We are following the developing story in san jose where a veteran Police Officer is in Critical Condition after she was shot responding to a domestic disturbance ince a woman called police to her home near oconnor park yesterday morning in san jose. She reported that her husband, 44 year old gabriel carreras, was drunk, had broken a bathroom door and was trying to beat her as she tried to escape their home. San joses police chief says the suspect then ambushed two officers just seconds after they arrived. Our officers face da and badge. Thew full well that they may be confronted by such heartlessness and violence. The injured officer was shot in her upper torso and away from her bulletproof vest. Both she and her partner are ten year Law Enforcement veterans. San jose police say the officers did not return fire, but the injured officers partner pulled her to safety. What i heard was the yelling and screaming of the female officer who was shot and i saw the commotion of her being taken away. I did want to stay safe, though, so i woke up the rest of my roommates and let them know what was going on. This is the second San Jose Police officer shot this year. The body cameras of both officers recorded what happened, which allowed investigators to piece together the incident. The suspect came out of the home and was taken into custody after a four hour standoff. Well the injured San Jose Police officer was pulled to safety by her partner, who was praised by the police chief for showing an undeniable act of courage that few will ever experience. So far, the Police Department hasnt identified the officers involved, but south bay assemblyman evan lowe says his brother, ryan lowe, is the partner who pulled that wounded officer to safety. Ktvu mike mibach talked one on one with assemblyman lowe about the heroic actions of his brother mike. Even just as i talk to you, im shivering. Im quickly going to be rushing down from sacramento to give my brother a big hug. My older brother a big hug and hold him as long as i can. Assemblyman lowe says hes not surprised his older brother would think about the safety of others before himself. The assemblyman called his brother many times after the shooting yesterday, before they actually connected. To tell you the truth, that all i just said was id love you and im coming home. Emergency crews in San Francisco are planning an earthquake drill on Treasure Island later this morning at 945. This morning, pga and San FranciscoFirst Responders will be practicing how to respond to a major earthquake simulating gas mains damaged after a magnitude 7. 3 earthquake. Theyll also practice evacuations and recoveries on the north end of Treasure Island. Well, state lawmakers and advocates have launched a new campaign to pass a key bill to advance climate ready upgrades for homes here in california. The bill is to help californians stay safe during a heat wave while cutting Carbon Pollution with clean cooling technologies like heat pumps. The event will happen on at the State Capitol at 10th and el street in sacramento today. Some of the speakers include state senator josh becker and state Assembly Member matt haney. The event, by the way, will be live streamed on environment californias Facebook Page. The death, the number of People Killed in maui went up again overnight right after that deadly wildfire that burned through the town of lahaina last week. There are at least 111 people confirmed to have died. Only nine of the victims, though, have been identified. 20 search and cadaver dog teams are searching the burn zone and each day, more human remains are expected to be found. 40 of the burn zone area has already been searched and 1300 people are still unaccounted for. Survivors, they face possible health risks because of everything that burned in the fire. They destroy buildings, vehicles, boats and other infrastructure material holes that release all sorts of toxic chemicals into the air and the soil. Some survivors are upset that mauis emergency siren system was not not used to warn of the fire danger. Local Officials Say the sirens have only been used for tsunami warnings and theyght to head toe mountains when they hear those sirens, which would have sent them directly into the flames. Cal fire says a fire burning in Santa Clara County is 40 contained. It started last night just after 5 p. M, just off highway 101. And morgan hill near the coyote creek golf drive. Exit one lane of that freeway was shut down for more than an hour, but it has since reopened. 71 acres burned in the fire. The cause of the fire is still under investigation. And fire Officials Say lightning started dozens of fires in the far northern part of the state. More than 50 fires are burning right now in california. Most of them on federal land. Lightning is a suspected cause of three fires burning in siskiyou county, as well as others in trinity. Shasta, nevada del norte and mendocino counties. Cal fire says peak wild fire see are really going into a period now where were at the mercy of the weather and that really is the heat, the wind and any potential lightning that comes through the fuels are the driest. We traditionally see the offshore wind events this time of year that it cal fires normal weather patterns, predicts the wind and the heat will extend at least through september and possibly through october. Time now is 508 and we always keep fire danger top of mind this time of year, and especially when we have tropical clouds. Hopefully theres not too much lightning coming along with some of that weather state. There is a lot of lightning in this pattern. Theres thankfully no offshore wind event. But the lightning has been front and center and thats probably not changing anytime soon. And it may be adding more to the mix as we get to early next week. By the way, Tropical Storm hillary is now a hurricane that thatll be the one we keep an eye on for sunday, monday into tuesday. Lots of activity, even some for us later in the afternoon, yesterday afternoon, right around Mount Hamilton. Boom, right there. I think the same thing will happen again around lake tahoe. Nothing too crazy, but its been a continuous stream of some off and on rain and thunderstorms. Kings beach , truckee, south, lake tahoe and homewood all picking up a little bit. 0. 0 2 to 0. 07. I know its not much, but west southwest 25 travis a little stronger than yesterday. Well see if it holds it collapsed yesterday and it still got hot inland, 60, 70 on a lot of some of the temps, 50s closer to the coast. And bay, the activity in the mountains will continue northeast california and northern Sacramento Valley and also up around del norte and humboldt county. Watch today another line looks like itll form along Mount Hamilton, the diablo range. So Santa Clara County contra costa, maybe up to Solano County later in the day. But again, the fog, everything is pointing towards us getting a little bit of a cooling trend. But theres a lot going on here. As you might imagine. Hillary is now a hurricane. So from nothing to a category 1 in 20 four hours. And the track is taking it up towards baja. Once it gets there, itll encounter cooler water and itll start to fall apart. But all projections take it into Southern California. At least theres one outlier. Theres always one outlier. But the main ones take it towards san diego or los angeles. And to see a National Hurricane center cone includes Southern California is a rarity. Indeed, 60mph would be a tropical system. If it makes it that far by the time it gets to near san diego. So that would be on sunday. And this is going to produce some big time rainfall here, maybe 4 or 5in for some dips on the track. The key is big, strong, High Pressure in the middle of the country in nebraska, with the low which has been here now for about seven, ten days, not going anywhere. It funnels that moisture in if its a little bit more to the west. Well get in. On if its not, itll stay in Southern California, probably around the las vegas, maybe the lake tahoe, maybe the way these again for days off. But the consensus a little more consensus today than yesterday does favor areas a little bit to the east of us. Well probably get a lot of cloud cover wind and maybe not much else, but it could easily change as we go into the weekend morning fog a little bit of drizzle, sunny some afternoon clouds, scattered showers, Thunder Showers again, but still warm to hot inland. Everything is saying we should cool down, but it hasnt happened yet. The air aloft is too warm, but a lot of cloud cover on the way. And well keep a focus on sunday, monday and early next week. The crowd gathered at fourth and king streets. Thats where the little girl and her parents were crossing the street when a car hit them tuesday evening. The balloon guns and flowers were placed at a streetlight in their honor. Organizers of the vigil say the incident, especially the death of the little girl, is very emotional. We wanted to hold space. We want to definitely have a place for people to come , to grieve, to hear, to hear whats happening and to be present and tv with each other. So far, officials have not released any information about the family. The driver, 71 year old karen cartagena, was arrested and is facing three charges of failure to yield to a pedestrian as well as vehicular homicide. Now, investigators say drugs nor alcohol dont appear to be a factor in the crash. This is the 11th traffic death in San Francisco this year. Both the police and neighborhood safety groups say this is an especially dangerous intersection with traffic rushing to get on or off interstate 280 and pedestrians coming and going to caltrain or to the oracle park for sports events. This has happened before. Crashes are happening here all the time. And so those are the streets that need the most aggressive treatments by the city to really make it possible for someone to cross the street safely. Reduce the lanes. No. Turn on red. So theres just reducing all kinds of opportunities for conflict. Now, the speed limit at that intersection is 35 miles an hour. But people walking in the area told us they never see people driving that slow. Well, some customers who took their cars to be serviced at a firestone auto shop in oakland ended up having their cars stolen. Several customers of the shop on broadway received phone calls last weekend explaining to them that thieves had broken in to that shop and had driven off with several cars. Anita waldron says she was one of the victims. She had crashed into the front window to get in and then unbolted the roll up door and just drove out with six cars. It would have taken at least six people to drive six cars out. Waldron says the shop didnt have security cameras in the lobby. Firestone was just one of several businesses damaged that morning in oakland. Theres Surveillance Video showing cars being used to break into other businesses on that same block. Waldron watched the video and says as far as she can tell, her car was not used to break those doors. I was looking at all the cars that happened to be behind her and the footage that one of the businesses had that was showing another car being backed in into the business. But it wasnt my maroon subaru. Waldron says she has no idea where her car is now. Shes considering it a total loss. We still get all this moisture streaming up, synoptic that low to the west has been off Southern California. Its been off the bay area. Now its just meandering there. And theres a strong High Pressure system getting ready to form around nebraska. And the combination of those two will play a huge part into what direction the moisture from hillary eventually ends up. We had some activity yesterday afternoon. Mount hamilton, east of fremont, near livermore cloud cover came in. So Santa Clara County, contra costa, maybe Solano County could get in on some activity later today up in the mountains. Nothing to crazy, but there was still active city in and around lake tahoe this time, well represented in kings beach to the north, truckee point, zero four, south lake, 12. 03 and homewood had 0. 02. So not a lot have not heard from our good friend steve bridges up in the tahoe keys. Usually sends me some information around 8 00. Well see what he says. West southwest, 25 out of travis. Bishop has some warm air, but you can see that activity of that line going right along the crest of the sierra up in northeast california, northern Sacramento Valley. Hillary is now a hurricane, rapidly intensifying as expected to reach category four status as we head towards the weekend. And then start to make a beeline toward Southern California, will encounter much cooler water once it goes past baja. Thats for sure. But a majority of the forecast projections take the path into either san diego, la. There are a couple that do not. And if they if these two, at least two are if theyre right, that will put us in the window for rain as we head towards monday. To see the cone, though, of the path by the National Hurricane center, including san diego and la is a rarity indeed. But by sunday night could easily still be a Tropical Storm. Now once it encounters land and cooler water, temps starts to fall apart along with shear. But its still rather impressive to get something of this ilk, if you will. So much going on if the upper low maybe drifts a little bit farther to the west, that moisture would take a turn more towards us. Instead of Southern California, Southern Nevada, the Sierra Nevada, no matter either way you look at it, it looks to be in in the window there for some rain or heavy rain. Just depends on what the path it takes. Again, we have 4 or 5 days before this all resolves itself. So a lot can change and will morning fog, a little bit of drizzle out there, sunny then clouds in the afternoon, especially east contra, costa county, Santa Clara County, maybe solano warm to hot inland although everything is saying we should start to cool down a little bit because this low thats offshore is starting to knock the high out a little bit. Lets get back to the headlines. All right. So thank you. Well, in san jose, a Police Officer who was shot in the line of duty is in the hospital right now. She was shot while responding to a domestic disturbance call. Bailey ocarroll is at Santa Clara ValleyMedical Center where that officer is listed in Critical Condition. Good morning, bailey. And as you mentioned, she is being treated here, though, in san jose. She is listed in critical but stable condition. Now, according to police, her and her partner were ambushed when they responded to that domestic disturbance call. Now now, police also say that this man, 44 year old gabriel carrera, is the one who shot the officer. Cabreras wife told police that he was drunk and that he busted open a bathroom door and then she accused him of trying to hit her. She called police at about 820 on wednesday morning. We did speak to neighbors in the area who described the scene, the yelling and screaming of the female officer who was shot. And i saw the commotion of her being taken away. I did want to stay safe, though. So i woke up the rest of my roommates and let them know what was going on. Now according to San Jose Police chief, less than 30s after the officers arrived on the scene, they tried to announce themselves at the front door. Thats when carreras, the suspect, went on to the balconies landing and started shooting at the officers. According to the police chief, the officer was shot into her upper body outside of where her bulletproof vest did cover. Neither officer returned fire, but the officers partner actually pulled her to safety and then began treating her injuries. This year. This is the second time that a San Jose Police officer has been shot in the line of duty. And it marks the First Time Ever that a female officer was shot in the line of duty. She faces three charges of failure to yield to a pedestrian and vehicular homicide. Now, investigators say drugs or alcohol dont appear to be the crash. This is thethis year. Both police and neighborhood safety groups say its especially dangerous at the intersection with traffic rushing to get on or off interstate 280. And pedestrians coming and going to caltrain or to oracle park for sports events. This has happened before. Crashes are happening here. All the time. And so those are the streets that need the most aggressive treatments by the city to really make it possible for someone to cross the street safely, reduce the lanes, you know, turn on red. So theres just reducing all kinds of opportunities for conflict. The speed limit at that deadly intersection is 35 miles an hour. However, many people we spoke to in that area say they never see people driving. Thats slowly. Our time now, 605 the number of people whove now died in the deadly wildfire in maui went up again. Now there are at least 111 confirmed deaths, but only nine of the victims have been identified. 20 search and cadaver dog teams are out there searching the burn zone. And every day they expect to find more remains for 2 of the burned zone area has already been searched. And 1300 people are still unaccounted for. And for the survivors, theyre facing possible health risks because of everything that burned in that fire. They destroy buildings, vehicles, boats and other infrastructure material holes that release all sorts of toxic chemicals into the air. And the soil and some of the survivors are angry that mauis emergency siren system was not used to warn of the fire danger. The maui Emergency Management chief says he doesnt regret that the sirens were not used. He says sirens have only been used for tsunami warning. And they say people have been taught to head to the mountains when they hear the sirens. That would have sent them directly into the flames. But on the maui county website, it says sirens can be used in other emergencies , including wildfires in butte county. People who live in the town of paradise can relate to residents in maui about the devastation from a wildfire before maui, the nations deadliest wildfire in the past century had occurred in the town of paradise five years ago. The camp fire killed 85 people and destroyed nearly 1900 buildings like maui. People in paradise say they had no Early Warnings about the oncoming fire, and thats why the town is now installing 21 siren towers. Old school sirens can be more reliable than modern phone alerts because Cell Phone Service is often disrupted during wildfires and other emergencies. So the sirens are created to make our town safer. Early warning sirens that will go off. And theres kind of mixed viewpoints on it because a lot of people think there wont be a fire here again. But its not for right now. Its for the future, for our kids town leaders held meetings with residents after the camp fire and officials said making people feel safe again was a big priority in the rebuilding process. An Early Warning system was number one on the list. Well, cal fire now says a fire burning in Santa Clara County is 40 contained. It started last night just after 5 p. M, just off highway 101. And morgan hill near the coyote creek golf drive, exit one lane of the freeway was shut down for more than an hour, but it has been reopened now 71 acres burned. The cause of the fire is still under investigation and fire Officials Say lightning started dozens of fires in the far northern part of california. More than 50 fires are burning right now in california. Most of them on federal land. Lightning is a suspected cause of three fires burning in siskiyou county, as well as others in trinity. Shasta, nevada del norte and mendocino counties. Cal fire is preparing for the peak wildfire season. We are really going into a period now where were at the any potential lightning that comes through the fuels are the driest. We traditionally see the offshore wind events this time of year. The californias normal weather pattern has the wind and the heat extending at least through september. And possibly through october. The grape harvest is starting to get underway at many bay area vineyards, and a new study finds that despite a late start to this years grape growing season because of a wet winter, the overall trend is actually going in the opposite direction. Researchers at uc san diego found higher temperatures linked to Climate Change have actually shifted the growing season as much as a month earlier, compared to the 1950s. Thats significant because the amount of heat a grape gets affects what wines it can be used to make. Researchers say theyre going to keep studying the changes to try and help winemakers plan ahead. County supervisors and Company Officials have agreed to permanently cease plant operations. The 80 year old plant shut down in 2020 because of the covid 19 pandemic. It never reopened. The company has been cited more than 2000 times and fined tens of millions of dollars for various environmental violations. You dont usually see a 12 degree spread on forecast highs. So im kind of splitting the difference here today. Mid 80s on some there is a bigger fog bank. We had a little bit of activity pop up at late in the afternoon around the Mount Hamilton, also near livermore, Altamont Pass and the diablo range. I expect that to continue today. See that low right above where it says fox two and all that other stuff that that that low is really going to play into our weather as we head into the weekend along with big dome of High Pressure which is building in the middle of the country. A little bit of moisture we had that pop up. It will continue unabated, i believe, up in the mountains, northeast california also up into northern Sacramento Valley, not that big boomers, but just a lot of moisture and occasionally some rain. Most of lake tahoe in and around had some activity. Kings beach near kings beach, truckee, South Lake Tahoe, homewood, 0. 02 to 0. 07. Thats not much. Still a lot of upper 60s, 50s, 60s, bigger fog bank though but truckee in South Lake Tahoe and mammoth are all in the 50s reno at 64 but off and on rain in reno as well this activity continues to move up caught around the high building coming around clockwise, the low off coast counterclockwise funneling this moisture in. But now the main event, at least for the next 4 or 5 days. Now, hurricane hillary, category one, feeding off above average sea surface temperatures. Once it gets to about baja, though, theyll see temperatures start to drop. Water temps off san diego arount about it. And then as it moves north, itll start to impact Southern California. It just depends on which forecast model is right. One of them takes it right over us. That would be on monday. And then another one offshore. The majority, theyll take it into san diego, la. Then in the central sierra and then up into the nevada. But look at that. I mean, maybe a Tropical Storm. There are some things in the water. Temps are too cold for this to maintain itself. Itll be close, but it just depends on where that track is. Its going to change over the next four days. Its too soon. This low tapping into the moisture. A majority take it right along this highway, but not all of them do. So well see what develops over the next four days. But either way, you look at it, the Sierra Nevada, tahoe and truckee are probably going to get hit with some pretty hefty totals. They are they are kind of caught in the middle. And i think theyll get some out of that. But well see if it moves farther west for us or not. Morning fog. A little bit of drizzle out there. Maybe a little bit through Pleasant Hill and the san mateo bridge looks pretty good when we come back, well take a look at the south bay and the peninsula. San Francisco City attorney is now asking state regulators to reconsider the decision to allow driverless taxis in the city just last week, the California PublicUtilities Commission voted to allow cruise and waymo to expand services, but there has been pushback and renewed safety concerns about that is Amanda Quintana, live in San Francisco to explain. Amanda yeah, well, the drama with these robots axes continues. The City Attorney filed a motion yesterday saying that San Francisco will suffer serious harm if we see the expansion of these driverless taxis here in the city. The public Utilities Commission, they just voted last thursday to approve cruise and waymo to take passengers. 24 hours a day, seven days a week with no limit on fleet size City Attorney david chiu says this was approved even though the commission knew that cruise cars have been interfering with passenger and public safety. Just about a day after that approval, about ten cruise cars stop working in north beach, creating a large traffic backup cruise. Blamed connectivity issues and said theyre working to prevent it from happening again. On tuesday, a cruise car was seen stuck in wet concrete after it drove onto a construction site. These are just a couple examples. The motionless dozens of similar incidents, including a time when a driverless car blocked fire trucks from leaving the station for nearly ten minutes. The Biggest Issue that was not really addressed very thoroughly at the puc meeting was the interference with Emergency Responders. And that doesnt matter. It doesnt matter whether someones in the car or not. If you have this vehicle thats blocking the road and an ambulance cant get through or a fire truck cant get through, that puts peoples lives in danger. The motion says there are currently just under 400 cruise cars in the city, but cruise plans to add more. And that could mean thousands to explains that the fear is this would only increase the interference with First Responders. Public transit, construction and just the general flow of traffic. Now, although cruise and waymo, once they were approved, they could start giving out those rides and start charging people for rides. If you download the app right now, like i did both the cruise and the waymo app say you need a specific invite code. Its invite only right now because they only have a select number of cars here in the city so you can be put on a wait list. There are a lot of people on that wait list, but waymo is reportedly going to start offering those paid rides on monday. The election meddling indictment against former President Trump in georgia is raising concerns about bay area Elections Security during the 2024 president ial election. The georgia indictment accuses Trump Supporters of illegally getting voter data and the soft where the dominion Voting System trying to affect the 2020 president ial election. Many bay area counties use that very same dominion voting software, but state election Officials Say california has more security protections. In georgia, it was 5. 2 was the Software Version number that was used. And here in california, we use a california specific software. We have source code review. We have accessibility testing, functional testing. The systems are air gapped. They cant be connected to the internet, nor can they even have the capability to connect to the internet. Kristen connolly the Contra Costa County clerk and registrar of voters, says bay area Election Officials are preparing with cybersecurity protections. A federal Appeals Court ruled that a popular abortion drug can stay on the market, but with some restrictions. Mifepristone is the most common Abortion Pill in the us. The recent Appeals Court decision overturned part of a previous ruling that would have revoked the drugs 23 year old fda approval. But part of this ruling that was not overturned will restrict the drugs use. That means doctors will be required to administer the pill and people will not be able to order the drug by mail. A federal judge has blocked enforcement of an anti camping ordinance in san rafael just as it was about to take effect. The ordinance would have banned campers from sleeping on sidewalks, open space or public rights of way, among other restrictions. People who live in one of the camps argued they will lose communal benefits, including shared food, water, bathrooms and handwashing stations, as well as physical safety. Well, the city is banned from enforcing the ordinance until a hearing now set for september 6th. But boy, is it going to be close. Until then, we have this tropical moisture we have to deal with and also some activity which picks up in the afternoon. We saw that yesterday. I expect a repeat performance again with the original cast that would be around Mount Hamilton, the diablo range, late this afternoon. So maybe some isolated showers picking up the activity around tahoe has been kind of just quiet. I mean, theres been rain tahoe keys picked up 0. 03 other locations. Nothing. I mean, youre just seeing more general rayners instead of the big boomers. But kings beach near kings beach. 07, truckee 0. 04, South Lake Tahoe 0. 03. Homewood. 02. Then itll start to encounter cooler water temps. It really needs 84 once you get into the low 70s or upper 60s, then it starts to fall apart. If it moves over land sheer as well, start to destroy it. But some of the past take it a little bit more towards us. A few majority take it near san diego and la to see, though Southern California in the National Hurricane center cone. I believe its the First Time Ever since the cone was introduced, the cone, all theyre saying is it could be along this line or this line. So its not an exact track yet. Its still 4 or 5 days away.
