A two week reset while they switch their updated online Identification System and moved to id me. This comes after a strike team put forth recommendations to update the service. They have been plagued with issues with so many californians applying for caliph fournette an appointment benefits at once. Theres been a massive backlog in claims because so many people are out of work. The former edd director says some very significant action needed to be taken. And i think there is reason to say this new approach with the Identity Verification that at least is claimed to be able to reduce the manual claims which are holding up the process from a 40 to 10 . Reporter with maidla proces which led to that bottleneck here it will still take months to catch up. Part of the statement reads, i am concerned this is too little too late for californians experiencing extreme Financial Stress as a result of edd spells. It so unsatisfactory that people would since the pandemic began may continue to wait the better part of a year for assistance. And edd spokesperson said those are receiving Unemployment Benefits will not be impacted. Alyssa harrington, ktvl fox 2 news. Obviously there are a few senators out there from the gop side that Democratic Senators and other politicians are going to try to convince for example, i think mitt romney is some of that will be targeted. It does not say how many justices have to be on the Supreme Court. So one of the things that you might hear a lot of chatter about in the next several weeks are democrats talking about if they win the presidency and take control of the congress, that in their next term to introduce legislation which expands the number of justices on the Supreme Court. Here in the bayer, and across country, Ruth Bader Ginsburg is being fondly remembered as the second woman on the u. S. Supreme court. To the latest on coronavirus. 50,000 people have died from the bars in california thats leading to a lot of concern as we start to enter flu season. A look at what hospitals are now doing to prepare for an increase in patients. Reporter after having its highest numbers up at holidays in august, Contra Costa County and many others have seen, cases and hospitalizations on the decline. But the risk has not gone away. Covid19 is around us and it is simmering. We are not boiling right now but the pot is on the stove. Looking forward into the fall, theres a lot of concern. We have seen cases going up in other parts of work. Cases going up in the midwest. We are seeing a lot of outbreaks around college campuses. Reporter part of the concern is flu season which typically picks up in november. Covid19 and the flu can have similar symptoms like cough and fever. We have to enter it theres a particular live to governor Gavin Newsoms news contrasts conference just getting away. This is a side you are familiar with. 2019, youre today, we experienced about 5300 fires here in the state of california impacting 157 impacting 157,000 hundred 57,000 acres. See the year to date stats here in the state. We have increased the total number fires from 5300 too close to 8000 fires that we have experienced year to date in the state. 3. 6 million acres. Now burned. 157,000 acres this time last year. 3. 6 million. And complexes. And tragically, 23,000 people continue to be evacuated from their homes. 19,000 firefighters from all across the state and across the nation are working 24 7 24 72 address these wildfires from 2400 engines, part of the mutual aid system that are deployed. 26 people, tragically have lost their lives. And 6400 structures have been destroyed. Again, i caution everybody on these numbers. The 26 fatalities in the 6400 structures are based upon what we have seen and witnessed but by no stretch of the imagination do we think this tells the entire story. As we get back in and people are able to repopulate go back into their communities, we will determine more structure loss, by the way. That is destroyed not damaged structures. That number would be substantially higher if you included the number of structures that have been impacted directly by these wildfires. But sadly, 26 people have lost their lives to date here, i want to focus of those 27 active fires with the six fires thats ones very familiar is the august complex which is the largest buyer in terms of total acres burned in california history. The last time i presented this to you, you saw some 817,000 acres that were destroyed in this complex. 30 contained. Weve made modest improvement and containment of the last number of days. 34 versus 30 contained and you see the acreage has grown but modestly compared to seeing some of the growth we had seen of the course of the last few weeks. Some 846,000 acres now burned in californias largest wildfire complex in state history. The number five largest complex in history is the northern complex. This was from last week where you saw 36 containment and 233 rather n73,000 acres that had been burnt in this again the fifth largest complex in californias history. We made real complex this last week was 64 containment from 36 and you can see the acres burned has grown modestly from 700 rather n73 two 294,000 acres. The creek fire where i visited senator harris a week or so ago is now the seventh largest buyer in california history, primarily federal fire. Impacting parts of the state in our responsibility area. This is an incident commensurate with the u. S. For service and i are primarily in the Fresno Madera counties. 18 containment of 220,000 acres. Last week you see we made some very stubborn wildfire complex but we made progress with 27 containment from 278,000 acres burned. I wanted to highlight a few of the fires that have gotten a lot of tension deservedly so. The bobcat fire in l. A. Counter in 3 containment and 44,000 acres burned. When we last updated you 15 today. You can see more than doubling the total number of acres that have been lost in this fire of one have 5000 acres now being impacted. We are putting as many resources as we possibly can in that fire in the mutual aid system that exists within the state of california and outside the state of california. Some 15 mutual aid states are helping either the National Guard or cal we are putting all the resources we possibly can on all these complexes but focusing as we should on that bobcat fire as well as the el dorado fire which we made some progress last week. 60 containment on that fire. 18,000 acres but this fire continues to be stubborn as you can see where we have gone backwards just modestly in terms of total percentage contained. You can see an increase of about 5000 acres of the last week. Between the bobcat and the el dorado fire, obviously stubborn fires that are impactful and we address those complexes in those wildfires. The snow fire as well, i just want to offer that this is a fire we did not update last week but when we are monitoring. I want to share with you. Last week we were about 5 containment. 4000 acres looks relatively small compared to some of these other complexes but if are of concern and again, want to focus today that we are making progress here, of the weekend we were able to substantially increase the containment by multiples now close to 40 contained. But you are still seeing some stubbornness and growth in the total acres involved in that fire now some 6000 acres have been burned. Those are the six that we have been focused on disproportionally. We of course continue our efforts to these other large complexes but now five of the top 10 most impacted wildfires in our States History are continuing to burn with Real Progress on some of the larger complexes, the lnu, the scu complex where we are seeing real containment on that czu complex as well there in Santa Cruz Mountains area. Again, this testament to the extraordinary men and women of fire and the mutual aid system of support. I want to update you now where we are with our case numbers. As it relates to covid19. You can see here on the 70 average that we average some 3400 cases. We are down modestly with the latest report. 3294 cases as part of this report. By the way those 3294 cases are off a total number of test roughly just shy re conducted. As a consequence the substantial increase over the last few days of number of tests conducted, goes to 170,000 on friday with hundred and 80,000 roughly on saturday, roughly 150,000 on sunday, you could see the 70 average of daily tests now moving back up to where we were before the wildfires. Again, the heat dome, the heat wave, the wildfires, airquality were impacting our total testing availability in the state and were starting to see those numbers go back up now just shy of 124,000 tests average number of daily tests over the last seven days. What is very encouraging as you can see that Positivity Rate. 3. 1 over a 14 day period with a two point with a 2. 8 over sevenday time. Testing now increasing Positivity Rates continue to decrease in the state of california. I mentioned this the last time i updated you that we are making Real Progress on building out this very large lab where we will substantially increase our testing well above the 124,000 average daily tests you see reflected in the last seven days. We are on schedule in terms of those efforts and again its a point of emphasis that we are committed to increasing testing in the state of california. We are not retreating from our testing responsibilities. Quite the contrary. We are of the firm opinion that the sooner that we are able to move forward to increase the availability and the timeliness of tests here in the state, when you, will have more clarity and more assurance in our capacity to move more swiftly to not only reopen different sectors of our economy more fully, but also reopen our schools in a more Sustainable Way as well. So one cannot let up on those efforts and again, california prides itself on its our testin substantially more comprehensive manner, more of a framework of equity and focus on reaching out to underserved communities and timeframe to getting test results back with in 24 hours. I should just note that the backlog now in terms of testing results has substantially declined of the course of the last number of weeks, magician of 70 of the test are coming back within a 24hour time. And a subtenant substantial number within 48 hours. Monitor that but we want to see those test results back within a 24 hour time. As a foundational principle. But continue to provide access and to provide the kind of surveys that all of us deserve and continues to be our goal. Google as well as to see hospitalizations decline in the state. 23 decrease now over a two week period. This slide is becoming very familiar. And very encouraging slide. Hospitalization numbers declining at a relatively consistent rate over the course of not just the last two weeks but even be on three or four weeks tracking consistently with those declines in hospitalizations are the icu admissions in the state. Tracking 25 decrease in the total number of icu admissions over a 14 day period. Will progress as it relates to the case counts and progress as it relates to positively rate. 2. 8 , sevenday positivity here in california. Testing starting to increase back up with a commitment over the course of the next number of weeks to substantially increase but still our testing to provide points of access to our schools and more broadly the target underserved communities in the state of california so we have a real sense of the Community Spread particularly as we move into the fall and move into flu season and we move into a challenging environment where we could potentially experience what some refer to as a twin dev of flu and pandemic overwhelming the ics and hospitals. We want to avoid that. I will talk about how you can aid an advance that by getting a flu shot. But today, i just want to update you on some of these efforts that dr. Galli and his team have been advancing as it relates to that mitigation and spread and transmission rate of covid19 by the way, dr. Galli, tomorrow will update you on our tiered status. I know many counties are anticipating moving into orange status. Some into red. And some that are right on the cusp. I will reserve further commentary on this except to say that data is being collected in real time would be premature at this moments to announce what dr. Galli will announce tomorrow as it relates to the progress in these tiered status. But every tuesday, i will remind you, dr. Galli will make updates on our tiered colored status. And we anticipate as we are seeing progress and decline in admissions and hospitals in icu with Positivity Rates that decline and we will see progress into the tears in a thoughtful judicious modified strategy of reopening our economy will be advanced accordingly. So will the likelihood of more waivers being supported for our younger cohort of students and progress toward getting people back to inperson education making sure not only the kids are safe but the paraprofessionals and the teachers are safe as a foundational principle of advancing that cause. Speaking of causes, we have not let up on our commitment to the cause of doing everything in our power to address the issue of homelessness in california. Last week i updated you and they previewed the i will continue to update you on our efforts on this remarkable initiative called project home key. I say remarkable, because there is not a state in america that is committed to this kind of Capital Infusion to purchase motels and provide for permanent supports of housing for homeless individuals. Last week we updatemillion that providing for seven specific projects here in the state of california to advance that cause. Today we are announcing the second round of awards. Again, this is happening in historically short period of time and it shows a result of commitment and sincerity of effort and longterm strategy to address homelessness in the state in the way the state of california has never done in the past year again, i stipulate that we have a moral and ethical obligation to address this issue head on. We need to see better results at the local level and the regional level and we need to make sure your tax dollars are going for their intended purposes and that is to produce real, permanent results. That is foundational in the home key strategies. The second round of awards is testament about the hard work of our team and task force thats organized around the principle of the Housing First model. Again, shelters solve sleep. Housing and Supportive Services begins to more permanently address homelessness. 236 million some 1810 units, 20 projects in 12 jurisdictions including one native american tribe that are getting this now second tranche of awards. We have those reflected here on two slides this being the first of the two slides giving a sense of the totality of awards that we are providing the band of the tribal award that weve read on this program. We want to thank them for their Partnership Pick we hope its not the last in terms of revealing resources to our tribal nations. Accordingly, we are diversifying the home key efforts to focus on farmworkers and focus on lgbtq youth. You can see the seniors with diversity of municipalities and localities getting the benefits of these awards, including the city of Mountain View doubling the number of available beds through this award in the city. Oakland, two large projects. 163 units. Fresno and the Housing Authority focusing on a motel conversion. Up in shasta county, trust me, some of these counties have not been part of our efforts of support in the past to support homeless efforts. Chester county, a new shared housing model. Innovative model. The city of ventura, theyre renovating apartments with large projects in San Francisco. In san diego you can see 336 units are being advanced. Talking to Mark Ridleythomas the cochair along with Darrell Steinberg of our Homelessness Task force. That five motel acquisitions that they are poised to make some 430 units made available like that. By the way, the cost of these programs is negligible compared to the cost of some other programs. Llars will not only leverage other resources at the county and federal level, but also private Sector Support and based upon our commitment to bring down the cost per unit to an average of less than 130,000. The original goal about 150,000 but we are currently averaging 133rd 130,000 per unit. We think we could do more than even our original ambitious goals. Santa clara has a move in ready units that they will advance. In the city of sacramento, Darrell Steinberg, thank you for one of his projects that hes been most enthusiastic be underway. Speaking of things that are underway, the work we have to do is selfevident as it relates to unemployment and pua support for those that are trying to navigate our unemployment assistance system here in the state of california. This system is an old 30 year old technological system. For those that understand elizabeth about technologies, these are the old cobalt systems. They need to be upgraded and frankly need to just simply be strewn to the waste bin of history. Nonetheless, we inherited a little bit of that waste bin and as a consequence we have been trained to patch it together and we recognize that we can plod along in the short run and plod along in the medium run. We can have a Long Term Strategy or we can come up with new ideas from a different angle. We put together a strike team led by Yolanda Richardson and by one of the most impactful technologists of sort and someone who started code for america and worked in the obama administration, jen polka, to provide us input from private perspective and not Just Technology but business process improvements and looking at new strategies. They cochaired a task force and came up with a series of recommendations that already we have put into place. I mentioned last week that we anticipated the fruits of this report, which by the way are not just a strike team report, they are also a consultant we hired. A report from a consultant and a response back from edd. I made it clear that when that report was done we would make it public. And we worked through the weekend to do just that. Came out late on saturday night but we said we were going to move forward and provide the information in a transparent way. We have done that and as a consequence a resource started this weekend. I did not want to wait another day to start this reset to get this system back on its feet and get us to a position where we can address the significant number of backlogged cases. By the way, in the report, its remarkable, it showed an independent review that showed our system as challenged as it has been actually performing much better than the vast majority of states, dare i say. As a nation, we had a huge i. T. From. As a nation we must do what california and i would argue, eunice appellees must do. That is to completely reimagine our approach to largescale i. T. Procurement. The fact that we have been consistently one of the top 10 states in terms of percentage of people that filed and received now 14th by one analysis suggest how low the bar is in terms of our systems across this nation. And so im not here to compare and contrast. I am here to give you a sense of what governors and state legislatures all across this country are facing in terms of this historic number of cases that we have to adjudicate. I adjudicate because we are educating fraud. We had fraud schemes all chris United States of america disproportionally hitting states with no income taxes for various reasons that become very obvious on the verification side when you consider we are not immune from those fraud efforts. And we are making Real Progress to weed them out and hold individuals and organized groups accountable. But one of the most important things we can do and what we are doing as part of this two week reset is implementing a new id Verification Software system. We went through about 16 or so vendors looking at what was available out there and went down to about 12 where we really tested and kicked the proverbial tires. We came up with a system called id me. This will process 90 on medically of all of the new applications. To have requirements under this Automated System to do selfies and provide additional verification in ways that we think is substantially and not exclusively, no one is nacve, but substantially mitigate fraud. We are not aware of five states that are in the process of utilizing Similar Technology work we were comparing with texas soon doing the same but i dont want to speak for them. But we were ross the country and not just governors. But the strike team looked at those best practices in terms of Verification Software and that is the one we landed on and we are moving quickly in this twoweek reset. We also are looking at business process improvements, not just i. T. Improvements. Taking some of the most senior Staff Members that have been working the phones are now using the more senior Staff Members with their unique insight and expertise to go after the most complex and oldest cases that are the most stubborn and i know frustrating for many of you trying to navigate the system. We are also focusing on our email backlogs and mail backlogs and progressing more aggressive strategy on outbound call effort. Not being just reactive but proactive in moving the claim process forward. The goal is selfevident. To reduce the backlog pick and reduce the growth of the backlog. Again, short term, medium and longterm. We believe this twoweek reset will do just that. We are also making available more ability to download forms and information using your mobile devices and having better and easier Information Available on your mobile devices as well. We want to meet people where they are and that means meeting them on their smart phones and providing the information in a much more expedited manner with more clarity and with more focus on what the real needs are. That was all part and parcel of the strike team report and the consultant report. And i should just say, and ill ask rolando to come appear in a moment, that the reset does not mean that those of you that are now for the first time applying for benefits will be impacted in terms of those benefits being provided. Quite the contrary. We believe this will fasttrack the likelihood that you would have otherwise gone into a manual process that could take upwards of 60 days. Unacceptable. We believe and yolanda will talk in a moment about it, that this resets will make not only this process better in the medium and long term but begin to substantially address the backlog over the next 90100 days with a goal to substantially have addressed it and not impact any people that are applying for the first time in terms of the timeliness to check. Is so in that spirit and with that consideration in terms of the ambiguity, perhaps, in some of the reporting about what a reset exit means two new applica minutes. I would love the cochair of our task force to talk more about her teams efforts and recommendations and what her expectations are moving forward with this system. I appreciate that, governor. On behalf of the strike team, my wonderful coleader, jen polka, we really want to thank the governor for the opportunity to go into edd and bring a fresh perspective on their operations. And to build on the efforts to design a faster and better experience for the hundreds of thousands of deserving ui claimant across the state. The governor cannot have said it better. Our charge was clear. We were to go in and look for how we can ensure that claimants can have the experience that they deserve. And so our report, which we provided to edd, is over 70 recommendations specifically focused on doing a number of things. One, definitely reducing and preventing the growth backlog and at this time we want to applaud edd for embracing the idea of the reset which will allow for those people that the governor mentioned, 40 of you i claimants were going into a manual process. And by embracing this reset, or giving them a 90 chance Going Forward of having a much farien getting a check in their hand much faster and we really appreciate that. Our recommendations were across the board. Devlin looking at the processes and looking at redesigning the experience. And so we believe that f edd embraces our recommendations. They will be well on their path to creating a firstclass User Experience minimizing processing delays, being able to open the mail and being able to answer calls. So we really appreciate again, their impressment of our recommendations but most importantly, the government Operation Agency in partnership with the California Department of technology and the office of Digital Information is looking forward to supporting them on their journey to creating that firstclass User Experience. Encouraging you to appropriate yourself by washing your hands and getting going in that spirit to minimize mixing and that is foundational to a message that i hope you have seen consistently with the psas that we are putting out. We made this point a number of weeks ago when we start putting out new tiered guidelines that one of the most important essential thing we can do as we modify our stayathome orders come as we reopen parts and sectors of our economy, is to continue to push our public facing messages out and make sure we are forward leaning in reminding people that this disease has not gone away. Quite the contrary pick in fact i hope you take a look at some of the national headlines. 27 states are seeing increases in cases. There are some points of caution as we are now moving closer into the fall and into the peak of the flu season. Its a point of real and sober caution that this mantra that we continue to take seriously of wearing a mask, physically distancing and minimizing mixing to the extent possible. With that, happy to answer drug Governor Newsom discussing a number of topics here on this monday afternoon News Conference from project tone key to the latest on whats going on with california edd. Of sleep there has been a logjam of claims and theyre trying to clear that out of the way so what theyre doing is switching out an outdated id system with a new one. This will take a few weeks to actually complete. The goal is to reduce workers having to process these claims manually and get it down to 10 from 40 . By doing that californians who file claimsget a check much faster pick of course, has been criticism from some members of the some leasing its too little, too late. And the governor talking about the wildfires in california. While fire season still well underway. But in the bay area we are not experiencing them like last month. The big fire complexes are all 98 contained pick the bigger fires down primarily in Southern California in riverside and San Bernardino and ellie county pick even those fires, albeit, 2030 contained pick thousands of firefighters doing a great job trying to get those specifically wonderful containment. We have another four or five weeks before we start to see possibly some precipitation coming into california as we enter the fall season. With fall season we heard about the covid19 update and the governors concern with the fall season meaning flu season coming into california and beyond. What could be twin medical crisis is. The governor signaled Real Progress in his words, think theres been a bump in the number of tests administered in california. And also a small increase in the number of positive test. He said Positivity Rate is pretty encouraging between 2. 1 and 2. 8 so that Positivity Rate is still dropping slightly the governor said that is a sign of some Real Progress were making in california. We want to make sure people know that miles was not a criminal. He was a loving child. He had goals, aspirations just like your children do. And its important for us to help us so we can help save some bs from this happening again. The walnut creek spokesperson said the city agrees someone other than police should respond to Mental Health crises except when someone elses violent. The state superintendent of education is launching a new effort to bite fight bigotry and racism in schools throughout the state of california.
