Well, two important aspects of the ongoing pandemic, preventing the spread of the virus and limiting the economic damage continue nobody conflict this afternoon across much of the country, including right here in the bay area. Some accommodations will have to be made. Covid carnage to patients mirror s the carnage to small businesses, restaurants and their employees. It is a tail of two realities. According to the National Restaurant association, this is their sobering reality. 100,000 restaurants, 1 in 6, closed forever or long term. 40 of the remaining restaurant ours saying theyll be gone in three months without any help. 240 billion in lost sales this year. One Business Owner we spoke with has been able to survive so far. There has to be assistance for businesses and also for individuals. Reporter but with counties toggling back and forth with what restaurants can and cannot do, it may be insurvivable. The question is going to be really will that business shift back to takeout for us. Havent for Health Officials, this is their reality. U. S. Virus cases are raging out of control to their highest levels ever, with 10. 2 million cases so far, an average of 121 tow new cases a day. Hospitals filling or full. Icu admissions skyrocketing, and almost a quarter million dead. Also some businesses circumventing the rule just to survive. An example . Santa clara county. When we have repeat offenders and will of violation, and businesses simply refusing to comply and put our community at risk, we take it seriously. Reporter there almost all cases, the violates businesses will be given 1 to 3 days to correct. If corrections are not made, stiff fines of 250 to 10,000. In cases like super spreader events, where there is no room for this airer to occur, we take it very seriously, and these can be zero grace periods, atow mattic fines. There remain two different realities. Through is not any kind of solution that can just be meted out all businesses where its going to work. Now it appears one way to Balance Public Health with business survival would be to authorize a set of numbered indoor seat a set of numbered outdoor seats. There were almost show,000 new cases on tuesday, a record, while hospitalization hit a new peak of 62,000. At least 38 states now experiencing a big spike, including texas, which hate grim milestone tuesday, the first state to confirm more than a million cases of the disease. I think some people have become a little more lax with the precautions that we were following. Reporter Health Officials are now urging the public to get back to the basics when it comes to social distancing, stay hope as much as possible, avoid large gathers, and above all, wear a mask in public. We dont have much time to act to avoid a dangerous hospital surge, and keep our economy go, and keep people at work. Doctors across the country are still banking on a vaccine to help end the outbreak. Moderna, a leading candidate, is set to release their preliminary data later this month, following pfizers announcement this week that their vaccine is 90 effective, possibly complicating the Testing Process for other companies. Split does make things tricky for these other studies, in one comes out clearly ahead, you know it, would be really hard to tell everyone that they should arent go out and get the vaccine. Today 100yearold dale, and 105yearold al flew over santa rosa in a world war ii era plane. On dday, one piloted a plane over france, and evacuated hundreds of injured soldiers. The other was a b17 nav gator. The se nva county winery took the men on the flight today to thank them for their service. We spoke to them about what veterans day means to them. Think of all of the guys laughing and jumping, and we would have a glass of wine at night and play some cards, and talked about flying tomorrow, and what happened today, but some of them didnt come back, and and a few days later, and thats what im think about now, just i think about it often. Two remarkable men. It was a very emotional day for both of them. They said it was also an incredible experience to be back there in the sky. While some veterans do fall on hard times once they leave the service, many others find success as civilians. Rob roth smoke with one marine who now owns one of the largest veteran owned businesses in california. Rob . Heather, we spoke with one very successful bay area businessman who said without the military, he wouldnt be where he is today. Its kind of an emotional day. Reporter he spent 14 years in anyway reasons beginning in 1990 upon having Ground High School in pleasanton. Being around people who have been injured, especially a double amputee. Reporter he went into the Construction Business with his father, and now owns and runs allied Construction Services based in livermore. Its the second largest vet region owned business of any kind in the bay area. He has 67 employees. Grateful. Ive had a great team along the way. Reporter he credits what he learned in the marines for monday of his success with building up his company, which concentrates on emotionalling construction roofing. Theres and marine corps core valleys, integrity, thats huge, and in business is so thats huge. He said he hires veterans when he can, and also knows when so many of them leave the service, they fall into addiction and homelessness. And i would love to see more outreach and more opportunities for them. I think the Mental Health is huge, and i dont think we pay enough attention to that. But on this veterans day, this former marine honors those who served and feels fortunate for how everything has fallen into place for him. Definitely without the marine corps, core values, i dont know if i would be here today. I think they have been really a big part of how i approach business and managing. And california has the most businesses owned by businesses in the United States. Heather . And coming up next, we already have some promising news about a vaccine that seems to work, and now we know when some Northern California counties may be receiving their first batch. And in bay area weather, quite a few clouds for today. Get ready for another chilly night as we head into your thursday morning, and eventually, were talking about some rain clouds. Well have the updated forecast coming up. Well, this week we learned that pfizers covid19 vaccine potentially more effective than experts thought. At least through phase 3 of the trials. And now for the first time, a Northern California Health Department says it looks forward to getting that first shipment of the vaccine in december. Reporter Kyla Linville talked to Santa Cruz County Health Officials about the plans being made for that first shipment. They have a 90 efficacy rate. And thats huge. We were expecting it to are to be more like 50 . Reporter this as santa cruz moves back into the restrictive red tier of californias reopening plan, but she said this is a ten forward. We know that the federal government has already purchased the first 100 million doses of pfizer vaccine. Reporter and in california, she said the state will determine how to split their allotted number of vaccines across all 58 counties. It would be a pretty small number. We know they arrive in batches of 975 vaccines at a time. They have to be kept at sub zero freezing, so a minus 70 degree freezer. Reporter for consider chu natalie for the county, u. C. Santa cruz is able to help. They have a lot of minus 70 degree freezer capacity, which otherwise is not present in this community, and so they would be a very important partner in terms of vaccine storage and transportation. A concern for some, however, is vaccine safety. Dr. Now elsaid review boards and done studies to find this out. These are scientists, and really trustworthy individuals who are going to review and ensure the safety of these vaccines. Again, officials at the santa cruz Health Department tell us that they do expect this first shipment of covid vaccines in december. We are fold that bay area counties should be receiving them at the same time. Lets talk more about this potential rollout with dr. Peter, an Infectious Disease specialist at ucsf. Does this december seem realistic, first of install i think december could be realistic, but it all depends on how the fda looks at the data that pfizer presents after thanksgiving or so. I mean, i think given a 90 efficacy that the data will be pretty row and just encouraging, and i know that they have planned to have a certain a mount of vaccines available, you know, i think they said 40 million by the end of this year. How much of that will go to california will be up in the air, but, again, were hopeful that once it get lease, it will be equitably distributed to those in need. Yeah, i want to talk about those shipments. How large do we think those shipments might be in the beginning, and just who will receive them first . So the National Academy of sciences has already sort of given the blueprint of how they think distribution should go it and kind of goes along the lines that most people would think. In the first group of folks, it probably will be healthcare workers, as well as first responders, and in california, thats about 2 million people, so if we get about, you know, a million vaccines, thats just the first dose of, you know, the series of two that would not target the entire population. The next population will be those with comorbidities, regards of age, as well as older adults in congregate settings like nursing homes. Once those initial shipments are given out, those initial doses are given out, do we know when we might expect the second round of shipments . Its really not clear at this moment, but california is one of 5 regions that have pie lot or kind of been exemplars of how this would occur. Other states include florida, north dakota, the city of philadelphia. So i think if anybody is going to get first dibs at it, hopefully, we have prepared our infrastructure to support it, you know, although there will be challenges like the temperatures, et cetera, i hope that it will be relatively smooth distribution. Again, our Public Health group has always been aligned with our scientists and politicians, so i think everyone works together here, and i would hope that if its going to be smooth, it will be smooth in california. Yeah, lets all hope so. You mentioned temperature here, doctor. We know that this vaccine, you know, it cant be stored in the refrigeration systems found in the typical doctors office. U. C. Santa cruz said it has the type of deep freeze storage that is needed. Does ucsf also have the same sort of storage system, and have you, too, also been notified to be prepared . Yeah, so i think many large academic hospitals and labs have these kinds of ultracold freezers. I even have one in my lab for research, so this is the kind of facilities that most people already have in academic hospitals, but theyre not go knock walgreens or cvs, or its not like the deep freeze that you get your popsicle in. Thats like negative 4, to give you some range of which you really need to get much colder than that. All right, doctor, always a pleasure. A venetia Police Officer was on routine cruel patrol when he struck and called pedestrian early this morning on east 2nd street about 2 00 a. M. The officer did not have his lighters sirens on at the time of the collision. He called in the crash on the police radio, and paramedics tried unsuccessfully to revive the victim. The officer is on paid leave as the case is investigated. We want to keep the integrity of the case, so we are not involved in the investigation of the collisionitself. The president of the venetia police union said the officer could Face Department discipline if she found at fault. Sonoma county officials will ask the state for a waver, possibly as early as today to allow more businesses there to reopen. Officials want to factor in thousands of unreport negative test results. The county hopes to exercise a rule that allows counties to move into less restrictive tiers if there is a significant drop in positive tests. Sonoma is the only bay area county that is still in that most restrictive purple tier. And final results show that california vote ares have rejected proposition 15, which would have made changes to the states cap on property tax anyone else updated vote county shows that 52 voted no on prop 15. Since 1978 with the passage of prop 13, california has limited tax increases to 2 a year until a property is sold. Proposition 15 would have changed that, but only for commercial Properties Worth other 3 million. Residential properties would have remained the same. President trump made his first public appearance today since joe biden was declared president elect. Both men are readying for a legal fight. The president continues to make those baseless claims of voter fraud, and his Campaign Said it will continue to fight the result. President elect bidens Transition Team is moving forward with plans to take office on january 20th, 2021. The fundamental issue i see is a question of election integrity, making sure every legal vote is counted. Over the coming weeks, states will begin to certify their election results, and on december 14th, the electors will officially vote on the next president. Control of the u. S. Senate meantime is still undecided, with all eyes on georgia. The state will hold runoffs in january for two seats there. As ray bogan tells us the afternoon, democrat and republican heavy hitters are now headed to georgia to try to campaign for those two senate races. Rarely do people get the opportunity youve been hand, and that is to determine in a nonpresident ial race the very direction of the country. Reporter control of the United States senate will be decided january 5th in georgia, during a dual runoff election. 50 republicans and 48 democrats is the balance of power presently, meaning the gop needs one one, democrats need booth. The closely watched races put republican incumbents up against democratic challengers. Republicans are focusing on socialism. The road to socialism does not run through georgia. I will continue to demand that senator perdue explain his indefensible support for these efforts to destroy access to healthcare for his own constituents in the middle of a pandemic. So there is so much to talk about. We can talk about the transition, about the senate races, recounts, legal battles. I guess my question right now is if you had to pick a headline, because there is so much to talk about, what story, what issue do you think sat the forefront that america should be watching most closely in this moment . Well, to me it really is those two senate races in georgia that were just mentioned, and they are actually connected to the president s claims of voter fraud. I actually think there is an argument to be made politically the sooner the president moves on and concedes, the easier it will be for republicans to make the argument that they need these two senate seats, they need to energize vote voters to have some say over the legislative process. So i dont see you know, we could there are so many arguments to make about the politics of it, and norm atively how it doesnt look good for a democratic country, but i think the president is in his in his own way, and those two senate seats are important, because he will not have a second term. The sooner he moves on, think the quizzer for his republican colleagues. Its already close, obviously were in a runoff situation. Where does this go and who has the upper hand going into this . You could say democrats have momentum, but republicans also have something to argue for to say, look, this is a way to keep it balanced should we not prove voter fraud, so that president elect biden be inaugurated in january as we all expect. Who has the upper hand right now . Well, democrats i think have a very high bar. It is a traditionally conservative state. Right now, yes, democrats are leading in polls, but weve seen that those have not been as reliable as we hoped this year, and there are lots of reasons for that uncertainty. Lots of improvements that have to be made. And one of them is you dont exactly know who is going to vote if that election. Basing a lot of those polls out from general election voters or people who we dont know for sure will turn out. And so i would just say theres really nothing to take for granted here for republicans, but for democrats, two seats, that would be a very, very difficult win. Not up possible, but very difficult. So you mentioned that you were saying the sooner President Trump concedes this election. Sit doesnt look like thats going to happen, at left a anytime soon. Right. And theres been a lot of discussion about this trains, you know, joe biden says i dont need to the gsa to officially move us into this. Were going forward. But really how long does this go on, you know, in your perspective, before it really becomes problematic as we get into stem and then certainly the early part of january . Well, i do think its already problematic from the standpoint that the world is watching, and just in general, if we have a country where if your team loses and you see the suspect as illegitimate and in your team win, you see it as legitimate, thats a very difficult thing to come back from, and we also cant have a country where someone loses an election and they just declare widespread fraud, without substantial evidence of any kind, and the results change. No one wants to live in a society like that. And so i do think its problematic from that standpoint. Youre right that were in a unique situation. Joe biden has so much experience, he doesnt need a tour of the table. From a National Security perspective, it really is safer to get him on board sooner than later, and i hope that the president recognizes that sooner than later. I think well be looking at so many different elements of this election, all of its parts. What will we learn out of this portion, this postelection preinauguration way of hour we do business in the United States, in terms of what might need to change to allow for smoother transitions, whichever side youre on . Well, we have learned in the past from really rocky transitions that you need resources and you need the early support of the outgoing administration, and thats exactly what happened when the clinton to bush transition, it was so messy, that the Bush Administration said were never going to do this again, and then the bush obama transition was one of the smoothest ever. So we do rock back and forth, but weve never really quite seen anything like President Trump before. And so i would hope that people watching dont assume just because joe biden knows the rules of the road and he has enough knowledge of the inner workers of government, were going to be fine, thats not a good assumption to make. We want to make sure we have smooth transitions in this country, where both leaders come together, even if they vehemently disagree and talk about the future. Thats hopefully the direction every wants to see. Yep. Well, it will be interesting to watch how this takes its turns in the next days and weeks and the next couple of months to come. He turned 100 and has a tshirt 20 prove it. I never expected to love this long. Reporter and what life. An educator for 36 years, a lions share at washington high in fremont. He is a lead are with a devilish sense of humor. Married for 65 years. When i think about it, i think its great. [ laughter ] reporter roy has seen it all. A Staff Sergeant in world war ii, stationed at pearl harbor for two and a half years. And left hawaii just weeks before the bombing, and ended up as a tail gunner on a bomber. We got hit by an anti aircraft. We got hit. And i was in the tail, and i crawled up into the waist, and the pilot said bail out, because the number two enjoin caught on fire. They started shooting at us as we were coming down. Luckily, they missed me. When i landed, i landed outside of a little town, and there was a german soldier came running at me, the first thing i heard he said in german speaking in Foreign Language for you the war is over. Reporter nine of his 10b 17 crewmates survived the crash and all were trucked north to a treia as p. O. W. s before the war ended. When he was a prisoner of war, he just had to accept life for 16 months in prison camp, and he said the germans always surprised by americans because they laughed and joked, and they didnt get that. And i thought that was certainly symbolic of my dad. Reporter and its that sense of humor that buoyed roy his next 75 years. He loves a good game of dice with his daughters, and that always includes a roman coke, or just sitting on this back porch watching and relaxing. Hes a humble guy, but this birthday has been a big kick. He even got some national attention. Those are pictures of roy schneider, mike ferreras fatherinlaw, who turned 100 on october 15th. His soninlaw is mike, the former Vice President of officiating for the nfl, and hes now a rules analyst for fox. I just think its one of the most incredible individuals that ive ever been around. Quick update on a very active tropical season. This is Tropical Storm eta. You can see winds checking in about 70 miles an hour, moving affect about 12 miles an hour. Very close to hurricane status. Once the wind speeds reach 74, this becomes a hurricane. The forecast track over the next few days, looks like were talking about a landfalling system, possibly as a Tropical Storm, as we head into thursday. So very close to tampa right now, and on its track of making that inland push as we head into thursday. Out. Across the west, scattered high clouds out there. Today one of those days where we have partly cloudy skies and mostly cloudy skies. As we come in closer, backing up the maps, were showing a little bit of some green, just offshore. So just like last night, there is a chance we could have some drizzle or maybe some mist, especially coastside, and right around the bay, as we still have moisture moving in from the pacific. Well check in on some of the current numbers out there. Right now, lots of 50s, and a few spots around the 60degree mark. So somewhat of a cool afternoon, and temperatures overnight will be cooling off, as well. The 30s to the 40s. In fact, well show you some more current temperatures.
