Its around 20 contained. The good news to come out of all of this, so far, no homes, no structures burned. But cal fire says this fire came very close to doing just that. Overhead. And on the ground, crews descending on a fast moving grass fire in East San Jose as it crept perilously close to area homes. This is quite frightening, barbara watching nervously from her house around 230 thursday afternoon as the fire which started near clayton road and villa de la vista, rolled over the hillside. The fire burning some 66 acres. I drove home and saw the smoke, so i knew this was going to be bad. Pamela kenyon prepared to evacuate her home and horses as the fire approached. Two years ago, we had the fire that went right up mount hamilton. So we get them here every once in a while, but nothing thats come this close. Evacuating a step, she says she thankfully never had to take. Crews able to get a handle on the grass fire before it damaged any homes or buildings. New at ten tonight, in an effort to prevent gun violence, the Santa Clara CountyDistrict Attorney is proposing a new ballot initiative. Da jeff rosen says the proposition called the gun violence prevention act, will impose an ammunition fee and a 25 yearly gun recertification fee. Rosen says the money earned from the fees will provide gun violence victims with Mental Health services and state funded restitution. The act will also require all guns to be locked and training for gun owners. The Tenderloin Community discussed safety issues with some city leaders at a town hall meeting this evening. The San Francisco police chief, District Attorney and sheriff were all in attendance. Ktvu is Elissa Harrington joins us live from sfpd. After attending that meeting, alyssa well, this meeting was in response to a daylight shooting that happened in the tenderloin last month. Community members say that crime and drug use is the worst that it has ever been in the area and their demanding more action from law enforcement. Arent we in the tenderloin . We want children to be able to walk, bike, play, thrive and grow in a safe environment. Concerned Community Members called out city leaders at a town hall safety meeting in San Franciscos tenderloin thursday. The Saint AnthonyFoundation Hosted the event and invited the police chief, the sheriff and District Attorney, to take questions from the public and explain efforts to crack down on a variety of issues plaguing the area, including the fentanyl crisis and organ crime. You have got to get a handle on this problem, not only a drug abuse, but homelessness. You go to walgreens, everythings locked up while the situation has deteriorated. Nils banki, ceo of the Saint Anthony foundation, said conditions in the tenderloin are the worst they have ever been. He said they have seen a rise in violence, open drug use and just last month it was a daytime shooting half a block away. The nonprofit provides Services LikeAddiction Recovery meals and warm showers. That is a danger to the community, to everybody. We had some people on our staff assaulted. Volunteers dont want to come here anymore. Probably most sad is that some of our guests too afraid to come and see us here. We certainly are more interested in the people who are selling and who are peddling death on our streets that is killing our most vulnerable populations. District attorney Brooke Jenkins said her office has filed more than 100 motions for egregious crimes on repeat offenders, but said sometimes those efforts are impeded by the courts. Were going in filing these motions, arguing about the deadliness of fentanyl and about the dangerousness of this conduct. And yet and still the judges are ignoring it. Recent the city launched a collaborative effort led by sfpd and other agencies to disrupt and dismantle drug markets. The chp and National Guard have also been called to the tenderloin to crack down on fentanyl dealing. Were arresting people, barely did that at all last year and we made hundreds of arrests. And really this collaborative effort is only two months in the making. Some residents argued arresting people will not solve the larger issue of addiction, drug war, mental city doesnt work. Its short term. Nothing. Youre proposing is sustainable in any way. The police and Sheriffs Office admit they are understaffed and they say that results from this collaborative effort will take time. New at ten tonight, an Appeals Court has upheld a Biden Administration rule that makes it difficult for people to be granted asylum in the us. That rule requires migrants to first seek protection in a country they are traveling through. The decision is just a temporary reprieve. While the legal battle over the issue plays out in court, bidens asylum rule was put into effect back in may when title 42 was phased out. The trump era policy allowed the government to expel migrants without letting them seek asylum at all. And ice is reportedly adding San Francisco and san jose to a program to monitor undocumented immigrant families. Ice says the family groups will be under gps monitoring with a curfew. The program will help determine if theyre in fear of persecution or torture as they seek asylum. Families who are not eligible will be removed. Trump currently faces, this one is the most severe. I think this case is very serious. And if people read the 45 page indictment and of course, there is a big difference between an indictment and a conviction, you can see that the special counsel lays out a very powerful case here, a case where the special counsel is saying this is a former president who really tried to create a self coup, who tried to harm the government from within and who tried to deprive us of our right to an honest counting of our votes. The former president s attorneys have argued he is protected by the First Amendment and that free speech granted him the right to make the false claims. Levinson says this is not a strong defense. I dont think that the two defenses were likely to see here advice of counsel and the First Amendment are likely to be successful, in part because, as we all know, many things are protected by the First Amendment. But at a certain point, your speech can cross the line and become a criminal, particularly if you are advocating for criminal acts. Levinson believes this trial has the potential to happen before the florida case because classified documents are not involved, which could expedite the process that trial is scheduled for may right in the middle of the primary calendar. The first case of the west nile virus has been detected in a person from Santa Clara County. The patient was hospitalized and is now resting at home. And kidnaping a victim in seattle on july 15th. He then allegedly drove 450 miles to his home in klamath falls, oregon, sexually assaulting the victim during the trip, according to the fbi. Zubiri left the woman in a makeshift cell built inside of a garage. She was able to escape after repeatedly banging on the locked door and flagging down a motorist. The disturbing evidence uncovered to date points to an individuals ongoing and escalating pattern of violence targeting women in multiple states throughout the country. His california connection spans ten years living in oakland from 2012 to 2018, he also lived in antioch from 2019 to 2021 and vacaville between november of 2017. In february of 2019, its in antioch, where he was arrested for allegedly sexually assaulting a minor, according to Court Documents obtained by ktvu zubiri going by justin heiss was arrested in 2020 for reportedly holding a 16 year old female against her will and sexually assaulting her in the back of his car while the kidnaping and sex offense charges were dropped, he did plead no contest to assault with a deadly weapon. Its scary being a female and, you know, its. Gives you a little anxiety. As for the latest case against him, federal investigators say they found evidence detailing his plans, including notes he called the alleged kidnaping, quote, operation takeover because of that evidence, investigators believe there are more victims in ten different states on both sides of the country. And zubiri was arrested after a standoff with police in reno, nevada. He will be extradited back to oregon. As for his connection to the bay area, if you are a victim or have had any type of contact with him, police want to hear from you in oakland. Dave detailing ktvu fox two news. The man charged with stabbing and killing two people in davis and seriously injuring a third victim has been found incompetent to stand trial. A doctor testified at the competency hearing for Carlos Dominguez says that he was grossly impaired from mental illness, possibly schizophrenia. The attacks happened in late april and early may. The yolo County DistrictAttorneys Office said in a statement that they agreed. Dominguez is not competent. He will be sent to a State Hospital for treatment. A lawsuit filed by the family of one of the victims of the 2021 vta train yard mass shooting can now move forward today, a judge ruled in favor of the family of lars kepler lane, one of the nine people killed. They filed a wrongful death lawsuit last year against vta, the Santa Clara CountySheriffs Office and universal protection service. The suit claims they failed to stop the disgruntled gunman from perpetrating the mass shooting last year. Vta paid 8 million to settle the claims that the families of the eight other victims one San Francisco woman, has a plan to reunite stolen baggage to its rightful owners. Ktvu is christian captain shows us how shes doing it. Its a sight. No sightseer wants to see broken windows on their rental car, luggage and baggage gone after thieves go through the bags. Theyre often ditched elsewhere in the city with no way for the victim to know where to look. Dozens of those bags have found their way through. Andrea carla, michaels San Francisco apartment, part do gooder, part sleuth michael says she inspects each bag she finds for clues about the owner. So i look at i mean, theres receipts. She estimates that over the years, shes reunited about 50 people with their luggage. I want to be able to still show people for every purse person who smashes the window that there are 100 people who will get it back to them. Michaels has already made a reputation for herself, sourcing food that restaurants are getting rid of and getting it to the needy. She says thats what takes her up and down alleyways in San Francisco, where she finds a lot of the lost luggage and its not the folks in the alleys that did the smashing or grabs, but but the gangs or the, you know, total miscreants. Michael says the thieves take the valuables and leave the rest of the items in the bag, items she uses to track down the rightful owner. Theres always a medication bottle in there, and then ill call that pharmacy, or theres a theres a boarding pass. Michael says she remembers finding a marriage certificate for a couple from portugal and using that to help track them down. Like many, she reunites, she says they were initially suspicious. They were being conned since theyd already been victimized once. She says, after convincing them of her intent, that all changed. It gradually turns into their just being unbelievably great and happy and sweet and appreciative of. Michael says police would be too overwhelmed to go through the seemingly never ending stream of stolen luggage to search for the clues and do the legwork to get it back to the owner, she says. Now it is the headquarters of a company that is making a futuristic splash in hurricane research. Saildrone is making these robotic sailboats that are rigged to collect high quality ocean data. 12 sail drones, the largest fleet ever, are now positioned to literally chase hurricanes in the western atlantic, caribbean and gulf of mexico. Trying to understand whats happening as the hurricanes approaching, as the hurricanes happening and as it passes through at the water level, is something that theyve noaa has never been able to achieve before. Mark tyler is the chief operating officer of saildrone. The Company Makes these unmanned surface vehicles that are customized to accomplish Different Research missions. Each of these aquatic drones carries an impressive payload of instruments that can measure an assortment of variables in the air and on the sea. These powerful vehicles get their first taste of salt water right here. Alameda is a great location for this. This location allows us straight access to the lagoon or behind me and the bay so we can do local testing with three of the different saildrone models were visible in seaplane lagoon. Each has a different design and purpose. They all rely heavily on the sun to power their research mission. The explorer is the smallest saildrone, and that is the model that sails into hurricanes. The complexity of everything from the salinity of the water, how much co2 is being transmitted between air and water, the currents, the wind speeds and the different locations around the world. Im walking at about 2 to 3 miles an hour and that is the average speed of a saildrone in the ocean. The offshore missions could last for several months, and over that time frame, researchers are watching the data in real time. Greg foltz is an oceanographer for the National Oceanic and atmospheric administration. He worked on the first Experimental Mission with saildrone in 2021. Rim came along and heard about it. Yeah, i was really excited. I thought if we can make this work, if we can get a saildrone into a major hurricane eyewall and get data back and it doesnt get severely damaged and sink, its going to be amazing. And it was amazing first with Hurricane Sam in september 2021, the onboard camera captured the stunning visuals of the category rendezvous with another major storm in the atlantic. This footage shows 50 foot waves churned up by hurricane fiona. While the video is exciting, the data is the prize and is fueling research that boosts the understanding of hurricane development. Were finding some interesting things with the saildrone data, how the waves interact with the winds and can cause changes in that drag effect that slows down the hurricanes winds. And this is where it all happens. Mission control. This is yeah, this is mission control. This is our office. Those are the sail drones out right now. Exactly. Yeah. 36 each one of these little icons represents a vehicle. While the robots are out at sea, a team is watching from here. Julia paxton is a director of Mission Management. This is where most of our actually all of our missions are planned from here. So our Mission Management team serves as our group of navigators who collaborate with the customers to get the vehicles where they need to be, essentially planning and then executing. Her team works on various missions that range from seafloor mapping the carbon uptake near hawaii to the current el nino in the equatorial pacific. There is always a set of eyes on these drones. Pilots are not essentially turning the rudder or adjusting the wing or anything like that, but our our pilots are the humans who are sending the sets of navigation commands. The team is now gearing up for another hurricane mission and they continue to raise the bar. The idea of putting more vehicles out is not only to have a higher likelihood of positioning one of the vehicles in the path of a coming storm, but also to have redundancy as well. So potentially to be sampling different sides of the same storm as a goal. Certainly temperatures tomorrow warm up a little bit closer to the average. Probably at the average or a little below the average. And then saturday and sunday, temperatures warm up. Well get some heat there. Going to feel like summer in the bay area for the first time in a little while with fog at the coast warm around the bay saturday and sunday and then inland temperatures especially on sunday in the upper 90s, potentially some low one hundreds in the inland bay valleys and the warmer spots. Danger will return with that. Its always high this time of year, but on saturday and certainly into sunday, itll be even more so the seabreeze, as you can see, the green just everywhere. So we wake up tomorrow morning with plenty of fog and low clouds like this morning. The difference tomorrow morning between from this morning to tomorrow morning will be the burn off. Its going to burn off more quickly. So this morning, it burned off really slow in some places. It didnt burn off at all. Really out there towards the Livermore Valley and hung out all day. But tomorrow itll burn off pretty quick and thatll allow temperatures. Thats kind of the mechanism for warming winds what youd expect this time of night. The sfo is 12 sustained. Yeah. So nothing really out of control there in the valley. Tomorrow morning youre going to see fog all the way back up into vacaville and davis, maybe some stratus into davis and trying to get into Sacramento Burns back. Thats tomorrow. And then friday or saturday morning, less fog footprint really fast burn off on saturday afternoon in a warmer day and then a warmer day sunday. So the next three days, the next 72 hours, temperatures going up. In the last 72 hours, temperatures have been going down. Tomorrow marks the turnaround for that. The fog tomorrow morning and then the temperatures, yellows are 70s, right . So there it is. So 80s, still showing up in the bay area, mid 80s and thats up from the upper 70s, low 80s we had today. So there are the forecast highs. Fairfield could hit 9091 in antioch. Still kind of mild for this time of year. August its pretty mild 90in central valley, sacramento and the low 90s. These five day forecast shows the temperatures warming stair stepping up as we head into this weekend and then on sunday and monday, temperatures really get warm. Ill see you back here tonight at 11.
