And some of the activity has sagged into the bay area in the form of some light rain up to nearly a full 10th of an inch of rain in santa rosa. Were currently its cloudy and 61. Well new this morning yet another person in san jose has been hit and killed by a vehicle we were out there at the scene this is a live picture now. It happened just before 330 this morning on North Jackson avenue, not far from alum rock avenue. This is the scene, the police still there. Were told the pedestrian who was killed was a man. The driver involved in the crash did stay at the scene and talk to the police. Its a traffic could be affected in the area. This is near highway 130 and interstate 680. This is the second person in san jose hit and killed by a car in just under 24 hours. Now, the other crash happened yesterday morning right around 6 a. M, another person just to hear no one really pays attention. Its theres so much traffic. They dont leave any room. So people try to find when they find an opening or they take it. And thats what happens with a lot of the traffic that goes through here. When someone dies, thats a shame. I mean, it could be my wife. It could be my kid. God forbid. Now, police say the pedestrian was in a crosswalk, but did not have the light to go across. Birx residents in the area talked about it and said that intersection can be very dangerous and with the two new deadly crashes, san jose has reached 23 fatal crashes with a pedestrian this year, 37 deadly crashes this year. Overall all those numbers are down slightly from last year. But city leaders say they want to keep trying to lower those numbers even further. Happening today, the Solano County das office will discuss the arrest in the killing of a six year old in 1987. Jeremy stoner was abducted near his vallejo home. His body was discovered four days later on Sherman Island in sacramento county. Authorities say the dna advances helped lead to the arrest of 69 year old fred cain, the third he was taken into custody at his home in oregon last week, transferred to Solano County to face a murder charge with a special circumstance. This another man was initially suspected of the crime. He died before having his name cleared. One Business Leader in oakland says that more than 200 Small Businesses in that city plan to close for at least part of the day today. The one day strike is meant to get the attention of city leaders to urge them to do something about rising crime and retail theft. Ctvs james torres live in oakland with what we could see today. James gasia well, this is in direct response to hearing the news that oakland city leaders somewhat dropped the ball in securing millions of dollars in funds to help fight, fight retail theft, a plague that weve seen all throughout the state of california over the last few months. So many of these oakland Business Owners say closing their doors for today they hope will disrupt the city enough for city leaders to notice. We learned earlier this month that oakland city leaders simply missed the deadline, did not submit a proper full application for a 200 million grant in state funds to help fight retail theft. But in neighboring cities like San Francisco and san jose, Police Departments will receive more billions of dollars to go toward Crime Fighting crime. The owners of many of the shops engaging in the strike today say theyve been broken into several times. And if its not them, its their customers. Theyll usually find themselves as victims in their parking lots. They say the lack of support is hurting business and they themselves dont feel safe inside their own stores. You know, my car has been broken into five times, like im just tired of paying and paying and paying to live in the city. I here at work, ive parking off street, but if i come downtown myself to come eat, i take an uber. I wont even drive in my own city. Oakland mayor shengtao commented on the strike, saying in part, we welcomed the opportunity to meet with any Business Owner that wants to work on collective Safety Solutions alongside our office. I have been personally meeting with dozens of Small Business groups to fund and support initiatives that deter crime and promote safe streets. So many of those Business Owners this morning who are participating, they say they will meet outside of the la chevelle vietnamese restaurant. Its owners recently announced doors would close for good after 38 years, blaming crime for being a huge deterrent for getting good business. Now, the strike will officially start about 10 00 this morning. Most businesses say theyll close their doors from 12 00 to noon, but a handful of others say that they will shut down for the entire day, hoping to send a statement. This happened last month on piedmont avenue. We see a man returning to his car whos approached by two men in sweatshirts. They take the keys out of his hand as they go back to the car. Two people intervene. The would be carjackers, then drive away without taking the victims car. The Good Samaritans reportedly work at a Karate School across the street. Now San Mateo County supervisor wants to increase funding for the police in his area. Supervisor david canepa said San Mateo Countys experiencing an increase in Domestic Violence deaths as well as organized crime properties, property crimes, auto and retail thefts. He says Police Departments all over the county are understaffed and they need more money to bring down the crime rate. We should be able to shop, should be able to shop just to get toothpaste instead, we have to ring three bells. You have to now show a receipt. Can you imagine a receipt sheet . If not, they wont let you out. Thats not the San Mateo County. I want to live in now. Supervisor cannabis says hell be asking for 750,000 in funding from a sales tax increase measure that passed back in 2016. It is 708 city workers in San Francisco can once again force people who are living on the streets off the streets, if they turn down an offer of shelter in appeals. Court ruled that people are not involuntarily homeless if they turn down an offer of shelter. In december of last year, a judge issued an injunction limiting the city of San Franciscos ability to clear out homeless encampments unless they could offer an adequate shelter. Now, over half of unhoused individuals to whom city workers are making offers of shelter and services ses are refusing those offers or we know have shelter. Otherwise weve seen more people get into shelter through the cities theyve had basically a 10 bump in shelter placements. Now San Francisco city workers will be instructed on how to follow that court order in clearing out homeless encampments. Authorities are warning People Living and visiting the lake tahoe area over the next few months to be careful of roaming bears. Wildlife experts say the bears are out looking for food so they can gain weight before hibernate ing this winter. People in the area are being told to lock all windows and doors, seal up their crawl spaces and make sure theres no food lying around. Black bears are typically not aggressive toward humans, but they are scavenging for food, which could make them dangerous. The Placer County Sheriffs Department posted video of an injured bear under a staircase near a restaurant. The states fish and Wildlife Department sent a biologist to help take care of the animal. Experts say they think the bear just hid under the stairs to get away from people. Well, theres a new report that says samples of a white powder called spent catalysts that was released last year by the Martinez Refining Company was not a risk to public health. Contra costa county hosted a Public Meeting to discuss the effects of the substance that was released last november. Despite the recent findings that it posed no health threat, many people say they want to see that refinery shut down. The refinery is a Health Hazard and its unsustainable. And the only safe resolution is to shut the refinery down and restore it to open space. This Martinez Refinery Company has a long history of poor maintenance and under staffing dating back to 1915, this site is notorious. The reputation for being a hazardous and unsafe workplace. County Health Leaders say that investigators are still looking into what caused that white substance to be released out. All right. Our time is 711. Devastated by Deadly Wildfires as people who lost everything, theyre now getting their first look at what happened to their homes after the fires roared through lahaina. It was completely destroyed. And i thought, oh, my gosh, we have a surplus. We just voted on surpluses for the last two years and we had seven of these in surplus engines. And i thought, well, why not . It looks help us fill our voids as far as our relief trucks. Um because we got two engines that got damaged. We have two relief trucks in play at those stations. So this adding another quality relief truck will just help us bolster our fleet. The menlo park fire chief says theyll be shipping that donated fire engine to maui in early november. New this morning, an explosion at a crowded gas station in azerbaijan near the armenia border killed at least 20 people and injured nearly 300 more. More than 13,000 people have fled into armenia since azerbaijan defeated separatists who governed that breakaway region for about 30 years. The mass exodus began when azerbaijan lifted a ten month blockade on the regions only road to armenia. Residents have been dealing with severe shortages of food, medicine and fuel. New data from an American Academy of sleep medicine survey shows 46 of us parents say they give melatonin to their children ages 13 and under. However, the academy does not recommend melatonin for children because it is not regulated by the fda. Health care professionals recommend talking to your pediatrician about sleep aids. New Research Suggests a rooms temperature makes a big difference in the quality of sleep, particularly among older adults. Researchers studied the sleep habits of dozens of people. They concluded sleep was most efficient and restful. When the temperature was between 68 and 77 degrees. People were more restless. If the Room Temperature was outside that range age in general, no matter what age you are, the cooler or the temperature, the better quality of sleep. Now, why is that . Well, when the temperature is cooler, it actually still regulates melatonin. It therefore then makes your sleep quality better. You have better quality rem sleep and overall, its the way to go. I think the lens is focusing on some of the precipitation, but you will see that its slow all the way out to concord this morning at the bay bridge. It is backed up to the mays. Metering lights are on damp on the roadways. You might want to give yourself a little extra time as you drive through. You can see the san mateo bridge now a lot wetter than it was. So the weather definitely will play a role in the commute. This being the first rain is going to make it a little bit more slippery out there. And some of the commutes are busier. For example, we go to the south bay, we already see some fill in on 85 101. And 280 peninsula traffic looks okay. So far we havent had a lot of slowing on 101 or 287 20. All right, sal, thank you. Well some San Francisco supervisors want more middle School Students to study algebra. Ten years ago, San Francisco Public Schools eliminated eighth grade algebra ktvu. Allie rasmus tells us that one supervisor will introduce a ballot measure to let the Voters Decide whether to bring it back. Good morning, alex. Good morning, dave. We are outside James Lick Middle School in San Francisco, where a change in this policy about algebra could affect some of the younger students here as early as next year. There is an ongoing debate on the question of should San Francisco unified bring back algebra to eighth grade classrooms as you mentioned, dave, about a decade ago, the board of the school board here voted to eliminate eighth grade algebra. The idea behind that move was that by waiting until high school to offer the course for everyone, it would allow underrepresented groups and students who struggled with math to catch up. But a study from Stanford University later found that approach didnt work. Math scores for black and latino students did not improve over the last ten years, and students of all backgrounds who actually liked math were denied a chance to excel in it. That led to a push from parent and other education groups to bring eighth grade algebra back to sfusd. San francisco supervisor asha safai and Joel Engardio support that move. They plan to introduce a ballot measure for San Francisco voters to make the change happen. Now, in a tweet explaining the move, supervisor engardio says its not just a matter of academics, but also Financial Health for sfusd saying, quote, a quarter of our kids attend private school, compared to only 9 in california for a policy against eighth grade, algebra is a big factor when families decide to leave Public Schools when their child reaches middle school. Engardio added to that that lower enrollment in Public Schools ends up meaning less resources and money for the district in general. And that is not a good thing. So if supervisor does move forward with this ballot measure, they plan to introduce it to the board of supervisors. At their meeting today. If it ends up ending on the ballot for San Francisco voters to decide, theyd have a chance to vote on it. In this springs city wide election. If it passes, it wouldnt require sfusd to bring back eighth grade algebra. But the idea is that it would at least add to the growing public pressure on the district to make that move live in San Francisco, ali rasmus, ktvu fox two news. Ali, thank you. As the deadline to sign new bills into law approaches, Governor Newsom has signed a bill prohibiting book bans in Public Schools. Under this new law, California Public School Districts would face fines if they ban books related to gender or race. The measure takes effect immediately. Advocates of the bill say that banning books silences, free speech and hurts marginalized communities. Is a responsibility of every generation to making sure that the rights go on for the next generation to be able to enjoy. And today is a special day. The bill was introduced earlier this year after the Temecula Valley school board voted to ban curriculum, mentioning slain San Francisco supervisor and civil rights activist harvey milk. The district said it reversed its decision after being threatened with a 1. 5 million fine. Our time now, 737 governor gavin newsom will debate Florida Republican Governor Ron Desantis in whats being called a red state blue state debate. It will be a 90 minute debate. It is set for november 30th in georgia. And will be broadcast on fox news. Sean hannity will be the moderator for governor. Newsom has been an outspoken critic of the governor of florida over things like immigration, lgbtq rights and other issues. Ron desantis is also due to appear in the second republican president ial debate in simi valley tomorrow. Governor newsom will lead the democratic response. Happening today, President Biden is expected to join the United Auto Workers on the picket lines in michigan before coming to the bay area. The president plans to stand in solidarity with union members, pay and benefits. Republicans say the labor action stems from cost of living adjustments. What does he do instead of staying in town to keep the government running, he goes off to join striking auto workers in michigan over a cola increase. Do you have a president in joe biden who cares for the Labor Union Movement and wants it to be strong in the future . The uaw says its members are not backing down and has expanded its strike against gm and stellantis across 20 states after picketing with the United Auto Workers, the president will head to the bay area for a Campaign Fundraising events. And while watching this, i also noticed look at 85 here, northbound 85 is a mess. I believe the weather has something to do with this. The south bay commute is pretty slow. Lets also talk about the bay bridge toll plaza that is backed up. And we do have something new on the bridge. A flock of California Condors was tracked across the mount diablo range for the first time in 100 years. Conservationist say it is big news for the critically endangered species. There were 27 condors in existence in the 1980s. Over the next several years, they were bred in captivity to help keep them from going extinct. Those birds were later released in big sur and Pinnacles National park along the central coast. People know about California Condors now. They know what an important Success Story this is. Well, new this morning, another person in san jose has been hit and killed by a car and police say it happened just before 330 this morning on North Jackson avenue, not far from alum rock avenue. The pedestrian was a man. The driver involved in the crash did stay at the scene and talk to police. The traffic, as you can imagine, could be affected in that area. Its near highway 130 and interstate 680. This is the second person hit and killed in san jose by a car in just under 24 hours. Now, the other one happened yesterday morning right around 6 a. M. That person was hit and killed in a crash in the willow glen neighborhood. The impact from the crash was so severe, investigators say the victim actually went through the windshield. Police say a pedestrian was in a crosswalk but did not have the right to cross. Residents in the area talked about it. They say the intersection can be very dangerous. Just through here. No one really pays attention. Its theres so much traffic they dont leave any room. So people try to find when they find an opening, they take it. And thats what happens with a lot of the traffic that goes through here. When someone dies, thats a shame. I mean, it could be my wife. It could be my kid. God forbid, with these two new deadly crashes, san jose has now reached 23 fatal crashes involving a pedestrian this year 37 deadly crashes this year. Overall those numbers are down just a bit from last year. But San Jose City leaders want to keep reducing that number further. Happening today, the Solano County das office will discuss an arrest in the killing of a six year old in 1987. Jeremy stoner was abducted near his vallejo home. Then his body was discovered four days later on Sherman Island in sacramento county. Authorities say that advances in Dna Technology helped lead to the arrest of 69 year old fred cain. The third he was taken into custody at his home in oregon last week, transferred to Solano County. Hes facing a murder charge with special circumstances. Another man was initially suspected of the killing. He died before his name was cleared. Now, the owners of many of the shops engaging in that strike today, they say theyve been broken into more than once. And if its not them, its their customers. Usually finding themselves as victims in their parking lots. They say the lack of support is hurting business. Weve met with them several times and the response has been for us to hire private security. This is an untenable situation for us. We are are in the red. Weve been in the red since weve opened toyotas, has been open for ten months. Weve not turned a profit. I dont know where they think we can pull funds for private security. An Appeals Court ruled that people are not involuntarily homeless if they turn down an offer of shelter in december of last year, a judge issued an injunction limiting the citys ability to clear out homeless encampments unless the city could offer adequate shelter to over half of unhoused individuals whom city workers are making offers of shelter and services are refusing those offers. Or we know have shelter. Otherwise weve seen more people get into shelter through the cities. Theyve had basically a 10 bump in shelter placements in San Francisco. City workers will now be instructed on how to follow that court order in clearing out homeless encampments. Us authorities are warning People Living and visiting the lake tahoe area in the next few months here to be careful about roaming bears. Wildlife experts say that bears are out looking for food now, so they can gain weight before hibernating this winter. The people in the area are being told to lock all their doors and windows and seal up their crawl spaces. Of course, make sure theres no food lying around. Black bears are typically not aggressive toward humans, but they are scavenging for food, which can make them dangerous. Isnt this glorious . We have clouds down to 500ft. We also have another layer of clouds down to about 6000 hundred feet and then 2000ft. The bottom line, its mostly cloudy. We do have rain showers around the northwestern section of the state. Few lingering showers around the peninsula right here, right now. You see it right along highway one, reaching half moon bay. Temperatures are in the 60s. Its currently 62 degrees in walnut creek at 63in palo alto. And these temperatures are much more mild than just 24 hours ago. At least by 11 degrees in the tri valley. Well, some San Francisco supervisors want more middle School Students to be studying algebra. A ten years ago, San Francisco Public Schools eliminated eighth grade algebra. Ktvu sally rasmus is here now and one supervisor wants to introduce a ballot measure to let Voters Decide this. Good morning, ali. Good morning, dave. Were outside James Lick Middle School in San Francisco where a change in this district policy could affect some of the younger students as soon as next year. San francisco voters citywide could also end up having a say about whether sfusd brings back algebra to be taught once again in eighth grade classrooms. Now, as you just mentioned, ten years ago, sfusd, their board voted to eliminate eighth grade algebra because they said they thought it wasnt a good idea to put kids on a math track. They were concerned that that would allow some underrepresented groups and students who struggled with math, math would not allow them the ability to catch up with peers who did algebra in eighth grade. But a study from Stanford University later found that that approach did not work. Math scores for black and latino students have not improved in the past decade, and students of all backgrounds who like math have been denied a chance to excel in it. That led to a push from parents and other education groups to bring eighth grade algebra back to sfusd. San francisco supervisor asha safai and Joel Engardio support that move. They are among a group of supervisors who plan to introduce a ballot measure for San Francisco voters. To make that change happen. Now in a tweet explaining that measure, supervisor engardio said its not just a matter of academics, but also Financial Health for sfusd saying, quote, a quarter of our kids attend private school compared to only 9 in california, a policy against eighth grade algebra is a big factor when families decide to leave Public Schools, when their child reaches middle school, end quote. We spoke to some San Francisco voters this morning who say they would support a ballot measure on this. I think if students are ready for it, that we should let them have it. And if theyre in the Public School system, we should allow them to have the opportunities because math is really important. Kids can do it and they should do it and they should learn early. They shouldnt lower the expectations for everyone because now if the for supervisor, if the for supervisors sign and approve this proposal for a ballot measure at that board of supervisors meeting later this afternoon, then it would automatically go to San Francisco voters and show up on the ballot in march in the Spring Citywide elections. But if the School District changes its policy before then, and weve spoken with some parent groups and education officials here that say there is a good sign that that may happen, then it obviously wouldnt need a ballot measure. The future of some of the smaller schools in the oakland unified School District may be in jeopardy again after School Closures were avoided earlier this year. The chronicle reports the Alameda County superintendent of schools warns the oakland School District about its looming budget deficits and commitments. And with some of the Small Schools facing even smaller enrollments, there are now nine schools with less than 200 students earlier this year, the school board reversed a decision to close down as many as 11 schools after protests were held as the deadline to sign new bills into law approaches. Governor newsom has signed a bill prohibiting book bans in Public Schools under this new law, California Public School Districts would face fines if they ban books related to gender or race. The measure takes effect immediately. Advocates of the bill say that banning books silences free speech and hurts marginalized communities. Its the responsibility of every generation to make sure that the rights go on for the next generation to be able to enjoy. And today is a special day. The bill was introduced earlier this year after the Temecula Valley school board voted to ban curriculum, mentioning slain San Francisco supervisor and civil rights activist harvey milk, the district says it reversed its decision after being threatened with a 1. 5 million fine. Its scheduled for november 30th in georgia. The exact location still hasnt been determined, but it will be broadcast on fox news. Sean hannity will be moderating. Governor newsom has been an outspoken critic of the governor of florida over things like immigration, lgbtq rights and other issues. Governor Desantis Desantis is also due to appear in the second republican president ial debate in simi valley on wednesday. Then hell be going to salinas on thursday. Hell be meeting with farm leaders in a roundtable and fundraising meeting happening today, President Biden is expected to join the United Auto Workers on the picket lines in michigan before coming here to the bay area. The president will stand in solidarity with the union members. The uaw members are on strike over pay and benefits. Republic say the labor action stems from cost of living adjustments. What does he do instead of staying in town to keep the government running, he goes off to join striking auto workers in michigan over a cola increase. You have a president in joe biden who cares for the Labor Union Movement and wants it to be strong in the future. The uaw says its members are not backing down and has expanded its strike against gm and stellantis across 20 states after picketing with the United Auto Workers, the president will head to the bay area for Campaign Fundraising events.
