This hallway and nearby offices are quiet, but boxes are filling them up as civilian investigators try to tackle a big backlog of cases, all of them alleging police misconduct. But its an important aspect of Police Oversight that we can say to the community, well, the police dont always need to police themselves, and we can have experts who are trained to do exactly that. Mack muir is executive director of the Community Police review agency, a job hes held for less than 30 days. His team reports to the Oakland Police commission. And late last week, he delivered some bad news about that backlog of 211 cases of possible police misconduct, 135 havent even been touched. 64 other cases have no investigators assigned. And the average time to close a case, 363 days and rising. Its challenging. I think oakland has a major spotlight on it because this is the most powerful Police Commission in the united states. It has the opportunity to be a national model. And so bad news is tough. Blowing key deadlines came as a surprise to commissioners. This is the first time anyone has walked me through any of this. It was also upsetting to some community members. State law requires discipline be administered within a year, otherwise officers cant be held accountable. Why the Police Commission did not know about this serious backlog and report it out to the public and try to do something about it is appalling. Muir says. A series of missteps, resignation actions and the Ransomware Attack can tributed to the serious backlog. His focus now, he says, is building a database to track cases and hiring more staff to triage them. I think now that weve really diagnose the problem, theres an easy path forward. Were just looking at every single one of these cases and saying, wheres the misconduct . Lets prioritize investigating that officer involved shootings, deaths in custody in other cases where theres something that appears to be egregious. Oakland Police Investigates the same cases through internal affairs, but mayor shengtao wants to change that and have mias team take over. But first, it has to prove it can handle the caseload load. Right now, one case of possible police missed conduct is closed for every three new cases opened. Muir says hes confident by addressing this. Prosecutors and Police Describe the scene of the killing and the kind of testing done on the kitchen knife used. They also entered videos in several crime scene photos into evidence showing the scene. Minnies defense attorney questioned the thoroughness of the police investigation, including the testing of the knife allegedly used to kill lee. Women he has pleaded not guilty and faces 26 years to life. If convicted. Dharmesh patel appeared in San Mateo County Mental Health diversion court. He is believed to have been suicidal. His wife and two Young Children survived that plunge off the 330 foot cliff. In court today, patel was ordered to submit to examination by prosecution retained expert and then return to court on august 28th. Patel is being held without bail. A 75 year old woman says two men broke into her home in oakland in the middle of the night and thats when she fired her gun at them. But then they fired back. Its absolutely unbelievable what she was able to do. A 75 year old woman is being called a hero by neighbors for firing a shot at two home invaders. Those strangers fired back. Luckily, she wasnt hurt. I spoke to her daughter who did not want her face shown. Its amazing. She is a superwoman. Were all just lauding her and just amazed at her wherewithal. It happened on street in the shabo park neighborhood in the hills at about two in the morning wednesday, two men kicked through the womans front door. They went straight for her bedroom, pointed guns at her face and demanded her phone. What the intruders didnt know was that she owns a 357 magnum. She had the presence of mind to reach in her nightstand and get a weapon and she had it under the covers at first. And then when she saw an opening, she fired a shot. The men fired back about 17 to 20 shots before leaving with valuable including jewelry. We went over afterwards and we saw gunshots all in the walls. Its a miracle that shes alive after for the number of shots that were fired in her home. Neighbors say she did the right thing. This woman is a hero. I, i really admire her. She kept her wits about her. Her daughter said this should serve as a warning. I believe that this is a message also for the criminals that people in oakland, were tired of the lawlessness. People are standing up. People are fighting back, and they really they really playing with a very with their lives because all these people are armed. Fire investigators are trying to determine the cause of a fire in an abandoned sch bay street chapel way and bay street crews tell us the flames were coming through the roof of the back of the building when they arrived around 230 this morning. Dozens of people were seen running from the scene of the fire and jumping fences. The abandoned school is a known location for the homeless. No one was hurt. A South Bay Hospital is being criticized for reducing its Mental Health services. Dozens of people protested outside Good Samaritan in san jose in response to the hospitals plan. That plan includes closing its inpatient psychiatric facility at its mission oaks campus in los gatos. Now, some family members of patients actually sat in the doorway of one of the entrances to the hospital. Organizers say their goal here is to bring awareness to the closure and to also get the attention of government officials in california and in Santa Clara County in acute care, psychiatric beds in our community. So we need to have more beds. And if we dont have more beds and we have a reduction in beds, it just means that a lot of people will not be served in our community. The hospital plans to close the inpatient facility in los gatos by august 20th. We did reach out to Good Samaritan for comment, but have not heard back. After several Violent Attacks this year against Street Vendors, San Jose City leaders and Community Groups hosted a resource fair at city hall today as ktvu Alice Schwartz explains, the citys action comes after vendors pleaded for more safety and business help. Since the beginning of the year, San Jose Police have had multiple reports of Street Vendors being attacked or assaulted while working monday under the rotunda at city hall in downtown san jose. City leaders invited hundreds to a resource fair for vendors and Small Businesses. Exhibitors included Community Health providers, Small Business advocates, Public Safety and other agencies. The mayoro welct resource fair an to denounce the violence against vendors. Very disappointed to see that there is no room for violence in our community. San franciscos department of building inspection released a statement in response to the giant x saying the department had received 24 complaints about the unpermitted structure, including concerns about the lighting and whether the sign was safe. Building inspectors were also on scene as the sign was being dismantled. Again, apparently without a permit, but due to safety concerns, dbe allowed the sign to be removed and a permit can be secured after the removal project is done. Dbi says it will be issuing fines for the unpermitted installation and removal of the illuminated signs , and that will help cover the costs of the inspections. Tech expert larry magic said. Some bay area teenagers are in paris tonight getting ready to compete in the world, rowing championships. Jack hume, cosmo henderson and mattis. Heaven are all from alameda, mckean mcbrearty is from oakland. The east bay teams are on the oakland stokes strokes rather rowing team. They arrived in paris last week and are joined joining other youth rowing teams representing the us on the international stage. For us guys right now being under 19, this is the biggest stage. So, you know, in order to perform well, in order to go for that, when we have to stay totally focused and totally locked in every single day, you know, we dedicate, you know, we practicing twice a day. And when were not practicing, were either recovering or were meditating or stretching or doing core, just doing Everything Possible to, you know, go for that win. And make our supporters proud and represent oakland and get that win. Its been really great. Weve received like a lot of support from just the oakland strokes club, the local community, the Oakland Community. And so, so far weve raised 21,000 out of the 25,000 that we need to be able to pull this trip off financially. The boys raised much of the money to pay for their trip through a gofundme page. They say getting to this point is the culmination of years of hard work, something we always come back to. As we say, lets do it for the big o, which is, you know, our normal unis at home have a have a big o written on our on our the top of our as we say, for the big o. And we got to do it to represent everybody back home. You know the oakland estuary and towns thats what we love to do their first race is this thursday with more scheduled through the weekend and already we seem out here on the estuary all the time. We dont recognize the boys, but we have lots of rowers. Oakland strokes going back and forth in front of the building here. Congratulations to them and congratulations to us for having some pretty nice weather compared to the rest of the country. Its just been so hot for those folks out in texas and vegas and phenix. And here we are. This is a pretty typical day for us, right . Temperatures about where they should be. Temperatures tomorrow are going to be slightly well, no even cooler. Not slightly. I think were to those 90s turn into mid 80s upper 80s you see a little bit of fog out there. Thats nice to see that helps air quality. We showed picture earlier you got some kind of not quite as good as it has been and thats just because the pattern is were deep into summer lots of stuff in the atmosphere kind of lingering between the commutes and then the smaller fires that weve seen. So as you look at the live picture shot, you can tell the fog is going to fill in the bay tonight. Its going to be around in earnest tomorrow morning. And even more significantly, on wednesday morning, like, boom, its everywhere. So all nine bay area counties, so we havent seen that in a little while. So temperatures will be trending down the next 2 to 3 days. Temperatures now departure from yesterday. So thats the trend, right minus cooler today. And well show you that map again tomorrow and well be cooler again by another 5 or 7 degrees. So the big ridge of high pressure, thats sort of the national story. I mean, thats its pretty significant high. And its building its way out towards the east more the southeast. So theyre going to experience some heat and its going to stick around for a couple of days more, at least 2 or 3. Theres the fog along the coast right now, broken away from the north coast or bolinas , point rays and up around bodega bay and start to fill back in in santa cruz, some high clouds coming in overhead. Youre going to see those here. Thats tomorrow morning. Fog back at the coast tomorrow morning. But those high clouds representing monsoonal moisture. So thats you know, its a time of year. You get it. And this is the time of year were going to continue to see it. And next time we see a bout of its potential exists for showers or maybe even a thunder shower, but not this time. So here we go on wednesday morning, further cooling. Look at that push, right . Boom, right through the delta up into the Sacramento Valley. It doesnt mean fog is going to be in the Sacramento Valley. Just means a lot of cool moist air is going to be in the Sacramento Valley and thats going to drop their temperatures out of the upper 90s where they were today and down into the low 90s upper 80s. So everybody cools off as we go into the next couple of days. Tomorrow theres the high clouds. Thats that monsoonal moisture and all monsoons are always think of a wet monsoon. They can be dry to monsoons or just seasonally shifting wind patterns and sometimes it can bring drought and dry weather. So its going to be wet weather and our north american monsoon. It does usually bring wet weather. So here is the five day forecast. Watch what happens on sunday. Numbers pop up pretty good. So big increase in temperatures on saturday and then sunday, bang back into the low 100. So not some air quality concerns and probably some fire danger concerns as well. Theyve acquired outfielder aj pollock and utility man mark mathias from the seattle mariners. Pollock is in his 12th major league season. Hes been scuffling with the mariners, a career 273 hitter. His average was just 173, with five homers in seattle. Pollock recovering from a hamstring injury, but is expected to be healthy enough to be activated this week.
