Heather holmes. And im alex savage. This follows mounting lawsuits and investigates actions by the California Attorney generals office, the fbi and the Contra Costa County district attorneys office. Kate brooks jarocz joins us now live outside the Antioch Police department. So, brooks, what does this letter say and what exactly are the civil rights attorneys asking for . Well that letter is four pages long, and a lot of it is based on those racist and homophobic Text Messages that was part of a joint operation and investigation by not only the fbi, but also county prosecutors. Now civil rights attorneys have also filed their own lawsuits. John burris, who wrote the letter, represents 13 plaintiffs, but he says hes interviewed more than 140 people who have stories of mistreatment, including being wrongfully detained, arrested physically beaten, illegally searched or intimidated. And now burris wants this new civil rights investigation and a practice of race based policing that he says happens all the time, a potential discriminatory pattern, he says, and a plan for reform that the feds would then oversee. Take a listen to what he told me just hours ago. The time has come for federal and intervention. We know that the fbi is involved and theyre doing a criminal investigation. But thats different than what i want. What i want is a real control over this department, much like other departments where you come in, you identify what the problems are, then you rewrite the policies and then you train to have the people be trained on those policies. You hold the officers accountable and you have an independent monitor to oversee. See it to make sure that it takess that federal oversight because he says none of the leadershipe bad officers accountable. They havent done that, he says. So thats one of the reasons he says now the feds need to come in and clean it up. And brooks, we know the police chief there, steven ford, has decided to retire a replacement has not yet been named. So things obviously in flux there from a leadership standpoint. Were you able to speak with city leaders about this idea of bringing the doj in . I did speak with mayor lamar thorpe just a couple of hours ago, and he told me that he welcomes any sort of federal investigation like this and would also be open to that oversight. Right. Steven ford has not been replaced, as you know. So theres still a void there in the department. But yeah, there certainly is a big void, especially amidst everything thats going on. Okay. So brooks, what about the Antioch PoliceOfficers Association . Obviously represents the members of the department. Has anyone weighed in about the current state of the situation there . I spoke with michael raines, whos an attorney representing the Antioch PoliceOfficers Association, and he said he was disturbed by this letter mainly because he does not like the idea of federal oversight. He also says that this is sort of a smear campaign. He called it, against the officers because right now we know there are about 45 officers on leave, many of them implicated in that text messaging scandal. But he says there are dozens and dozens of other officers who do a good job out here and they are being smeared in this letter by mr. Burris. Okay. A lot more for you to dig into. I know youll have more reporting for us coming up in the later shows. Brooks, appreciate it. Thank you. All right, now to the south bay and san jose. Police are releasing some new details about a double Homicide Investigation in the bodies of a young boy and his great grandmother were found friday morning inside an apartment on park moore avenue in the citys buena park neighborhood. Investigators say they were both stabbed to death. Their bodies were discovered by officers who were doing a welfare check. So far, no arrests have been made. And the motive for the killings is still under investigation. Well have more on this disturbing case coming up in a live report at 5 00. Well, thousands of San Jose City workers are now set to go on strike next week. Two unions representing more than 4500 city workers making the announcement today that 99 of their members voted to authorize this strike. The workers will hold a three day work stoppage beginning on august 15th. Now, theyve been working without a contract since the end of june. The unions are demanding, among other things, better pay parental leave and more staffing. San jose mayor matt mehan says, though, in order to meet those demands, the city council would have to make cuts in other areas from a mayor and an administration constantly preaching back to basics approach. We believe going on strike and not investing in the employees in the city of san jose is not the best path forward to make sure that our city can thrive and that our residents and taxpayers have what they need to be successful. And for our economy to be healthy. The more than 4500 Union Workers represented by the unions include librarians, emergency dispatchers, Animal Shelter techs, engineers, as well as airport staff. The debate over the future of self driving cars is really heating up now, with a plan to bring even more of those cars to the streets of San Francisco. Joe Christien Kafton joins us now live from the California PublicUtilities Commission, where both waymo and cruise are facing some very tough questions. Christian yeah, the puc is set to decide whether or not to expand the number of robo taxis or socalled robo taxis. A little bit later on this week. But they are meeting right now to discuss issues surrounding safety, in particular how they interact with emergency responders. And so i understand and appreciate the safety that Autonomous Vehicles can bring to the table in terms of no drunk drivers, no speeding, all of that kind of stuff. However, they are still not ready for prime time because of how they have impacted our operations as that was, San Franciscos fire chief safety was the top concern at this California PublicUtilities Commission meeting, bringing Autonomous VehicleCompanies Waymo and cruise face to face with First Responders who raised concerns about the vehicles. Fire chief Janine Nicholson says there have been more than 50 cases of the self driving vehicles interfering with or impeding emergency responders. So far this year. The Companies Say the number of stopped Autonomous Cars is trending downward and that every instance is an opportunity to learn how to do better. Where theres an issue and the interaction does not go as well as it could. We were quickly with feedback from First Responders to implement improvements and waymo and cruise both site safety statistics saying that their vehicles, guys are safe and christian. We know theres also this discussion about about expanding the number of self driving taxis from waymo and cruise on the streets of San Francisco. That will be discussed at an upcoming meeting. But you had folks who who turned out today to express their criticism for that plan. Yeah, thats exactly right, alex. We actually have video of what that protest looked like earlier today. A couple dozen protesters here on the steps just outside the cpuc meeting saying that expanding Autonomous Vehicles, they say, is a bad idea. Now, it was a coalition of taxi drivers, transit Union Workers and Public Transit advocates who all said that now is not the time to expand the number of Autonomous Cars on the road. Taxi drivers cited economic concerns and joined with others, raising those safety concerns. Now, right now, those Autonomous Vehicles are allowed to pick up passengers in the evening. The puc, as i said , set to meet again on thursday to take up the debate about expanding autonomous taxi service, potentially adding hundreds more of those vehicles. And alex, theyd be allowed to run around the clock. Yeah, and it will be a contentious debate on that particular issue, to be sure. Christian captain live for us at the cpuc. Thank you. Well a group of missionaries from antioch is now back home here on us soil after being evacuated from the west african country of niger. When the wheels went up, i, i started crying. You know, you feel okay . Well, that group from Cornerstone Christian center was volunteering at a free summer camp there in niger. The missionaries were supposed to return last week, but two days before their scheduled departure, a military coup seized power, causing violence and unrest there. Their elected representatives, though, stepped in and eventually the group received word from the state department that it had been waiting for. Emails had come with your patience and your humor and be ready. And we waited there for about ten hours. I think we got out just man, just in the nick of time. Many of those volunteers say despite what they went through, they would do it all again and say they are thinking about the kids and the families that they worked with at that summer camp. All right. Lets talk now about our weather here in the bay area as we give you a live look at the San Francisco skyline from our emeryville camera and another fairly warm day across the bay area today after a really hot weekend, especially those inland spots with with temperatures pushing up to and over 100 degrees over the weekend. But a cooldown in store. Meteorologist rosemary oroczo roscoe tracking that from the Weather Center now thats mary alex still another hot day inland, but not quite as hot as what we experienced over the weekend. Heres a look into San Francisco where it was a beautiful weekend in the city, even had a nice beach day ye coastline. But for our inland cities, quite hot, reaching that to triple digit mark and even going a little bit above, we have a little bit of patchy fog along the coastline at this hour. Half moon bay reporting two and a half miles there. And Half Moon Bay is cool compared to the rest of the bay area. We have the onshore breeze still fairly weak through fairfield, 14mph. So hasnt kicked in a whole lot in in any event, we still saw temperatures come down by at least a few degrees today, especially in lymm, down by five in concord in the north bay, down by six in the north bay of our east bay. And for the north bay santa rosa down by six as well. Around the bay, a few degrees warmer in areas like hayward, youre up by six, 79 degrees right now in hayward, 84 in napa, the inner east bay, a very hot 99 in brentwood. So were not getting any relief just yet. Even though we are a tad cooler than yesterday. 94 in alamo right now, 94 in danville. If youre going to the coliseum to watch the as game today, its going to be nice. Weve got 72 degrees with partly cloudy skies, a west breeze to 15mph at game time, 640. Heres a view of what we can expect when it comes to the cloud cover tonight and into tomorrow by about sunset along the coastline line. Patchy drizzle a possibility as well. And inside the bay crossing over towards the east bay shore. By tomorrow morning, it fills in quite nicely and we are looking at mostly cloudy skies, north bay east bay, south bay of course, along the peninsula. And that possibility of patchy drizzle. So theres a good indicator there that temperatures will be coming down, more notably for your bay area tuesday. Heres a look at what we do expect. 81 degrees in santa rosa. So thats way better than what were seeing there today. 70 in oakland for tomorrow, 80 in san jose. A better look at these afternoon highs and what you can expect for the rest of the week coming up. Okay rosemary, thank you. Health officials now working to spread the word following the outbreak of a potentially deadly bacteria at a bay area day spa. Stay with us. Were going to talk live with a medical expert about the health risk of legionnaires disease and what you need to know if you are exposed. Also, students are making their way back to school right now. The safety preparations that are top of mind as kids return to classrooms tells us it comes after two people died from the infection, apparently after visiting a day spa in richmond just outside the zen day spa in richmond. The front door is still locked. Signs on the front say it is closed and itll stay closed until further notice. And its been this way since this past weekend. Contra costa county Officials Say the zen day spa is linked to two deaths as a result of legionnaires disease. They say those people spent time in the spa hot tub. However county Officials Say the business did not have the right business or environmental permits to offer that hot tub. Now, the message is urgent. If youve been to this spa, keep an eye out for symptoms and get checked out by a doctor. Key point now is first trying to locate right individuals who use this business over the past couple of weeks to ensure that theyre healthy. I think thats really the Public Health goal right now. According to the experts, the bacteria can be found in water and once its aerosol sized, people can inhale the bacteria in their lungs. And thats how they become infected. Those involved in the investigation are sorting through credit card receipts and appointment books to try to track down anyone who might be at risk. The centers for Disease Control and prevention says symptoms for legionnaires can include a constant cough, muscle aches, fever, shortness of breath and headaches. One woman says her partner is one of those who passed from his infection. She says its a miracle she wasnt infected since they visited the day spa together. I just wanted nobody else to have to go through some of this. What i just dealt with is not anyone. Something anyone should go through. We last saw an outbreak of legionnaires in napa county last year. Officials there saying the source was a cooling tower at an Embassy Suites of 12 people infected. One person died and several others were hospitalized. The Health Department in Contra Costa County took water samples from the day spa. We expect to hear preliminary results sometime early this week. Reporting in richmond, im james torres, ktvu fox two news and Contra Costa CountyHealth Officials are asking anyone who visited the zen day spa to get screened by a doctor right away. According to the cdc, one out of every ten people who contracts legionnaires disease will die from complications of the illness. It can take anywhere from two days up to two weeks for symptoms to appear following an exposure. Now for more, were joined by dr. Sarah park, whos the medical director at redwood city based Blood Testing Company carius. Dr. Park is also a former top official with the cdc. So the perfect person here to come on and help us understand the seriousness of this outbreak in the east bay. We appreciate the time. Dr. We have, as you heard, at least three cases of legionnaires now tied to this one spa, in cluding two people whove died. How worried are you about this outbreak and how widespread do you believe it could be . Yeah so thank you for having me. First correction, though, i did work at the cdc, but i am i was not a top official, so i have experience having worked at the cdc as an Epidemic Intelligence Service officer and a long career in Public Health and by that, then by that extension, of course, im very concerned about public about the Publics Health regards to legionnaires disease , potential exposures, anytime, anywhere that legionella is discovered in the water and potentially infecting individuals. Its a its an immediate Public Health concern. You know, i think the public also needs to understand, though, that those who are at most risk are going to be those who are medically compromised, have immune system issues or older potentially, for example, have been long, long term smokers, for example, is a high risk for potential serious infection. But the average healthy person who who would get infected might have something as mild seeming as a cold that then resolves. So there are a lot of infections that we dont even know have occurred. You know, because they dont come to notice. And this is not the kind of infection that is common enough that clinicians, your average average doctor out there will automatically know to test for to treat, for. Yeah. And so and to that end, it sounds like exposure to legionella bacteria sort of presents in one of two different ways. Theres either legionnaires disease or theres whats called pontiac fever. What is the distinction there in terms of the symptoms and how they show . Yeah. So youre youre just putting a name to what i just was describing. So healthy individuals who get infected might develop what is called or known as pontiac fever. And its usually a very self limited, what we call self limited illness seems like a cold. You feel a little bit under the weather, whether you might have a little aching and then it resolves. And so a lot of people who have that wont even go see their doctor. Well just sort of weather through it and think they caught something from someone else or, you know, they wont they wont even put two and two together, whereas someone who is who has some severe illness issues might develop the more severe manifestations in the legionnaires disease, pneumonia. And that can also range from, you know, moderate affecting pneumonia to something as severe as what weve just heard individuals who can even die. Yeah so legionella bacteria exists in natural freshwater in the environment. But what are the most common ways typically that it winds up getting into pools and spas where people become infected . How does it spread . Well, actually, legionella bacteria is a whole bunch of different legionella bacteria that can exist in water. If you go looking for it, youll probably find it. Its one of the biggest reasons why our municipal systems are so stringent. You know, the standards are so stringent for ensuring that chlorination, for example, is up to standard, that there are specific standards that hospitals, other facilities. Its you know, hotels, resorts, water resorts, they all have to adhere to. Even your the household, you know, the municipal water that goes piped into your home, all of that has to adhere to specific standard because we know that bacteria like legionella, which are essentially environmental micro microbes exist. So when those standards are not met or theres something that fails, thats when we see overgrowth, these bacteria that can occur and put people at risk. In the case of this richmond spa, we know that Public Health officials right now are doing testing on the spa water to ensure and make sure that what they believe is that it contains that bacteria here. They want to determine that for certain. Theyre also doing it sounds like what kind of amounts to contact tracing, which we heard a lot about during the pandemic. Can you take us sort of inside the steps from a Public Health standpoint that are being taken to try to track down anyone who might have been exposed . Yeah, its kind of like contact tracing, except its not what you might think of with a pandemic in such and that this is not a person to person transmission that were looking at. So what theyre looking for is determining just based on those cases, they they know that they know had that exposure. Those time points when they had that exposure. And then looking at the window period for the incubation of the disease. So the point when youre infected to when you actually happen to get that disease, which could be as short as you said to from a couple of days to as long as over a week, ten, 11 days or so. And so there counting back forward and backward from those time points and then looking to see who could have had that exposure, who could have visited this spa, and then trying to track those persons down, because you may then have had the exposure unknowingly to the aerosolized water spray, essentially, whether it was jacuzzi, sauna, shower, head, water faucet, not really clear from you know, its not been advised to anyone yet what theyve been finding. So, all right. Before we let you go, doctor, just just one more time, please remind our audience just just what some of the key symptoms are that they should keep an eye out for that could be a manifestation of legionnaires disease. Yeah i think. And you all have a really nicely put it there and bullet points. But essentially what looks like initially cold symptoms and some people say flu like symptoms. So youve got the muscle aches, shortness of breath, respiratory things, something affecting your breathing, coughing. And then definitely fever and headaches. So all these things that seem very nonspecific, which could seem like the common cold, which makes it very difficult for physicians to think about, you know, the possibility of legionnaires, because its not a common infection. Theyll theyll glom onto something much more common before they think about legionnaires. But for especially those who have medical compromised pulmonary issues to begin with, some problem with your immune system , its especially important to let your doctor know you have these symptoms and so that they can think about and especially if youve had the exposure that is of the concern right now. Well tell you how the back to School Season is proving to be extra costly this year are the students today . Hard to believe the summers over highs. They headed to the classroom for the start of the new school year. Oakland City Council Members joined osd superintendent to welcome parents and students back. This morning, families and faculty say they are hoping for a smooth start to the year and the last school year, youll remember, ended after a ten day long teacher strike. It was resolved in time for the final week of school. Teachers now have a new contract and a raise that went into effect last month. First time teachers will earn 10,000 more than other teachers did last year, even with the focus of higher starting salaries for new teachers. Usd has 635 teacher vacancies district wide. We anticipated that we would have some vacancies, so we have teachers at schools that are called teachers on special assignments. Tsa says that are filling in in those vacancies. We have our Central Office individuals that are what we call certificated staff, individuals that used to be teachers that are also filling in as well. So weve been making contingency plans all throughout the summer and those vacancies not just affecting staff, Public Schools are also seeing declining enrollment. The superintendent says numbers for enrollment at usd for this year are not yet available, but that the decline is not exclusive to the district. Well, School Districts are preparing for kids to return to the classroom by implementing measures to help protect students, faculty and staff. As foxs evan brown reports, districts around the country are addressing safety concerns from Campus Security to being prepared for extreme weather today. Still. One summer isnt over yet, but school is already underway in some areas and others are gearing up to start in the coming days. And of course, that means an extra focus on safety with districts across the country pulling out all the stops to protect students, faculty and staff at the top of the agenda is preventing violent attacks. There were 51 School Shootings in 2022, the most in a single year. And this fall, more than 52,000 armed guards will be deployed in schools backed by some 15,000 Law Enforcement officers, a significant increase from last year. Were all here to help and we want to make sure that were present. Well have officers at schools around the area. We want everyone to feel safe. Another big concern is keeping kids safe from natural disasters here in florida, some schools are still recovering from the damage done by Hurricane Ian last fall, and the state has made millions of dollars available to help upgrade facilities. Hurricane season is upon us and while we hope and pray we do not experience any major storms this year, we need to remain vigilant and prepared. But doctors are also warning that too much emphasis on safety could backfire and lead to stress and anxiety among students. You got to be careful. You dont want to create anxiety and fear of your child, but you want to balance that with their safety and their security. Last week, members of the florida congressional delegation toured the building where the Parkland School shooting took place and called for more action on the federal level. China and russia have been holding joint naval drills in the Northern Pacific for several days and over the weekend, a fleet of at least 11 ships conducted drills just off the alaskan coast. Experts say it marks a significant escalation in what theyre doing here is intimidation and harassment. 11 ships, theyve never done anything like this before. Obviously we picked that up right away with our aircraft. The drills triggering a response from the us military, including four destroyers and a p8 poseidon aircraft which shadowed the chinese and russian fleet until it left the area. The pentagon says the ships never entered us waters and have since left, but some lawmakers are urging the white house to beef up americas military presence in the region, including alaska. Senator dan sullivan, who wrote, quote, the incursion by 11 chinese and russian warships operating together off the coast of alaska is yet another reminder that we have entered a new era of authoritarian aggression. So in partnership with the saint Helena Beautification Foundation and a group of volunteers who are passionate about bringing public art to san elena, weve created some goals on what we want the mural to, to dictate and what we want it to mean for our community and for our visitors. And so were looking for the creativity of these artists. So they can apply online. Now through september 29th. They need to reside in the west coast, be 21 years of age, and the applications are going to be due september 29th. And then we will select 2 to 4 semifinalists and well ask them to create some proposals for us, which we cannot wait to see. Oh, thats going to be so great.
