Christien kafton joining us live after talking with officials who say the actions we take now will really determine what happens in the next two months. We are seeing an increase in covid rates throughout the state and an increase in travel, and experts say that is a dangerous mix. This holiday has to be different from years past. The rising Covid Infection and hospitalization rates simply make gatherings too risky. The state moved the last two counties of the most restrictive tears saying that hospitalization rates continue to rise, weekly meeting there will be more tragedy to come. Certainly the number of death will likely go up. San francisco is maintaining its position in the red tier but based on trains the city and county will likely be moved to the most restrictive tears sometime this week. We do expect that we will be assigned to the more restrictive purple tier. So if and when that happens, the city will be required to roll back or reduce capacity of several activities within 24 hours. San franciscos Health Leaders are stressing that Holiday Travel plans for thanksgiving endanger the city, county and state. The director of Public Health in a negative covid test is no reason to endanger family and friends over thanksgiving dinner. San francisco says that despite the covid rate increase, good news could be right around the corner with encouraging data on vaccine trials. Public Health Leaders are already developing plans for distribution. We are preparing for Vaccine Distribution in the city. We have at our Covid Command Center we have an extensive Planning Team looking at the opportunities working with key partners across the city. Health experts say it is not too late to contact family and friends and opt out of any family gatherings. The la county board of supervisors voted this afternoon against a proposal to overturn a new health order that is about to take affect which will ban all onsite dining and restaurants. Also adjudged turned down a request from the California Restaurant Association to block the order until Public Health officials could show it was a risk to Public Health. La county Health Officials issue that order after the five day average for covid19 cases spiked to more than 4000 and hospitalizations to more than 1750 per day. There are also more than 85,000 patients being treated for covid19 in hospitals, setting a new record for the 14th day in a row. Authorities say fraudulent claims were filed on behalf of thousands of inmates including some on death row who received money from californias Employment Development department. Investigators say in total the state paid out as much as 1 billion in fraudulent claims. Murderers doing life or life without the possibility of parole,serving hundreds of years of a sentence , child molesters, serial killers and other murderers sitting on californias death row. Hundreds of millions of dollars that may well amount to upwards of 1 billion having already been paid. Authorities say inmates were able to file the claims using real names, addresses and Social Security numbers along with fake names. One of those fraudulent claims was made in the name of death row inmate Scott Peterson who is convicted of killing his wife and unborn son. Maureen naylor joins us now to talking with one election official about that process and the lessons learned. Reporter we spoke with one Elections Official who says people definitely voted early and theyve seen numbers that theyve never seen before. Three weeks after election day, masked election workers work processing the final ballots cast in the 2020 president ial election. More people voted in contra costa than ever in history. 2020 broke new ground with the dramatic increase in vote by mail ballots. 91 of those who voted did so by mail compared to 64 in the last president ial election. We ask them to vote by mail, vote early and keep everyone safe, and that has happened. The county had an 84 voter turnout this president ial election, up from 79 in 2016. But 2020 didnt break the record turnout seen in 2008 when barack obama became president. I think it was one of the smoothest round elections ever. We over planned because of all the things going on. Part of that over planning evident by all of this left over Hand Sanitizer and masks now being returned because they were not needed at the polls. To complete one of the final certification steps, workers are using dice to randomly select precincts as they check 1 by hand. We tally them by hand to ensure that our election tally machines tally correctly. The registrar expects to complete the certification next monday, which is one day early. Youve made a lot of changes to make sure everyone is safe. One of the keys is to limit the number of people inside the park at any given time. Still it is important for people to remember that there are certain parts of the park that will remain closed for safety reasons. Yes, only the zoo portion is open. The cafe is not open, the Public Theater and our rides and other attractions are not open. It was just no way to open them and prevent people from congregating. We do have staff in certain exhibits where people might congregate, for example in front of the alligators are meerkats so we are strict about making sure everyone socially distances. Stay with your herd, they heard you came in with. And thats it. I can imagine you probably dont want big crowds of people, especially from different households, crowding around one enclosure at the zoo. Good idea to keep some distance. Speaking of the zoo and the animals, im sure they are happy to have visitors come back to the park. Did you have some new additions to the zoo during the pandemic closure . Actually we had an endangered animal born during the closure. Our blackandwhite lemur had a little baby girl and she is doing great. She has grown a lot, so she is almost as big as her parents. So that is a new welcome addition for folks to see when they come back to the zoo. That sounds fantastic. And there is also going to be a virtual tour or a map that people can do on their phones, is that what i was reading . How is that going to work that they can guide themselves through the zoo . When you make your reservation all the information is there to get it on your phone. It will take you stepbystep through each exhibit, it gives you a lot of animal information, we try to make it as educational as we possibly could. So as you walkthrough you can use it or not use it. There is plenty of signage but having that on your phone, you can read ahead of time and get excited about what you will be seeing and educate yourself on the aspects of the animals behavior. All of our animals and exhibits are on that virtual tour. It sounds like a fun thing to do with the family during the holidays. As we come to back to the bay area, we have followed from this morning, locally dense in a few spots, but right now we have cleared to partly sunny skies. You can see up in the Pacific Northwest that is a frontal system that will approach the region tonight into early tomorrow morning. This could be the least of the source of maybe a drizzle or a few sprinkles into tomorrow morning. The one area that has cloud cover is out toward sfo. You can see some clouds out to the west, also some developing over the hills. Not 100 in the clear, temperatures right now, as we check in on those, 50s and 60s across the board and the thanksgiving forecast, thats the time of year where we share the screen with the dancing turkey. No umbrellas needed as we take a look, mostly sunny skies and temperatures will be in the 60s, maybe 70 degrees. And probably the key factor, the wind will be increasing out of the north, so it may be a bit breezy, especially in the north bay hills. So this is the setup, this cold front approaches tonight into tomorrow morning. By wednesday afternoon we will already have partly to mostly sunny skies. The main impact tomorrow morning will be the cloud cover, with showers primarily to the north. As we head toward thanksgiving, this area of high pressure, this will return by thursday and as a result lots of sunshine and the winds will be increasing out of the north. It is the offshore wind direction and that could boost the fire danger across portions of california. At least for us we thankfully had some rainfall, but that is something to watch as we head into thursday. Heres the forecast model in the short term, and as we put this into motion, some clouds to start out the day on wednesday, scaling back by wednesday. We really appreciate it. Obviously we talk throughout the pandemic, about the demand being through the roof, so many people looking for help. How are you looking as we head into the Holiday Season. Do you think you will be able to meet that demand and help everyone who needs it . Thank you for having us. This giving tuesday is incredibly important to the San FranciscoMarin Food Bank. Before the pandemic one in five people were need and at risk of being hungry. We have 55,000 households that we were able to give holiday meals to, and we definitely have been handing out a lot more food and we continue to serve, the pandemic doesnt necessarily have an end in sight so we will be here for the long haul to make sure everyone gets the food they need. So the other part of the equation is, when you see the demand increase the way it has, of course people, we hope that more people are stepping up with donations. Companies and corporations are hopefully stepping up. What are you seeing in terms of donations, especially around the holidays . We have some great partners that have been donating. Since the need is i we continue to need more donations, more great partnerships, corporate partnerships, individuals. Every donation counts. We are giving out 1 Million Pounds of produce the season and over order of 1 million chickens. So we definitely need the donations to continue to rolling as we serve this need. Giving tuesday is very important to us and it just helps people stay connected. If they cant get out and volunteer with us, if they can give a donation, a monetary donation to the food bank goes a long way to help our neighbors in need right now. I was reading that even a small donation can make a huge difference for someone, one of your neighbors who is struggling, especially this time of the year. Is it true that one dollar provides for holiday meals for a family in need . It does. Actually we get donations, sometimes from a group of youth, sometimes its a family or an individual. Every dollar counts and we make it stretch at the food bank to feed more people. You obviously are seeing families coming in who are struggling right now for a variety of reasons during this pandemic. What would you say to someone out there who was maybe thinking about making a donation this Holiday Season, about the impact that donation can have on someone in the community . I would let people know that every time they give a donation to the food bank, more so than ever this year, in a pandemic people are just surviving and wondering where their next meal will be. We are out there weekly, at soup kitchens every day, monthly we are handing out food. It is definitely a program where you can give and you know the food will go to the community and we will continue to serve until everyone has the food they need. There is no end for us, our program will still continue, we have 29 emergency popups that will continue until everyone is able to get back to a little bit of normal.
