The Federal Reserve chairman warned of danger to the u. S. Economy without relief. Too little support would lead to a week recovery grading unnecessary hardship. That will not be the only industry. He was given half 1 million from a civil lawsuit settlement with the city after suffering broken teeth and a concussion. He filed criminal charges. It was really scary. Surveillance video shows officers throw him on the hood of his car. An officer is seen slamming his face on the windshield. He is using more force than necessary. In this case, no force was needed. Reporter the Santa Clara CountyDistrict Attorneys Office announcing two misdemeanor charges against the 62 former officer. Assault under the color of authority and lying on a Police Report. In a statement to us, the attorney rights, he has been thoroughly punished for his run in with a career criminal back in 2018. The statement went on to say the das office had originally notified them and they were not charging but then flipflopped. The Palo Alto Police chief released a statement supporting the das decision. In meantime, the man has moved out of palo alto. He believes other officers who handcuffed him that night should be charged. The das office would not comment on any ongoing investigations. Prosecutors in Santa Clara County declined to charge a protester who was arrested for vandalizing the mayors home. Admitted outcry over her 500,000 bail. 23yearold haley scimore of san jose was arrested for vandalizing the home of mayor sam liccardo in august. Superior court judge set her bail at 500,000. That is 10 times the amount for a nonviolent vandalism charge. At this mornings hearing, challenging the bail amount, the das office declined to file charges. Critics say the judge, a longtime friend of the mayor overstepped his authority by setting an astronomically high bail for a woman with no criminal record. In a statement mayor sam liccardo said he is not communicated with either the judge or anyone else at the courthouse and he does not understand why the bail was set so high. The Oakland City Council today put on voting on a landmark policy for the Police Department that comes in the wake of the death of george floyd in minneapolis. The proposal would widen the citys existing ban against chokeholds. And would impose new restrictions on socalled, neck holds. It would prohibit Oakland Police officers from piling on top of people being restrained. The Oakland PoliceCommission Approved the vision of the proposed policy in july. First responders converged on the Sonoma County fairgrounds today for an emergency involving 16 of their own. I received a call that firefighters were possibly exposed to Carbon Monoxide. The firefighters were assigned to the glass fire but they were not actively fighting the fire when they got sick. One of the firefighters was taken to the hospital for treatment. Investigators are trying to figure out what happened, including the source of the Carbon Monoxide. The victims were part of the same group of firefighters. It was an Engine Strike Team that was assigned to the incident. A group of firefighter engines with 16 personnel. Carbon monoxide is a colorless and odorless gas produced by burning wood or from poorly ventilated appliances. Evacuation orders for areas of napa county including st. Helena and meadowood have been reduced to evacuation warnings. The glass fire has been burning in napa and Sonoma County for eight days. In Sonoma County evacuation warnings were rescinded today and some areas of the county as firefighters make progress battling the fire. The flames have burned more than 67,000 acres and tonight the fire is 54 contained. A couple from Sonoma County lost their home in the fire and also their livelihood. It was their Family Business built over a number of years selling everything from art to Christmas Trees. We are in Sonoma County where the community is stepping up to help. Reporter the couple is understandably heartbroken. The yellow caution tape is still up on the property. And they tell me they are waiting for fire officials to give the okay so cleanup can begin. A week ago sunday they were forced to evacuate, only to return to find their home and business reduced to rubble. We made our living from our pottery, sculptures and tree farm. With many saying the couple bought this property to realize their dream as artists. We love each other as much as we did when we got married. A miracle for street artists. Reporter he is excited to utilize a new service the Oakland Airport is offering to the public. Free rapid covid testing. And airport spokesperson said the covid test takes 15 seconds with results back in 15 minutes. We launched the program because this is about keeping our airport workers and travelers safe. Reporter the testing takes place here, about a mile and a half northwest of the Oakland Airport. It is free and paid for through a grant and federal funding and the general public can schedule an appointment online. Reporter she is one of many who cannot collect a check or the weekly 300 federal supplement because of systemic issues at californias Employment Development department. It is not just about me, it is about how many people are in emotional agony. Who are physically unable to help themselves. That are falling into hopelessness and helplessness. And that is truly tragic. Reporter people in lowwage jobs like construction workers, caregivers and day laborers are often ineligible because they get paid in cash or make too little. This does not seem right. Anybody who is on unemployment, first of all, should have that 300. Reporter she works as a waitress. But had her hours cut. She is living off of 88 a week and file for assistance. When i saw that we would get 300 a week, i thought to myself, that will help me get along until i get a job. Because 88 a week is not going to make it. Reporter she learned because she makes less than 100 a week, she does not qualify. I dont think they should disqualify you because you make less than a certain amount. It broke my heart. There are so many people that need things. And what we are going through. And people are not being taken care of. There is not a lot of recourse for those folks. Reporter she is with legal aid at work. Those who work under the table or get paid in cash left behind. Usually because employers have not reported their earnings. That means the state has no record of their past employment. It is tough. There is some limited support. But the reality is, that our safety net is not as robust as we want it to be. Reporter undocumented workers who make up 10 of californias workforce have been especially hardhit because Unemployment Insurance is calculated on reported earnings of the last 18 months. The three basic categories who are not traditionally not included are workers who do not have the right to work and independent contractors and workers who may be w2 workers, but have either quit or have been fired for good reason. Reporter independent contractors were given special consideration through the pandemic unemployment assistance program. They make up a large percentage of claims that are now backlogged. The system continues to be overwhelmed. Reporter causing long waits for money to make ends meet like this restaurant server. It drained my savings i had. It put my Checking Account into the negative by about 700. I had 40 cash on hand. To last until the unknown date of when i would get paid. For all of us. A man is hospitalized in Critical Condition after being shot by a napa county sheriff deputy during a traffic stop last night. The Sheriffs Office said a deputy stopped the man near the intersection of kaiser road and highway 221 at about 10 00 p. M. They say he got out of the car with one hand behind his back. The deputy repeatedly asked him to stop and show his hands but he reportedly refused. As he came closer the deputy fired his weapon. It turns out the man was not holding anything. He was taken to a local hospital and the deputy is now on administrative leave. Contra costa fire crews said they were called to handle a sunken boat yesterday in antioch. Reporter some in the School District say with the school year two months in the rollout of the newer computers is going to slow. That the older Loaner Computers are just not cutting it. A fifthgrade teacher told us what she has been going through. We have been going over and supporting families and trying to connect computers. And the computers will not connect to the internet or are not working. Reporter the district said the schools have so far distributed 8000 new laptops and another 10,000 are available to give out with more expected to come soon. The district said distribution was slowed by the weeks of unhealthy air caused by the wildfires. It was bad enough in oakland that we were canceling all outdoor activities. Reporter the district said because it handed out the loaners at the beginning of the academic year, many schools chose to hold off doing another distribution so soon after. But dealing with the older laptops pales in comparison with what else happened recently. Last weekend one of my students mothers passed from covid. I mean, i have been spending the last couple of days trying to help my students process grief. And that really is my priority right now. A category 4 hurricane in the Caribbean Sea has rapidly intensified into a monster storm. Hurricane delta is a category 4 storm as it nears mexicos yucatc peninsula. It is expected to deliver heavy rain, significant storm surge and devastating wind as early as later tonight. Right now the winds are sustained at 130 miles per hour. Hurricane delta is also expected to reach the gulf of mexico and take aim at the gulf coast of the United States later this week. A state of emergency is already been issued in alabama and louisiana. Looking at the current forecast for friday night into saturday, rainfall accumulations. You can see in the north part of the state where we have fire concerns, nearly a half inch of rain. I think this will move around some. On saturday we may see a quarter inch of rain in San Francisco. This is really good news.
