The dispute comes after the coalition on homelessness sued the city in december of 2022, limiting Law Enforcement of the existing ordinance against sitting, lying or sleeping on public property. Its made it very challenging for us to move forward with a compassion based approach of services and shelter while also being able to maintain safe and clean streets. City officials are hoping this clarification from the courts helps them clear dangerous sidewalks filled with open drug use. Its hard to ignore because its right under your nose. Like everywhere you see, you see somebody hitting foil. Everywhere you see, you see a hand off. The mayors blog post saying the plaintiffs in the case will continue to interfere with their work, accusing activists of handing out tents to keep people on the street. Jennifer friedenbach of the coalition on homelessness says thats not true. Were not fighting to keep people on the streets. Were fighting to get people off the streets regardless of what happens with the ninth circuit. Its very possible that these issues will continue for at least the next year, if not beyond. Thats because the injunction will remain in place until theres more shelter beds than there are people needing shelter. Officials say a fluctuating 7700 people are sleeping on the streets every night in San Francisco. We provide 15,000 units of permanent supportive housing. We have thousands of units of temporary shelter. But we do not have enough temporary shelter for everyone whos currently unhoused on our streets. That doesnt mean work hasnt been done this year. Despite the injunction, city workers and street teams offering resources to the homeless can temporarily clear tents and encampments during street cleaning. These people arent just like calling the cops. Theyre actually addressing the issue. Weve seen more people get into shelter through the citys as theyve had basically a 10 bump in shelter placements. And chu says theres still a question of whether Police Officers can be present to clear encampments. The coalition wanting to eliminate officers from street teams unless they are called. We need to ensure the Public Safety of our city workers, as well as residents and business in the area. We really want to sit down with the city and work these things out. Right now, city officials tell me they are not yet sure how operations will change and how theyll implement these changes. The departments involved will be working on this over the next couple of weeks. I also want to say that the coalition on homelessness is not changing their approach right now. The lawsuit is pending and the injunction is still in place. All right. Something we will continue to follow. Crystal, thank you. San Francisco Mayor london breed is expected to draw another challenger in next years election. Ktvu has learned daniel lurie, a levi strauss heir and founder of the nonprofit outfit Tipping Point community, has sent an email to friends and family inviting them to an event tomorrow morning at 11. Thats when he is expected to announce his mayoral campaign. Lurie is a San Francisco native. Hes been an advocate of addressing poverty in the bay area, but has no experience as an elected official. Oakland Business Owners say they are going on strike tomorrow to highlight their concerns about rising crime. More than 200 businesses are expected to close from ten inches the morning to noon during that time, the owners plan to attend a News Conference right outside of la cheval restaurant. The 38 year old family owned restaurant will be closing due to a drop in business, which they attribute to an increase in crime. This is a legacy business will be closing by the end of this month. So thats the reason why we want to be there. And we want to make sure that it will not happen to any any of us. And we you know, its going to be a, you know, live or die situation. We have to do this and we must work together. Organizers say Business Owners need Financial Resources from the city, from the county and at the state level to help offset their losses. Oakland is lowering speed limits in an effort to make some streets in the citys Business District safer. Mayor shengtao and other city leaders announced today the launch of safe oakland Streets Initiative , or sos. She says it will establish goals for the city to prevent serious and fatal collisions. The speed limit on the targeted streets will be reduced to 25 or 20 miles an hour on 11 corridors from east oakland to fruitvale to downtown have had their speed limits lowered to 20 or 25mph. And over the next two years, over 50 Business Activity district corridors totaling over 25 miles in the city of oakland will also have their speed limits lowered. Mayor tao also says on average, two people are killed or severely injured on oakland streets every week. And one out of four of those fatalities involves speed ing. Well, a man was struck and killed this morning, becoming the latest Pedestrian Fatality in san jose. Ktvu south bay reporter jesse gary has the latest on the investigation in the impact from the collision between a person and vehicle so severe investigators say the victim went through the windshield. When someone dies, thats a shame. I mean, it could be my wife. It could be my kid. God forbid. San jose traffic investigate. Gators say around 620 monday morning, an unidentified man was crossing Willow Street westbound at meridian avenue. A woman driving a honda civic traveling southbound on meridian hit and killed him. It appears that the male pedestrian was in fact in the crosswalk at the time of the accident was crossing against a solid red light. And that pedestrian did not have the right of way. The driver of the honda remained at the scene and is cooperating with the investigation. Police investigators say this marks the 22nd fatal collision involving a pedestrian this year and the 37th fatal traffic accident. Those numbers down from the same time last year. There were 26 fatal collisions between pedestrians and vehicles and 48 fatal traffic accidents. Its not a data point. Its an individual whos lost their life. Theres emptiness in someones life today because of that death. District nine councilwoman pam foley also heads san joses vision zero. She says its too soon to tell if Safety Measures already implemented by the city to curb fatal pedestrian collisions are working. They include narrowing high traffic streets by removing lanes and adding protected bike lanes and crosswalks. Were hopeful. Were hopeful that all of these things will result in lower fatalities. Some residents say despite four crosswalks and reflective signage, the intersection of meridian and willow can be dangerous. Just through here, no one really pays attention. Its theres so much traffic. They dont leave any room. So people try to find when they find an opening, they take it. And thats what happens with a lot of the traffic that goes through here. Vision zero prioritizes safety corridors throughout the city. Now San Jose Police say it doesnt appear this is one of those corridors and they dont have information about this being a problem intersection for accidents, both fatal and nonfatal. Construction workers are beginning to rebuild the wharf in capitola as ktvu is an ruben shows us now the entire community sees that project as a symbol of the towns resilience. This is the day capital the residents have been waiting for. The day. Repairs to the damaged wharf get underway. The wharf is a huge part of capitola. I mean, everybodys kids have been out there and learned how to fish out there. A section of the wharf has been missing since januarys storms washed it away. It was a pretty good slap in the face at the beginning and then it was just a little bit of a long road with the kitchen guys and some extra help coming in, trying to just get it all rebuilt and put back together as quick as possible, for sure. Most, but not all of the waterfront businesses are back open, but owners say the wharf is another piece of the puzzle, important for tourists and beloved by locals. The repairs are being merged with an Improvement Project that had already been in the works and will run about 7. 9 million. The wharf is going to be expanded here. Its going to be double wide the whole way out. So were going to repair the existing gap there, but also make our pilings six wide. So its going to make it more resilient to future storms. And hopefully we dont see this damage again. Theyre also using updated materials, fiberglass instead of timber crews will start pile driving next week. Theyre also adding new railings, decking and restrooms. Im honestly excited to see what they do because they are making it bigger now. Theyre widening it, so thats really exciting. And i also have a lot of customers come in who always ask about the wharf. Of course, were heading into another rainy season. Crews hope weather wont slow the work down or make the damage worse. But once they get it back together, its part of capitola. The tourists will be back to fish. And you know, eat out on the wharf and itll be a grand and grand thing. And if all goes well, the new and improved wharf should be open sometime next summer in capitola. Its expected to open october 7th at the Palo Alto Junior Museum and zoo. That exhibit features life size, dinosaur and animal sculptures that once existed here in california. Some 66 million years ago. Exhibit director tina keegan says she wanted to connect kids to their local environment at dinosaurs are really an entryway point for children. Its a way for them to get excited about science and then we can teach them the more complex topics like evolution or Climate Change or extinction and biodiversity. And this exhibit leaps them into that in very rich storytelling ways. Museum Officials Say the outdoor exhibit is geared toward kids ages 3 to 11, and it is wheelchair accessible. The legislation authored by San Francisco senator scott wiener, would decriminalize some psychedelics, including mushrooms. Supporters say mushrooms can help treat Certain Mental Health conditions , but opponents argue the bill is the first major step to legalize all drugs. This is only going to lead to further and more Substance Abuse and the decriminalization of the use of this drug likely will increase the population in and using and experimenting with this type of drug, this drug and the decriminalization of homelessness.
