An investigation is underway in San Francisco to find out what caused a car to veer off interstate 280 and down an embankment. It happened around nine this morning in the northbound direction near monterey boulevard. The Highway Patrol says the driver crossed all lanes of traffic before skidding down the embankment and into a residential neighborhood. No word if anyone was hurt. An update now on that massive fire that destroyed a building under construction in San Francisco. The cause of the fire tonight is not yet known, and neighbors say theyre actually worried there could be another one. Is christian captain live tonight from hayes valley and christian , are those roads are those streets near the fire still closed . Yeah, some of them open. Some of them closed. If you look behind me, you can see this is traffic that is coming off of oak street, turning onto octavia to go down to get back on the freeway. That is because they are still using those cranes to remove the scaffolding over that building, which were still sticking up in the air. Remember the cause of this fire still under investigation. More than a day after the massive fire that destroyed this Apartment Building under construction, portions of the scaffolding still poke up into the sky. The buildings owner on scene briefly to survey the damage, says shes working with her Insurance Company now to figure out what comes next. Meanwhile neighbors say theyve been allowed to retrieve their valuables and check on their homes. Some of the windows were broken and there is like the door had fallen in. But then i think that they said theres not much damage. It doesnt look like theres very much damage. Theres just water, you know, understandably, and spout it. The air is a little bit smoky. So were waiting for that to clear out. San francisco firefighter say the cause of the fire is still under investigation. The hays Valley Neighborhood Association says there worried the investigation may reveal that it was caused by squatters or an encampment. We dont want to completely jump to conclusions here, so i think well be having a bigger conversation pending the outcome of that. But weve been ringing alarm bells about fires that could cause Something Like this. The Association Even wrote a letter to city leaders complaining about a series of fires in the area earlier this year. They say were associate with encampments. Mayor london breed released a series of statements on social media saying the citys hands are often tied by a federal injunction, which prevents the city from removing people from encampments without being able to relocate them to a shelter. The mayor also saying the city is working hard to transition those who are living in tents into permanent housing. Neighbors say they worry that allowing the injunction to stop the removal of the encampment is endangering the broader community. But what the injunction doesnt bar people from is enforcing the law and enforcing safety standards. So if someone is spliced into a power pole, the injunction isnt going to bar you from moving an encampment thats doing something illegal like that. And there is no evidence that a spliced line was responsible for this fire. But just two blocks away from here, we spotted what appeared to be someone splicing into a light pole there. And a propane heater and used propane tanks at a nearby encampment. The Mayors Office stressed that the cause of this fire is still under investigation, but says the city is working to address issues like what weve found at that encampment two blocks away. And they say that theyre looking for those issues when theyre reported or as city workers discover them. One final note. You asked about traffic and the traffic impact here along this major artery in and out of the out of the city. As i said before, traffic outbound out of the city on octavia is proceeding. But its that inbound traffic from the central freeway onto octavia that is still blocked at this hour, which as you might imagine, is causing some traffic issues for anybody trying to get into San Francisco, in particular, trying to get to the west side of the city. We are live in San Francisco Christien Kafton ktvu fox two news. A slow roll for that evening commute. All right, christian, thank you. Okay. People are being asked to avoid the area. All right. Coming up, new at 530, a surprise announcement in the south bay. Why some residents woke up thinking there was a flood of trouble coming. But first, were live in portland, where the fbi has a story of survival involving a kidnaping out of washington. And a makeshift cell in oregon and pretty mild out there today. Lots of fog. Cool day. Hot spots were just in the 80s, low 80s at that. Ill have the forecast on what you can expect this comin week d warehouse ambience introducing togos new french dip sandwiches featuring fresh Artisan Bread piled high with tender roast beef, smothered with melty provolone cheese and served with hot au jus for dipping. Try the roast beef or pastrami french dips today a man accused of kidnaping a woman in seattle driving her hundreds of miles and then locking her in a makeshift cell made out of concrete. The victim was able to escape and get help. Fox news Conor Mccarthy joins us now live in northeast portland with the details about the suspect and whether there could be more victims. Conor. Well, julie, the fbi says that this case could have a national impact, but as of right now, 29 year old nagasu berry is being held in federal custody down south in reno, nevada, where he was arrested in the middle of last month. Now, the fbi does believe that there are possibly multiple victims in different states, including california, and theyre hoping this case coming to light can encourage more women to come forward. Its a case that sounds like something straight out of a horror movie. The disturbing evidence uncovered to date points to an individuals ongoing and escalating pattern of violence targeting women in multiple states throughout the country. The portland fbi office believes this man, 29 year old nagasu berry, is responsible for kidnaping a woman in seattle on july 15th by posing as a police officer, then driving nearly 500 miles to his home in klamath falls, oregon, repeatedly sexually assaulting her along the way, agents say the woman escaped zubiri the same day, but its what investigators found in his garage that was shocking when Police Responded to a 911 call in klamath falls, oregon, on july 15th, they discovered a makeshift cinderblocks cell with a metal door and a singular light bulb above for lights. Investigators believe the woman was locked up inside this makeshift cell for hours. They say she escaped by banging on the door of the cell until it eventually broke open. Then running into the street where she was able to flag down a driver to call 911. According to the complaint. The woman fought for her life beating the door and the walls of this cell with bloodied hands as investigators were looking for evidence. And zubair keys home, they tell us they found a notepad in his car with notes of his plan. Were told he called the alleged kidnaping operation takeover where he would look for a woman who, quote, doesnt have a bunch of people in their life. Then another page shows a drawing of where he wanted to dig 100ft down and create a space made out of waterproof concrete and foam insulation with the evidence investigators found they believe there are more victims in ten different states on both coasts of the country. In her will to survive triggered a Law Enforcement response that may have actually saved many other women from a similar nightmare. Saberi was found in a reno, nevada, Shopping Mall parking lot with his wife and child the same day the woman escaped. There was a brief standoff, but he was eventually taken into custody. Hes now waiting for extradition back to oregon. I want to thank the brave women who fought for their lives to get us where we are here today. Now it is our turn to take their burden and fight for them. Any other victims out there and seek justice. Well, julie, the fbi does tell us they have identified four other victims but didnt say which states they live in as woodbury does face two federal charges, including interstate kidnaping and transporting an individual across state lines with the intention of committing a criminal sexual act. Now, if he is convicted of these charges, he could spend the rest of his life in prison. Were live in portland, john mccarthy, ktvu fox two news, Oakland Police are investigating a kidnaping right near lake merritt. This happened around 815 this morning on east 15th street when officers arrived, they learned a person was forced into a car that then sped away. No other information has been released. The fbi, along with Contra Costa County and other Law Enforcement agencies, recently located 21 victims of sex trafficking. This was part of their larger nationwide enforcement campaign, operation Cross Country. A press conference was held this morning in martinez to share what theyve done so far. 17 operations were conducted across the bay area over a two week period in july. Three of these were in Contra Costa County, resulting in two arrests. Those working on operation Cross Country are most proud of what they call the victim focused approach of the initiative. I want to highlight the victims identified through these operations were offered immediate crisis intervention and support services from a dedicated team of advocates to help them begin their journey out of human trafficking. Four victims were adolescents. The other 17 were adults. Investigative teams will now determine the possibility of federal charges. A man accused of breaking into lake tahoe condominium and fondling the feet of women now under arrest. 26 year old Anthony Gonzalez was taken into custody yesterday at his home near atwater in merced county. Investigators say he broke into two condominiums in stateline, nevada. Gonzalez is suspected of numerous incidents around atwater and has a history of similar crimes. One month after passing a sideshow ordinance, Alameda County supervisors have decided to amend it. The original ordinance was written that people within 200ft of a sideshow could be fined 1,000 and sentenced to six months in jail. Supervised measures have now reduced the jail time to three months. The law goes into effect one week from today. All righty. Temperatures did cool off a little bit more today and theyll drop a couple more degrees again tomorrow. Theres lots of fog this morning. It was everywhere. Big, deep marine layer up over a couple of thousand feet. I kind of see it back here. I think you can i can pick it up on my monitor. So salesforce and then the top of the deck, its going to be deep again tonight. So tomorrow morning therell be a big push of fog and that means temperatures will follow suit. And so in the inland spots where youd expect heat temperatures just in the low 80s, thats how tomorrow goes. Thats how today went. And then heres the heat dome and you can see the basically all the way from, oh, gosh, eastern calif, east, southeastern california, all the way into the southeast. This this purple is starting to spread. Thats tomorrows forecast. And then here is fridays forecast. So it hangs on. And these folks in dallas, i mean, theyre dealing with humidity, too. So again, the heat story in this area in southwest is still ongoing and not looking like its going to break any time too soon. We, on the other hand, are going to warm up a little bit as we go into the weekend with temperatures possible into the upper 90s, low 100 by sunday, which is not as crazy out of control for us, but in the meantime we kind of cruise on with these temperatures right so this is right now look at fairfield at 80 degrees this time of year. So fairfield is two degrees cooler than yesterday. Concord, seven degrees cooler than yesterday. Santa rosa is actually a little warmer, but you got the idea. So were just kind of doing this. And then on saturday, were going to bump the numbers up. And then sunday will bump them up more and then we bring them down a little on monday. Ill get more specific in just a couple of minutes. All right, bill, thank you. Nurse shortages are being reported at california hospitals. Coming up after the break, the proactive approach in Santa Clara County to keep lifesavers on the job. And coming up at six tonight, cars speeds through oakland city streets. And then on and off highways with the driver finally abandoning the vehicle and then running into a bart station. Well have the update on the search at where they have been actually taken a pretty proactive approach. There and theyve been tackling the nursing shortage head on, working on training, recruiting and retaining nurses. But statewide, not everyone has fared as well. California needs more nurses and fast. Thats according to the registered nurses professional association. It is serious, bad. This, they say, is a post pandemic problem. There are too many early retirements and not enough new nurses graduating. What i can tell you is, unlike any other time, this time, nurses are leaving the profession faster than they can get in one study out of Southern California puts the nurse vacancy rate in hospitals at 30, compared to 6 prepandemic. Santa clara countys Hospital System is faring better. We have been working on hiring and training new graduates. We had recently had a job fair for a Critical Care Nursing Division to help recruit nurses. Theyve also been working on retention strategies. As a result, their vacancy rate went from 11. 4 back down to 7. 8, which is really low compared to the average. And so, so far it seems like things are working within our system still. Nursing schools say they need to graduate more students to keep up with demand statewide and they need to hire more faculty. But money is a constraint. The salary that i make in the hospital is twice as much as what i make working at the college. But i work at the college because its sort of a way to pay back and help the up and coming nurses. The nurses union is pushing for a legislative solution to the shortage and there are a few proposals in the works. They say this is a problem that cannot be ignored. I hope is for someone to do something about this, but it is going to be bad. So far there appeared to be competing views on exactly what sort of legislation would make a difference here. However there is additional money in this years state budget intended to deal with Nursing School capacity. Mike and ruben live tonight in the south bay. And thank you. Mistakenly sensing trouble. Coming up, the very wrong reading from a South Bay Creek sensor that had residents waking up to a Flood Warning. Also, the lawsuit that alleges a singer who promotes body positivity shamed a dancer for her weight. Were back after the break readings for the Los Gatos Creek, seemingly rising from one foot to 1800. Ktvu south bay reporter jesse gary live now along the Los Gatos Creek in los gatos with an explanation. So jesse, what happened . Well, julie, a system designed to notify people in case of an emergency had a glitch that had people waking up as you said, to a possible flood alert, although the information ultimately was false. The weather conditions and a Technology Driven warning didnt add up wednesday under sunny skies, the National Weather Service Posted a Flood Warning for a portion of the 24 mile long Los Gatos Creek. So why would they do that . I guess thats the question. I mean, why would they put something out that i mean, if theyre going to put an announcement out like that, maybe they should have some justification or some reinforcement in information on that. The alert went to the nws website showing water levels on the Los Gatos Creek, went from one foot to 1800 feet or ocean level depth. A similar alert was issued for the santa rosa creek, where levels there were supposedly 77ft high. In both cases, the information was wrong, according to a spokesman. The system in question transmit data from sensors at the valley water site to a satellite, and then its transferred into a government server in maryland, a carryover glitch occurred causing a Multiplier Effect which caused the numbers to be exaggerated. Staff didnt notice the problem until a pop up alert on their computers signaled water levels were apparently above flood stage. The National Weather service saw it. Theyre used to this. They say its not uncommon for faulty sensors or things like that all across california. So they gave us a call just to let us know that there was obviously some missing data points. They looked at the data and was clearly, you know, inaccurate. Valley water spokesman matt keller says the problem was caused as his agency was recalibrating flood sensors along the Los Gatos Creek near lark avenue water level reporting times are typically adjusted when its not raining to better predict trouble during rainy season, when residents are in danger of flood conditions. I guess thats a good thing that theyre doing that so that it works better. During the last winters. I mean, how, you know, how important it was to make sure that we were updating the information. We worked with all the cities here in Santa Clara County to make sure that they had updated information on what the rivers and the creeks were doing in this ca in the south and north bay signaled an alarming increase in water height. The National Weather service, you know, deals with these during the summer. They said, you know, obviously this is the best time to do it. Its not during the wet season or valley water says the information was posted only to the National Weather service. Website was not alert sent out to individual self phones, homes or First Responders. So its likely most people missed this during the overnight hours. As to why theres not some type of secondary verification before this hits the website. While officials there say they try to get information out as quickly as possible in a crisis and so they dont hold it back when its just being put on their website, they double check when its released to the general public. Were live in los gatos this evening. Jesse gary ktvu, fox two news. Well head back to you live in oakland. All right, jesse, thank you. Sheriff deputies near tampa, florida, carried out a daring Water Pursuit of a speeding unmanned boat, and it was caught on video. The person who had been piloting the boat fell into the water and was rescued by a good samaritan. Deputies from the Sheriffs Office were able to eventually catch up with the boat. Deputy jumped on board while it was still moving and then took control before all of that even happened. The coast guard tried to use a device to stop the boats propellers from operating, but was unsuccessful. A strange request from some florida Law Enforcement groups in and around clearwater. It seems groups of mating manatees have invaded canals and shorelines and beachgoers are calling 911 with concerns the Sheriffs Department says the manatee mating groups are common in the summer months near the shores and are asking people to not call the Sheriffs Department or 911 because, quote, they are more than fine. All right. There you go. Yeah, thats a good story. There you have it. 79 degrees today in santa rosa. It was cooler, right . So even yesterday, temperatures dropped significantly. Today. They dropped another couple of degrees. Look at fairfield in antioch just in the low 80s. Those spots should be in the mid 90s this time of year. I would suspect. And its all because of a real deep marine layer. Its back again tonight and of course that means fog in your neighborhood tomorrow morning like you had this morning. The same kind of deal and whats tomorrow thursday. So as we head into the weekend, we start to warm up. So tomorrow, thursday, i need tomorrows thursday. Tomorrow thursday, and then friday. Temperatures are going to kind of tomorrow theyre going to hover and then probably going to pop up a little bit. But then on saturday and sunday, theyre going to get pretty warm. So its going to be kind of a classic summer weekend, if you will, with that marine layer getting squished down a little bit. So we wont see as much onshore push of fog and cool air. So of course, with that saturday, sunday fire danger becomes more of a front page thing for us and or something to think about in the air quality as well. That cools off on monday. At least thats how it looks right now. There are the current temperatures and that looks like what that looks like. That looks like late fall to me. That looks like october end of october. Temperatures for this time of year, seven degrees cooler in concord today than yesterday. And yesterday, it was cooler as well. So we got kind of this bit of an onshore flow. Were missing out on all that heat from the ridge, which is bringing record temperatures and heat advisories to the central part of the country. And were getting this were getting the fog. You can see it here kind of pushing into the avenues itll be in tonight. And again, its going to be deep. So its going to come up over those coastal hills, which just a few rough them out. They average about 1000ft. And so if the marine layer gets over 1000ft, you know, like i say, it gets to 1400 feet, that means theres 400 foot of cool air getting up over that dam, that topographic dam, and pushing inland. You knew that. But everyones probably just helps to remind. So thats why im always going, oh, the marine layer three layer shower when the marine layer is deep, its game on. Thats where we are now for cooler. When its shallow, its fire danger and not as great air quality. So theres a strong winds 30 miles an hour in fairfield, gusting right now, 23 miles an hour. Gusts in concord, sfo, 18 miles an hour sustained, 22 miles an hour. So its breezy out there. And thats sort of the precursor to this push of fog tonight. Tomorrow morning, tomorrow afternoon, just like today, a little bit cooler and then as we go into friday morning, a lot of fog burns off quick, though, and temperatures on friday will be a little bit warmer. And then saturdays when youll notice the significant warm up in sunday as well when i say significant, more typical for this time of year, maybe a little above average instead of this, this footprint is definitely not a typical footprint, temperature footprint for this time of year near the high. So look a lot like today, but slightly cooler. Heres the five day forecast and get your weekend all planned up. Sunday is going to be pretty darn warm. And then it looks like it cools a little. No, it stays pretty warm on monday, too. Ill see you back here at six. Okay. Well see you then, bill. Thank you. Celebrating a symbol of resiliency and innovation.
