazon, claiming it has an illegal monopoly of power. Leaders of the Hollywood Writers Union have declared their nearly five month strike is officially over after Board Members approved contract agreement with the studios. The governing boards of the eastern and western branches of the wga both voted to accept the deal, and afterward declared that the strike would be over and writers would be free to work starting at 1201 tomorrow morning. The writers still have to vote to ratify the contract themselves, but lifting the strike will allow them to work. During that process, the Writers Guild told members this in an email. The cdc releasing new data on tuesday showing some 18 million adults, about 7 of the population often suffered from long covid effects, including fatigue, shortness of breath and cognitive impairment. Women were more than twice as likely to have long covid than men and those who had more severe infections were at higher risk. Long covid can occur after any covid case, including mild covid cases, but the risk seems to go up with severe covid. Health Officials Say the best way to avoid those severe infections is by staying up to date with vaccines. And theyre now urging the public to roll up their sleeves for the latest booster, despite a growing sense of vaccine fatigue across the country. Me its my sixth one. You know, and i just think its going to be a yearly or a thing where we all have to just adjust to the new strain. I know its going to be like the flu, but getting those shots could be difficult. Pharmacies have been complaining about supply shortages since the booster was rolled out and theres growing confusion about which Insurance Companies are willing to cover the vaccine. Hhs, as you know, is working with insurance plans and pharmacies to resolve this quickly. Look its a top priority for this administration to ensure that everyone can access this updated vaccine. Researchers at two European Companies are developing aircraft they hope will revolutionize the travel industry without harming the environment. Point one is from germany based Aviation Company to fly. It has revealed the worlds first liquid Hydrogen Powered electric plane. The company says the two seater can travel more than 930 miles. Its also looking to make an aircraft that can seat 40 people and fly nearly 1300 miles. The high density of the liquid hydrogen gives us the opportunity, not only to fly emission free, but also to fly long range airlanders designed to be the worlds most efficient large aircraft. The airlander hes talking about is the airlander ten craft thats made by a british based company. It emits up to 90 less carbon than traditional planes. Its filled with helium and powered by propellers. The airship is designed for Long Distance trips and features cabins that can be customized with luxury seats or private bedrooms. Production of the airlander ten is expected to start in 2026. Thats interesting to see blimps coming back in 2023. I mean, right. The hindenburg and those back in the day, they were all the rage in the early 1900s and then they went away completely. And then you see Something Like that. Okay so lets take a look at the system. This to the north of us, this thing is good looking. And i have a friend up in Mount Rainier right now and he said theyre getting a bunch of snow up there in the cascades. Got some heavy rain. Temperatures are going to continue to be cool up there. But down here, we got the scattered showers, but were going to stay mild 70s to low 80s. And then i just kind of wanted to point out these big rain totals up in the fire zones. You can see up over 2. 5in of rain up in that zone. So thats pretty great. Thatll help the smoke out quite a bit. The future smoke that could be coming our way. There are. Or is the fog you can see it offshore. It came back its real patchy out there but itll kind of try to build in again tonight. Its going to have trouble setting up as it does this time of year. But therell be a little bit of fog here and there the next couple of mornings. These are the highs from today, which pretty nice temperatures tomorrow are going to be, well, some places are going to be slightly cooler along the coast and slightly warmer inland. So these are the highs from today. And then here come the highs from tomorrow. And you can see a little bit warmer, maybe a little cooler right along the coast because a little bit more fog. So for us, were going to continue in a trough pattern which sets us up with more of the same, more weather like weve been seeing, which means temperatures is very pleasant. It means pretty good air quality. Fortunately for us, a little bit of patchy fog on the coast. This is satellite image shows the fog trying to fill in. Itll fill in at Stinson Beach tonight. Heres tomorrow morning and then theres tomorrow afternoon. You see the fog kind of get pushed away from the coast and then oranges show up. Those are your low 80s tomorrow. And the hot spots kind of like today, but just slightly warmer. So theres that fog out along the coast. Temperature forecast for tomorrow mid 80s, inland way inland. Like thats fairfield. Sacramento, davis and then for us around the bay, its 70 and low 80s. Its perfect weather, fire danger. Right. Were not doing fire stories. This is great. We will eventually get some offshore winds. But you know, the best Case Scenario for us would be to get a good rain they got in northern california. And then you can kind of withstand some of those fire winds. So well see. The open is set to include 833 artworks in various mediums, including painting, photography, drawing prints, textile sculpture, video, film and digital art. Featured work in the open represents all nine bay area counties artwork was submitted back in june and specific pieces were chosen by Deyoung Museum officials and four local established artists. I think the deyoung open represents a real paradigm shift in how american art museums operate. Typically, theyre perceived as sort of the guardians or gatekeepers of culture and art, but this is really shifting the focus to the artists and their communities and really foregrounding their voices and visions. And thats, i think, one of the most empowering aspects of this exhibition. The exhibition opens to the public on september 30th and runs through january 7th. Ktvu amber lee gives us a behind the scenes look at his work. Artist michael reels is enjoying a career that has spanned decades. He paints in his studio in San Franciscos dogpatch neighborhood because its such a magical thing to do to, you know, theres just so much magic, you know, exploring your creative mind. Hes hard at work. The master, the 75 year old, recently completed the restoration of the mural at the 24th street bart station in one of several murals hes done in the mission neighborhood. He first created the bart mural in 1975 when he was in his 20. As the east oakland native shows the bart train coming out of the east bay tunnel from the embarcadero station down to the 24th street station. Its really the people you know, that hold up the tracks in all our societies, tracks, you know, our metaphor for connecting connections, connection. You know, you ride a train on a track and it takes you from a to b, the theme is unity. This 2023 version is illustrates the changes that have taken place since the first mural was painted. The mural originally when i did it, there were no windows on the buildings, reels tells me he had the three artists who helped him paint blackened Office Windows to symbolize the demise of downtown offices due to the pandemic. This bart mural is his gift to San Francisco. His artwork has been on a variety of canvas, including album covers and stage backdrops for well known bay area musician carlos santana. This is a the art that i originally did for santana, the that eventually became his supernatural cd cover. Art rios says the music ocean asked him to incorporate the title of one song mumbo jumbo and other words into the painting. Two artists sharing a bond, their mexican heritage and a mutual admiration. The arts, you know, are sort of like the language of our heart, right . The arts, you know, is our our highest form of expression. Even at age 75, theres no stopping reels. He is currently working on an exhibition to be held in the haight ashbury, creating what he calls magic in San Francisco.
