Hillary was downgraded today to a category two hurricane and will likely be a Tropical Storm by the time it hits california. Residents in socal filled sandbags and stood in long lines , as well as lines and grocery stores. This storm could produce heavier rainfall and flooding and meteorologist Alberto Gonzales is tracking it all. Shes joining us now with the very latest. And roberta, this is to be expected. Absolutely. Christina and a lot of people forget this is an education for us. Its an extremely rare event when people heard that it was downgraded, they went, no problem. No, this is expected on a scale of 1 to 5, this is now a category two. When we left you last night, it was a category four. Its downsized because hurricanes need that warm water to continue to fuel itself. But once it braces up against land mass, it loses its punch. It starts to shear off. But nonetheless, its extremely powerful. Its location right now is 640 miles southeast of san diego. At this particular time, we still believe that were going to see it make impact right here around san diego, the Los Angeles Basin, move into the Desert Southwest and on into las vegas as well as the tahoe area. When you see a green on the screen there, those are the feeder bands running ahead of the system. Keep in mind, this hurricane extends out for hundreds and hundreds of miles. So this cone represents still the path. And we do anticipate this to become down graded to a Tropical Storm, which is still extremely dangerous as it sits on top of california. It can dump anywhere from 2 to 3in of rain. And throughout the san diego area or 3 to 6in as it moves in toward the death valley area, which is a couple hundred feet below sea level. Again, we will keep you posted on this event. It will take place as far as the heaviest precipitation, the gusty winds and the flash flooding. Thats possible. Ctvs Bailey Ocarroll joining us now from the newsroom with the latest from Emergency Managers and some insight from a former fema disaster coordinator, bailey. Christina one thing, almost every emergency official is saying is that this storm is serious and should not be taken lightly. And former fema coordinator mark nouveau broke down. What steps are likely being taken at the federal and state level to ensure that they are prepared and preparations for flooding impacts should be rushed to completion today as heavy rainfall is expected to begin. Well advance of the center of the storm. Time is quickly running out for residents in Southern California to finish up preparations for Tropical Storm hillary if it makes landfall as a Tropical Storm, it would mark the first time one has hit the state in more than 80 years. Make no mistake, this is a very, very dangerous and significant storm. According to officials at the California Office of Emergency Services. The storm will bring flooding, strong winds and Power Outages with it, but they say theyre ready. Our state has the best trained and experienced local First Responders in the country. Were proud to have them prepositioned all across the southern part of the state to ensure that we can respond as quickly as possible. Dealing with catastrophic storms is nothing new to former fema disaster coordinator mark nevo, whos been the lead for storms like hurricane sandy. Well, lets put it in perspective. Were talking about 4. 3 Million People under what is known as high risk by the weather service, which means that with more than a 70 likelihood, some of those folks are going to withstand severe flooding. Nuvo said the mission of the federal state governments are to assess what the biggest concerns are. Theres three areas of concern that theyre talking about, and thats a transport corridors. And then debris flows up in the mountain areas and increased rainfall more so than you would typically get in california, which can over whelm the storm drains. He says right now, theyre likely putting teams of First Responders and swift water rescue teams in place to be able to act as soon as theyre needed. And they are putting those teams of First Responders in swift water rescue crews to work actually crews from the east bay and north bay are heading down to riverside, california, as we speak. And they will be there to help if need be. We did just get back from watching them pack up there and head down there. In total, 16 crew members will go down with boats and other gear. And i know that work is desperately needed down there as people prepare. Bailey, you mentioned riverside. Thats really the heart of the inland empire, far from the coast. Do they say what types of rescues those crews are anticipating . Yeah, they said they expect at least that theyll largely be focusing on flash flood rescues. They will be far from the ocean. They said theyre ready. They train for moments like this. Now, these exact crew members have been sent to help out with other hurricanes. Hurricane harvey, hurricane florence. And they said what makes them a little nervous or iffy about this is that these storms, when they do get downgraded in strength, that they move slower. So itll stay over one area for a longer period of time, meaning that it will dump more water in that area, which would increase the possibility of them having to make those swift water rescues. Christina, thats exactly how hurricanes work can gather their strength. Bailey, thank you. The naval base in san diego sending some of its ships out to sea, out of the path of the storm based on the track of the storm and a thorough assessment, we made the decision to saute some of our san diego based ships out of and a bunch of caution. Those ships have left from Naval Base San diego naval base, coronado and Naval Base Point loma Navy Officials say they will return when the storm passes. Only six victims have been positively identified. The painstaking search for remains with cadaver dogs continues. Officials say 78 of lahaina has now been searched. There are still roughly 1000 people unaccounted for. Animal shelters on the island are also in need of help. Maui is trying to make room in shelters for any displaced animals, prompting partners here in the bay area to take in animals that are being transferred off the island. The Marin Humane Society is one of those partners, a shelter with experience and wildlife relief efforts. A plane flew into the hayward airport last night filled with dogs and cats. We chatted with the Humane Society earlier today to hear how theyre offering rescue support. We worked with several other shelters to figure out a way to get these animals here. The flight was donated by a flight, and we worked with a group called greater good, and were bringing these animals here are really glad that we can provide a safe place and find some forever homes for them very soon , about 60 animals were flown in from maui. Its also threatening highway 202 and a hospital. The blazes near the community of medical lake, its about 15 miles from spokane. Its one of three wildfires burning in Eastern Washington and an air quality advisory has been issued for the north bay tomorrow due to wildfires burning in northern california. One of those fires is burning in Siskiyou County near yreka. Its pushing wildfire smoke down to the bay area. The bay area air Quality Management district says smoky hazy skies may be visible in the north bay and the smell of smoke is possible in Higher Elevations starting tomorrow. Wildfire lookout towers are now staffed as we head into wildfire season. Lookout towers are one way firefighters get word out of a wildfire before it gets out of control. Volunteers spent about 12 hours a day using binocular fires, looking into the distance, searching for any signs of smoke or flames. One of them, the mountains iron tower in amador county, has been in operation at the location on and off since 1928. We currently have a 360 degree view on a clear day, we can see up to 100 miles. We can see the sutter buttes, the mountain ranges mount diablo. There are two towers, one in amador and one in el dorado county. There are 18 dedicated staff that stay on alert from now through the end of the fall season. A reminder now is stretch of interstate 80 and the east bay is closed once again for the entire weekend for a major repaving project. Caltrans is closed down the eastbound lanes of interstate 80 in Contra Costa County for the third and final time. The closure stretches from highway four in hercules to the coming skyway in crockett. The lanes will reopen 5 00 monday morning. Detours are in place. You can take eastbound highway four to northbound i6 80 just to get back on i80. There will be one more closure, though, over the Labor Day Weekend so that caltrans crews can work on the westbound lanes. That stretch of 80 wraps up. The big repaving project. Well, youre likely to see fewer self driving crews, cars from the streets of San Francisco, at least for the time being. The dmv has ordered the robotaxi company to drastically cut its fleet on the streets of San Francisco following an accident with a fire truck on thursday. Ktvu zac sos has the details. Look, San Francisco is pleased that somebody at the state is finally listening. San francisco supervisor aaron peskin responding to a friday night decision by the california dmv ordering crews to temporarily decrease its driverless fleet on city streets by 50. The decision following a series of what the dmv describes as concerning incidents involving cruise cars, including a crash this week with a fire truck. This really is an admission that shows that San Francisco was right about the First Responder defects that these Autonomous Vehicles have. On thursday, a cruise car in the tenderloin entering an intersection on a green light as a fire truck on an emergency call approach with its lights on and sirens blaring, the crews car getting slammed into a cruise, passenger taken to the hospital, but expected to be okay. This happening just a week after the states Public Utilities Commission Voted to allow waymo and cruise to operate around the clock. Driverless Taxi Services in the city. Selfdriving car expert sam abuelsamid. But theyre generally pretty safe. But there are still a lot of issues that they need to resolve. These vehicles are equipped with external microphones that are supposed to pick up the sound of sirens from emergency vehicles and trigger them to pull over and stop. So while the vehicle in general had the right of way because it was going into a green light intersection, it probably should have been able to pick up that that that fire truck approaching and at least slow down before entering the intersection. Crews posting Additional Details about the crash online saying that their car was able to identify the fire truck as it approached, but that its ability to avoid it was complicated by other factors. The company adding in a statement, quote, our primary concern is the rider and their welfare. And weve reached out to offer support. We are also deeply mindful of the wellbeing of the First Responders and any individuals affected by this incident. The crash, one of two involving cruise vehicles thursday night, another accident happening in the mission. But in that crash, the cruise car apparently not at fault. The other driver running a red light , but peskin citing at least six other recent cases of cruise cars interfering with First Responders that he says warrant an investigation by the dmv. Were pleased that there are reducing the fleet size temporary, but theres a lot of work to do. And bottom line is we want them to adopt the approach that we have been suggesting, which is an incremental expansion based on these Companies Meeting performance standards that we all agree on. And that investigation ongoing right now. Crews says they will work with the dmv to make any improvements to their cars that they feel will improve their safety and efficiency on the streets in San Francisco, zac sos ktvu. Fox two news. The homicide detectives in San Francisco are searching for clues in a deadly shooting yesterday. Officers responded to reports of a shooting on the 2400 block of harrison street in the Mission District near john oconnor tech soccer field. When officers arrived, they say they found a victim suffering from at least one gunshot wound and that person died at the hospital. So far, no arrests have been made and police really havent released any more details about this case or information on possible suspects. Well, Hurricane Season could impact the cost of living adjustment for Social Security beneficiaries next year. Experts predict seniors will get a much lower cost of living adjustment of about 3 in 2024 as inflation subsides. But the benefit could go up depending on the impact of hurricanes. A Social Security policy analyst says hurricanes may prompt higher oil and gas prices, making the cost of living higher, which could lead to a higher estimate for Social Security recipients. Extreme heat in july took a financial toll on millions of americans struggling to pay energy bills. Some areas saw record breaking triple digits for weeks. And as temperatures soared, the use of costly air conditioning went up, prompting Many Americans to cut back on spending and find other means of income. But we could still see the tip top of the Salesforce Tower that stands 1000ft. You could see the clouds now invading the Golden Gate Bridge on top of it. And underneath and making tracks towards the eastern portion of our bay here, oakland. Still, we have clear skies here. Im looking out the window right now, 69 degrees, 63 and shrouded in a deck of clouds in half moon bay, we do have 82 degrees now in livermore and also in concord. Weve cooled to 77 degrees in san jose. These temperatures are averaging up to four and five degrees warmer than 24 hours ago. So the breeze has been with us pretty much all day now. 26, fairfield, 15, napa, 12 at oakland International Airport and also 12 mile per hour winds in santa rosa, 13. Mineta International Airport and at sfo, 17, we do have this. This is our satellite imagery and were starting to see the thunderstorms blossom over the Mojave Desert anywhere around barstow and victorville and trying to lift up towards the las vegas area. They had some rain showers there earlier this morning, but these are all feeder bands of rain showers running in advancement of the hurricane hillary. But this pesky area of low pressure thats been with us for over ten days, this is our saving grace. This is going to continue to keep all that subtropical moisture away from the bay area. But but we will remain on the muggy side. So hurricane hillary right now, 640 miles from san diego, south southeast and the winds are up to 100mph and its wobbling along out of the north northwest at 16mph. Pretty good clip. So lets go ahead and take a look at our futurecast, although weve had some rain showers across the far reaches of Southern California into tijuana, mexico. Watch what happens here. Heres sunday morning, just about sunrise. We have it pouring in the san diego area, the Los Angeles Basin into Orange County, then lifting up towards the San Bernardino mountains, riverside, then banking all the way into the Desert Southwest. Were talking about the Mojave Desert, then trying to ride into the las vegas, lifting into the spine of the Sierra Nevada by sunday evening. And youll see that were going to get precipitation all the way into mendocino county. But that low is keeping everything away from the bay area. However, if that low begins to lift up to the north and to the east, what it is right now forecasted to do, we could see generally about a 10th of an inch of rain, a half an inch of rain around the central coast. So were going to take a look at that right here. But first, the tahoe forecast. Heavy precipitation by monday. I do anticipate some flooding around the greater lake tahoe area. Now tonight, overnight, 50 and 60s for lows. And tomorrow, your daytime highs. Well, lets just go like this. Okay . 89 degrees in santa rosa. My bed. Sorry.
