107,000 Drug Overdose deaths last year involved opioid, including fentanyl. But intervention could make all the difference. And im alex savage. The nationwide rollout of overthecounter narcan is believed to be the first critical step in preventing overdose deaths. The increased availability is part of an overall effort to encourage by standers to intervene if they see someone whos overdosing. Data from the cdc reveals nearly 40 of all overdose as happen in the presence of other people. Major pharmacies walgreens, cvs and rite aid are now charging almost 45 for a two dose pack of narcan. And now state lawmakers here in california are working to make sure that drug remains affordable for those who need it. East bay Assembly Member liz ortega introduced legislation to require medical and private insurers to cover the cost of narcan doses. Thank you so much. Assembly member, for being here. A lot of people really glad to see narcan more easily accessible, but you argue that the cost of the medication may be simply too high for some. Absolutely. Thank you for having me. I introduce this ab 1016 months ago and dissipating this moment where our accessibility was going to definitely come and people would be able to walk into the store and buy narcan. Im fortunately it failed the affordable piece. As you mentioned, 45 is still a lot of money for a lot of families who are struggling and thats why ive introduced a law that would make sure that private insurance and medical covers the cost so it out of pocket would only be 10. Okay so tell us, assemblywoman, how would your legislation work to cap the cost of these narcan doses at 10 at the most here in california . Yeah, we would add it to the list of covered Medication Options under private insurance and medical. So if someone walks into the store, they would be covered and they would only pay 10 out of pocket and the rest would be billed to the Insurance Companies or to the state. And so this is a bill that would not just save lives, but save the state millions of dollars as were seeing every overdose, every death costing this, costing the state millions , if not billions of dollars. And so 10 would save lives and save us billions of dollars in the process. Okay. Lets talk about support for this bill. Do you think that there is enough support for it to pass . Absolutely ive received bipartisan support, support throughout this process. Its made it out of my house. Its currently sitting in the senate. It should make it out by with bipartisan support again and hopefully on the governors desk within two weeks. Assemblywoman why are you convinced that that capping the cost of these overdose reversal drug is going to save lives here in california . Well you just mentioned a statistic where we know that if you use narcan, were 95 of the time youre saving a life. If we have that medicine available and its affordable, we will be able to lead in the state of california. When it comes to this crisis. And thats why i am moving forward with this bill, why i introduced it as a mother. I cannot continue to watch the statistics go, continue to go up as our children are being poisoned with fentanyl. And i do not want cost to be the reason that we dont save another life today. Assembly member there are some critics out there about this regarding this move of making narcan more widely accessible. They argue that perhaps it will lead substance abusers to use more drugs. Your answer to those critics is, you know, were seeing a rise in overdoses. In places where we shouldnt. Were seeing more kids. Is increasing the use of not knowing being poisoned because they dont know about this drug or babies actually dying because of fentanyl overdose and thats why im introducing this again, its a life saving medical issue that we have access to. And i do not want costs to be an issue to save another life. Assemblywoman, speaking of cost , your legislation, according to analysis that have been done in the legislature, has about a 9 million price tag. How would would state and private insurers cover that cost . How would this work financially . You know, we weve actually lowered the cost now with the 10 copay. So its actually been reduced to about 3. 5 million. And when youre looking at how much were spending in emergency room visits and again, overdoses, were currently spending 26 million. So ab 1060 would actually save the state money, save private insurers money and save lives by making sure that a family only spends 10 to, you know, buy this medication. An all right. Festival goers are finally escaping the muddy mess at burning man and they are now heading home. Crowds were told to shelter in place following a half inch of rain that drenched the Black Rock Desert where everybody goes to gather this time every year. And being stuck in the mud for days was just one headache. The next was waiting and then waiting so that folks could leave. Jesse gary has been talking to festival goers who are in some of those miles long lines of vehicles trying to get out of the muddy mess there in the desert. And jesse, what did folks tell you about what it took to get out . Well alex getting out was a lot easier than staying there. I mean, as you as you said, there was a half inch of rain and then mud. Like you would not believe today. Mother nature cooperated. And so it was just a long line of vehicles trying to leave burning man and the bad memories behind. And there are multiple moments where were like, were not getting out of here. And honestly, the most terrifying passenger ride ive ever been a part of. Autumn zoo and her boyfriend left as the mud and muck worsened over the weekend. She says a Tipping Point for her was when they learned the portable toilets had been closed after some were overflowing tuesday season overflow of vehicles headed for the main gate of burning man dry weather has turned trenches of mud into familiar dusty roads. In a statement to fox, two officials with the burning man project say the playa is drivable in some places, but does have some mud, soft spots and standing water in others. Bmp is requesting people stay on the beaten path. Look follow all traffic laws and please be patient with your fellow drivers, pedestrians and emergency services. Some attendees say its taking hours to reach the main gate before heading home for the bay area on the road were driving on, its super dry and fine. Theres like just a little bit alongside us, but no be driving on that part. So the mud has kind of eased, you know, hardened up a little bit. Yeah. Its hardened up. We knew that we would get out and then after that, it was just a matter of keeping our spirits up and using what we had to stay warm and stay dry and stay safe and water once out into the desert, the seven hour trek to the bay will likely take longer. We reached out to the pershing county, nevada, sheriffs office, but we were told that all available deputies are working to get motorists out and home safely. Alex and so, jesse, the attendees that you were able to speak with, what did they think in terms of how burningman organizers, how well prepared they were for such a situation like they saw with all that rain . Well, alex, the rain came, you know, not literally out of nowhere. Obviously, it came from the sky. But they were saying that some of them saying that better attention might need to be paid to the forecast. They felt like the Evacuation Order should have been perhaps given sooner or the shelter and order shelter in place. Order may be moved to an Evacuation Order of people who were in a position where they needed to get out to get medication or those who had children in should have been ferried out sooner before the mud got as deep as it did. So i guess, you know, the question is, you know, would they do it all again . Some are saying theyve had had had enough of burning man and others are saying, yeah, you know, well do it again. But they want to see some kind of safeguards in place where if there is, you know, inclement weather, a lot of rain that is either forecast or theres a possible ability that you could get that kind of heavy downpour, that needs to be a plan in place of whos going to leave first and when, as opposed to everybody is stuck in the mud and now were trying to either shelter in place or try to get out. Et cetera. Yeah, you have to imagine that organizers are going to rethink their emergency plans ahead of next years event. Jesse gary live for us in san jose. Jesse thank you.
