Here is the game plan for this evening. There will be six 15 minute rounds with the entire debate lasting about an hour and a half. No commercial breaks, no opening statements. Topics include the following covid, the Supreme Court, the economy, race and violence, the trump and biden records and the integrity of the national election. In a moment we will hear from Chris Wallace make his introductory remarks here at the Cleveland Clinic. We want to bring in tom bevan, cofounder and president of real clear politics. Good evening. Donald trump as we know is the incumbent. He is looking for the chance for the American People to rehire him for another four years. Layout is challenged tonight, tom. First he has to present a defense of his record, what hes done, and then also has to present a vision for the next four years. He is going to center that primarily a thinker on the economy, which is the number one issue in the minds of the American People. The single issue where Donald Trump Holds the advantage over joe biden. Hes going to have to make that case. Joe biden, age 77, trying to do something hes never done before and 47 years of politics, and that is become the commander in chief. His challenge, tom . I think his main challenge is to have command of the facts, command of the stage. Then show that hes really up to the job. That is something voters are questioning and certainly something the Trump Campaign has been pushing. Biden has to first and foremost clear that mark. Beyond that, he also has to prove he has some sort of forwardlooking vision for the future. Also hes going to have to answer trumps attacks about why we should put him in charge after hes been in washington for 47 years. Bill Chris Wallace is in his chair. We will get to him in one minu minute. You think about the preparation. Joe biden put a lid on it for ten days in september. A lot of it was for debate preparation. Donald trump was very informal, at times would log about two a and a half hours and sit around a table in a q a format, not much of a mock debate. How do you measure the preparation that is so distantly different by these two men . Its going to be interesting to see it play out. Youre right, two completely different approaches taken by the campaigns. Biden has spent an awful lot of time preparing for this. We will see if he is well armed with facts and rebuttals. Trump has spent no time preparing whatsoever. So hes going to be his freewheeling self. This is how he got through 2016, all of those debates. Chris good evening from the Health Education campus of Case Western Reserve University and the Cleveland Clinic. Im Chris Wallace a fox news, and i welcome you to the first of the 2020 president ial debates. Between president donald j. Trump and former Vice President joe biden. In this debate is sponsored by the commission on president ial debates. The commission has designed the format. Six roughly 15 minute segments with twominute answers from each candidate to the first question and then open discussion for the rest of each segment. Both campaigns have agreed to these rules. For the record, i decided the topics and the questions in each topic i can assure you none of the questions have been shared with the commission or the duke candidates. This debate is being conducted under health and safety protocols designed by the Cleveland Clinic, which is serving as the Health Security advisor to the commission for all four debates. As a precaution, both campaigns have agreed the candidates will not shake hands of the beginning of tonights debate. The audience here in the hall has promised to remain silent, no cheers, no boos or other interruption so we and you can focus on what the candidates have to say. No noise except right now as we welcome the republican nominee, President Trump, and the democratic nominee, Vice President biden. [applause] former vp biden how are you doing, man . President trump chris genf people have been waiting for this night, so lets get going. Our first subject is the Supreme Court. President trump, you nominated Amy Coney Barrett over the weekend to succeed the late Ruth Bader Ginsburg on the court. You say the constitution is clear about your obligation and the senates to consider a nominee to the court. Vice President Biden, you say that this is an effort by the president and republicans to jam through an appointment in what you call an abuse of power. My first question to both of you tonight, why are you right and make the argument you make and your opponent wrong . Where do you think a Justice Barrett would take the court . President trump, in this first segment, you go first. President trump thank you very much, chris. I will simply tell you we won the election. Elections have consequences. We have the senate. We have the white house, and we have a phenomenal nominee respected by all. Top academic, good in every way, good in every way. In fact, some of her biggest endorsers are very liberal people from notre dame and other places. I think shes going to be fantastic. We have plenty of time. Even if we did it after the election itself. I have a lot of time after the election, as you know. I think she will be outstanding. Shes going to be as good as anybody that has served on that court. We really feel that. We have a professor at notre dame, highly respected by all, says shes a single greatest student hes ever had. We won the election and therefore we have the right to choose her and very few people knowingly would say otherwise. By the way, the democrats, they wouldnt even think about not doing it. The only difference is they are trying to do it faster. There is no way they would give it up. They had Merrick Garland but the problem is they didnt have the election so they were stopped. Probably that would happen in reverse also, definitely would happen in reverse. We won the election and we have the right to do it. Chris President Trump thank you. Same question to you, Vice President biden. You have 2 minutes. Former vp biden first of all, thank you for doing this, looking forward to this, mr. President. The American People have a right to have a say in who the Supreme Court nominee is. That occurs when they vote for a United States senator and when they vote for the president of the United States. They are not going to get that chance now because we are in the middle of an election already. The election has already started. Tens of thousands of people have already voted. So the thing that should happen is we should wait. We should wait and see what the outcome of the election is because thats the only way the American People get to express their view is by who they elect as president and who they elect as Vice President. Whats at stake here is the president has made it clear he wants to get rid of the Affordable Care act. He has been running on that. He ran on that and hes been governing on that. Hes in the Supreme Court right now trying its in the Supreme Court right now trying to get rid of the Affordable Care act which will strip 20 Million People from having insurance now, Health Insurance now if it goes to the court. The justice, and im not opposed to the justice. She seems like a very fine person. She has written before she went on the bench that she thinks the Affordable Care act is not constitutional. If it is struck down, what happens . Womens rights are fundamentally changed. A woman could pay more money because she has a preexisting condition, pregnancy. They are able to charge a woman more for the same exact procedure a man gets. That ended when we passed the Affordable Care act. Theres 100 Million People who have preexisting conditions. They will be taken away as well. Those preexisting conditions, Insurance Companies are going to love this. Its not appropriate to do this before this election. If he wins the election and the senate is republican, then it goes forward. If not, we should wait until february. President trump there arent 100 Million People with preexisting conditions. As far as the say is concerned, people already had their say. Okay, Justice Ginsburg said powerfully, strongly at some. 10 years ago or so, she said a president and the senate is elected for a period time but a president is elected for four years. Im not elected for three years. We have the senate. During that period of time we have an opening. Im not elected for three years. Im elected for four years. 100 Million People is totally wrong. I dont know where you got that number. The bigger problem that you have is that youre going to extinguish 180 Million People with their private health care. Former vp biden that is simply not true. Chris gentlemen, we are into open discussion. Open discussion. Go ahead, Vice President. Former vp biden he knows what i proposed. What i proposed is we expand obamacare. We increase it. One of the big debates we had with 23 of my colleagues trying to win the nomination are saying that biden wanted to allow people to have private insurance still. They can, they do, they will under my proposal. President trump your party wants to go socialist. Former vp biden my party is needed. I am the Democratic Party right now. The platform of the Democratic Party is what i in fact approved of. What i approved of. The deal is its going to wipe out preexisting conditions. By the way, the 200,000 people that have died on his watch, how many of those have survived . There are 7 Million People that contracted covid. What does it mean for them Going Forward if you strike down the Affordable Care act . President trump you have 308,000 military people dying because you couldnt provide them Proper Health care in the military. Vice President Biden im happy to talk about it. President trump it would be 2 Million People because you were very late on the draw. You didnt want me to ban china which was heavily infected. You didnt want mita ban chris gentlemen. Mr. President. President trump youre talking about 2 Million People. Chris as the moderator, we are going to talk about covid in the next segment but go ahead. Vice President Biden let me finish. The point is that the president also is opposed to roe v. Wade. Thats on the ballot as well in the court. Thats also at stake right now. The election is all President Trump you dont know whats on the ballot . Why is it on the ballot . Its not on the ballot. Vice President Biden in the cord. President trump there is nothing happening there. You dont know her view on roe v. Wade. Chris all right. Weve got a lot to unpack. Weve got a lot of time. On health care and then we will come back to roe v. Wade. Mr. President , the Supreme Court will hear a case the week after the election in which the Trump Administration along with 18 state attorneys general are seeking to overturn obamacare, to end obamacare. If i may ask my question. Over the last four years, youve promised to repeal and replace obamacare but you have never in these four years come up with a plan, a comprehensive plan to replace obamacare. President trump of course i have. Get rid of the individual mandate. Excuse me. I got rid of the individual mandate. Chris that is not a comprehensive President Trump the worst part of obamacare. Ill ask joe. The individual mandate was the most unpopular aspect of obamacare. I got rid of it. Chris mr. President , i am the moderate in this debate and i would like you to let me ask my question and then you can answer. President trump go ahead. Chris you have never come up with a comprehensive plan to replace obamacare, and just this last thursday, youve signed a largely symbolic executive order to protect people with preexisting conditions five days before the debate. My question is, whats the Trump Health Care plan. President trump i guess i am debating you, not him. But thats okay, im not surprised. Theres nothing symbolic. Im cutting drug prices, drug prices will be coming down 80 or 90 during your 47 year period in government but you didnt do it. Nobody has done it. We are Cutting Health care. All the things weve done. Ill give you an example. Insulin. It was destroying families, destroying people. I am getting it for so cheap, its like water, you want to know the truth. So cheap. Take a look at all the drugs, Prescription Drug prices. We are going to allow our governors to go to other countries to buy drugs because they pay just a tiny fraction. Chris this is open discussion. Let me ask sir, youll be happy im about to pick up on one of your points to ask the Vice President. He points out he would like to offer public option to obamacare. The argument is that thats going to end private insurance. Vice President Biden it is not. Chris i am asking the question. President trump thats not what your party says. Chris will end private insurance and create a government takeover of insurance. Vice President Biden only for those people who are so poor they qualify for medicaid. They can get it free in most states except governors who want to deny people who are poor medicaid. Anyone who qualifies for medicaid would automatically be enrolled in the public option. The vast majority of the American People would still not be in that option. President trump joe, you agreed with Bernie Sanders who is far left, on the manifesto we call it. Socialized medicine. Vice President Biden the fact of the matter is, i beat Bernie Sanders. President trump not by much. Vice President Biden a whole hell of a lot. Im standing here. President trump pocahontas wouldve left two days earlier. Vice President Biden all he knows how to do heres the deal. President trump you got lucky. Because he in fact already has cost 10 Million People there health care if they had from their employers because of the recession. Number one, number two. There is 20 Million People Getting Health Care through obamacare now and he wants to take it away. He wont look you in the eye and say thats what he wants to do. Take it away. President trump Better Health care at a much lower price because obamacare Vice President biden he doesnt know how to do that. Hes never offered a plan. Hes never. Chris if you are both speaking at the same time. President Trump Obamacare is no good. We made it better and i had a chance to make early on. We took away the individual mandate. This is the way it is. They shouldnt call it obamacare. Then i had a choice, do i let my people run it really well or badly . If i run it badly theyll probably blame him but theyll blame me. I want to help people. Youve got to run it so well. I just had a meeting with them. They said the problem is no matter how well you run obamacare, he to disaster. Too expensive. Premiums are too high. It doesnt work. We do want to get rid of it. We want to get rid of it. Chris i have to give you roughly equal time. Please let the Vice President talk. Vice President Biden he has no plan for health care. He sends out wishful thinking. He has executive orders that have no power. He hasnt lowered drug costs for anybody. Hes been Promising Health care plan since he got elected. He has none. Like almost Everything Else he talks about. He does not have a plan. He doesnt have a plan. The fact is, this man doesnt know what hes talking about. Chris i have one final question for you, mr. Vice president. If Senate Republicans, we were talking originally about the Supreme Court. If Senate Republicans go ahead and confirm Justice Barrett, there has been talk about ending the filibuster or even packing the court, adding to the nine justices. You called it a distraction by the president but in fact it wasnt brought up by the president. He was brought up by some of your democratic colleagues in the congress. My question is, you have refused and the pastor talked about it. Are you willing to tell the American People tonight whether or not you will support ending the filibuster or packing the car. Vice President Biden whatever position i take, that will become the issue. The issue is the American People should speak. You should go out and vote. You are voting now. Vote and let your senators know how strongly you feel. Vote now. President trump are you going to pack the court . Vice President Biden let people know, your senators. Im not going to answer the question. President trump why wont you answer that question . The radical left. Vice President Biden will you shut up, man . President trump who is on your list . Chris gentlemen. We have ended the segment. We are going to move on to the second segment. Vice President Biden that was really a productive segment, wasnt it . Keep yapping. President trump the people understand. 47 years, youve done nothing. Chris all right, the second subject is covid19 which is an awfully serious subject. Lets try to be serious about it. Weve had more than 7 million cases of coronavirus in the United States. More than 200,000 people have died. Even after we produce a vaccine, experts say that it could be months or even years before we come back to anything approaching normal. My question for both of you is, based on what you have said and done so far and what you have said you would do starting in 2021, why should the American People trust you more than your opponent to deal with this Public Health crisis Going Forward. In this case, the question goes to you first, sir. 2 minutes uninterrupted. Vice President Biden good luck. 200,000 dead. As you said, over 7 million infected in the United States. We in fact have 4 of the worlds population, 20 of the deaths. 40,000 people a day are contracting covid. In addition to that, about between 750 and 1,000 people are dying. When he was presented with that number, he said it is what it is. It is what it is because you are who you are. Thats why it is. The president has no plan. He hasnt laid out anything. He knew all void back in february how serious this crisis was. He knew it was a deadly disease. What did he do . He is on tape acknowledging he knew it. He said he didnt tell us or give people a warning of it because he didnt want to panic the American People. You dont panic. He panicked. In addition to that, what did he do . We were insisting that the people we had on the ground in china should be able to go to wuhan and determine for themselves how dangerous this was. He did not even ask xi to do that. He said we owe him a debt of gratitude for being so transparent with us. What did he do . He waited and waited and waited. He still doesnt have a plan. I laid out back in march exactly what we should be doing. I laid it out again in july what we should be doing. We should be providing all the protective gear possible. We should be providing the money the house has passed in order to go out and get people to help they need to keep their businesses open. Open schools. It costs a lot of money. Get out of your bunker and get out of the sand trap on your golf course and go to the oval office and bring together the democrats and republicans and fund what needs to be done now to save lives. President trump if we would have listened to you. If we would have listened to you, the country wouldve been left wide open. Millions of people would have died, not 200,000. One person is too much. Its chinas fault. They shouldve never happened. They stop it from going in but it was chinas fault. When you talk about numbers, you dont know how many people died in china, russia, you dont know how many people died in india. They dont give you a straight count just so you understand. If you look at what weve done, i closed it and you said he is xenophobic, racist and xenophobic. Shouldve closed our country. You didnt think we shouldve closed our country because you thought it was terrible. You wouldnt have closed it for another two months. By my doing it early, in fact dr. Fauci said President Trump saved thousands of lives. Many of your democratic governor said President Trump did a phenomenal job. We worked with the governors. The governors said i did a phenomenal job. Most of them said that. In fact people that would not be necessarily on my side said that. President trump did a phenomenal job. We did. We got the gowns. We got the masks. We made the ventilators. You wouldnt have made ventilators. Now we are weeks away from a vaccine. We are doing therapeutics already. Fewer people are dying when they get sick, far fewer people are dying. We have done a great job. The only thing i havent done a good job and thats because of the fake news, no matter what you say to them they give you bad press. Its just fake news. They give you good press. They give me bad press because thats the way it is unfortunately. Let me tell you something, i dont care. I have gotten used to it. You could have never done the job we did. You dont have it in your blood. You couldnt have done that job. Vice President Biden i know how to do the job. I know how to get the job done. President trump you didnt do very well on swine flu. H1n1, you were a disaster. Vice President Biden 14,000 people died. Not 200,000. Chris you made a point. Vice President Biden we didnt shop down the economy. This is his economy that he shut down. The reason its shut down is because look, you folks at home, how many of you got up this morning and had an empty chair at the Kitchen Table because someone died of covid . How many of you are in a situation where you lost your mom or dad and you couldnt speak to them. You had a nurse holding a phone up so you could say goodbye. President trump you wouldve lost far more people. Vice President Biden his own cdc director says we could lose as many as another 200,000 people between now and the end of the year. He said if we wear a mask we can save half those numbers. Just a mask. By the way, in terms of the whole notion of a vaccine, we are for a vaccine but i dont trust him at all. Nor do you. I know you dont. What we trust is the scientist. President trump you dont trust Johnson Johnson, pfizer . Chris gentlemen, let me move on to questions about the future. You both have touched on two of the questions im going to ask. Focusing on the future, President Trump, you have repeatedly either contradicted or been at odds with some of your governments own top scientists. The week before last, the head of the centers for disease control, dr. Redfield, said it would be summer before the vaccine would become generally available to the public. You said he was confused and mistaken. Those were your two words. But the head of the operation warp speed has said exactly the same thing. Are they both wrong . President trump i have spoken to the companies we can have it a lot sooner. Its a political thing. People like this would rather make a political and save lives. Its a very political thing. I have spoken to pfizer come all the people you have to speak to. We have great, moderna, Johnson Johnson and others. They can go fast by a lot. Its very political. Chris the head of your operation warp speed. President trump i disagree with him. He didnt say that. He said it could be there but much sooner. I had them in my office. Chris he talked about the summer before its generally available. President trump he said its a possibility we have the answer before november 1st. Chris generally available. President trump we are going to deliver it right away. We have the military all set up. Logistically they are all set up. We have our military that delivers soldiers and they can deliver 200,000 a day. Vice President Biden this is the same man who told you that by easter this would be gone. By the warm weather, it would be gone recklessl miraculously. Like a miracle. He said you could inject bleaching your arm. President trump that was said sarcastically. Vice President Biden this man is talking about a vaccine. Every Serious Company is saying maybe having a vaccine done by the end of the year but the distribution of the vaccine will not occur until sometime beginning in the middle of next year to get it out, if we get the vaccine. Pray god we will. Pray god we will. Chris mr. Vice president , i want to pick up on this question. You say the public can trust the scientists but they cant trust President Trump. You said that again tonight. Youre running mate, senator harris, goes further saying the Public Health experts will be muzzled, will be suppressed. Given the fact that polls already show that people are concerned about the vaccine and are reluctant to take it, are you and your running mate, senator harris, contribute into that fear . Vice President Biden no more than the question you just asked. You pointed out he puts pressure and disagrees with his own scientists. Chris u. N. Senator harris are saying you cant trust the scientist. Vice President Biden you can trust the scientists. Chris she said the Public Health experts will be muzzled, suppressed. Vice President Biden thats what hes going to do. Thousands of scientists like here at this great hospital that dont work for him. Their job doesnt depend on him. They are the people. President trump spoke to the scientists that are in charge. They will have the vaccine very soon. Vice President Biden do you believe for a moment what hes telling you, in light of all the lies he told you about the whole issue relating to covid. He still hasnt even acknowledged that he knew this was happening, knew how dangerous it was going to be back in february. He didnt even tell you. He is on record as saying it. He panicked or he just looked at the stock market, one of the two. Guess what. A lot of people died and a lot more are going to die unless he gets a lot smarter a lot quicker. Chris mr. President. President trump did you use the word smart . You said you went to delaware state but you forgot the name of your college. You didnt go to delaware state. He graduated either the lowest or almost the lowest in your class. Dont ever use the word smart with me. Dont ever use that word. You know what, there is nothing smart about you, joe. 47 years youve done nothing. Let me tell you something, joe. If you wouldve had the charge of what i was put through. I had to close the greatest economy of the history of our country. By the way, now its being built again. Chris will talk about the economy in the next segment. President trump its going up fast. Chris when it comes to how the virus has been handled so far, the two of you have taken very different approaches. This is going to affect how the virus is handled Going Forward by whichever of you and sub becoming the next president. Three openings. Vice President Biden, youve been much more reluctant than President Trump about reopening the economy and schools. Why . Vice President Biden because he doesnt have a plan. If i were running, i know what the plan is. Youve got to provide these businesses the ability to have the money to be able to reopen with the ppe as well as with sanitation. You have to provide. President trump nancy pelosi. Vice President Biden shush for a minute. President trump tell her to nancy pelosi and schumer. Vice President Biden nancy pelosi and schumer have a plan. He wont even meet with them. The republicans wont meet with them. He sits at his golf course. Literally, think about it. President trump you probably play more than i do, joe. Chris the question of reopenings. President trump he wants to shut down this country. I want to keep it open. We did a great thing by shutting it down. Wait a minute, joe, let me shut you down for a second, joe. He wants to shut down the country. We just went through it. We had to because we didnt know anything about the disease and then we found that elderly people with heart problems and diabetes and different problems are very, very vulnerable. We learned a lot. Young children arent. Even younger people arent. He wants to shut it down. More people will be hurt by continuing, if you look at pennsylvania. If you look at certain states that have been shut down, they have democratic governors all. One of the reasons they are shut down is because they want to keep it shut down until after the election. Chris i want to move on to another subject. Vice President Biden ive got to respond. President trump those states are not doing well that are shut down. Vice President Biden ive got to respond to that. Chris you have begun to increasingly question the effectiveness of masks as a disease preventer and recently you cited the issue of waiters touching their masks and touching plates. Are you questioning the ac efficacy . President trump i am a mask right here. I put one on when i think i needed. Tonight everyone has had a test and you have social distancing on all the things you have to. I wear masks when needed, when needed i wear masks. I dont wear masks like him. Every time you see them come hes got a mask. He could be 200 feet away and he shows up with the biggest mask ive ever seen. Chris Vice President biden, go ahead. Vice President Biden the way to open businesses is give them the wherewithal to be able to open. We provided money. Chris i was asking about masks. Vice President Biden masks make a big difference. His own head of the cdc said if we were masks, if everybody were masks and social distance between now and january we will probably save up to 100,000 lives. It matters. President trump theyve also said the opposite. Vice President Biden no serious persons have the opposite. Chris i want to ask. President trump dr. Fauci said the opposite. Chris i want to ask you, less than a minute left. President trump he said masks are not good and then he changed as mic minded ten maskse good. Chris your different approaches have affected the way youve campaigned. President trump, youre holding large rallies with crowds packed together, thousands of people. President trump outside. Chris outside, yes, agreed. Vice President Biden, you are holding much smaller events. President trump because no one will show up. Nobody shows up to his rallies. Chris in any case, why are you holding the big rallies and why are you not . President trump people want to hear what i have to say. Great job as a president and i have 25,000 or 30,000 people showing up at airports. We have a lot of people. So far weve had no problem whatsoever. Its outside, thats a big difference according to the experts. We do them outside. We have tremendous crowds, as you see. Literally on 24 hours notice. Joe does the circles and has three people. Vice President Biden by the way, one of the last rallies he had come a reporter came up to him to asking a question and he said no, no, no stanback. Put on your mask. Put on a mask. Have you been tested. I am way far away from those other people. Thats what he said. Im going to be okay. Hes not worried about you. Hes not worried about the people out there breathing on one another. President trump no negative effect. Weve had 35,000 40,000 people. Chris i want to move on. Vice President Biden he has been totally responsible the waway in which he has handled social distancing and wearing masks, basically encouraging them not to and hes a fool. President trump if you could get the crowds you wouldve done the same thing but nobody cares. Chris can we move on to the economy . The economy is recovering faster than expected from the shutdown. The Unemployment Rate fell to 8. 4 last month. The Federal Reserve says the hit to growth, which is going to be there, is not going to be nearly as big as they had expected. President trump, you say we are in a vshaped recovery. Vice President Biden, you say its more of a k shape. What difference does it mean to the American People in terms of the economy . President trump, in this segment, you go first. President trump we built the greatest economy in history. We closed it down because of the china plague. We closed it down which was very hard psychologically to do. He didnt think we should close it down and he was wrong. 2 Million People would be dead now instead of still 204,000 people. Its too much, one person is too much. Shouldve never happen from china. But what happened is we closed it down and now we are reopening. We are doing record business. 10. 4 Million People in four months that we have put back into the workforce. Thats a record the likes of which nobody has ever seen before. He wants to close down. He will shut it down again. He will destroy this country.
