Police tell us, happened at the street level near the lake merritt bart station right next to the bus zone. Obviously you can see that thats the area that theyre cordoning off. Yeah, and a huge response here from law enforcement. But we are now being told the Train Service has once again resumed at the lake merritt bart station. We do have a crew there at the scene of this shooting. We will bring you more information as we get it this afternoon. And now to that dramatic downfall of the pac 12 and the longtime tradition and storied rivalries will soon be history. Yeah, the pac 12 stripped down down to just four schools amid an exodus of top competitors. All leaving for more lucrative deals in other Major Conferences across the country. Okay, so usc and ucla decided to bolt last year, you may remember. And then within this past week, oregon, washington, arizona, arizona state, utah and colorado all jumped ship. Yeah, it happened quickly. And there is now a lot of finger pointing about how the pac 12 found itself in this position. Poor leadership is where it starts. I mean, going back to 2011, the conference had the chance to add both texas and oklahoma, a move that would have really put them on stable ground. But at the time, the pac 12 was in good shape and the idea that conference realignment would play out the way it has was a little bit hard to accept at the time. It would have required some some forward thinking that didnt happen. And then there were several missteps along the way. Yeah. And now this is a Seismic Shift in college sports. Its creating an uncertain future for all Division One Athletes and resulting in a stern rebuke from many coaches who are concerned about the ripple effect. This will have on all students. Did we count the cost for the student athletes involved in this decision . What cost . Okay. Stanford and cal now among the schools now being eyed by the Atlantic Coast conference and cals head football coach, justin wilcox, spoke about the prospect over the weekend and the possible end to an era for College Football here on the west coast. I grew up around the pac ten pac 12 conference and watching it and being fortunate to be a part of it, coached in it for a long time. Its really sad, you know, from what i know, it probably didnt need to come to this, but, you know, things happened along the way and really unfortunate, really unfortunate. So, okay, lets talk more about this conference realignment and bring in dr. Sean fletcher, a professor of Public Relations and Sports Communication at san jose state university. Sean, always a pleasure to see you. Boy, this was something that was once unthinking, likable, but here we are. And the downfall of a power conference. Your reaction . Well, its a sad state of affairs for a sports purist like myself. Self, i have a soft spot for collegiate athletes. I was once one myself at san jose state. Two of my brothers played one coincidentally played at at ucla. The other in the big ten at the university of wisconsin. So it runs deep for me. It pains me to see just how much amateur athletics has moved the way of the business side of the sport, and i think thats largely what is the underlying factor for much of what were seeing. Yeah. Why why did all of these schools decide to leave the pac 12 . I know a lot of this focuses on the media deals, the tv deals. Is this just a matter of these schools being able to get more lucrative tv deals in these other Major Conferences . Well, in part, but but as was mentioned earlier with the clip that you showed almost 15 years ago, larry scott, who was leading the pac ten at the time, had a chance to bolster the pac ten into the pac 16, potentially adding texas and oklahoma. And it fell apart for a number of different reasons. This has been moving in this direction for a number of years now. It is a business driven economics situation where were seeing the sec, the big ten, the big 12, and were soon going to see the acc start to potentially be poached as well with Florida State rumors starting to circulate this week, they are moving towards Financial Security and that is going to impact many of the programs, not simply the Revenue Generating within College Football and mens basketball, but it is going to have ripple effects across the Intercollegiate Athletics landscape. Yeah, okay. So its clear choosing tv money, but then also kind of abandoning these regional rival. Sorry, sean, that really made College Football so great, isnt it going to be awkward to see ucla go play penn state . Yeah usc didnt make much rutgers. Yeah. Heading out to new jersey to play rutgers. Its on a serious note. Its also going to be sad because these fan bases have traveled very well and theyve been dedicated. And look what youre trying to make them do, not trying. Youre making them put themselves in a in a difficult situation, not just as fans, but to go support these storied franchises. The pac 12 has had over 500 national championships. We have seen many storied institutions and leagues actually bring us a lot of memorable moments. And now, unfortunately, due to the business side and were seeing that across intercollegiate sports, not simply basking ball and football, but its going to have a Significant Impact across the board. And i think were just really scratching the surface in terms of what the ramifications are going to be. But money and Financial Security are what these programs are going after. Okay. So lets lets talk here about what happens to the four remaining teams here. Were talking about two bay area schools. Obviously stanford and cal, as well as oregon state and Washington State. Is there any scenario you see where the pac 12 is able to survive by bringing other schools on board . Well, the challenge is, is that its counterintuitive to what many of these moves have been based off of, is revenue and generating sponsorships, being able to bolster recruiting and nil possibilities and media rights and think about it, the pac four, as it stands right now, it would cease to be a power five conference. And when it no longer can hold that mantle and that title, its going to be stripped away of a lot of its lure and a lot of its cachet. So while its still technically alive, were already starting to see where cal and stanford are being flirted with by the acc. Its possible stanford may go into pendant. Its very possible that even though the big 12 has said that theyre not interested in bringing on anyone else. Its very possible that Washington State may be reunited for their washington rivalry. Again, theres a lot of different factors at play, but again, at the core of it is fine. And were seeing that revenue is really whats driving this. Yeah, another thing that we yeah, we dont have time to get to, but its also the stability of the recruiting trail. I mean, you know, looking at sort of the future of these programs, Something Else that a lot of people are going to be evaluating after these decisions. All right. Absolutely. Doctor sean fletcherally appreciate yot today. Thanks for the time. Thank you. Okay well, now to a critical deadline approaching for veterans who have been exposed to harmful chemicals. We want to go live now what is called the pact act. Christian yeah, heather, the anniverfor thursday. And while veterans advocates are perfectly happy to celebrate that anniversary, theyre also urging veterans to take advantage if they feel that they may have been exposed to toxic chemicals. And theyre urging them to take full advantage of that program. Now the nation already asks those who are in uniform to put themselves in harms way, but many face a hidden danger exposure to dangerous chemicals, which can cause Lifelong Medical issues. Veterans advocates organized a roundtable today, including former House Speaker nancy pelosi, urging veterans and their families to take advantage of the pact act or promise to address comprehensive toxics on the battlefield. We leave no soldier behind when they come home. We should leave. No veteran behind. And thats just the way it is. Our veterans have been exposed to harmful chemicals for decades. The pact act one Year Anniversary versary brings some added incentive for anyone eligible to register if they begin the process by wednesday, theyll be eligible to get that benefit retroactive to the date that the pact act was signed this time last year. Guys yeah, i mean, it really is important legislation, christian. It also expands the number of illnesses covered and then shifts the responsibility for proving that an illness is actually tied to a veteran service. Yeah, thats right. The pact act actually shifts that burden from the veteran having to prove that this is exactly what caused their illness to sort of a presumption that if they work someplace where there was, say, a burn pit or if they were exposed to agent orange, that they are then sort of presumed to have if they have a medical issue that is presumed tied to that. Now, about that deadline, guys, we were talking about that deadline, although that deadline is set for tomorrow, thats just a deadline to get those benefits retroactive. To win the act was signed this time last year. Theyre saying even if veterans and their families dont make that deadline tomorrow, they say it is imperative that they sign up as soon as possible. Whenever they can, and they can go ahead and get those back, get those that back, pay back as far as possibly a year, if i understand correctly. So even if they miss it, the deadline for tomorrow, they can still get benefits going back. So its very important for families of veterans or veterans to go ahead and take advantage of this quickly. We told you about at the top of the newscast. And Investigation Underway in oakland into a deadly shooting that happened just outside of the lake merritt bart station. You can see sky fox live up above that very active scene where Police Continue their investigation into exactly what unfold here today. We can tell you that the lake merritt bart station was shut down for a time initially after the reports of the shooting came in. But we do understand the trains are now running through the lake merritt station. Okay also this afternoon, ongoing staffing shortages at a Bay Area Police department could soon lean to lead to a reduction in services. Leaders in vallejo said to decide the path forward. Our brooks jarocz will walk us through all the details. Also physical and Mental Health are top of mind for parents as they send their kids back to the classroom after the summer break. Coming up here on the four today, well talk live with an expert about how families can lend a helping hand as students head back to school. And a bay area. Weather the cooldown has arrived. Heres our live camera looking out towards San Francisco. A big marine layer in this cooler powder and wants to stick around for a few days and might be watching out for some comingrstorm chances up dinner [sfx phone ping] what . Tween milestones like this. May start at age 9. Hpv vaccination, a type of cancer prevention. Against certain hpvrelated cancers. Can start then too. For most people, hpv clears on its own. But for others, it can cause certain cancers later in life. Embrace this phase. Help protect them in the next. Starting at age 9, talk to your childs doctor about. Hpv vaccination. This is a chance for the community to weigh in on a proposed plan, changing how Police Respond to alarm calls. In most cases, it means that officers just wont be responding at all. Brooks jarocz just returned from vallejo and joins us now live from the newsroom. So, brooks, what do we know so far about this plan and what are police basing this idea for how theyre going to respond on . Well, you have to look back because primarily this is in response to a staffing emergency, vallejo only has a small limited number of patrol officers right now, 34 for the entire city, prompting some very difficult decisions to reduce police services. Vallejo Police Currently responds to all alarm calls. Its the number one call for service, but digging into the data over the last three years, 98 were all false alarms. Only 2 resulted in a criminal case or a report being taken. So this new Police Proposal would have officers only responding to verified alarms. That means those alarms where theres a confirmed version of an active crime thats in progress. Vallejos deputy chief says this will increase efficiency and improve community safety. Were spending hours and hours, so many hours responding to alarm calls and nine like i said, 98 are false. And if you go over the last three years, 10,509 with only reports taken on 200 of those very low percent, resulting in 30 arrests out of all of those calls. So it is an area that we can cut to provide Better Public Service to be out there for the shootings, the stolen cars that disturbances with violence here. So we need to clear ourselves up until we can get our staffing back up to what it was years ago. And that could take a couple of years. Currently alarm calls require a minimum of 2 to 4 officers dispatched and on average, vallejo Police Department says it took responding officers ten minutes just to arrive. Then another 15 minutes or more to clear the call. Brooks if the proposal does go forward to the city council, what ultimately would happen with those unverified alarm calls you talked about . Would there be some sort of follow up . Well, dispatchers will take the phone call from the Alarm Company or the caller, and that information will still get logged and tracked the dispatcher would also explain to the caller that police will not be responding to any of those unverified alarms and then offer an incident number. Okay. I gather that people there in the community have different reactions to this plan. What are people there in vallejo telling you . Well overall, mixed reviews. Some i spoke with are concerned with Violent Crime and say this will help free up officers to help in that regard. But some older vallejo residents and longtime Business Owners are not on board. One bakery owner i talked with told me hes been broken into six times in six months and none of the cases have been solved. And youll get to hear from him coming up. New at five. Yeah, when you are a victim of a crime, you have a completely different perspective of what you want from police. All right, brooks jarocz looking forward to your report. Coming up at five. Sunshine across the region here as we give you a live look out over the oakland estuary off towards San Francisco. A Beautiful Day today. We are cooling off in terms of those temperatures here after what was a very warm weekend. Mark tamayo tracking everything from the Weather Center to let us know what kind of cooldown is in store and when the heat returns either, alex. Yeah, maybe into next week we could be talking about a return of the heat. But yeah, today a noticeable drop off in those numbers, not by just a few degrees. You probably notice the change for today, maybe even encountered a few drops a little bit of some quite a bit of some drizzle out there near the coast and right around the bay earlier this morning. Take a look at the temperature drop. A place like concord yesterday, 98 degrees today, only in the lower 80s. So it looks like were kind of settling into this cooler pattern over the next couple of days. You can see the low clouds really making a comeback. So we actually had sunshine across the entire bay area yesterday with the low clouds and fog making a comeback near the coastline and just the presence of that deeper marine layer has a center thats a cooldown across the entire region, not only coast side, but also around the bay and also for the inland areas. Heres the satellite right now. The low clouds out toward half moon bay. The marine headlands, San Franciscos ocean beach. And we are expecting the clouds to ramp up in coverage as we head into the evening hours. As far as current numbers out there, as you can see, it is 61. 5 moon bay, santa rosa, 72, walnut creek, 74in san jose. Checking in, actually a pleasant 80 degrees for the 4 00 hour. And here is our live camera this afternoon. Looking out toward the bay bridge. You feel the choppy conditions on the bay water is a pretty good indication of the onshore breeze and lots of low clouds. So the clouds already over San Francisco expected to increase overnight. And heres the plan tomorrow morning. Once again, the possibility of some drizzle , maybe some windshield wipers. First thing tomorrow morning near the coast. And right around the bay shoreline. Temperatures in the 50s and the 60s and then into the afternoon hours, we are expecting partly sunny skies, maybe still some patchy overcast for the shoreline. Theres the eventual temperature range from the low 60s all the way to the lower 80s. Tomorrow afternoon. And looks like this pattern will stick around over the next several days, except well be watching out for some shower and thunderstorm chances to the south of the bay area.
