Debbie begins our coverage. Well, julie, this red flag warning runs through 8 00 wednesday morning, and Governor Newsom said the next week is critical. Up there you can see just solid brush field and stuff that would really burn. Reporter climbing a fire road on marin countys mount, we top out at 2600 feet, where the winds whip hardest during red flag conditions. You can hear it just walking around. Reporter and where fuels are dry, even this close to the ocean, during august, lightning, a free strike, started a fire, kept small, but crews worry about this canopy with homes in the forest and what could happen. The wrong fire on the wrong day would be something that would be almost impossible to stop if it got going. Reporter the woodward fire was impossible to stop for a fire, burning more than a month. 31 lives that have been lost in this wildfire season. Reporter Governor Newsom recaps the year so far. Almost 10,000 structures destroyed. Just over 4 million acres burned. And almost all of that since august. He points to climate change. Weve had wildfires historically, but the ferocity and the devastation of these mega fires. Reporter in his words, Mother Nature bats last and bats a thousand. And shes chemistry, shes biology, and she is physics. Shes not a political point of view or an ideology. Reporter and now the north bay braces for another week of high risk. Like everybody, were concerned that weve entered this new world in which fires are more intense. Reporter this resident moved to mount tamm slopes during fire season, quickly accepting the need to be proactive. That means being prepared, keeping on top of all of the warnings from the state, and working closely with local officials to make sure we evacuate if necessary. Reporter for firefighters, winter rain can come anytime. It starts from being a spark to 20,000 acres in a day. When i first started, you would go to a 20,000 acre fire, and that would be the biggest fire of the year. The governor noted 12 major firers fire complexes are still burning right now, is and it was not only the hottest august on record, julie, but the hottest september, as well. Deborah, thank you. Now to chief meteorologist bill martin who is tracking the conditions that prompted the red flag warning. Bill . I think the big thing that is prompting this warning is certainly the lack of rain. Its been dry, as it always is this time of year. But these warnings were hyper vigilant now, and these warnings are coming more frequently, and they will until we get some rain in here. That red flag warning is in red, obviously. Thats until wednesday morning for the north bay hills. This is north baycentric. This could turn into a red flag warning, but i say this all the time, red flag warnings come in varying shades. Theyre all scary and need to be taken seriously, but lets say the Oakland Hills was a 10 red flag warning. This is probably about a 5 or a 6, based on the computer model winds im seeing. It doesnt mean its not dangerous, just means were not seeing 70 mile an hour winds. So we will see 35, maybe 40 mile an hour winds, less than with the last event last week, but still something to be concerned with. In the north bay, the winds right now are relatively light. Air quality has been good. Weve got fog back at the coast, and that fog certainly helps the coastal conditions, but up at the higher elevations, above the inversion, its warm, and its going to be breezy, starting a little bit tonight, but i think will be more noticeable tomorrow night, and north bay hills, a red flag warning above 1,000 feet. Pg e is warning customers that Public Safety power shutoffs are possible later this week due to gusty winds in the forecast. About 50,000 customers in Northern California have been put on a psps watch. Thats one level below a warning. Pg e said shutoffs are possible for part of six counties in the north pay, eastboy bay, and the south bay. In addition to the wind, they are also worried about hot, dry conditions. The planned outages could begin as early as wednesday night, and continue through friday. Turns out in 2016, there was a failure to actually pick up a lot of people who had little or no college education, and in 2020, the pollsters are working very hard to get those people into their samples. He said there is also evidence that polls in 2016 might have led to complacency. If the idea is that someone going win no matter what, then people might not turn out. In 2016, i didnt vote. I think they should focus on arizona, pennsylvania, the states that really, really are going to decide the election, and just absolutely make sure that they get the turnover they need there. She said she made this figure as part of the halloween display she put up last wednesday in the front yard of her home in newark. We just put it up, because we wanted to make it look scary. Reporter she tells me this is the first time shes. Up a halloween display during the 15 years her family has lived here. A way to celebrate halloween during the pandemic. We just did it for our kids, for them to have a good time, because theyre not going to be able to go out trickor treating. Reporter she said the day after the display went up, police came by and said they had received complaints from neighbors. In response, she put a mask on the figure. A spokesperson for the city said workers hauled away at least 30 truckloads of trash and debris yesterday. About 50 to 60 people live in tents at the encampment, put the Homeless People were not asked to leave during yesterdays cleanup. Residents in West Berkeley are concerned that conditions there have deteriorated, and earlier this month, a man was shot at the catch. Now to the latest on the coronavirus pandemic. Police have arrested two men who hay say kidnapped and sexually assaulted a woman in san leandro. Police say the woman was walking near his pairian boulevard yesterday when the two man forced her into is a car, drove her to another location and sexually assaulted her. They plan to release the names of the two suspects after they have been booked into jail. In San Francisco, Police Released body cam and Surveillance Video showing the deadly shooting of a carjacking suspect by officers earlier this month. Police say the suspect had a knife and kept moving toward the officers who repeatedly ordered him to stop. More now from ktvu Crime Reporter henry lee. Reporter body cam Footage Showing Police officers chasing caesar Antonio Vargas moments after he allegedly carjacked a woman driving a prius with a knife. Mr. Vargas took steps backwards and then sprinted towards the officers with a knife in his right hand. He yelled ill kill you, racial slur. Officers discharged their firearms and mr. Vargas fell to the ground. Officers immediately broadcast they had been involved in a shooting and requested medical assistance. Reporter vargas died at the scene. This happened moments after police say he carjacked a woman of her prius by junk on the car. The windshield was that iser and caved in as a result of his actions. Glass from the windshield fell on to her as she sat in the vehicle. Reporter officers chased him before fatally shooting him. There was a small group of protesters demonstrating outside the town hall meeting. Alex kareem said officers did not have to use lethal force. Today we demand accountability and we demand justice for Caesar Vargas and everyone traumatized by police. Reporter this is the first deadly shooting by sfpd officers in about two years. App based Gig Companies like ubly and lyft refused to reclarify their drives. Say to the state, hey, we remember ab5. We realize we need to do something, but this is a totally different type of job. So this is what were willing to do. Gig companies trying to carve themselves a tailored law to excuse themselves from taxes and from the obligations for their workers, is simply unacceptable. Reporter we spoke to two lyft drivers, one for and one against. If proved, prop 22 would make drivers independent contractors, and would offer certain limited benefits including minimum wage plus 20 for engaged time, when the driver is actually completing a task, not wait going are a ride. The nonpartisan legislative office estimated this would end up being about 11 to 16 an hour. Healthcare stipends and expenses, again based on driving time. It would also put a ban on local rideshare rules. Supporters say it would guarantee drivers flexibility and independence. Opponents argue it would create an underclass of workers who lack basic protections of actual employees. Theres benefits along with the ability to be to independent, be flexible. To work the way they want, when they want, how they want, and whoever. There are things that dont exist at all in the initiative that workers really need, again going back to spade six days, paid family leave, especially given these workers are essential right now in this economy, and theyre putting their safety at risk every day they go out and drive. Reporter both the yes and no sides have pointed to separate economic studies and collected long lists of groups and individuals in their corner, and, yes, kept the ads going. Instead of spending 200 million on a political campaign, how about they spend half of that just providing ppe to their own drivers . California is a big state, and this impacts a lot of people, you know, a lot of folks. And so i think that its justified, you know, in terms of the money spent in regards to just trying to push something, a solution. But de facto, when you compare it to existing legislation, it takes stuff from drivers across the board. Look at what prop 22 offer. Rite now youre thinking you just want to be an employee, paid, get paid by the our, but youre going to have all of these restrictions placed upon you, and this is not the type of job to have restrictions. So this is a giant exercise in no, and so whatever happens with proposition 22, if it were to pass, the battle will continue and move through the aadjudication stage into the courts. Reporter prop 82 would require a simple majority to pass. The tsa says they screen more than a million passengers yesterday at airports across the country. San Francisco Police announced the arrest of a man today accused of assaulting a protester during a free speech rally at u. In plaza. A member of a conservative activist group said someone punched anymore in face during that rally, causing him to lose two teeth. Police say the investigation led them to dora anderson. He was arrested in oakland yesterday and booked into the San Francisco county jail on charges of mayhem and a hate crime enhancement. There was a vigil in oakland today to call for more help in finding a missing young man. Today is jonathan bandabali as 21st birthday. He was last seen on may 3rd of last year leaving his home in the fruitvale district for a soccer tournament. His car was found abandoned on the san mateo bridge. Vote by mail has been in play in california for years. Its managed by individual counties, and minor problems, both technical and human errors can arise. There will be mistakes. But i am confident that there will will not be a system ride corruptive moment. I am confident there will not be systemic vote err fraud. Reporter california allows you register online and vote the same day in person, and if anyone tries to vote twice, there are safeguards to stop it. There is a member an which place where it will basically be flagged and it will check to make sure that you dont double vote. Reporter the biggest challenge may be election night, when most americans wait for official results. Elections Officials Say expect delays. And thats okay. Its not the time to panic. This is the time to be patient. There is a process at work. Its a transparent process. In 2016, 60 of california ballots were vote by mail blots. This year states like michigan, ohio, and pennsylvania, and v expanded their mailin process. That means it could take weeks before results in some races are official. A much nicer week ahead. You know, last week we had the record heat, three days in a row of record heat, heat advisories, red flag warnings. This week not as hot. Its already cooler the last couple of days, and certainly not as windy, although there is a red flag warning in effect for the north bay hills, and will stay in effect through wednesday. And that has to do with these upper level winds. And like say, were just being hyper vigilant, the Weather Service is, and so is pg e, on a scale of 1 to 10, this does not appear to be a major wind event at all, based on the latest models ive looked at, but anything could change. It could go either way. I think its going to be a nonevent. I think winds are going to be 5 to 30 miles an hour. Until we get the rain back in here, which is not anytime soon, were going to need to were going to be doing this. This is the new norm for us in the bay area. There is fog along the coast.
