As a matter of fact, the east shore freeway is taking 27 minutes now, almost a half hour to drive from the bridge to the macarthur maze. And then another 15 or so to get onto the bridge. So if youre driving from vallejo to make it to San Francisco, were coming up on almost an hour drive time. This is a look at the san mateo bridge. Its more crowded. Its not stop and go, but theres some slowing along the way. On 92, 101. When you get over there, it doesnt look too slow. One on 1 or 280. As a matter of fact, all the way up into San Francisco, most of it is actually pretty good driving on 101 701. Lets go back to the desk. Sal, thank you. Happening today, tens of thousands of San Francisco students are heading back to the classroom and teachers are back as well. And will there be enough teachers to fill all those classrooms . The answer this morning is likely not that is according to all the job openings posted up on the San FranciscoUnified School District website. Now, its a problem that schools all across the country are facing now. People here in San Francisco seeing it in their own backyard. We did hear from a parent of a child at Abraham Lincoln high school here in San Francisco. He said that he got an email from the schools principal and sent us that email stating that they have not been able to hire teachers for spanish classes. English class, math, biology and physics. Now, heres what the San FranciscoUnified School District superintendent told us about the Teacher Shortage just last week. We asked him, you know, this is a competitive job market. Its something that plenty of School Districts have openings. So we asked him what his selling point to teachers are this year. And but San Francisco is a great place to work. We have a lot of innovative programs. Youre in the middle of the city. The city can become your classroom. And thats not something that other places can offer. And then we also have great benefits and great professional growth opportunities. As of this morning, theres 605 teacher job openings posted on the San Francisco unified website. Those openings range. Anything from korean teachers to biology teachers to pe teachers. Now, the question this morning that many parents are likely asking is whats going to be done in the meantime . Well, according to that email and according to the superintendent, they are continuing to recruit really as we speak in real time. Now, as for whats going to be done immediately in the future before those teachers can get hired as school gets set to start today. Well, they say that administrators will fill in where needed along alongside a substitute teachers. So in less than an hour, representatives from the San FranciscoTeachers Union will be here at this school to address parents and the public about the state of the Teacher Shortage and what that means for students. That district superintendent posted a welcome message and announced some new developments for the new school year. It allows us to share pictures, files, see rsvp to events and much more. The superintendent also showed off the new turf at washington high school. This is where the high schools and the fremont School District play their friday night football games. Our time is now 705. And new this morning, one person in san jose was displaced during an Early Morning fire. It happened around 3 a. M. At an eight unit apartment complex on bruce avenue near lincoln avenue. It started in an upstairs apartment and there was major damage. The red cross is now helping the displaced person with emergency housing. The firefighters were able to contain the fire to that one apartment. The cause of the fire is under investigation. And a four Year Old Girl in San Francisco has died. Her father was seriously hurt in the Mission District after they were hit by a car in a very busy intersection. Andre senior is here and the little girls parents were pushing her in a stroller when all three of them were hit by a car. Pretty sad story here, dave. That crash happened shortly after five last night at fourth and king streets near the caltrain station at about a block from oracle park. There are two right turn lanes that intersection, an suv, a silver one, was in the second turn. Lane but it struck that family, the vehicle and the driver that was involved in this incident remained on scene. The driver is cooperating with our investigation. The any impairment due to drugs or alcohol does not to be does not appear to be a factor as well. The area was especially busy because of the time of day and because there was a giants game at oracle last night. There were also several Traffic Control officers in the area and they were able to evaluate the family first. The mother was not seriously hurt physically, but that little girl and her father were taken to a hospital with life threatening injuries due to the injuries. The four year old female succumb to her injuries and was declared deceased at the hospital. Traffic control officers who work at that intersection say drivers are usually interested in getting out of town, so theyre usually watching the traffic light, not really looking in the crosswalk. Now, officials are not releasing any information about the driver , including whether any charges will be filed in this case. Garcia andre sr, thank you. Some people who live and work in central Contra Costa County say theyre fed up with ongoing Power Outages. Business owners from alamo to san ramon say theyve had almost 20 Power Outages already. This year. Yesterday in danville, the power went out twice, once in the early afternoon, then again in the evening. They say there was no warning. Owners of Service Businesses say the outages really hurt them. Dont want to hurt our patients. So we just do something temporarily as much as we can with with one of our flashlights. I mean, its kind of like the stone ages. We have checks that need to be paid out. We have guests who are sitting and not sure what to do. You know what lets go to the south bay steve i see a bunch of slow traffic almost everywhere now in the Santa Clara Valley heading up to the west valley, led to 80, northbound, northbound 85, northbound 101. Its getting heavier, though, and at the bay bridge toll plaza, we do have traffic that is backed up to the maze. Coming up in a few, well take a deeper dive into these commutes. But now at 732, lets get right back to the headlines. All right, sal, thank you will. Happening today east bay mud says Illegal Dumping. Its a big problem near some bay area reservoirs and work crews will start removing a abandoned cars from the water. Ktvu ali rasmus is in the moraga hills right now to tell us more about this project. Good morning, ali. Good morning, dave. Its not just abandoned cars, but also a lot of trash thats illegally dumped. And were next to pinehurst road in the moraga hills. We are overlooking the Upper San Leandro Reservoir. This is part of the water supply for east bay mud. Its a beautiful and picturesque scene out here this morning. A beautiful morning. Just dont look down. Were uphill and directly below us is one of more than a dozen Illegal Dumping sites that are in the reservoirs watershed. Theyre going to be cleaned up today. You can see in this pile a lot of trash, some plastic crates, what looks like a mattress tossed aside here. East bay mud representatives say Illegal Dumping near their reservoirs has become a big problem since the pandemic. Last month. They did a similar cleanup and ended up removing eight abandoned cars from the watershed of this reservoir. They cleaned up more than eight tons of trash from a dozen Illegal Dumping sites near the upper San Leandro Valley reservoir. In the past three years. The Water Utilities had to spend more than 200,000 ratepayer dollars to clean all of this up. And representatives say that money should be going to other things. And more importantly, it is threatening the water supply, has hazardous material. All the things that you would find in a dump and why we have designated dump sites are happening here in our watershed where we hold our water, our now cleaning up and clearing away the abandoned vehicles is tough work. You smud has to hire contractors who then have to repel down steep embankments to connect to those vehicles and use cranes to pluck the vehicles out of the water. And they have to coordinate with the county and other Government Agencies to partially close down streets to do this work. So its a very complicated time consuming and again, expensive process. But it is happening this morning, about 90 minutes from now. Well get to watch them do some of this cleanup work around the Upper San Leandro Reservoir here. Again, this is east bay mud. Their water supply and their Drinking Water. What becomes their Drinking Water for a lot of their customers. So its an important issue. San francisco unified has some 50,000 students schools are holding special events, welcoming students and families back to campus. The superintendent, dr. Matt wayne, will greet returning students at one school, while two Teachers Union president s will visit others. San francisco is among the many districts nationwide facing a Teacher Shortage this year. Back to the east bay. Its also the first day of school in fremont. They celebrated the day before with a colorful back to school giveaway. Elementary students received a free flower and vase to give to their teacher on the first day of school, the day long drive thru event was held in the parking lot of washington hospital, one of the main sponsors of the event. Organizers say more than 1200 families showed up yesterday to get flowers and free school supplies. Its the 24th year for welcome teacher day. Well, the transition from the final days of summer to the first day of school can be tough for families. Psychologists say there are ways to make the mixture of excitement and nerves a little easier for everyone. They urge parents to let their children know that all feelings are valid and to talk about their own nervousness with their children. You also feel that way when our vacations are coming to an end and you know thats how life is and we just have to get ready for the end. And prepare for the new beginnings. Health care professionals also say that parents can help their children feel more secure and in control by giving them the ability to make choices about their back to school experience, allowing them to choose maybe what color their notebooks will be, what color their pencils will be, maybe what outfit theyre going to wear for the first day of school. And if its not too late, psychologists urge the whole family to have a full dress rehearsal of the first day of school, a week before the big day. This includes everything day from setting your alarm clock early to handling breakfast, who makes what and even driving to school or getting your children to the bus stop. Now, 736 will San Jose City leaders seem to have averted the controversial strike by members of two of its biggest unions . Now, for months, the unions have asked the city for new contracts threatening to go on strike at their demands were not met. Well, yesterday, just before the City Councils open session began, Union Leaders agreed to a new deal. I am very optimistic that our group will also vote to ratify the contract agreement. I think it is a huge win for both of our unions. Now. The agreed upon terms include a 15 pay raise over the next three years, eight weeks of paid family leave and more money for public services. But mayor matt mahan here agrees with the family leave part of it, but says the pay raise stretches the city to its limit and i havent heard anyone who supports this deal identify whose taxes are willing to raise and whose services theyre willing to cut. And this agreement still has to be approved by the city. Then it goes to the Union Members who are ratification vote, then city council has to vote on that. And that may happen next month. Time is 737. More people in Santa Clara County may soon be eligible for guaranteed income. The countys board of supervisors set aside 2 million toward its guaranteed basic income pilot program. Former foster youth have been supported by the programs since it began in 2020. Right now, theyre getting a monthly stipend of 1,200 for two years. With todays funding, the county hopes to eventually start supporting Young Mothers just as involved individuals and Homeless High School seniors. There is already talk that next year is outside lands Music Festival in San Francisco. Could be twice as big as the event that just wrapped up this weekend. City leaders are discussing adding a second weekend of events. City spokesperson tells the examiner the annual Music Festivals brought in more than 1 billion to the local economy since it started 15 years ago. A second weekend could include more concerts at Golden Gate Park and free shows in other parts of the city. Supporters say it would lead to more art, culture and nightlife in downtown San Francisco. I spoke to a dad this morning whose child is a student at Abraham Lincoln high school. He got an email from the principal there and shared it with us. That email did say that they have not been able to hire teachers for spanish class, english class, math, biology and physics. But that is not the case here at Mission Education center. I am fully staffed. Yes feel about that. Im very happy about that. Very relieved. I was a little nervous trying to come up with different contingency plans. But we are fully staffed and ready to start the year now. Thankfully, this school is fully staffed. That is not the case for many this morning. There are 605 teacher jobs open in San Francisco with the San FranciscoUnified School District. Now, those openings range anything from teaching korean to biology to pe and english. The question this morning many parents are asking, its what is going to be done in the meantime, what will their students situation look like in those classrooms . Now, according to that email and according to what the superintendent told us and just last week, they are continuing to recruit for those open positions. The red cross is now helping the person whose unit burned with emergency housing. Firefighters were able to control the fire to that one apartment. The crash happened shortly after five last night at fourth and king streets near the caltrain station, about a block from oracle park. The vehicle and the driver that was involved in this incident remained on scene. The driver is cooperating with our investigation. So i think coast and bay kind of come down a few degrees. We have cloud cover to the west thats associated with a low thats not going anywhere anytime soon. And a lot of moisture, tropical moisture streaming northward and some of that will get back into our forecast, i think late thursday, friday. But today it looks sunny to mostly sunny, 60, 70, 80, one more day, some upper 90 along alameda. Yeah. You know clement is popular way to get from east to west west to east and right now its blocked for a pedestrian crash right near walnut which is right near the hornets football field there. So get on buena vista or lincoln. Those streets are likely to be more crowded in the east bay. You will see that in this area here. You see a lot of crowding on 880 from san leandro all the way up to downtown oakland. And on 580 from near castro valley, not quite, but its very slow. And as we back out here, this is now beginning to look like everyone is back in school. A lot of schools the aquinas bridge to the maze. And then you see the bay bridge toll plaza is going to be backed up all the way out to the maze. So this is the first day ive seen almost everyone get into the act with slow traffic everywhere. Not a lot of major crashes, though. 831 lets get back to the headlines happening today, a major cleanup effort is getting underway to clear an east bay watershed surrounding a key reservoir. Ctvs allie rasmus live to show us some of the junk that needs to be cleaned up there in moraga. Allie yeah, we are just off pinehurst road in the moraga hills. We are overlooking the Upper San Leandro Reservoir. Now this is east bay muds, water and reservoir. And once treated, this water becomes the Drinking Water essentially in the east bay. So when it rains, the water flows from uphill. Where we are into this reservoir. And when it flows through filthy, illegal trash heaps like the one directly below us, thats a problem. You can see in this heap here, weve got some plastic crates, some containers with who knows what in them and a mattress. And this is one of about a dozen sites around the reservoir that have been identified for cleanup today. In fact, just minutes ago, we spotted the frame of one of three abandoned cars in the watershed. We have that video to show you that just came into our newsroom in the last 20 minutes. That car and two others going to be removed this morning as part of this cleanup effort. East bay mud representatives say Illegal Dumping near the reservoirs has become a big problem since the pandemic last month, they did a similar cleanup and removed eight abandoned cars from the area and cleaned up more than eight tons of trash in the past three years, the Water Utilities had to spend more than 200,000 just to clean stuff like this up. And it is difficult work. We have to hire contractors to tow and basically repel down the side of the watershed, which is natural land is protected land. So its not like paved or safe in those conditions. So they repel down and then theyll connect to the vehicles and theyll basically lift them out using kind of crane work. And thats exactly the type of work were expecting to see here in the moraga hills this morning near the Upper San Leandro Reservoir, starting in the next hour or so. They do have to coordinate with the county and other Government Agencies to partially close down the streets. So its a complicated process in its again, not cheap. In the past three years, about 200,000 to do cleanups like this. Now, east bay mud says they really want the publics help to help them by report any reporting, any Illegal Dumping people see if theyre driving or bicycling through this area. They also want to make sure if somebody is having stuff junk removed from their home to make sure that that stuff can then be is taken to a designated dumping ground. And not just dumped off the side of the road here, but that cleanup effort is going to be happening sometime in the next hour here. And well be here live to cover it. Were live in the moraga hills. Different schools will hold special events welcoming students and their families back to campus. Now classes also resumed today in fremont, and they celebrated the day before with a colorful back to school giveaway. Local Elementary Students received a free flower and vase to give their teachers on the first day of school, the day long drive thru event was held in the parking lot of washington hospital, which is one of the main sponsors of this event. Organizers say more than 1200 families showed up yesterday to get flowers, along with free school supplies. This is the 24th year for welcoming teacher day. Well, the transition from the final days of summer to the first day of school can be tough for families. Psychologists say there are ways to make the mixture of excitement and nerves a little easier for everyone. Well, San Jose City leaders seemingly averted a contentious strike by members of two of its largest unions for months, the unions have asked the city for new contracts threatening to strike if their demands were not met. And just before the City Councils open session started yesterday, the members agreed to a new deal. I am very optimistic that our group will also vote to ratify the contract agreement. I think it is a huge win for both of our unions. The agreed upon terms include a 15 pay raise over the next three years, eight weeks of paid family leave and more money for public services. Mayor matt mehan agrees with the family. Leave provision, but tells us the pay raise is stretches the city to its limit and i havent heard anyone who supports this deal identify whose taxes are willing to raise and whose services theyre willing to cut. The agreement still has to be approved by the city, and then itll go to the Union Members for their ratification vote. Then the city council has to vote on it, and that may happen next month. More people in Santa Clara County may soon be eligible for guaranteed income. The countys board of supervisors allocated 2 million toward its guaranteed basic income pilot program. Former foster youth have been supported by the Program Since it began in 2020. Right now, theyre receiving a monthly stipend of 1,200 for two years. With todays funding, the county hopes to eventually start supporting Young Mothers just as involved individuals and Homeless High School seniors as the city recovers from the outside lands festival this past weekend in San Francisco, people who live there have mixed feelings about possibly adding a second weekend. City leaders are discussing the option of putting two three day weekend events on at Golden Gate Park next year, according to a city spokesperson. The annual festival is brought in more than 1 billion to the local economy since it started 15 years ago, says a second festival weekend. An extra concerts in the city would help transform the downtown area into a leading destination for arts, culture and nightlife.
