Pga says it may have something to do with their wildfire prevention technology, but for those who live and work here in danville, they say theyre just left in the dark. We havent been getting any kind of notification and it just happens with out warning. Power goes out in downtown danville, some Business Owners say so far this year its happened 19 times and counting. Our hands are tied because theres really nothing we can do besides sit around and wait for pga to do better. No electricity twice on monday, once out during lunch, then during dinner, leaving hungry customers and busy cooks in the dark. We have checks that need to be paid out. We have guests who are sitting and not sure what to do. We have a kitchen thats halfway through their tickets, cant see what theyre making. Its tough on the restaurants because, you know, we have so much refrigeration and equipment and people say, why dont you get a generator . And its like, i need 20. Well, this is were not scheduled outages by any means. In fact, many of the Business Owners i spoke with said it just happened all of a sudden. So they were given no warning and they did get some alerts on their phone that said their power would be restored in a certain amount of time. But many times they say it didnt happen in that time. It was hours after the scheduled time. That power was supposed to be back on, that the lights actually came on. Yeah, clearly causing a lot of frustration for many people. Brooks, thank you. San jose city leaders have seemingly averted a contentious strike by members of two unions. The deal, which still must be ratified by the rank and file and passed by the council, could include pay raises of as much as 15 over the next three years. For the first time, san joses first term mayor pulling no punches and publicly venting his frustration with city council politics. Tuesday before the open session started, members agreeing to a new contract with two of the citys largest unions ippt local 21 and asked me local 101. Its hot off the presses. Were all excited about it. The smiles and hugs are well founded. The new deal would see pay raises of up to 15 over the next three years, 6 in year one, 5 in the second year. And in the third year between three and a half to 4. Theres also a provision for eight weeks of paid family leave , up from just one week. And money for reinvestment in public services. I am very optimistic that our group will also vote to ratify the contract agreement. I think it is a huge win for both of our unions. Union members have been rattling strike sabers after months of negotiations stalled. They initially asked for an 18 raise, with the city countering 12. Union members say the high cost of living and increased workload have pushed potential recruits to other municipalities and ultimately because our wages have been so far behind, they ultimately find better pay at neighboring jurisdictions. Mayor matt mehan agrees with the family leave provision, but says a 13 pay raise stretches the city to its limit. This deal, he believes, will push san jose over a fiscal cliff, according to mehan san jose has over 4 billion in unfunded pension liabilities and billions in deferred city maintenance. The already balanced 20 2324 budget must be reopened to find a few Million Dollars to cut to pay for the new contracts. We will be cutting millions, likely tens of millions of dollars in services from our budget in the years ahead. And i havent heard anyone who supports this deal identify by whose taxes are willing to raise and whose services theyre willing to cut. And we have seen this movie before. Number crunching for the agreement right now in the council. And then it goes to the unions for ratification, possibly as early as next week, then back here to the council for a full reading in public sometime next month. One veteran on the Council Tells me its important to have labor peace. The time like this, this economic climate and thatll be much more valuable, even though it means some difficult decisions down the road. Christian yeah, our legal experts and our political experts say that this case may have one of the biggest threats for former President Trump and while this case is making big headlines, it may make relatively small political ripples. In a nearly 100 page indictment, Fulton Countys District Attorney detailed dozens of acts by former President Trump and 18 of his allies. She says, were aimed at trying to undo the will of georgia voters. The former president has faced three previous indictments, one out of new york for alleged hush money payments and two federal indictments related to keeping top secret documents and charges surrounding january sixth. Professor andrew law at university of San Francisco has served as both a federal defender and a San Francisco prosecutor and says this latest case may pose the most serious risk to the former president. The narrative around the federal indictment is that, well, if trump wins the election, hell pardon himself. There are all sorts of arguments about that. But that is something that is right now very much out there. Its different with respect to the states in georgia. You cant pardon yourself beyond the legal jeopardy. There are many questions about how all of this will play out over the course of the upcoming republican primary and general elections. Professor Shawn Rosenberg studies political psychology and the rise of populism. He says for trump supporters, this latest indictment will only strengthen their resolve. He says for trump supporters, they want a strong leader, unencumbered by the usual checks on the executive branch. For them, he says, the purpose of politics is to get things done for the people and to that end, there should be no constraints placed on the judgment or action of leaders who are acting on behalf of the people. Rosenberg says democrats will likely also be energized by the indictments, seeing them as confirmation of their worst fears about what the president could do if reelected. But rosenberg says the biggest impact could be with independent voters, who he says are more likely to see the legal system as operating more or less impartially because they are more likely to see the judicial process as operating more or less impartially as it is supposed to, and therefore, the fact of these indictments and certainly any conviction will negatively impact their attitude toward trump. As for the critical issue of timeline on these issues, our legal expert says the former president will likely try to delay the federal cases for as long as he can, hoping that he wins to make those cases disappear. I mean, what are you hearing about this possibly city . Yeah ive heard that same possibility as well. Ive heard legal experts say that they dont really think thats a high likelihood just because the case is already in Fulton County. Theres no pressing issue that would take it out of out of the county courts and place it in the hands of the federal court. But again, were just going to have to see how this all plays out. Mike. Law professor Laurie Levenson told us last hour the racketeering charges mean prosecutors can wrap a number of different criminal acts into the indictment. So they could include the phone call that was made to raffensperger or they could call include the fake elector system. They could include overt acts that went outside of the state. The intimidation of the workers at the polls. All of this could be included in one big indictment, levenson added. Mandatory minimum sentences mean if mr. Trump or anyone else is convicted, they will be sentenced to serve time in prison. Two conservative groups filed a lawsuit in the state of michigan to block the administration plans to cancel 39 billion worth of federal Student Loans for more than 800,000 borrowers. These people are people who have been making payments for more than 20 years, and the Administration Says they should have already had their balances forgiven under the terms of their loans. Residents are getting more frustrated because they still havent been able to return home. A week after that fire started. Fox news jake alexis has more now from maui. The whole city destroyed generations of native hawaiian history turned into ruin. Its been a week since the Massive Wildfire broke out in west maui and officials here are still assessing the damage. And the remains of 99 victims have been recovered so far. Thousands remain homeless and President Biden says more help is on the way. Promise more federal resources as the recovery effort ramps up every asset, every asset they need will be there for them. And we will be there in maui as long as it takes. But anxious residents are getting impatient with the speed of the response. Some say theyve had little communication with either the state or federal governments, and theyre starting to doubt help will be there for them in the long term. You need to step it up and just prove it right now. Prove that lahaina is going to come first over everything right now. You know that the people of lahaina will not get displaced. And as folks wait for the green light to return to whats left of their homes, local aid groups are stepping up their activities on maui. Many of the volunteers were displaced themselves, and they say helping others is part of the healing process. I was devastated. I was a wreck. I needed mental health, you know, and i consider myself a strong leader. But it broke me. Its still breaks me. This is what keeps me going and helping people. And as First Responders continue combing the area, hawaiis governor warns the death toll could double. In maui jake. Alexis fox news and it could be weeks or even months before we know what caused the wildfires in maui. But there has been criticism of mauis Largest ElectricService Provider for not shutting down the power lines when wind gusts reached 80 miles an hour. Videos have emerged showing downed power lines, apparently sparking some of the fires. The president and ceo of Hawaiian Electric is defending that decision and says there are also problems with Public Safety power shutoffs here in california. Most utilities dont have that program. And its worth noting that even in places where this has been used, it is controversial and its not universally accepted. Its seen as it can be seen as creating a hardship for those customers that have medical needs that are higher risk. It would require coordination with First Responders. And as you have probably seen and maybe even reported, that the lahaina, the electricity powers, the pumps that provide the water, and so that was also a critical need during that time. The price of stock in Hawaiian Electric has dropped 20 in the past five days. Analysts say thats because there are concerns the company may have to pay large amounts to settle lawsuits that have already been filed. And a week after the wildfire started, critical infrastructure, housing all still front and center on maui. Former fema coordinator mark nevo joining us live tonight to talk about the recovery. One week mark, its been one week we just heard stories of frustration about the pace of almost everything, especially the search for remains. Is this what it is or is Something Else kind of driving the pace here . Well you know, when its your family, soon enough is not there. Right. Good evening to you, mike and julie. The trouble is that remember, this is a concentrated area. Were talking about five square miles, although that sounds large. But governor has already said in states, the death toll to double. And so what theyre really concerned about is making sure that they can get to all of the remains. Nothing gets disturbed. They can accurately identify those remains. And a lot of it is very much, you know, in dust form. Unfortunately and so theyve got to really comb through the slowly understand it. It takes time and its frustrating, but its important to get it right. I remember talking to San Francisco firefighters who are up in paradise after that disaster and they say weve gotten to the point, mike, where were not looking for bodies anymore. Were looking for what we can of these remains is you think thats where theyre at there . Yes absolutely. Story this morning they briefed out some of the folks that were doing the urban search and rescue cadaver dogs. And they told them, please be respectful and mindful that at the end of the day, when you brush off that dust, that could well be a family member. That gives you an idea of what theyre dealing with. For those who survived power, water, i mean, cell service are you hearing stories that theyre making progress about that . Yes, they definitely have whats known as cal cellular on wheels, 60 of them in there to support communications. Theyve got 500 hotel rooms set aside the president has said theyll be 700 available to people that are impacted by this. Plus, lodging assistance. Theyve got shelters open with diaper kits, meals ready to eat food. Its hard because its such a you know, its an island. Its difficult to get resources there. Makes it double the challenge. What about the people wanting to get back inside that burn zone . You know, they want to start clearing their property. Are we even close to that happening . You know what theyre going to do is theyre going to utilize the missing list. Thats up to a couple of thousand people and make sure every one of those people are accounted for. It they will start to open specific areas that have been searched very thoroughly and let folks in in a very organized manner. But it does take time because of the extent of damage. And it is so concentrated of an area you dont want people traipsing through. There until you can make sure you got all family remain as President Biden did issue that major disaster declaration. He says he plans to travel to maui. He hasnt as of yet. Is it important to see the president on site, especially for those residents there who live there, think its important from just a sign, right, that we are here. The president here, it conveys hope. We know its going to you know, that that encourages people along with the workers that are working there. But more importantly, youve just got to make sure that the people on ground that the president has appointed are working effectively in partnership with state and local , and theyre getting things done. Thats the most important. Hey, mark, one more for you. When it comes to housing. And there are people there who have nothing, maybe theyre in a temporary shelter and eventually they want more permanent housing. When will we start to see that happen . Well, what youre going to see is temporary housing, that being vrbo hotel rooms, 500, set aside things of that nature to get people taken care of in terms of permanent housing, to be able to locate that on that island is going to take months to years. So people have to plan, unfortunately, that theyve got to stay in temporary facilities for a period of time until the state can make it determination on how they want to handle permanent housing. The Health Department is also expanding pharmacy and clinic hours and increasing its mobile clinics and care teams. The San Jose City council pushing back a vote on whether to move forward with gathering information on creating the citys own utility company. The council will revisit the issue on october 3rd. A new Power Company would mean san jose could cut ties with pg and the city council will debate whether creating a city operated utility will eliminate some of the delays in new construction projects, which could also lead to saving money. Pga opposes such a move. A new fraud scam has spread where suspects are in impersonating Law Enforcement officers. The San Jose PoliceDepartment Says its found a number of suspects calling victims and then claiming they had warrants for their arrest. The scammers then threatened to arrest the person if they dont pay money to clear those warrants. The scam uses a technology to make their calls appear to be from a Law Enforcement agency referred to as phone number spoofing anyone with information on the scam or who may have been a victim is asked to contact the San Jose Police department. State lawmakers in sacramento are now considering legislation calling for a federal investigation and accountability. Florida Governor Ron Desantis and floridas migrant transport program. The bill was introduced just today by south bay Assembly Member evan lowe. It comes after, he says 36 migrants were flown across state lines to california in june. Lowe says all americans should be concerned that florida tax dollars were used to illegally trafficked, vulnerable migrants across state lines. The Assembly Member said in a statement. Tuesday afternoon, Sonoma County horse advocates lined up to tell the board of supervisors loud and clear, get your Animal Services and control department under control and properly staffed animals are suffering and dying because the slots are not filled. Horse woman rescuer and former Police Officer betsy bueno wants to reform and rehabilitate the countys Animal Services department, especially to increase field staff and to upgrade criminal enforcement of animal neglect and abuse cases in a recent case, she said she witnessed horror for almost an hour as a German Shepherd slowly killed a horse. The dog had knocked the horse to the ground and was on top of the horse, basically ripping it apart. It took almost an hour too late for Animal Services to arrive. The dog the horse on the property belonged to one person, and he had been warned numerous, numerous times that something bad was going to happen. And if it did, he would be held responsible. Ms. Bueno tells us that there are two dead horses that were badly abused underneath that dirt pile over there. Their carcasses simply covered up once they died. Bueno says that though the department has positions and funding for ten animal control officers, it has only three. If you call, theyre supposed to respond, just like a Police Officer. Ms. Bueno says another time she saw another horse laying and apparently dying unattended in the same meadow. So she confronted the man who claims to control the property. Bueno says her vet confirmed that the horse had miscarried, got a massive infection, had 105 degree temperature and had to be euthanized as was the dog. The owner would not talk to us and we have yet to hear from animal control tom vacar ktvu fox two news. New video of a car fire that led to a dramatic rescue. This is in orange county, florida. Earlier this year. The driver was trapped in his burning vehicle after an accident. Deputies who arrived on scene said the dashboard was melting on his legs. They pulled out fire extinguishers to keep those flames at bay until firefighters arrived on scene. Recently. The 23 year old met the deputies who saved his life. He spent 89 days in the hospital undergoing more than a dozen surgeries before being released. Okay. We had a pretty nice day today. I wanted to show you this. This is the long range model. This is thursday, this coming thursday. And you can see that that drop that dip in the jet stream and then that flow. So thats the low thats been bringing in the subtropical moisture. And you can see where it would this is upper level stuff. So thats bringing it in from the gulf or from lower latitudes, but mainly gulf of california and southern california. Watch what happens on friday and saturday. See, watch down by baja right over there. Something there. Theres some moisture, but watch this. This thing right there. Right there. That yellow coming in that the models are suggesting that theres a Tropical Storm, potentially a hurricane that could fall apart. The remnants of that which would be pulled pretty far north. Now, this is a model resolution about seven days out, but this would be a lot of lightning. Itd be a lot of lightning. Itd be it would be a bad thing for us. So well keep an eye on that. That, again, is down the road into tuesday and wednesday. So well watch it. And just bears watching this pattern as we saw as were seeing right now to is producing a lot of lightning and thunder. It also is producing the hay or the fog, which is lying underneath it. The High Pressure is keeping us warm. Its hot. Its pretty humid, not as human as yesterday. And then if you look off in the distance, youll see some of that subtropical moisture which has been coming up around that low. And this is what you get. These are what you get. You get lots of lightning hits and we had a ton a ton of lightning hits yesterday in this area all the way over to humboldt county. And were still seeing that the main air mass, the subtropical plume is basically arcing up over the top of us and it is missing us, which is fortunate for us, but its Still Producing thunder and lightning in some of those dry areas. Now, im not seeing a lot of dry lightning, but you could get that and dry lightning, of course, pretty ends. The potential for a fire. The fog right now coming through the gate. We saw it earlier. Its shallow. So that means its gonna be another hot day inland tomorrow. The marine layer is going to deepen up as we get into thursday as that low gets a little closer and that moisture comes in. So were going to cool a little bit towards thursday, friday and saturday. But then that subtropical moisture next week comes in. But you can see just ringing around the low, right. See the big, big flow and then all the lightning hits. So just a dangerous time of year essentially for this this pattern to develop, which is not atypical. Its just it is typical. But you just not fun to watch, especially if it does come together on next week. The fog, again, you can see it out there, a little hazy. Golden gate bridge temperatures today, a lot like yesterday. A little bit warmer in some places, but less humidity. So it may have felt not as hot. It did to me. It didnt feel as hot today to me, even though its a little bit warmer because the humidity is down about half, almost half of what it was yesterday, the fog forecast and the subtropical moisture forecast shows us by tomorrow afternoon, more thunderstorms, more fog and then the moisture, that moisture just keeps coming up. Theres thursday morning. Not as much activity in the Sierra Nevada for thunderstorms, but thursday afternoon, it gets going again. So thats unstable moisture in pretty far north, which is volatile. And thats what were seeing right now. And we see it every year. But that event coming potentially is something to be thinking about as we look at the forecast for tomorrow. Just like today, little about the same humidity. So itll be kind of sticky and then things start to cool down as we get into thursday, friday, saturday, sunday, temperatures will go the other way. These are the forecast highs for tomorrow, however. And then this is the five day forecast and youll see temperatures start to trend downward on friday, saturday and sunday. People from alamo to san ramon are experiencing intermittent outages causing businesses to close early, including everything from restaurants to dental offices. We have worked on a patient and the power outage has gone out and we had to stop the procedure and let the patient go home with half finished procedure.
