Reporter bestcase scenario, he said, vaccine doses would be ready for public by the end of this year or early next, so it will take months to disemname to everyone. Santa clara Health Officials say they are already look at logistics. Whether the storage and handling requirements, do they need one dose or two, how far apart. Its different for each vaccine. Weve got to get black and brown people vaccinated, because they are among the most vulnerable. The messages need to come from within the community. So we have boots on the ground. Reporter local Officials Say theyre laying the ground work now to make sure theyre ready when the vaccine is. Were really at the forefront of research and technology here in Silicon Valley, but i think that the Solutions Needed are going to be those that address the underlying inequities. Dr. Fauci also wanted to reassure people that each vaccine trial is overscene by an independent safety monitoring board, and they are accountable to no one. While that event was underway, dozens of religious leaders were speaking out against the coronavirus restrictions that are in place in santa clara and across our state. Theyre upset that a San Jose Church is facing a hefty fine, and its leaders possible jail time for violating covid19 health regulations. Calvary chapel san jose has been find more than 300,000 for holding in person church services. According to the santa clara district attorneys office, the church has been hosting weekly Indoor Services with about 600 people, without masks or social distancing. The d. A. s office has filed a restraining order to stop the inperson religious services. Those church leaders, believe, though, this is not overreach. That restraining order will, if it succeeds, place this such church in a position where they decide are we going to bow down to cesar or obey todd quick and think this church is going to obey god. San francisco is pause something planned reopening of businesses because of an uptick in covid19 hospitalizations. Mayor london breed said the city is proceeding with caution in order to protect the public. The said many businesses that were going to be able to expand capacity on tuesday, but they will have to put that on hold for a little bit longer. The fact is, were still in the midst of a pandemic, and so today is just a reminder that not only are we doing well, we are starting to see a slight uptick in the number of hospitalizations, which puts us in a situation where things could possibly get worse than what they are. Right now in San Francisco, 37 people are hospitalized with covid19. There have been over 12,000 case ofty virus in the city since the pandemic began, and 147 San Franciscoans have died. Halloween, of course, may be coming tomorrow, but because of the coronavirus it will be much different than any that have come before. As Health Officials urge people to use caution, others are here in the bay area, are finding unique ways to try to see operate. Rob roth joins us now with one east bay neighborhood, i what that neighborhood is planning. Roth . The pandemic has canceled so many events this year, but not necessarily halloween. Many people plan to celebrate safely. It just takes a little bit of creativity. Halloween in the era of covid. Perhaps this picture of a home in San Francisco sums it up for many. But across the bay and this neighborhood in pleasant hills, some or busy putting up an outdoor movie screen, wish where an outdoor screening of the film hocuspocus is being shown. Its difficult to explain to kids continually that we cant trickortreat or such r touch things. Heather hopkins is also organizing a Scavenger Hunt for the neighborhood children. Its a way to get them out of the house and still have fun. Parents can see the route. Theres little shortcut reminders. My hope is that people do this on foot, they take their cautions on a bike ride, they can do it in a car. Theres a lot of ways to participate. And theyre also planning an online game of spooky bingo and a photo booth. With my son involved, im inspired to do something special. Outdoor gatherings are limited to three households or less, and no more than 25 people, no indoor parties. Those giving out canned candy should consider individual grab and go bags left on an outdoor table. Keep them spaced apart, the candy bars, thats perfectly fine, because, as i said, were not recommending the candy be eaten outside. Health experts say everyone should wear a mask, but not a halloween mask. I would definitely tell the parents that wear regular masks that are covid, and a lot of creative ways to make those masks be incorporated into the childs costume. Mean people say covid isnt ruining halloween, its just modifying it. We cant forget about the tradition that we have, and if we lose that tradition, weve lost so much. Another bit of advice from health experts. They say parents should accompany their kids outdoors, even in those kids are teenagers, and heather, ill bet the teenagers will be glad to hear that. Yeah, i bet so. But, rob, you really drive home the point that people have to think outside the box. Amazon and i were talking earlier, and he said he heard from a viewer who said they were going to use a chute down the staircase to launch the candy to the trickortreaters. We have neighbors planning to do the same thing. There are so many amazing ideas. You have to wonder in once the pandemic is over, some of this stuff will be incorporated, become new traditions. Well, San Francisco officials are urging people to avoid the citys Castro District things halloween. A typical castro halloween has people crowding the streets and sidewalks, and filling up bars and restaurants, but this year Business Owners are joining city officials in asking people to just stay away. I think the safety of the community is really important. I think the castro has really shown that it can get together peacefully and celebrate halloween. City safety rules say residents and visitors are not allowed to gather in groups of more than 25 for more than three different households. Still, some people who live in the castro, say they are prepared for people to show up and break those rules. Now to the race for the white house. On this final friday before the election, the candidates for president are blistering across battleground states in the midwest. Covid cases are spiking there, and concerns about the spread are now forcing changes to some of the president s plans. We have a really big base, though. We have more energy than anybody. Its a particularly busy day in the midwest as both the president and former Vice President joe biden make their final campaign blitzes before tuesday. Biden is in iowa, and wisconsin, and minnesota. Biden is trying to win back states that President Trump was able to flip red back in 2016. This video shows the cloud of dust rising after the initial tremor. Residents have been told to stay away from large buildings in case of aftershocks. A tsunami warning has been issued for the region. Residents are being told to stay away from the coast. The tremor could be felt hundreds of miles away, in athens and even in bulgaria. People from all across the country are giving survivors of the czu wildfire a little extra warmth as we head into the winter months. More than 300 handmade quilts are being given away to fire survivors today. The Quilt Association organized this drive. Many of the quilts were made by the group. Others were donated from across california and as far away as texas, iowa, and nebraska. Those who lost their homes say this is a warm note during a very difficult situation. Theres been a lot of need in the community, and its been really great to see so many people step up and help out people in need right now, because its tough out there right now. The city of oakland received more money for project home key, a Program Designed to help the homeless. Mayor libby schaaf joined us earlier today on mornings on 2 to tell us why this additional 17 million is so important. Which is allowing us to really rapidly convert existing buildings, to provide permanent, Affordable Housing for our homeless, this recent award is going to help us convert for our veterans. So very exciting. People are already starting to move into . Of the homes we were able to purchase from the award we got a couple of weeks ago. Now fall, oakland has received 40 million from the state for the project that converts hotels and hotels into housing for the homeless. The u. S. Has now surpassed 9 million coronavirus cases, and the number of infections is on the rise is in 47 states, including california. Nationwide, new daily infections have hit an alltime high, and over 229,000 people with the virus have died here in this country. As foxs jonathan tells us, some officials are enforcing new restrictions as test Positivity Rates rise above 10 in more than a dozen states. Reporter a recordbreaking week for the u. Reporter meanwhile, moderna announced this week it expects to have 20 million doses of a vaccine by the end of the year. On friday, dr. Anthony fauci said if a vaccine is approved by that time, the majority of people may not be vaccinated until next summer. The doses and there will be hundreds of millions of doses being produced already, will gradually in a graded fashion get distributed to those who are in need of it over the subsequent four or five, six months. If you do that, it is best to drop off your ballot at a ballot box in the county where you are registered, and that way its more secure that your Election Officials will receive it in time by 8 00 on november 3rd. Thats more than the states total number of votes for all of 2016. In fact, a majority of states have surpassed their 2016 early vote counts inspect kansas, its nearly 10 times higher, and in new hampshire, more than 7 times higher. All of those ballots could take some time to count, though, especially those sent in by mail. I think its absolutely critical that americans understand that we may not know on Election Night or maybe for a day or two thereafter exactly who won, and that americans understand there was nothing wrong with that. Lets listen to a little bit of their conversation. What do you say to people who say its time to open up more . I totally get it. I have four kids myself. I want them back in school. Its incredibly challenging. My old cyst 11. How we get the Distance Learning right, its almost impossible, particularly for the younger kids. We want to get them back. We have to do it safely. The worst thing would be to get them back and then have everybody start all over, because we saw the case rate goes back up. Here is the good news. California has gotten our Positivity Rate down to around 3 , outperforming most of the rest of the country. Here is the bad news, that number has trended up in the last couple of weeks, and i fear whats happened, you saw just a few days ago, 24 states had Record Number of cases on their 7day positivity. Youre seeing it in the u. K. , germany, and france and paris, they just shut down disneyland. Were driven by one thing. Data. Not political decisions. Case rate will determine how and when we open. 7 counties last week moved to less restrictive tiers. We were moving in the right direction. Again, its all right here on the issue is, this sunday at 7 30 a. M. The Airline Industry is hoping that the normally busy Holiday Travel season will help salvage what has been a terrible year. A recent harvard study concluded that flying on a commercial plane is as safe or even safer than shopping in a Grocery Store or dining out. However, Sacramento International airport already is predicting that there will be a third fewer passengers this Holiday Season compared to last year. This is actually better than some other airports across the country. Many are predicting at least a 40 drop. These people that tell you that we wont be back to 2019 levels until 2024, im sorry, but i think theyre right, and our forecasts show the same. Airlines say they have increased deep cleaning while Filtration Systems on board planes have been shown to kill viruses. If you are flying or picking someone up at the airport, aviation experts predict that airports will still be busy during the holidays, with fewer passengers, Airlines Flying fewer planes and flying less often, but this will likely mean existing flights could be crowded. This event runs through monday. Here to talk more about Restaurant Week is lori thomas, executive director of the golden gate restaurant association. Lori, this is an event i look forward to every year, and this year it is more important than ever. How critical is this to helping the restaurants that we all love recover from the pandemic . Yes. Well, thank you for having me, and were super excited we were able to pull this together this year, and we have over 105 restaurants participating. The event runs through sunday night. It started last friday, and its driving people to go out and to take advantage of your restaurants, whether you are sitting outside, or inside, or ordering a meal kit, or takeout, therefore, there are many ways to participate. When you talk about just kind of the shear miracle of pulling this off amidst this outbreak, how does this year compare to last years event . Well, we havent done a fall Restaurant Week in a long time. So normally, it is a fall Food Festival where we would go out and drink and be in a big venue in person, and we could do not that this year, so we thought lets take the team in and promote a fall Restaurant Week or San Francisco week we did in january most recently, and lets add a week of virtual programs, chefs demos, bartenders. And then lets drive the business to the neighborhoods and profile our neighborhood nights, and lets make this all be about the restaurants. We have no charity this year. Were driving all business to the restaurants so that we can support their staff and their businesses. Yeah, and i know that this is new, but when you look at the event back in january, obviously, that was precoronavirus. What has changed since then . I mean, what is the dining landscape like here in San Francisco . How many restaurants have we lost . Yeah. Well, unfortunately we dont know the final figure, and everything is still in flux, based on whether we dont get any more federal spade what is going to happen. Just today, we needed to put a pause on moving to the 50 indoors. Were going to stay at the 25 indoor rate and then continue with this toed dining. So things are a bit in flux, but as of right now, probably 45 to 50 of our restaurants are not open, or not transacting business, and those that are opening, like i have two of my own, are transacting at a much lower revenue than you normally would, because your seating is reduced. Yeah. And so back to this event. It really is crucial for all of us to do what we can to support the restaurants, and the fact that youve been able to, you know, get createddive and offer diners different things, explain what sort of diners can walk away with this year. Yeah, so this year weve made it more affordable for everybody. Were offering a police point. Usually its a price point for a fixed price for lunch. It can be as low as 10. Customers can offer up to 25. And dinner, the lower price point of, like, 25, up to 65. And then theres to go kits, or takeout and delivery, so were just trying to left the restaurants do whatever they feel comfortable with and that they want to execute. And we have 105 restaurants. 46 of those are brandnew. And 30 of those we offered, you know, free membership. We didnt charge. And that compares to a total of 135 restaurants who participated in january, different restaurants, like a whole third of them arent even operating right now. So we reached out. We went to the neighborhood. So its very inclusive this year. Yeah, it is. And as you mentioned, it really is something that is more affordable, and that really anyone can take part in. It moves ever so subtly, but it does not break down, and for that reason we condition to watch the storm track well up and over california. We have a little bit of rain and some snow going on over areas of, and at oregon, and it pushes east towards idaho, but nothing dropping into into california, unfortunately.
