Reporter the City Council Member who represents the areas says the debris is the length of a football field. On monday alone, the city picked up 300 tires, and 25 abandoned vehicles. He expects by weekends by the weeks end, 300 tons will be collected. This happened because we did not pay as much attention to this as we need to. And so, i think it just come you know, the larger it gets the more expensive it gets. Reporter he estimates this project will cost the city and Union Pacific railroad who owns part of the property upwards of 300,000, clean up was expedited after residents and businesses complaint. But on july 17 around four in the morning, he was stabbed multiple times while he was sleeping outside on eighth street and west oakland. His parents that he was in a program that housed him in a hotel but that he would often prefer to sleep outdoors. His parents say after the attack, it appears jeff tried to make it to his grandmothers home nearby. But collapsed and died. They say nothing was stolen from him. The motive is unknown. That was a brutal, evil attack that they did on my son. Because schizophrenia is just like he was a kid. You know, mentally. Oakland police as it has passed out flyers to the community to help solve this crime and that the investigation is ongoing. His parents say they are concerned that not enough is being done. Two months after the attack, and no word of an arrest or who is responsible. I dont want to be another case on the desk. That was my only son, i just want justice. Reporter chamber says his son would help him with his handyman business. He shared with me this video taken in february when he says jeff was starting a new program that was helping him cope with his mental challenges. Nothing that we do will bring him back but we definitely want justice for him. Because, like, we cant get no rest and we cant get no sleep. It is just really sickening, that somebody could be so cool. I just, i pray that you show up and do the right thing because you took a life for nothing. That proposal would designate highsensitivity areas where encampments near schools, homes, businesses or public parks would be cleared. They need to check about the terms of the needs of supporting our own, touching them humanely about the same time crating some consistency and structure to how we support our and cabins. Over the last 10 years, 19 people have been killed by Vallejo Police. But not one officer has based any form of discipline. Over the next three nights will be looking at what is going on in vallejo, and what it will take to turn the department around. Tonight we begin with Crime Reporter henry lee, who examined why some officers involved in multiple and questionable shootings are still on the force. 90 people were killed by Vallejo Police in the past decade but no officers were ever criminally char cases, all but one of which were shootings. The troubling part is that there has been no discipline. Reporter the only action taken, training and technical recommendations, civil rights attorney john burr says that is not enough. Those are relatively minor, cannot go to the base issue of having you evaluated as to the properness of the shooting itself. Reporter officers who fired their weapons are being investigated by their own colonies, some hotshot people themselves. They always been given a pass. There has been no finding that any of the shootings were below or out of policy. Reporter he is an attorney representing the Police Officers association. With every use of force you need to step back and look at them in isolation, right . Because the fact matters and each situation is unique. The patterns are startling. Officer sean kenney shot and killed three people in 2012, the da declined to charge him and he continued on to become a detective. Kenny now runs a Training Firm to declined to comment.
