Nail salons were not included, which outraged now is a long owners. This year this way for more businesses to reopen indoors. Reporter the state announced solano, alameda, and san mateo among five counties moving up a tier. In san mateo, that means church movie theaters can open indoors at 25 capacity. Indoor retail, dining, gyms and personal Care Services can also resume indoors with restrictions. San mateo countys manager saying we have precious few moments, but now business can get back to work. Counties can institute stricter guidelines than the state. So for now, gyms, Indoor Dining moveee theaters and playgrounds are among the sectors that remain closed. Santa clara is, infection and covid cases are going down there. Quickly things can change for the better and they can also change for the worst. Wednesday all schools can resume in Person Instruction in santa clara without a waiver, but most Public School districts have indicated they plan to continue with Distance Learning for now. That fire came over the hill so hard and fast that i turned around and i barely got my 8 dogs and my two parrots out, and the fire just you can see, everything is ash. 19,000 firefighters are spread across california. The bobcat fire that william was talking about has really taken off. What is making this fire so difficult for crews to get control of . Well, you add the fact that conditions are just so dry across california, especially down in los angeles county, and it just takes a little bit of wind. That wind then pushes the fires, and they grow incredibly rapidly. Now fortunate down in los angeles county, that fire is burning motherly away from some of the foothill communities along the 210 corridor, pasadena, for example, and burning further into the National Forest and up into the desert highlands. And so the fire, though, obviously just eating away at significant overgrown and dry vegetation, and really these weather conditions weve been experiencing across california that has been allow nothing just the bobcat fire, but so many others, even in northern california, to burn so rapidly. Yeah, that is good news there in southern california, daniel, though, that this fire has shifted directions, but is it still moving at a pretty significant pace . I mean, we were reporting today that that fire is now even bigger than the city of denver. Yeah, most of the growth of the bobcat fire reported by the Forest Service really occurred over the weekend, later part of last week. However, it is still continuing to grow. A number of our fires that were battling today with temperatures starting to heat back up, weve seen activity increase. The north complex in butte county in fire activity. In the forest and park area, also da despite were making good progress, you know, temperatures are still i should say weather conditions in total still working against us, even though its been a little cooler the last couple of weeks. Yeah, but as you mentioned, you know, weather conditions play such an Important Role here, daniel, and we are expected to get even hotter temperatures approaching the area this weekend. How will that help you in shifting, you know, your priorities and how you respond to these fires, given that hot temperatures are back in the forecast . Well, while the last week are so weve had more mild temperatures, which has really aided us in our efforts for our firefighters, good containment on a number of fires. The fires in the north bay and east bay, the complexes there, Holding Around 99 could be taken respond very close to full containment. But we and we could see some winds come this weekend. In cted a fire weather watch for this weekend for much of northern california, including the north bay mountains, the east bay hills and other parts of northern california, due to that combination, and so that could hamper our efforts on the exists fires, but it could also and will also increase the threat of a new fire sparking, and that new fire being able to burn very rapidly well be on high alert this weekend and will need the public to do their part in joining us to be fire safe. Daniel, before i let you go, its got to be so tough, whenever you are out there battling a number of major fires, and then you look at the forecast and see the conditions that are coming your way. How are the Crews Holding up, and managing all of this, knowing that are coming back. Well, you have to remember, weve been battling some of these fires for well over a month, and so for many of our firefighters, they have been assigned to fires, and we move them from different parts of the state, fire to fire, but a significant amount of firefighters are still committed to these fires, and we are just now getting into really the peak of fire season. Today is the start of fall. While today were seeing little bit cooler temperatures and more seasonable temperatures, we cant let the temperatures fool people. It is absolutely the time of year when we experience our largest or most damaging wildfires, and as weve been talking about for really the past month, with conditions already being so explosive, its not a good sign of whats to come, as we move into the month of october, when weve seen other major fires like the Oakland Hills fire back in 1991. This is just a final period where we need everybody to be extra cautious and extra safe. Yeah, we certainly do, and boy, daniel, no, it is not a good sign at all by what were seeing right now. The onshore breeze helping to keep our air quality in good category. From the north bay, the central bay, and south bay this afternoon, good air quality reported. Temperatures a little bit cooler in some areas today. In the north bay, down by 5 degrees, novato. East bay, down by 8 in concord. Here is a look at the temperatures outside right now. 64 at half moon bay. Upper 60s to upper 70s around the bay. 72 in oakland. In the north bay, a warm 85 over santa rosa. The onshore breeze through fairfield is sustained at 20 miles per hour. Novato reporting 21. So that nice onshore breeze will continue at least for the next couple of days and continue to bring us the good to moderate air quality. Here is a view of whats happening out there. The ridge of High Pressure just parked off our coastline. Not really allowed to strength machine the coming days. It has to do with the systems that are moving through the pacific northwest. Piled across monterey road in south san jose sits tens of thousands of pound of trash. Its an Illegal Dumping site thats been a problem in the city for a while, but now they are splitting the 300,000 cost to clean up the area. Step someone to clear the mess. Step two is to maintain it to avoid it getting this bad again. Were looking at maybe exat can curtail the dumping that goes in on the middle of the night, and putting up new signs. Reporter crews collected 120,000 pounds of crash, including 300 tires and 25 abandoned cars. They expect to clean is 600,000 pounds of garbage within the next 10 days. This is going to be one of my Top Priorities of really changing how we view and how we care for monterey road, because it is the gateway to the city of san jose. Reporter at meeting today, the San Jose City council will consider reallocating 3 million of federal funding to clean up trash across san jose. The money is expected to be available within the next few weeks. If the city staff are doing everything they can with the current funding that they have, and so we recognize that they need more resources to get more hands on deck to really address this problem efficiently. He had just finished his shift at tesla and was headed home when he was shot and killed while driving long interstate 80. Up next, a devastated family wants answers. The family of a tesla worker shot and killed while driving on freeway in Solano County is now speaking out. Joining us now is president and cofounder ryan men in aky. Thank you so much for being here. I know that cancer is a real concern for firefighters. Talk about the mission of your foundation. Hi, heather, thanks for having me. I appreciate it. The mission of our foundation, were in our third year as a nonprofit foundation. Myself and a partner started in the oakland fire department. We are wanting to raise awareness for all of firefighters, both current and retired, but to have a new way to pro moment early screening. Firefighters have a much higher risk than the general public and rarer forms and younger ages, because of the chemicals we are exposed to in firefighters. So we want to raise awareness, education, and early defense and or screening on an annual basis in the oakland fire department. What are the cancer rates right now, and are you seeing those numbers increase . Well, its always been very difficult to give an exact percentage of cancer rates, but firefighters are generally 10 to 20 higher than the general public, and now because of all of the wildland fires in the last three to four years, seems like they have increased much more. Our rates of exposure are increasing even more because of the amount of time spent on wildfire lines, a couple of weeks at a time, and if you can imagine on a normal structure fire, a normal environment, a city environment, you go to home or building fires on a regular basis, and youre wearing breathing protection, and youre still exposed to high levels. However, in wildland situations, youre exposed to potentially hundreds of home that have burned in a two, three, fourweek period, including dangerous and toxic materials that increase your exposure rates tremendously. Yeah, wildland fires a completely different situation. Ryan, when you take about your mission, what is it that you need right now, what is it that you needs the most to help you further that mission . Well, were always trying to stay on the cutting edge of new technology that comes out, and it seems as if there are things very close in the future that will be developed from science testing for early detection. However, were always looking for fundraising. We have wonderful support from our department and from our union. However, we are a nonprofit, so 100 having our proceeds come from donors. So whether it be big or small, personal or corporations, we need anything that we can get, because were constantly looking for new screening techniques, potential gear, masks, things that we can possibly provide for our firefighters. Not only testingwise, but things to help prevent us in the future from contracting cancer. So, ryan, youre message to people at home who might be watching this right now talk a little bit about what this used for, and just how important it is. Yeah, so for us its very important. This is an ongoing thing. This will not just be this year or the next couple of months. The goal of this is to not only annually what we have been doing through the last three years and some s bladder and colon cancer screening, but were also look fork new blood tests that are still close in the future are to developed and fda approved, approve so the many coming in from donees is extremely important in an ongoing basis. We are looking at increasing ultrasound techniques and firefighters, and at us have younger ages and rarer forms of cancers aside from the typical cancers we see in the public, because of the rare chemicals were exposed to on a regular basis during firefighters and overhaul procedures. So everything becomes important for us to have the ability to seek out new prevention measures and or screening techniques once they are developed. Yeah, so very important. Going tuesday night into wednesday, that onshore breeze tends to keep the smoke away. You can see how the smoke is pushed to the east and the northeast. That is going to remain in place for at least the next few days. Then we begin to see changes by the weekend. Air quality expected for tomorrow to remain good. Most areas will be below that 50 index mark there. So a pleasant pattern in place for the first few days of fall, and then as we get into the first weekend of fall, things really start to change. Not only do our temperatures soar, but heightened fire danger expected to return to the bay area with a bit of an offshore breeze. So very dry and hot in time for the weekend. A fire weather watch right now in place for our north bay hills, east bay hills, and our inland east bay for very dry, gusty conditions. Well, that is the claim from a recent study that tried to figure out just how many additional deaths the state had during the first few month of the covid19 outbreak. The report found 125,000 californians died between march and july of this year. That number was up 13 from the average number of deaths over that same fivemonth period during the previous three years. The study found in excess of 14,200 deaths, with just over 9,000 have officially been attributed to covid19, leaving about 5,000 other deaths unaccounted for. Tell us how we might be able to explain these excess deaths, and hough many of them do you think ulbe linked to covid 19 . Well, this is a very interesting study that recently was publish expected how do you explain this well, we had a massive shortage of testing and didnt have a Clear Strategy on when to administer these tests, unfortunately. We also saw there was a big inadequacy of access to healthcare, and also Healthcare Providers for lowincome communities. Yeah, there was, you know, obviously many of these excess deaths were concentrate aid month communities of color, the africanamerican community, asian americans, and latinos hit especially hard. Why do you think these particular populations were affected so much more . Was it a lack of access to care, or were some of these patients maybe less likely to be included in the cases and covid deaths . Thats very good insight from your part, alexander. Historically, their Health Practices have not been as robust. Secondly black and latinos are dispoe portion atly affected by underlying conditions, and puts them at a greater risk of complication from covid. Reporter when clinics shut down, they lost that monitoring possibility, and so thats probably something that also contributed to these numbers. All right. So broadly speaking, what is the takeaway from a study like this . How do you use this information if youre in the Public Health world to try to shift the response moving forward to the coronavirus . Well, we have to Pay Attention to these numbers, because it exposes areas of improvement in our healthcare system, and also exposes shortcomings that we have. So we need to because every sin equally as important and valuable, and as we see disproportionate populations being affected web need to make sure that i have all of the resources to effectively take care of their health and have access to it. Its very important. As you know, well know, doctor, you know, today we hit this milestone here in the u. S. With 200,000 deaths recorded from the coronavirus here. If you sort of take this study from Kaiser Health thats done in california and ex. Beta makes landfall with Tropical Storm winds, and heavy rain. We have the latest coming up from texas. The race is on to try to rescue hundreds of whales in tasmania. More than 250 are stranded there on sandbars. A team of marine biologists is in a race against time to try to save as many whales as possible, but it is very complicated and is expected to take several days. Now first, rescuers will try to refloat some of the whales to find out how they behave when they are float big themselves once again. If that doesnt work, the team will have to try to figure out a different strategy. Triage is going to be quite important here. We have animals spread over a large area in a really challenging location. So were going to basically take the animals with the best chance to start with, and the ones that were able to deal with. Its unclear exactly what drew the animals to shore, but its not an uncommon event. Pilot whales are very social creatures, so when one of them strays off course, the whole group often follows. Heavy rains are flooding parts of the texas coast right now as Tropical Storm beta makes landfall. That area recovering from a busy hurricane season. Case Casey Stegall with more now from galveston. Reporter beta drenches the texas coast, packing winds of 40 miles per hour. Some cars were submerged, some roads made impassable. This side, and, of f a hill course, its flooded into our rv park over there. Reporter beta made landfall late monday night as a Tropical Storm and moved slowly at just 3 miles per hour, allowing for heavy rain to fall along the upper texas coast. Nearly 11 Million People were under flash flood watches ahead of betas arrival, and parts of galveston have already received up to a foot of rain. A Tropical Storm is just that, but stilt has dangerous conditions and you never know when thing cans change. Reporter beta is expected to turn right and head northeast to louisiana by the middle of the week. Parts of arkansas and mississippi could see flash flooding as the storm moves further inland. Many of these areas are now facing additional cleanup, as they are still in recovery from a busy hurricane season. Theres no way that we could clean up all of the debris left over from hurricane laura in less than 30 days. Its just not humanly possible. Moving in the right direction. More bay area counties today are placed into the states less restrictive tier on the coronavirus monitoring system. But that doesnt necessarily mean more reopenings. Well, julie and frank, todays announcement means the majority of the bay area is now in the less restrictive red tier. However, when you look at what is reopening, that can be confusing, because its still on a county by county basis. Alameda, river errside, san mateo, solano counties, all reaching the threshold. In San Mateo County, that means churches and movie theaters 25 indoor retail and dining, gyms and personal Care Services, can also resume indoors with restrictions. San mateo countys manager saying we have precious few moments to celebrate if these unprecedented times, but this is something we should all be happy about now that so many of our businesses can reopen, and so many of you can get back to work. However, in alameda county, the shift from purple to red tier is a different story. The Public Health department announced at this time there is no change to permanent or prohibited activities in alameda county. Counties can institute stricter guidelines than the state.
