The death toll in that Devastating Blaze climbing once again today to 59 while rescue crews continue to search for survivors. Welcome, everyone, to the four on this friday afternoon. Im heather hall. And im alex savage, the 59 deaths in the lahaina wildfire now make it the second deadliest fire for the us in the last 100 years. Right behind the 2018 camp fire in butte county. That killed 85 people in the town of paradise. Local, state and federal officials now looking forward to the recovery there in lahaina and the surrounding areas. Fema Disaster Relief is also on the way to hardhit communities. Fox max gordon has more now from maui, where some people are being let back into their neighborhoods to see the damage themselves. Right now, were standing about 13 miles away from the town of lahaina at a roadblock where officials are now starting to let residents back into the area. Though there are some places where theres still active search and rescue operations and folks arent allowed to go. Its simply too dangerous as well, because theres still hot spots where the fire is still burning. Several fires have been burning on the island of maui since tuesday. None of them yet fully contained, according to officials here. Its still unknown how the fire started. The most destructive. The one on mauis west side, which ripped through the community of lahaina , fed by dry conditions and fierce winds caused by hurricane dora. As it passed hundreds of miles off the coast. According to hawaiis governor, the fire destroyed more than 1000 buildings in lynna and damaged the towns famous banyan tree. The once peaceful island paradise now described as looking like a war zone. This is our first time coming back and like actually knowing that our house burned down. We havent really known anything for the last couple of days because theres no information coming through. People lost everything homes, jobs, their cars, some their pets. Theres still people missing. Cell towers and phone lines have been burned up on mauis west side. And thats made communication very difficult on that part of the island. Officials have established temporary hotspots to get some sort of cell service there. But its been an agonizing couple of days for people who dont know what has happened to their friends and loved ones on the island of maui. Max gordon, ktvu fox two news. And we are learning more this afternoon about the firestorm and the emergency evacuation efforts that quickly became chaotic. Survivors described being cut off from communications and electricity. Ctvs brooks jarocz is looking into mauis Warning Systems and brooks, is it safe to say that many people got no warning here at all . Well, i spoke with some Emergency Management experts who say this was a no notice evacuation, that basically means the first indication many people got that they were in danger is when they smelled smoke or just saw raging flames out their windows around their doorstep and that they that at that point, its really too late for some perspective. This is exactly what happened in two major california wildfires, the 2018 camp fire destroyed the town of paradise as people could not escape to safety and the 2017 wine country fires. When many said they received no alerts at all. Okay, so, brooke, so what do we know about the emergency Warning Systems there in maui . Did they get any alerts . Well, yes and no. It kind of depends on where you are. The state of hawaii does have an outdoor siren warning system. Its supposed to be used in any number of emergencies, including tsunamis, volcanic eruptions or wildfires. We do know that sirens are in the town of lahaina, but Officials Say no sirens were activated when the fires broke out. Instead they did issue wireless emergency alerts to cell phones and on tv and radio. So that can be problematic because if electricity and cellular towers and communications go down, warnings wont be received. And just hours ago, i spoke with a retired fema public warning specialist. He says theres always concern about sending out a blanket mass alert. This in turn creates another pressure against issuing warnings because people are frequently Decision Makers are frequently very concerned that theyre just going to jam up the streets, either fear with the response effort. But i think its possible that in the near future were going to see more commercial solutions that people can implement without having to rely on government. But thats a double edged sword because it again, creates inconsistency, thats for sure, because some communities or areas may ultimately be better about issuing warnings than others. There are lots of other things to consider. Are you signed up to receive alerts . What about visitors . How do you make sure theyre aware and if everyone is told to get out, how do you avoid roads getting clogged and people getting trapped . So those are just some of the questions that come to mind. Yeah, and when you talk about people getting trapped, we have obviously seen that same scenario unfold here in Northern California with the campfire up in butte county. We have obviously reported on the fact that people in the town of paradise, they just had that one main road essentially to try to escape. And a lot of people became trapped. Was it a similar situation in lahaina . You do have just that one main highway through that area. Right. And theres two sort of major roads that go in and out of there. I know one had some power poles across it. The other was all clogged up with traffic. We know the roads are not wide and cant accommodate a massive vacuum in a matter of minutes. Ive actually dug into mauis plan that looks at risks and hazards, even warning of a catastrophic wildfire that there could be a risk of that. Well, teams of bay area volunteers left today to lend a much needed helping hand to residents there on maui. Red cross volunteer tim tanner. Tom tanner, excuse me, flew out of san jose today, heading for hawaii. Hes part of a team trained to deal with disasters. The red cross says its preparing to expand relief efforts if needed. Tanners role will be to serve as a liaison, getting critical information from government officials to the people who need it most. My job , as i understand it, and it may change, is that ill be working with local local government officials to coordinate what they think needs to be done by the red cross. And ive got a lot of people to help me both locally and in the local government. People are trained to deal with disasters so its not just me. Im a part of a whole team. Since the fires began, the red cross and its partners have provided more than 2100 shelter beds for residents and tourists evacuated from maui. Its also providing food and emotional support. All right. Lets give you a live look now at sfo. This is among the hubs that is managed cancellations and rerouted flights from the island of maui right now following the disaster there. United airlines has canceled all passenger flights to Kahului Airport on the island of maui. Instead, its sending empty planes to the island so it could be used to bring passengers back to the mainland. Also, Hawaiian Airlines is diverting its flights to shuttle supplies to the hardest hit parts of maui. And as we mentioned just a few moments ago, cell service and other communications are still down near lahaina. The outages are expected to last several days, perhaps even weeks, making it difficult for people still struggling to connect with missing loved ones. One woman in maui has now put together a spreadsheet to try to help. It lists the status of people in the lahaina area so if you dont see the name of a person that youre looking for. Well, she also says that you can add some of their information to the list and then check back for updates. Yeah, thats extremely helpful at this time. They approved to rival robo Taxi Companies to expand their operations in San Francisco. And this afternoon there is plenty of criticism. Ctvs tom vacar joins us now with a look at whats next tom. And what changes would this vote . What comes next. So it passed. Were going to have a phased in program, as many as 500 robotic, autonomous driverless taxis. Theyll soon be loose on the streets of San Francisco. They should take an incremental approach and should not have a full scale deployment until they have proven that the technology can deal with our First Responder situations that they have. Clearly repeatedly interfered with. Its important to note that the resolution before us recognizes that the department of Motor Vehicles may suspend or revoke a carriers permit if it determines based on the performance of its vehicles, that the carriers vehicles are not safe for the public operation. So as you can see, theres a lot of concern about how this will roll out. But there will be a rollout and it is going to be in phases. And thats whats going to ultimately make this thing work or if theres some major event, well, then it will have to be recalibrated. Yeah. Tom, while i have you here, lets talk about how the rollout of more of these robotaxis is going to work. Whats that going to look like . Well, initially, theres still going to be a lot of drivers in a lot of these cars now for example, from 10 p. M. To 6 a. M. On the cruise vehicles in very limited parts of town. There will be no driver with the waymo cars. What youre going to have is just a situation where youre going to simply still have drivers. There for this phase. Once this phase is satisfied, then we will move on to other phases. But initially, dont expect to see many big changes because this is whats been going on for quite some time. But the difference is people will now be able to call for these cars and pay a fair. The folks who have been paying non fares, which is a lot of folks that work late nights and things like that, they have been riding in Driverless Cars and will continue to do so. The limitation that she is imposing here, i think its mostly, i think, agreeing what the trump team wants them. She is causing a fight over the definition of what will be sensitive. Prosecutors want to start the trial on january 2nd, less than two weeks before the iowa caucuses. Trump also faces a new york state trial in march and another federal trial set for may. In washington, Caroline Shively, fox news special counsel, has now been appointed to the Ongoing Justice Department investigate into hunter biden. Attorney general Merrick Garland today named david weiss as the special counsel. Hes the us attorney in delaware whos already been investigating the financial and business dealings of the president s son. He will remain in his current role in that ongoing investigation. The attorney general says its in the Public Interest to appoint weiss. Laney has over 130 different programs in more than 600 classes for students to choose from this semester. Earlier on mornings on two, the nine, the president of laney joined us to talk about the Free Tuition Program this fall. He says its a great opportunity for the community to pursue an educational goal or explore a passion for a lot of students. They think what college is expensive. Yeah, theres no way i can apply for aid. And even if i did, i wouldnt qualify. Thats really not true to a great extent. And then along with that, you know, a lot of students, they pay their tuition, they think im good. But you know what . You have to go to the bookstore and you have to get other things. Oh, yeah. So were taking care a lot of a lot of those associated costs of education just to support students. He also said students of all backgrounds and ages are invited to take advantage of the free tuition this fall. The Program Covers the cost of textbooks. Student health fees, free bus passes, free lunch on campus and a computer to check out from the library. The fall is free program is offered at all four Peralta College campuses, including berkeley city college, the college of alameda, and Merritt College inequality. Here in california. A new survey shows the many challenges that black women in the state face. Stay with us. Researchers found that two out of every five black women here in california report struggling to cover basic expenses and are just one paycheck away from financial instability and the effort to achieve Financial Stability comes at an additional cost for black women. 37 report working two or more jobs, and 62 of those women say they do. So because its necessary to make ends meet financially. Joining us now to discuss the survey is kelly dodd. Griffin president and ceo of the california black womens collective collective excuse me, empowerment institute. Thank you so much, kelly, for being here. This is a first of its kind of study. What does it say about the challenges that black women here in california face . Well, i think its very clear that black women, we are struggling and that there needs to be interventions thats more intentional and exclusive to black women to be able to achieve the goals that we need to achieve to be successful in the state. There are many troubling findings. Some of which i just mentioned. But heres another one that really stands out a staggering 80 of women say that they worry about discrimination. In fact, they say its among their top concerns. I mean, its clear from the respondents that they feel overburdened and underserved. Yeah, absolutely. I mean, this is how black women experience california. And we have to be able to recognize that and take the time to reset the expectations of how black women are treated in a state thats supposed to be extremely a liberal state. Before we get to some more of the results, explain a little bit about why you felt it was important to conduct a survey like this. Well think a lot of times that as black women, we get lost in the conversation. And so we tend to, you know, do the work. We show up. Were the most politically involved. And yet a lot of times people dont ask us intentionally whats going on with us and how were feeling. And so we wanted to do a couple of years ago. We started the work of the collective and we wanted to bring our voices together and uplift the voice of black women and girls throughout the state. And this is just our first project that weve decided that was important for us to do as a collective. So that we can reset the conversation, particularly around the economic safety net. And so what are your plans with the survey results . Yeah well, you know, the wonderful thing about this is that this is a work that weve been doing in collaboration with cal state dominguez university and carson. But the funds that we received actually came from the work of the legislative black caucus that advocated for us to start the think tank here at the university so that we can start getting real data so we can do Real Solutions for black women and girls in california. Okay. So maybe hoping that this will drive some legislative changes. We talked about this survey outlining the many challenges that black women face. But i want to talk specifically about the economic concerns, because heres another really sobering statistic. Take a look. 40 of the respondents said that racism and discrimination have limited their income and earning capacity. What do these results say about the effective ness of state policies when it comes to the economics of black women . Right. Well, i think a lot of times we focus on the safety net and we forget about the economic safety net. So well do social safety net and well focus on things like criminal justice reform. But a lot of those things are downstream. And our goal is to really focus upstream. Upstream really starts with whether or not a person can take care of their family, take care of their community. And so we know that when were polling and talking to black women throughout the state, they are struggling. When you have seven out of ten households headed by single black women with in this study, 60 are the primary breadwinners. Many of them are single moms. And so even when we talk about pay gap and wage gap, were still talking about we have one source of income, one source of income to pay for housing, one source of income to pay for childcare, one source of income to pay for all of the things that we need to do to just make away in california. A final question for you. Are you hoping im sure you are hoping that lawmakers really take these results to heart, but have you heard from any who are maybe promising some changes ahead . Yeah, well, you know, again, were very collaborative with the legislative black caucus and, you know, applaud them. We meet with particularly Assembly Member lori wilson, who is the chair of the black caucus, is actually on our board. Um, tina mckenna. Mia bonta, you know, steve bradford, all of those members of the caucus, you know, we plan to meet with them, talk to them about the results and then come up collaboratively with some solutions that will improve the lives of black women and girls here in california. Yeah, we cant wait. Yeah, we really appreciate what youre doing. Really Important Research and important findings. So thanks again for coming on the show this afternoon. Thank you again, heather. Thank you. Thank you. The California Water resources control board is under investigation by the Environmental Protection agency. Two native american tribes allege the board discriminated against them by failing to protect Water Quality in the San Francisco bay and the sacramento san joaquin delta. The complaint says the water boards policies have resulted in harm to tribal lands, fishing areas and waterways. The supervising attorney said in a statement. The tribes and communities of color have been systematically excluded from water rights for years. She added, quote, although the water board has acknowledged this history and promised repair, it is instead carrying this discrimination into the present by granting favored access to water rights holders in policymaking process and letting outdated Water Quality standards languish. The water board has 30 days to respond to this investigation. In a statement, a spokesperson said, quote, the state water ans epa will ultimately conclude the board has acted appropriate to bay area cities. Now part of a federal Oversight Program requiring curfews for families seeking asylum here in the united states. Stay with us. Well speak live with an immigration policy expert on this move and the expansion of immigration measures across the country. Initial screenings by immigration officials. Those curfews, which run from 11 p. M. To 5 a. M, are now expanding to several more us cities, including san diego, san jose and San Francisco. Immigration officials initially announced those curfews in four cities back in may. As pandemic era asylum restrictions expired, whats known as the Family Expedited Removal Management Program is meant to be an alternative to family detentions. For more now, we are joined by bill hing, a professor of law and migration studies at the university of San Francisco, to help us understand what this program is meant to do and why were seeing this shift here. So professor, thank you for the time. As always, why why are immigration authorities expelled pending the reach of these curfews for families who are seeking asylum . Well, theyve realized that its working. This is an alternative to detention. And the fear always when theres some alternative to detention is that people wont show up and theyll abscond. But because of the fact that the head of the family is on a curfew and has an ankle monitor, 100 have showed up since this began. In those initial four cities. And so theyre expanding it. And i applaud the administration for offering this instead of detention for families. Lets talk about how the Curfew Program works. The curfews are imposed on families who are seeking asylum until they complete an initial screening by immigration officials. These are whats known as a credible fear interview. Can you describe what that process is and what are authorities assessing during the screenings . So its a screening for whether or not the person should be allowed to apply for asylum. So during the screening, the person has to express some fear of returning back to their home country. For example, a gang is after them or some cartel is after them and if they say the magic words, then theyll pass the screening and then they get to apply for asylum before an immigration judge. Part of this process is that if they fail to initial screening with the immigration agent, then they get to have a review by the immigration judge. Thats where this expansion comes in, because now the Immigration Judges in San Francisco will be able to review any failed screening that occurred by an agent. Sot wouldt the expansion of this Curfew Program means that youll have a lot more families who are subject to these curfews. Do immigration officials have the resources ready to monitor even more Asylum Seekers under the program . They do because this is all done electronically and so given modern technology, its pretty straightforward. And its the head of the household who is being subject to the curfew and has the ankle monitor, the rest of the children, if theres another spouse involved, theyre not part of the of the ankle monitor program. And so yeah they theyve invested millions and millions into this program and thats why theyve expanded now. They expect expansion to occur even further. There may be up to 40 cities within the next few months. Yeah. Im sure youve heard some of the criticism of the Curfew Program. There are some folks who believe that youre going to have people who dont show up for those immigration screenings. What do we see in the actual data in terms of how often people are, in fact, showing up . So far, in the four cities that began san, its a 99 showing up rate. So theres little absorption. And it turns out some people that did not show up actually were ill. And so they had a good excuse. And they so as i said, there was also some criticism by immigrant rights advocates thinking that this might speed up the program. But believe me, ive seen the alternative been to Detention Centers where families are being detained and you do this whole process while everybodys in detention. Thats thats a nightmare. This is this is much better. And its much more humane to handle it this way. Now, also, you have to realize that if they fail, the credible fear interview and the immigration judge agrees with the denial of the credible fear interview, these families will be deported within 30 days and thats happened. And we should point out that, conversely, if they if they pass it, the curfew is immediately lifted for those families. Thats right. And they theyll be scheduled for their immigration hearing before an immigration judge. And at that time, its very serious. Theyve got to gather evidence. Theyve got to introduce testimony. And thats another tough road because its a difficult thing to do it on your own. And thats where immigrant advocates can really be beneficial to the Asylum Seekers. All right. Iran has moved five iranian americans from prison now to house arrest. Its in exchange for freeing up billions of dollars in frozen assets. As foxs alexandria hoff tells us, implementation of the agreement, which is still being negotiated, is not without controversy. The five americans are now under house arrest in irans capital, waiting their eventual return to the us. But its what iran is getting in this deal that some are taking issue with. This is the beginning of the end of their nightmare and the nightmare that their families have experienced. Secretary of state Antony Blinken optimistic following whats been two years of quiet negotiations to bring home five americans imprisoned in iran. Us Officials Say the three named prisoners and one other were transferred from irans notorious evin prison yesterday and are now under house arrest at a hotel in tehran. The fifth prisoner, an american woman, was previously released to house arrest, according to the new york times. This is a positive step, but i dont want to get ahead of its conclusion because theres more work to be done to actually bring them home. In exchange, the us agreed to release several jailed iranians and free up a reported 6 million in frozen iranian assets, which officials insist will only be able to be used for humanity purposes. Theres not going to be a ransom payment. Theres not going to be sanctions relief. Theres no us taxpayer dollars that are going to be applied to getting these americans home. But critics argue iran could use the money to fund their military and proxy groups in the region or their controversial nuclear program. This money were going to give them, 6 billion, is a lot of money for iran. This will balance their budget. Theyre feeling flushed tonight. And the fact that were getting these americans home is fantastic. But the risk to every other american is substantial. Getting these five americans home will not be quick, with sources telling fox news that its likely to take several weeks in washington, alexandria, hoff, fox news. The United Nations today announced five security Staff Members kidnaped in yemen, 18 months ago have now been released. Un secretary general Antonio Guterres welcomed the release and called for the kidnapers to be held accountable. The un says the kidnaped victims were in very good health and good spirits, despite everything that they went through. The conditions of their release and the identity of the kidnapers has not yet been made public. Ukrainian president Volodymyr Zelensky is taking another step in fighting corruption in his home country. Zelensky announced today he has dismissed all military recruitment officers responsible for overseeing the enlistment process. The decision comes after a number of corruption scandals made headlines across ukraine. It was discovered that some draft officials were allegedly taking bribes. Zelensky wants the dismissed officials replaced with veterans, all new appointees will go through a review process. It sounds like we have some good conditions here to see the meteor shower. Were talking about a window early sunday morning here. Whats the best time to try to view the meteor shower and where should folks head . Our best time to view the meteor shower is generally after midnight. So probably after 1 00. But you might see some after midnight up until about 330 when the moon begins to rise. Now, it wont be a very bright moon, so that really wont be too much trouble. But yeah, the best viewing windows between midnight and 330 and best place to go is as far away from city lights as you can, as dark sky as you can. You are near the coast. You might be at risk of getting fog, but generally get away from cities and maybe get behind some shelter buildings. Theres places bringing the whole bay you can find nice dark spots that are relatively protected. Okay, explain why this shower is typically the most impressive. Well, its pretty reliable. Generally produces generally 60, 70, maybe 80m per hour that you might see under perfect viewing conditions. And these are pretty bright meteors. And persians also display a lot of color. Right. See some color streaks across the sky. So theyre actually very beautiful, bright, colorful and like i said, a reliable shower produces quite a meteor. So it really lines up, checks off all the boxes, you know, for your enjoyment. So obviously, you want to get somewhere thats away from from the ci lights here in the bay area. And it once you get to ler eyes adjust to the darkness to really be able to take in the meteor shower. What are some other tips you have for people having the best viewing experience possible if they go, well, youre going to be looking generally in the northeastern direction. Thats the direction the meteors will appear to come from there. Theyre trying to fly out of the constellation. Perseus rises in the northeast at midnight. So make sure you have a good sweeping view. Not blocked by trees. And like that sky. Yeah. And let your eyes adjust, at least 15 minutes. Your dark vision really kicks in between 50 minutes, half an hour. I think. Doesnt mean you wont see some from the get go, but the longer youre out there in the dark, the more sensitive your eyes and the more able you will be to see any color in your color vision really needs to. Y. Okay. So, take this in this weekend. Where are some of the best spots here in the bay area to head outside and take in the shower . Well i usually tell people in the south bay henry cove state park is a good place. Its kind of away from san jose and somewhat chilled. I think they have a parking lot thats open 24 seven. The east bay all up and down the hills with clients and relatively protected places. The hills shield places farther east for city light. Matt jablow the north bay is full of good country roads with out spots away from big cities along the peninsula. Skyline boulevard in the santa cruz mountains. So generally people know their area. I think, yeah, get away from the city lights fast. And also, of course make sure youre in a safe spot. Watch yourself and in a chair or in a chaise lounge for an hour or two. Yeah yeah. Bring it. Bring a couple of layers to probably. And maybe. Maybe a warm drink and be patient, it sounds like. Right . Because you got to sort of let it unfold. Dont be a you know, disappointed if you dont see one in the first five minutes. Just wait and they can appear anywhere in the sky, anywhere. So just keep your gaze at as much of the sky as you can and wait for that beautiful descending street. All right. Sounds sounds like it could be some fun for a lot of folks this weekend. The weather potentially could sort of factor into your meteor shower viewing plans this weekend. Part of the reason you want to get to one of those Higher Elevation spots in the bay area, such as mount diablo. You see here in this shot, rosemary, in the Weather Center now tracking the conditions this weekend. What are we looking at in terms of the marine layer this weekend . Could that sort of factor in if folks are trying to check out the meteor shower . I think along the coast, alex, maybe just inside the bay, but if you go far inland for the weekend, we are expecting partly cloudy to mostly clear skies. Now, in addition to the low clouds, we will see it in high level clouds come our way. And that looks especially to be on sunday. Ill show you here in just a moment. Lets take a look at what is going on outside right now. Santa rosa enjoying a nice 81 degrees for you there. We have San Francisco coming in at 65, 86, livermore, 61 reported in palo alto, though that reading looks a little suspicious. Dont think that is actually the number in palo alto. Palo alto typically in the mid upper 70s for the afternoon right now giving you a look at what you can expect if you go to see the giants game 715. The temperature expected 63 degrees. We will go from partly cloudy to mostly cloudy into the evening hours for San Francisco. And there will be an onshore breeze to about 15mph. So oracle park, as usual, be a little bit cool, a little bit breezy, bring along the jacket. Heres a view of a Storm Tracker to where notice that little spin right there off our coastline or over areas of central and Southern California that is helping to draw in some moisture from the south. Were also seeing some moisture come in from that monsoonal moisture. We get this time of year from the desert southwest. So the two combined expected to bring us the cloud cover as well as making it feel a little muggy at times, especially saturday into sunday. Tomorrow, temperatures are expected to be up over today. And then sunday going to peak even though were cooling it back a little bit into the business week, its not going to be a whole lot. Ill show you those numbers in the extended forecast. Were kind of seeing a repeat when it comes to the cloud cover. But notice sunday afternoon, if this remains true, we could be mostly cloudy come a sunday afternoon. As we get into the evening hours, well call for partly cloudy conditions in tahoe right now, 70 degrees a South Lake Tahoe in the north area of truckee, 81. And then into the weekend we go where temperatures are expected to be in the upper 70s to low 80s for the afternoons with each passing day a better possibility of isolated showers as well as thunderstorms. Right now, monday looks like to be the best day of the next three for us here at home. Tomorrow morning, well start out with 56 in San Francisco, 60 degrees in concord, 60 in san jose. The possibility of a little bit of drizzle, maybe squeeze out a shower with those clouds weve just talked about. But for the most part, were going to be dry. 74 in oakland for the afternoon, 79 for san mateo. Low 80s in napa, low 90s for our inland cities but continuing to climb into your bay area sunday and then into monday. Right now temperatures look like they will be peaking nearing one 100 degrees for some of our hotter spots. 80 around the bay. The smoldering ruins of what was a popular and beloved town for tourists and residents alike. Heres the latest from maui. The death toll has gone up again just in the past half an hour. State officials confirmed 67 people have lost their lives. More than 1000 buildings have been destroyed. Both of those numbers are expected to go up in the coming hours and days. Many of those who escaped say they received no warning about the incoming danger. And as we said, residents are now being allowed back to the town of lahaina to see if anything is left.
