Block of 84th avenue in east oakland. Reporter officers encountered three victims suffering from gunshot wounds. One of those victims was pronounced deceased on the scene. Two other victims were transported to the hospital. We have later been advised that the second victim has also been pronounced deceased. So today we have two homicide victims. Police began canvassing for witnesses and collecting evidence. They say just before the shoot, there had been a confrontation. Please did not say how many people fired at the victims. They have made no arrests. Police say its too soon to know the motive, but violence has been on om those Community Members about how frightened they are, about the traumatic experience they had last night of listening to bullets flying through their homes and into their cars. The violence in this Community Must stop. Reporter todays deaths were the 77th and 78th homicides in oakland so far this year. Thats three more than all of last year with more than two months still left in 2020. In one sixday span earlier this month, there were 8 homicides. Susan manheimer said recently that some Prison Inmates who were released early because of covid19 have returned to the neighborhood without the appropriate resources to help them in their transitioner. She also said gang rivalries have been heating up. Police said along withincreasing patrols, they are also working with federal agencies including the fbi try to reduce the violence. And the continue victim in t shooting is unknown. They have go through the next of kin process, and we hope to hear a little more in the hours to come. The combination of high winds and dry conditions is increasing fire danger. Parts of the barrett are now under a red flag warning. Lets get more now on the conditions with kyla grogan. Its going to be a difficult next 48 hours, particularly the overnight tonight, as we expect the winds to kick up. Its this triple threat of conditions that come together. This is an october kind of a think that happens. Warm temperatures, gusty winds, and low humidity levels. Thats what were going to see in the next 12 to 16 hours that will make things very difficult for firefighters. So, yes, we are into that red flag warning from now until 11 00 a. M. Friday. Its for the north and east bay. Not just the hills and mountains, bust also the valley, and also the Santa Cruz Mountains. At peaks, we could see winds upwards of 45 to 50. At the surface, more in the 30 to 35 mile per hour range. The north bay now has a wind advisory in place, and that starts tonight at 10 00 p. M. , and goes until 11 00 a. M. On thursday. And then, of course, we have high temperatures, as well, that are expected. A quick look at some of the wind at our peaks right now. Mount diablo about 25 Miles Per Hour. That northerly direction of wind, though, is where that try, warm air is going to come from that will drop those humidity levels tonight. We are plenty warm. We have a heat advisory that kicks in tomorrow. More details about that and just how warm we will get, and of course when all wr, back to of course in the high fire danger is prompting people all across the barrett to prepare for more of those preemptive power shutoffs. We are just hours away from pg e cutting the power to thousands of customers in an effort to prevent those catastrophic wildfires. Cristina rendon with more on how this is affecting people in the east bay. Pg e has said they are moving forward with Public Safety power shutoffs. They will start first into the north bay, but thousands of people in 7 of the 9 barrett counties will be impacted. Gale ramsey is preparing in the oakland hills, the pg e alert started a few days ago, warning of a Public Safety power shutoff in her area starting wednesday night. We make sure we have the cooler out. We have it iced up. We have our to 0 go boxes, so that were ready to go, if we have to get out of here. Reporter the neighborhood is nestled in between power lines, easy for a fire to start, should debris or branches make contact with lines or equipment during windy, hot, and severe weather. People in parts of napa, sonoma, and solano counties are expected to have their power go out starting at 6 00 p. M. , followed by parts of alameda, contra costa, and santa clara counties starting at 8 00 p. M. State lawmakers held a hearing today on what is next for improving the operation of the Employment Development department. Among those who testified are members of the governors strike force, and edd management, as well as edd employees who have been asked to suggest ways to make the Department Work faster and more efficiently. State senator jerry hill from San Mateo County hosted todays meeting and joins us now live to talk about it. Senator, good to have you on. We appreciate your time. Thank you. So at the end of this, were you satisfied with the answers that you got from those in charge at the edd, and do you feel like enough is being done to clear this huge backlog of unemployment claims . Well, dont think well ever be able to say enough is being done, because theres still about a million claims that have not been satisfied. Those claimants, those unemployed individuals, are still not getting their checks and the necessary resources that they need. So were not doing enough. But we are getting better. The strike Team Recommendations are addressing the fraud issue, and theyre moving forward quickly with some of those claims, going at the oldest ones first. They had about a million six of unfinished claims going into this on october 5th. A large have reduced that by number. They expect to have that completed by january 21st, which to me is totally unacceptable, and were trying to work to make sure we can get that reduced, because, again, those people are struggling. A lot of what is coming out of this is to cry try and create a better Customer Experience for those who file claims for unemployment. Weve not seen that in the past. When you order something on line, you can expect to know when its coming, track that package on its way. Now when you vote by mail, you can find out where that is in the process. You cant to that with unemployment claims, and you should be able to. Let me ask you about that, senator. When you step back and look at this whole situation here, obviouslemployment Department Department was hit with this huge volume of claims coming ball of this that this is a department that was working with Computer Systems that were decades old. We had an outdated system here trying to keep up with this huge volume of claims. Shouldnt something have been done about this outdated system before we were in the midst of a pandemic . Alex, absolutely they should have been done before, we should have prepared for it. Just after the freight recession after 2008, we knew something was going to come again, and it caught us basically with an uncomfortable position back in 2008, and that was not corrected afterwards. So something has to be done in order to go forward, and the governor with the strike team is about 100 recommendations in there. They have already implemented about 28, and theyre working on the rest by the end of this month. Well have the schedule of when the rest will be implemented. We are moving forward and wont get caught in this position again, thats for sure. But thats still no consolation for those who are home without those checks, without that reimbursement that they need and the ability. So were trying to catch up, and, at the same time, make sure that the state goes forward. And you alluded to this, obviously, there are all of these reports of widespread fraud, having to do with the state unemployment department. We have, you know, these checks that are being sent out, debit cards being sent out to random households here, and obviously fraudsters trying to take advantage of this situation, but do we have a sense of exactly how much money has been lost here in how much has been lost as a result of fraud . Thats a great question, and we asked that question today. It seems us now we have what is called i. D. And me, which is an online verification. So when you apply for Unemployment Benefits now, you can go and they will verify it online through a third party to make sure youre who you say you are. Its only getting a 70 rate of verification right now, which means almost 30 are not verified. As i saw it 18 and 30 of fraud that were dealing with, so have to catch early, and the fact is that they still have to spend the time, and thats why they are spending time on the fraudulent claims so theyre not taking care of the legitimate claims, and thats where a lot of work has to be done in the fear future and where the new system that the strike team developed will work to implement that and reduce that backlog as quick laze possible. Im going to take you to 11 00 p. M. Notice you start to see those orange and yellows popping up in. And then it will start to pick up again as we get into thursday evening. Looking like tonight will be the worst of it, but it wont really dissipate until we get into later on the day on friday. So were under a wind advisory tonights, as well. And that starts from 10 00 p. M. Tonight until 11 00 a. M. Tomorrow morning. So that will probably be like our worst time that were going to have to look out for. Temperatures will not be that cool this evening. We wont see a lot of that relative humidity recovery that we might see normally in the evening when temperatures start to cool down. So were going to stay dry. Tomorrow, we could see potentially some recordsetting heat. As you can see some of our inland communities getting into those upper 90s and could see tripledigit heat out there. Well, as you said, its going to be a virtual drill this year, but it will be the same, if you think about it, for those who are working in our desks, our children working at school, from home. The idea is that you tune in to the drill, and 5, 4, 3, 2, 1, you pretend theres an earthquake. And you are training yourself on what to do, which is to get under that nice, sturdy piece of furniture, hold on and ride out the earthquake, protecting yourself from falling objects. Yeah, obviously to make site it is a natural reaction so that you know what to do when that earthquake does, in fact, hit. Covid19, as you mentioned, changing the event. Its also bring something additional concerns. What might some of those concerns be . Well, some of the concerns, of course, are that we dont want to be forced out of our homes, because, of course, this is not the time to have to go into a shelter. So the idea is to be prepared, be resilient. Make sure that your family nose what to do so there are no injure yeses, and of course there are other things you can do from your house, as well, to keep it on its foundation so it will be habitable after an earthquake. With everything, though, janelle, thats going on, you worried in are you concerned that people will simply forget about the shakeout . Well, we are very worried. Everyone is perfectly round right now with the pandemic. The idea here is to think of how resilient you have found yourself nobody this particular crisis, and just to understand we live in earthquake country, so the idea is that you want to be prepared for an earthquake. You want to be prepared with that plan for your family. You want to be prepared to get underneath that sturdy piece of furniture, drop, cover, and hold on, and then to look up and see, particularly if you have an odor home, pre1980, so see if there isnt something you can zoo to keep your house on its foundation so you and your family are safe and more likely to be able to stay at home in this very, very difficult time. As you mentioned, the key here is really about being prepared and this idea that if and when the fact, but additional pressure on the hospitals, which, as we all know right now, you know, priority number 1 is kind of dealing with folks who have covid19. Thats right. We have seen a you know, really a slow but very Serious Development that brought people to the hospital, so weve seen a little bit of what can happen in a natural disaster. And the idea here is that you dont want to be one of those casualties. You dont want to be somebody who frankly just has a laceration that is going to take you into the hospite train ourselves to protect ourselves from falling objects with that drop, cover, and hold on. For someones who has an older home, pre1980, there are things you can do, a two or threeday retrofit that will keep your house on its foundation. The idea here is to keep people in their homes, let them shelter in place. In this time of covid, we want to make sure that we can stay where we know we are safe. So theres lots of information online, and lots that we can do to prepare ourselves. All right. Important for all of us to take those steps. Families in San Francisco finally have a way for their kids to burn off all of that extra energy that built up during the citys shelterin place. Christien kafton joins us live, and after months of being off limits, playgrounds across the city are now open once again. Reporter yeah, a welcome site for those families out there, alex. Once again, kids can return to play at playgrounds, and the city has revamped and refurbished a half dozen of them to welcome those kids back. At any other time, kids playing on structures and exploring playgrounds wouldnt be unusual, but these are unusual times. San franciscos playgrounds have been off limits to kids since march to prevent the possible spread of coronavirus. Now those parks have reopened. Kids say they are happy to return. I feel good here. Its a nice time with friends. Reporter and parents are happy, too. Ite nice change from whats been going on. A lot of kids have been stuck in their house, you know, like to get out and be with their friends and really they need that exercise and stuff that all kids usually need, you know, every day. Its so just great to have a park open. Reporter the city said reopening parks was a priority for the health and wellbeing of children. Play grounds are happy, joyous. But for children in their development, their social and emotional development, their ability to problem solve, their ability to take risks and share and to collaborate, this is really serious stuff to get kids back on our playgrounds. Everyone in addition to reopening the parks, the city cut the ribbon on some newly renovated parks. Were not just opening the gates to playgrounds, but also cutting republicans on five amazing playgrounds that have just been waiting for children. Reporter San Franciscos mayor saying the only way the city got to this point was through sacrifice. Sacrifices that have also fallen on the citys children. Just imagine how this is hard on us as adults. Just imagine how much harder it is on kids. Now while the parks are open, there are some restrictions, the parks have capacity limits, and theres no eating or drinking. The citys parks and Recreation Department said they dont want parents hanging out on the phones when at the park with their kids. They said they want those parents really focusing on their children, making sure they have their face coverings in place and that theyre not hanging out too close to kids that arent from their household. Well, the white house is reportedly embracing a declaration by a group of scientists opposing lockdowns global declaration calls on countries to lay out plans that will protect the most vulnerable while allowing lower risk people to carry on with their lives and build up immunity to the virus. Now, the new york types reports Administration Officials discussed this approach, which wod rely on arriving at herd a vaccine, earlier this week. And joining us now is dr. John schwarzberg from u. C. Berkeley. We have talked before about herd immunity. If you can, though, please explain it once again to our viewers. Its the idea that if enough people are infected and then get over that and are immune, then will wont be enough people for the virus to go to to replicate in. So when you get a certain number of people, theoretically the virus will have nowhere to go and it die off. Thats the idea. So, character, are we here in the United States close to reaching that point well, we dont know what that number is. Some have said its as low as 60 of the population. The majority of people, of my colleagues who talk about it, think the number is closer to 2 3 of the population, maybe 70 , maybe even 57 . That is, its a large percentage of the population has to be immune before this virus would dribble away. So is this, doctor, a viable approach to stopping covid19, and what are the consequences . Right. So only about 10 on average of the americans right now are immune, or at least have been infected, gotten it. So weve got a long way to go to that 60 , 70 number. So its not a good strategy at all to try and equal that with actual infection. Its a great strategy for moving forward with a vaccine. When you say its not a good strategy, could it potentially lead to a higher number of deaths . There are a lot of reasons its not a good strategy, and right at the top is the one youve listed, and that is its going to lead to an awful lot of excess deaths. More people are going to die. We now know there are a lot of people who get over covid, but they wind up with chronic symptoms, and chronic problems. These what theyre calling long haul issues, in terms of heart disease, paralysis, or other problems with their gastrointestinal tract. Sometimes they are serious because people so so fatigued they cant get of bed. Its a very serious thing. If we go with herd immunity, well be setting ourselves up for not only excess deaths, but people who have chronic problems, a lot of people who have chronic problems going into the future. All right, doctor, obviously we do expect to hear more from the Trump Administration in this is, in fact, a strategy that they are going to continue to pursue. Appreciate your time. Le well, were very grateful to youtube music for being able to help come forward and make this happen. They realized exactly how many of our members, independent venues and promoters, are at risk of being permanently closed, and collectively we put together this amazing lineup of artists, of rooms from around the country, of people that have just been able to Work Together for the greater good, and its been amazing to be a part of this. Obviously when you have these live music venues that have not been able to operate since the beginning of this pandemic, that has a tremendous Ripple Effect on the employees who work at these venues, on the surrounding neighborhoods and businesses, the economies of these various cities. Can you take about the effect that these closures have had in various locations around the country . Sure. And, you know, i think that right before the study, the hand, a study was in chicago that showed for every 1 spent on a ticket at a local venue, it generates 10 in economic activity. So thats the parking meters, the pizza play next door, the hotels, the babysitters, et cetera, and you can see when you remove that type of econic community, so many different people are affected by we have independent venues and promoters from around the country that have not been able to operate in 7 months without any real aid from the government and the programs that do exist dont serve the needs of these venues because of how they operate. Theyre not covering mortgages or rent. Theyre not covering utilities. And so weve been rallying around the save our stage and have generated 2 million letters to congress through saveourstages. Com to be able to get this type of support. S. O. S. Fest is one of many different initiatives weve been doing. In this one, its specifically to raise funds for the emergency relief fund, which is a Grant Program for independent venues and promoters from around the country, to be able to help get to the point where the Government Programs will be abe to help them. And how many venues are you hoping to be able to save from permanent closure with this fundraiser . Well, weve already lost many. When we did our original survey, right after the pandemic started web realized that 90 of our venues will not be able to make it through without some type of significant funding from the government. Its important to understand there have been no funding programs to date that have addressed the needs or the Business Model of this. Theres zero revenue, and theres all the regular costs that come with it, and theres no model in the world that is sustainable with this type of economic model. It just doesnt work. So were just asking for the government to be abe to help and let us get to the point where we can safely reopen. All right. So its the save our stages festival.
